According to PIA Caraga regional director Abner Caga, there is a need for PIA personnel in the region to be well-versed on the semantics or the choice and use of words when making IP-related news articles, as well as to the specific culture of the different tribes in the region. “This will help achieve better understanding of the IP community’s diverse culture. With this orientation, our personnel would know much better and be sensitive enough when writing news,” he said.

Venus Garcia, provincial information center manager/provincial director of PIA Surigao del Norte and administrative officer of PIA Caraga elaborated that as the government’s information arm, the PIA seek to intensify responsible journalism among its personnel. “Being at the forefront in the delivery of information to the public, it is important to us to be appraised with the in-depth knowledge on the values/

norms and cultural background/practices of Indigenous Peoples in order for us to be more effective communicators in our community. Such teachings and learnings will provide better understanding and relevant data to appropriately handle the talking points relating to IPs,” stressed Garcia.

Garcia further emphasized that “with the recent trend of increasing issues concerning Indigenous Peoples (IP), we can be instrumental in giving appropriate information intervention and in bridging the gap in order to attain peace and development. Through this orientation on Cultural Sensitivity, we will be able to appreciate more the role of our IP brothers and sisters in maintaining sustainably of a community. Practically, as we constantly gain additional knowledge, the more we will be guided and be more capable in providing timely, accurate and relevant information in the

“While we have the rights, we also have the responsibility to help maintain peace and order

for the development within IP community,” underscored Datu Payad Sangkuan.

Meanwhile, PIA Caraga deputy regional director Fryan Abkilan recognized the efforts of the AFICC and the Sulong Katutubo Incorporated for partnering with PIA in the said activity and assured that the agency will be more sensitive on its information-dissemination especially on IP-related news.

Pres. Aquino: Ph has just begun harnessing its potentials

MANILA -- A few months before stepping down from power, President Aquino said his administration has laid the ground work that future administrations could build on to further harness the country’s potentials.

“Looking back on everything that has happened over the course of my administration, I tell you today the best news of all: we’ve only just begun,” the President said in a speech during the 41st Philippine Business Conference in Marriott Hotel on

“While we have already achieved so much, I submit that we have not even scratched the surface of what the Philippines has to offer, which is why we have to nurture these beginnings,” he

According to the President, there’s a need to protect the successes that the Filipino people have made and the country must continue to build on them.

Sustained good governance likewise means sustained good economics, he told businessmen. And if it’s when bolstered by a depth of experience and ironclad integrity, it accelerates inclusive growth, he added.

At the same time, he said he is confident that like the rest of his countrymen all over the world, local businesses will do their part to ensure that the Philippines rises to greater heights.

“The world has already begun witnessing what the Filipino is capable of, and I am convinced that, if we continue working together, we can show

them even more of our boundless potential, and ultimately prove that nothing is impossible to a united Philippine nation,” the President noted.

He said he already directed his Cabinet Secretary to prepare the appropriate response to some of the issues raised by the business sector although many of those concerns are now being addressed by the government.

“We’d like to tell you that a lot of it is already being addressed, and we’d like to tell you what to expect in the last eight months of our administration,” he told the businessmen.

Among the successes mentioned by the President include the rapid growth of the country’s gross domestic product, with an average rate of 6.2 percent in the last five years of the administration. This is the the fastest five-year average growth in nearly four

decades.

From 2010 to 2014, he said the country increased net foreign direct investments by almost six-fold. The Philippines also recorded the lowest unemployment rate in a decade.

The Philippines also received 22 positive credit rating actions, with the most momentous ones coming in 2013, when Moody’s, Fitch, and Standard & Poor’s all declared the Philippines investment grade, according to the President.

The government has also vastly expanded the Conditional Cash Transfer Program, with around 4.4 million household beneficiaries receiving cash stipends.

It has also implemented the K to 12 reforms to ensure that Filipino youth have a strong foundation for further learning or employment, he said.

“Technical and vocational education has perhaps never been stronger, especially now that our Technical Education and Skills Development Authority (TESDA) is working more closely with the private sector to implement training programs,” he said.

State universities and colleges are also implementing reforms to become truly relevant to the needs of communities they serve and the demands of the job market, he noted. (PCOO/PND (as)

DepEd, DOH, DSWD team up to combat dengue in schools nationwide

MARIKINA CITY -- In its continued commitment to promote and provide a safer and healthier learning environment for Filipino learners, the Department of Education (DepEd) has joined forces with the Department of Health (DOH) and the Department of Social Welfare and Development (DSWD) in battling dengue through the continued installation of insecticide-treated screens (ITS) in public schools during the launching of Brigada Para sa Kalinisan.

