DISCUSSION SUMMARY: Cathy Olson reviewed a 2-acre in-holding parcel of an existing Conservation 20/20 Charlotte Harbor Buffer Preserve. This parcel is surrounded on three sides by an existing Conservation 20/20 Preserve and Yucca Pens Creek to the south. It contains xeric oak scrub, black needle rush and mangrove in the creek bed and scores 31-points for water quality and flow. The Criteria and Ranking Subcommittee unanimously recommend forwarding this parcel for purchase. Access is through the existing preserve and existing management agreement with Florida DEP was also discussed.

5A: FLAG POND PRESERVE LAND MANAGEMENT PLAN Update
MOTION: Approve the flag pond preserve Land Management Plan Update

DISCUSSION SUMMARY Cathy Olson noted this is a 10-year plan update. The preserve is located west of Jetblue Park, east of I-75, and north of Daniels Parkway. This preserve is relatively small (67-acres) consisting primarily of cypress dome and disturbed flatwoods. There is no public access. We are at a maintenance level for exotics. There was not much public input received for the management update. Rae Ann Wessel asked about the hydrology history. Cathy Olson responded there isn’t much opportunity to do hydrological enhancement due to the surrounding development.

5B: Hickory Swamp Preserve Land Management Plan Update

DISCUSSION SUMMARY Cathy Olson reviewed the 10-year update of the 66.5-acre preserve in
CLASAC Meeting Minutes (Cont’d) September 8, 2016 Page 2 of 2
Buckingham. The preserve consists of remnant hammock, scrub, scrubby flatwoods, and hydric oak. There is some disturbed pasture and it is being kept as a relic/homestead farm area. We hope to work with FGCU on a hydrological restoration project. FGCU owns land immediately adjacent. There is a canal and we will be working with both agencies to improve the canal and rehydrate preserve. This will prevent polluted water from going into the Orange River. We are in the early stages of hydrological planning with Natural Resources. A hiking trail was recently marked by a Boy Scout Troop. The site is primarily used by bird watchers. We are at a maintenance level for exotics and burn management. Rae Ann Wessel asked about hogs and outfitter hunting potential. Cathy Olson responded that as this is a smaller scale preserve, we prefer the outfitters to focus on larger preserve areas containing more extensive hog damage. Discussion ensued on water enhancements/permitting required and anticipated partnerships with FGCU students.

Other disturbances include cow wells in MUs 4,6, 10 and 14 that were excavated in themid 1980s and early 1990s, respectively. ln the mid 1990s, the understories of MUs 3and 4 were cleared for pasture and grazing which continues today. Grazing began onportions of MUs 8, 9 and 10 in the mid 1990s and the area was cleared for pasturearound 1999.
Beginning in the 1970s through the 2000s both the native and exotic vegetation on thesite began to grow thicker. This is often linked to fire suppression and lack ofprescribed burns. ln 1970, the power line that is the western boundary of MU 1 1 wasinstalled. There is also an easUwest powerline that runs between MUs 6 and 9 that wasinstalled in late the 1980s to provide power to the homes to the west of the preserve. lnthe late 1980s or early 1990s, MU 13 had been cleared of its naturalvegetation andfurrows had been installed as rows of palms were grown to be commercially harvested.
The final disturbance occurred in the late 1990s when Lee County Utilities signed acontract with the former land owner, Village Links Land Trust, to use the site for treatedeffluent water release from the Pine lsland Wastewater Treatment Facility (Appendix E).The Utilities Department installed a series of sprinklers set up on a grid across thepasture in MUs 3 and 4 for the effluent delivery. Effluent was only released onto thepreserve for 20 days in 2005 and is only used in emergency situations at this time. ln2009, the Lee County Utilities agreement was renewed with Lee County Parks andRecreation. As growth continues on Pine lsland, the need for effluent release at this sitemay increase. Land Stewardship staff will work with Lee County Utilities staff to ensurethe protection of the natural systems on site with the possible future increase of effluentreleased.
ln 2013, Monitor well MW-S was installed within the Preserve by LCU to monitorgroundwater quality in the spray field as part of their FDEP wastewater disposal permit.It exhibited high levels of arsenic in the groundwater starting in 2013, which persisteduntil the wellwas abandoned by the County in 2016. The well also exhibited low pHthroughout its period of record. The level detected exceeded drinking water standards.No homes on Pine lsland are known to use the shallow surficial aquifer for potablewater supply. The wellwas abandoned by the Lee County Utilities Department in 2016when they revised their permit in 2015 to modify the groundwater monitoring plan for thefacility. Conservation 20120 staff will work with Natural Resources Division staff toassess the arsenic source and low pH.A monitoring plan will be developed andremediation performed if determined to be needed.
PIFP is also home to several active bald eagle nests. The nests have beenintermittently active since 1990 and have successfully produced many fledglings
