rule: ‚However, discarding elastic or wool bands when setting a sail is permitted.’ [DP]

1.8. A boat will be penalised, if her support boat is not registered and/or her support boat is found to bre-ak a rule of the support boat regulation or Sailing Instructions. [DP]

1.9. Crews may include a media representative, appro-ved by the Organizing Authority, for gathering still or video images aboard a boat while racing, and who will not be counted with the crew maximum weight limit. This extra person does not have to be on board for all races during the event, but while on board shall not have an active contribution towards performance other than hiking. This modifies rules pertaining to crew weight limits, especially Notice of Race 1.10.

1.10. Crew weight will be checked by the Race Commit-tee before the first race and will give everybody the chance to re-weight before the first race. The Organizing Committee recommends to the owners to put tolerances on their crew-weight to avoid disappointments. The Race Committee will avoid weight checks on a running event, but if there is a protest the crew will be weighted right after racing only once and will be disqualified (no tolerances, no second try etc.) if the crew weight is over the limit.

2. advertising [dp]

2.1. ISAF Advertising Code will apply. Competitors and boats advertising will be without restriction. Compe-titors are requested to respect the brand exclusivity of the Official Sponsors of this event.

2.2. Boats may be required to display bow numbers and advertising chosen and supplied by the Organizing Authority.

The ORC Offshore Sailing World Championship 2014 is organized by the Kieler Yacht-Club (KYC) under the authorities of the Offshore Racing Congress (ORC) and the International Sailing Federation (ISAF).

1. Rules

1.1. The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS).

1.3. No national authority prescriptions will apply.1.4. VHF radios are mandatory for all races. A marine

VHF transceiver (if handheld, it shall be watertight or with a waterproof cover) shall be carried, functi-on properly and be readily accessible all times. [DP]

1.5. The official language of the event will be English.1.6. All support boats shall be registered with the Orga-

nizing Authority and are required to comply with local legislation and event support boat regulations. [DP]

3. eligibility [np]

The regatta is open to all boats with valid ORC International certificate with GPH over 420.0 and under 770.0 (‘band of limited boats’) complying with ORC Championship Rule.

The organizing body reserves the right to adjust the GPH limitation after the publication of the 2014 version of the ORCi-Rule with the intention to keep the same boats in the eligibility.

The organizing body banks on the development to a new rule allowing three (3) divisions of world champions. For the case that there are only two (2) world champions allowed the organization reserves the right to downsize the band of limited boats. The plan is to offer an ‘Open World Week’ for boats falling out of the new band of limited boats.

Competitors shall comply with ISAF Eligibility Code. To be eligible to compete a competitor shall be a member of his/her Member National Authority or one of its affiliated organiza-tions and be registered as an ‘ISAF Sailor’ on the ISAF Website.

4. entry and fees

4.1. No later than July 28th 2014, a yacht shall enter the regatta by one of the means below and pay the appropriate Entry Fees.

• Internet (preferred): Online-entries via Internet (www.kyc.de) are preferred. The official entry form must be used and filled in completely. The Orga-

nizing Authority shall be authorized to collect the Entry Fee electronically.

• Fax: Faxed entries will be only accepted on the of-ficial entry form. The Organizing Authority shall be authorized to collect the Entry Fee electronically.

No other forms will be accepted.A copy of the valid ORCi-rating certificate shall be sent to the Kieler Yacht-Club arriving not later than July 28th 2014. Late entries may be accepted after that date at increased Entry Fee. Such entries require accep-tance by the Organizing Authority. An exact ‚measurement inspection time‘ for the 2nd and/or August 3th has to be declared bindingly. The

Organizing Authority will contact each boat after the entry.The ‚Certificate issue date‘ can be extended only, if the Organizing Committee is informed before July 28th 2014 and it is approved by the International Measurer.

4.2. The non-refundable Entry Fee is determined by the date of entry and Entry Fee receipt as follows. The Entry Fee consists of a fee per boat and additionally a fee of 50.00 € per person on board.The Entry Fee has to be paid via the entry form online and includes food during the Opening Cere-mony and Mid-Week Party for each crew member

on board. Additional tickets for companions and shore crew are available during the entry system. Boat Fees:

5.3. No changes shall be made on ORC International certificates after July 28th 2014 unless prescribed by the Race Committee.