Brigada para sa Kalinisan aims to gather local community leaders, parents, and schools to work together in keeping the environment sanitized to prevent dengue in schools and communities. DOH has recently distributed 20,000 ITS rolls to selected public elementary schools in several parts of the country.

Education Secretary Br. Armin A. Luistro, FSC, has instructed its regional directors and school health nutrition personnel to coordinate with their respective DOH and DSWD regional counterparts in identifying schools in critical areas with high dengue incidence and schools that will receive the ITS.

Luistro encouraged the parents, teachers, and community leaders to participate in the school-wide cleaning program from November 2 to 8, 2015.

“Kailangan nating pagtulungan ang paglaban sa dengue gaya ng pagtutulungan natin sa Brigada Eskwela. Hindi naman po ito magagawa sa isang lugar lamang, kailangang sabay-sabay,” Luistro said.

“Kung may brigada eskwela tayo, may brigada para sa kalinisan tayo. Sa pagtutulungan at pagkakapit-bisig, ang Brigada para sa Kalinisan ay magiging matagumpay,” DSWD Secretary Dinky Soliman said.

Health Secretary Janette Garin reminded the public of the 4S strategy—search and destroy mosquitoes, seek early consultation, self-protective measures and say no to indiscriminate fogging—in preventing dengue in schools. She added, “Kung sama-sama tayo na lilinisin ang ating kapaligiran, kayang-kaya nating sugpuin ang dengue.”

NGCP seeks media, public’s help in safeguarding power lines in Mindanao

COTABATO CITY -- The National Grid Corporation of the Philippines (NGCP) is reaching out to private and government media in Mindanao in its efforts to safeguard transmission lines. Melfrance “Bambie” Q. Capulong, communications officer of NGCP-Southern Mindanao, said NGCP is intensifying information campaign in seeking public’s help in protecting transmission towers

in Mindanao.

“We need your help, we need the help of the public, local officials, villagers and land owners,” Capulong told DXMS

“We are doing this to ensure public safety and continuous delivery of safe and reliable power to consumers,” she said in Filipino.

Capulong said beside the problem of limited supplies of energy for the Mindanao grid, NGCP is also facing several other problems that affect the delivery of energy to every household in the island.

Earlier, NGCP sought the help of government forces and local officials to help prevent bombings of its steel towers in remote areas.

“This time, we seek the

cooperation of land owners by not planting trees under transmission lines or near steel towers,” Capulong said. “Local leaders could help too by passing local ordinances banning planting trees near power lines,” she added.

Road right of way was another issue NGCP is facing in Mindanao, Capulong said. “If by accident trees or branches touching 69 KV lines, some of our field personnel were barred from reaching the site for repair works due to ROW issues,” she said.

Capulong said the NGCP is banking on the cooperation of all stakeholders.

Beth Ladaga, regional corporate communications and public affairs officer of NGCP in Northern Mindanao, said NGCP is stepping up information drive on transmission line safety to ensure public safety and continuous delivery of safe and reliable power to consumers.

On Monday, NGCP communications and public affairs office met with Lanao del Sur municipal information officers and communications officers of

national government agencies to solicit their involvement in securing transmission lines.

The NGCP said among the steps that will help prevent or reduced power interruptions are the prohibition of planting trees under transmission lines and flying of kites near transmission lines.

Ladaga said these activities can cause unplanned power interruptions. “It is necessary that the public is aware of these safety guidelines to prevent accidents and power interruptions,” she added. (PNA)

International water demand management (WDM) expert Engr. Maysoon Zoubi, former Secretary General of the Ministry of Water and Irrigation, Jordan shared water management experiences - best practices that reduce water demand, improve management and increase water supply. Engr. Maysoon imparted how they were able to cope up and manage well water crisis, with rising and emerging challenges her country is facing. Jordan is one of the 10 most water-poor countries in the world as identified by the United Nations Development Programme (UNDP) Human Development Report, with an annual per capita water availability of 120-145 m3/per capita per year, a statistics below the international water poverty line. She said that despite the challenges such as high population growth (2.5% per year) and large refugee influxes; rising water needs for expanding economic sectors which is seen to double water demand by 2030; limited funding; limited energy resources; lack of coordination with neighboring countries; and the impact of climate change, their government makes it a point that water supply is secured and sufficient for the Jordanian

population. They have in place a sturdy water management system that will secure water resources for future demand. The Water Security for Resilient Economic Growth and Stability (Be Secure) Project in the Philippines is a four-year activity that seeks to promote good governance and build capacity for long-term water security, improve access to water and wastewater treatment services, and build more resilient communities. The Project is implemented in six focal areas: Basilan, Iloilo, Leyte, Maguindanao, Misamis Oriental and Zamboanga City. The project gives focus on increasing sustainable access to water supply and wastewater treatment services and increase resilience to climate –related water stress. Locally, Be Secure supports local government units (LGUs) and water utilities to provide water and wastewater treatment services and to improve capacities for integrating climate change into local planning. In attendance to the water demand forum were local decision makers- LGUs from Zamboanga City, Isabela City, Basilan Province, Cotabato City, Zamboanga City Water District,

LanipaPAGADIAN CITY – The Department of Trade and Industry IX (DTI-9) formally turned-over two (2) coco coir processing facilities under its Shared Service Facility (SSF) program to Dinas Small Coconut Farmers Organization (SCFO) and Dumalinao SCFO on Friday, October 23, at Legarda Uno, Dinas and Sebucao, Dumalinao, Zamboanga del Sur.

The facility is composed of one unit decorticating machine, one unit carding or separating machine and four units twinning machine worth P1.6 million. Mr. Lowell Vallecer, chief, Small and Medium Enterprise Development Division of DTI-9 said the SSF is the banner program of DTI with a national budget of P46 million allocated

by the Department of Budget and Management (DBM) for this program alone. The SSF will assist small businessmen or enterprises who are now engaged or wish to engage in a specific livelihood program or project, particularly those on the bottle neck in the acquisition of equipment or facilities they need but cannot

If properly managed and developed, it could help address poverty, provide employment and livelihood,” Cerilles said. “With the establishment of this coco coir processing facility, I encourage everyone to support and help expand our coconut industry, along with the graces of the ‘Most High’ we look forward for a much better growth and abundant harvest of our coconuts,” she added.

“Let us strengthen our spirit of unity, so that we can make big advancement that will provide services and bring progress to the community,” the lady lawmaker underscored. Meanwhile, DTI Provincial Director Ma. Socorro Malate-Atay reiterated that these facilities are still tagged with “Property of DTI,” which means it is still government property. However, after two years of proper management and operations, these facilities will be donated to the beneficiaries at no cost through a deed of donation.Highlighting the two occasions was the signing of a Memorandum of Agreement and Usufruct Agreement by and between the DTI represented by Provincial Director Atay and the presidents of Dinas SCFO and Dumalinao SCFO, Mr. Rodrigo Guira and Mr. Joel Naciongayo, respectively.

Agri-Tiangge generates 186K in sales

CAGAYAN DE ORO CITY - Gross sales of agricultural commodities and by-products on display, in time for the annual observance of the World Food Day (WFD) celebration around the Provincial Capitol Parking Lot, reached about P186,000.00 according to an agriculture official.

Chedy V. Ansale, chief of the Agribusiness and Marketing Assistance Division (AMAD) of the Department of Agriculture – Regional Field Office 10, commended the agriculture office and other of its

staunch partners for the successful conduct of the ‘Agri-Tiangge’ as it overall exhibited the best agricultural practices and vast potentials of the region. Meanwhile, the P186,000 sales,

which is also 25% higher compared to last year, were generated from the 18 participating exhibitors which featured farm products such as fruits and vegetables, root crops and processed agricultural products like coco sugar, fresh cow’s milk, banana chips, freshly grated roasted coffee and yacon tea, among others. “As the department recognizes the need for farmers and fisherfolks to change their mindset from merely subsistence to one where they are driven to produce in order to meet the demands of the market, the DA is grateful for the participation of the different exhibitors for being one with us in our thrust,” Ansale added. She likewise highlighted one of the important features in the successful development of the agri-sector.