5.4. Measurement protests based on facts that could have been known before the first race of the event shall be accepted up to two hours before the first race of the event.

5.5. Crew lists may be amended up to 18.00 hrs on August 3rd 2014 by filling a new form showing the changes. After this time, changes in crew may be made only with the written permission of the Race Committee.

5.6. Protests by boats regarding ISAF Sailors Classification Code shall be accepted up to 10.00 hrs on August 4th 2014.

6.2. The offshore races will be two similar races of sched-uled but not necessary sailed 10 to 14 hours with a scoring coefficient of 1.0. each. [NP]

6.3. The races may be re-scheduled when required by weather conditions. Inshore races shall be of appro-ximately 1 to 2 hours duration, and shall have a scoring coefficient of 1.0. [NP]

6.4. Nine races are scheduled including two offshore races and seven inshore races. Inshore races will be windward/leeward courses. These courses may have offset marks, gates, inner and outer loops, finis-hes to windward or to leeward. [NP]

5. Registration

5.1. Each Person in Charge must personally register in the Race Office located in the Race Village at Kiel-Schilksee between 10.00 hrs on August 2nd and 18.00 hrs on August 3rd. [DP]

5.2. The following documents shall be presented at least at registration. To avoid waiting time during the registration boats can send the documents in advanced to the Kieler Yacht-Club [DP]:a) Valid ORC certificate, issued before July 29th 2014b) Crew list with name, surname, ISAF ID and weight

for each crew memberc) Contact phone number both on board and

ashore, including the name of a contact person ashore

6.5. The championship is valid if at least 4 inshore races and 1 offshore race or at least 3 inshore races and 2 offshore races are completed. One discard will be allowed if 7 races are completed. The discard may be any inshore race, or one offshore race, if two offshore races are completed.

7. measurement

7.1. Each boat shall be available for the measurement in-spection from 10.00 hrs on Saturday August 2nd until 18.00 hrs on Sunday August 3rd. Measurement and rules compliance inspections will be carried out throughout the championship before or after each race with emphasis on boats well placed in the scoring. The inspection will also include freeboards whenever possible.

7.2. The Equipment Inspectors and Event Measurers are appointed by the Race Committee to conduct their duties on behalf of the Race Committee. Therefore the Equipment Inspectors and Event Measurers are members of the Race Committee and are able to protest a boat directly (this changes rules 78.3 and 60.2).

8. sailing Instructions

Sailing Instructions will be available for each entrant after completion of the registration formalities.

9. scoring [np]

9.1. GPH limit to divide the fleet into two or three divisi-ons will be decided based on entries received latest by 1st May 2014.This will be posted online at the event’s organizers website.

9.2. Scoring will be determined by corrected times calcu-lated by Performance Curve Scoring.

9.3. Offshore race results will be determined by correc-ted times calculated by ’Ocean for PCS’. However, depending on weather conditions the Race Com-mittee may decide to use ‘Constructed Courses’ instead. The decision on the scoring method and the scoring parameters used will be at the sole discretion of the Race Committee and shall not be cause for redress.

9.4. Inshore race results will be determined by corrected times calculated by using ‘Constructed Courses’. The scoring parameters used by the Race Committee shall not be cause for redress.

10. International Jury

An International Jury will be appointed in accor-dance with RRS 91(b). Its decision will be final as provided in RSS 70.5.DA.

11. nautical charts

12. moorings, haul-out restrictions, diving equipment [dp]

The Organizer will provide moorings free of charge for all boats entering the event during August 2nd

until August 10th 2014 in the declared area of Kiel-Schilksee harbour. Boats shall be kept in their assigned places. Boats shall not be hauled out between August 2nd (including) and the end of the

regatta except with prior written permission from the Race Committee.Under water breathing apparatus or their equiva-lent shall not be used around keel boats between August 2nd (including) and the end of the regatta.