“With the staging of the Agri-Tiangge, we remain hopeful that our producers will aggressively contribute into having a well-functioning agribusiness and market system, which would allow them to reap fair returns for their products,” the AMAD chief further said. For this year, the WFD celebration is anchored on the theme: Social Protection and Agriculture: Breaking the Cycle of Rural Poverty, which brings to light the importance in reducing rural poverty and granting access to food by providing solutions ranging from the provision of work opportunities and other services, which are primarily aimed to help the marginalized fight against hunger and poverty. Health cmte acts on concern of water dealersCAGAYAN DE ORO CITY - Cagayan de Oro City Council committee on health referred to the City Health Office for recommendation the request of the Golden Friendship Water Refillers Association, Inc. (GFWRAI) for the city not to issue business permits to water refilling stations without sanitary permits from the City Health Office.

The water refilling stations are duty-bound to comply with the requirements under Presidential Decree 856, otherwise known as the Sanitation Code of the Philippines, in order to protect the consuming public and provide safe and quality purified drinking water. In its resolution, the association cited that compliance to the sanitary permit requirement will ensure the safe potable water as well as increase the revenues of the local health office.

The association is a member of Cagayan de Oro City Local Drinking Water Quality Monitoring Committee (LDWQMC) created through an executive order of the city mayor to monitor the quality of drinking water in the city. As a member, it assists the City Health Office, headed by Dr. Fe Bongcas, by policing its own ranks in implementing regulations. There are 250 water refilling stations operating in the city but only 80 are members of the GFWRAI, the resolution cited. According to the association, some water refilling stations were issued with business permits but have not complied with the requirements for the issuance of Sanitary Permits. Section 1 of Ordinance No. 10113-2006 provides that “No person shall produce and sell mineral or operate water refilling stations and no subdivision owners shall establish and operate water systems, without sanitary and business permit.” Councilor Dante Pajo chairs the City Council committee on health. DAR, LGU inaugurate 5 BUB projects

The Department of Agrarian Reform and the Local Government Unit (LGU) of Calamba, Misamis Occidental recently turned over five infrastructure projects under Bottoms-Up-Budgeting

(BUB) benefitting seven barangays in the municipality.

The completed BUB projects which cost more than P5M, consist of four farm-to-market road concreting projects providing easy access to some 2000 agrarian reform beneficiaries and 1 Day Care Center Improvement Project. The turnover ceremony was attended by DAR-10 Officials, Provincial and Municipal LGU Officials and officials of the barangays served by the projects. Misamis Occidental Vice-Governor Aurora Virginia Almonte lauded the efforts of DAR and Calamba LGU under Mayor Ezel Villanueva for successfully implementing the projects. Mayor Villanueva also expressed her gratitude to the DAR for funding the projects under the

BUB. “I hope these projects will spill over more developments in the area,” she said. During the turnover ceremony, DAR Assistant Regional Director Teresita Depeñoso briefly explained the Agrarian Reform Community (ARC) development program strategies. “These BUB road concreting projects are part of the support services program implemented in the ARCs,” Depeńoso said. Depeñoso also underscored the importance of sustaining the Seal of Good Housekeeping/Seal of Good Local Governance by the local government because it is now a requirement for approval of most government projects like BUB. Happy Home welcomes new batch of former rebels

Mati City, Davao Oriental, — The Happy Home (Half Way House and Processing Center) opens its doors for the new batch of For-mer Rebels (FR’s) who surrendered to the 701st “Kagitingan” Brigade that will benefit the Comprehensive Local Integration Program (CLIP)in partnership with the Provincial Government of Davao Oriental earlier today. No less that the Brigade Commander of the 701st Bri-gade, Colonel Bienvenido R. Da-tuin accompanied nine (9) for-mer rebels (FR) from the Brigade Headquarters going to the Happy

Home as part of their first step in benefiting the CLIP and they were warmly welcomed by Eve-lyn A. Vallar, Head of the Happy Home together with her staff and other FR’s availing the TESDA

livelihood training at the said fa-cility. The FR’s were first briefed of the house rules being imple-mented at the Happy Home then they were discussed of the ser-vices and procedures they will undertake such as health ser-vices, legal assistance, enroll-ment to PhilHealth, initial as-sistance worth fifteen thousand pesos (P15,000), registration to Government ID’s, skills train-ing, healing and reconciliation activities, educational services such as the Alternative Learn-ing System (ALS), Lakbay-aral, livelihood training to be followed by receiving the livelihood assis-tance worth fifty thousand pesos (P50,000) lastly their discharge at the Happy Home. “Since the Happy Home started its operations, this is the first time that FRs are being as-sisted personally by the Brigade Commander”. “This shows the sincerity and care of the Philip-pine Army to our FR’s and this inspires us to perform our task to the fullest”. “You are always welcome here, the Happy Home is always open to serve you and we assure you that you are going to avail all available services the Happy Home has to offer ” Vallar said referring to the FR’s