13. media rights, cameras and electro-nic equipment [dp]

By participating in the event competitors automati-cally grant to the Organizing Authority, their spon-sors and ORC the right in perpetuity to make, use and show, from time to time at their discretion, any motion pictures and live, taped or filmed television and other reproductions of the athlete during the period of the competition without compensation. Boats may be required to carry cameras, sound equipment or positioning equipment as specified and provided by the Organizing Authority. The top three competitors as well as the individual race winners may be required to attend a media press conference each day. Competitors may be required for interviews at the regatta.

14. Communication [dp]

Except in an emergency or when communicating with the Race Committee, a boat while racing, shall not transmit or receive communication of any information not publicly available to all boats partici-pating, this includes text messages or cellular phone calls.

negligent. When a violation of cardinal obligations occurs due to minor negligence, the liability of the organizer is limited to foreseeable, typical damages. To the extent that the liability for damages of the organizer is excluded or restricted, the participant also relieves the staff - employees and representati-ves, agents, servants, sponsors and individuals who provide or drive salvage, safety or rescue vessels or assist with their use - from the individual liability for damages, as well as also all other individuals who were instructed to act in connection with the reali-zation of the event. The effective racing rules of the ISAF, the administrative regulations regatta-sailing, the class rules as well as the regulations of the invitation to the competition and the sailing inst-ructions are to be complied with and are expressly recognized. The German law shall prevail.

18. Insurance

Each participating boat shall be insured with valid (and for the racing area suitable) third-party liability insurance with a minimum cover of 3,000,000 € per event or the equivalent.

Notice Board or website as soon as possible after the Registration deadline. A representative of the ISAF Sailor Classification Commission will be present during registration and will carry out spot checks. Competitors shall attend interviews with the Commission when requested to do so. Competitors are reminded that the Com-mission has the power to change a classification at the event with no prior notice. Any changes are effective immediately.

17. limitation of liability, Cognovits Clause

The responsibility for the decision to participate in a race or to continue with it is solely with the skipper; to that extent the skipper also accepts full responsi-bility for the crew. The skipper is responsible for the qualification and the correct nautical conduct of the crew as well as for the suitability and the trans-port-safe condition of the registered boat. In cases of Force Majeure or on grounds of administrative orders or for safety reasons, the organizer is entitled to make changes in the realization of the event or to cancel the event. This does not constitute any lia-bility by the organizer towards the participant, if the reasons for the changes or the cancellation do not result from a willful or grossly negligent behavior of the organizer. In case of a violation of obligations that do not cons-titute primary or material contractual duties (cardinal obligations), the liability of the organizer for financial and property damages incurred by the participant during or in connection with the participation in the event and resulting from a conduct of the organizer, its representatives, servants or agents, is restricted to damages that were caused wilfully or grossly

15. trophies and prizes

Trophies will be awarded in each class to:• The lowest-scoring three boats• The lowest-scoring boat in Corinthian division• The Organizer may also give additional prizes.

16. Corinthian division and trophy

For the Corinthian Division and Trophy the ISAF Sailor Classification Code, Regulation 22 shall apply and all crew shall hold a valid Group 1 classification. Unclassified sailors will be deemed to be Group 3. A boat entered in the Corinthian Division shall also be entered automatically in the Open Division and shall be eligible for prizes and trophies in both divisions. Details of the ISAF Sailor Classification Code and information on how to apply can be found on the ISAF website: www.sailing.org/classification. Valid Corinthian entries shall be sent to the Kieler Yacht-Club arriving not later than Monday July 28th

2014. Each entry shall include a complete crew list and show the classification and ISAF Sailor ID for each crew member. All crew members shall hold valid classifications prior to this date that do not expire until after the final day of the regatta. Late entries and incomplete entries cannot be considered for this division. Should a boat whose Corinthian entry has been checked and accepted need to change a crew member between the closing date of the entry and the start of the regatta, the name of the new crew member with their valid ISAF Sailor ID must be submitted to the Organizing Authority for their approval [and for the approval of the International Jury]. All crew lists will be posted on the Official