One of the FR’s during his interview said “I never taught that in spite us being FR’s be given such accommodation and warmth welcome such as this, before when we were still with the NPA we were told that the CLIP is just a propaganda but now seeing and experiencing it we will be advocates of this pro-gram and encourage more NPA to surrender”. The FR’s saying in mandaya language. The FR’s will be staying at the Happy Home after they fin-ished their processing and until such time that they are ready to go back to the community where they belong. Davao del Norte keeps winning streakKoronadal City– It is harvest time for Team Davao del Norte, as the contingent grabbed a total of 34 medals at the end of the third day of the 2015 Batang Pinoy Mindanao Qualifier in this city.

Provincial Sports Coordina-tor Giovanni Gulanes is upbeat the DavNor Team will rake in further med-als with the finals yet to be concluded for the swimming, arnis, karatedo, and table tennis on the fourth day of the games. He attributed the strong showing of his 54-man athletic delegation to the state-of-the-art Davao del Norte Sports and Tourism Complex and the no-nonsense provincial sports devel-opment program of Governor Rodolfo del Rosario. “So far, we have maintained our standing over the years,” he said, al-luding to the increasing repute of the province in producing more and more competitive and champion athletes. DavNor’s taekwondo jins led the medal reaping with Christian Rhyan Chung,14, Jude Louise Andrae Dum-dum, 14, and Lei Anne Frances Na-val, 12, nabbing the gold in the boys heavy, boys bantam and girls fly weights, respectively. The silver was grabbed by Giery Mei Amodia, 13, in the girls light, Tre-cia Mae Onato, 13, in the girls light-heavy and Louie Victorio, 12, in the boys finlight class. While, Daven Benito Ricafort,

14, and Ileana Vanessa Edna Fuent-es, 12, clipped the bronze in the boys bantam and girls welter, respectively. Swimmer Eryk John Omandam, 11, clinched another gold in the boys 12 & under 200-m butterfly, at the same time as, Zuhri Porza, 13, won bronze in the girls 13-15 400-m free-style. More bronzes were pocketed by Cyrus Dave Lucero, 12, in the boys 12 & under 200 freestyle and Vince Rey Anthony Navarro, 12, in the boys 200 breaststroke. Karateka Marjorie Ledesma, 13, pinched one more gold in the girls kata advance, as Jan Kritzmer Pedro, 15, bagged 2 bronzes in boys advance and intermediate kata. While,Ma. Eri-kah Cancio, 13, had another bronze in boys advance kata. Kyla Cielo Bernaldez, 13, and Vince Carl Seismundo, 14, also took the silver in the table tennis mixed doubles. Batang Pinoy is the govern-ment’s grassroots sports development program that inculcates the value of teamwork, discipline, sportsmanship and patriotism among young athletes ages 15 year old and below. Datu Payad Sangkuan said their alliance’s advocacy is to “provide the right information towards the righteous path for informed and concerned people are the strength of democracy.” He also presented diverse ideas on Indigenous Peoples (IP) / Indigenous Cultural Commu-nities (ICC) as per definition of Indigenous Peoples Rights Act (IPRA), the Indigenous Socio-Political Structure (ISPS) and is-sues and concerns of tribes in Caraga. “Strengthening the ISPS is empowering the indigenous tribes,” Datu Payad Sangkuan said. Buy only Christmas products with ICC sticker, PS mark – DTI AgNor

BUTUAN CITY – The Department of Trade and Industry (DTI) Agu-san del Norte provincial office urges the public to buy only Christmas lights/lighting chains bearing the appropriate Import Commodity Clearance (ICC) or Product Standard (PS) marks.

“The presence of the ICC and PS marks will protect consumers from the hazards to life and safe-ty of substantial products,” said provincial director Gay A. Tidal-go. According to director Tidal-go, consumers can validate the ICC stickers affixed on the prod-uct by checking the ICC certifi-cates issued. Per issuance from the bureau of Philippine Stan-dards dated October 9, 2015,

valid ICC certificates are only those issued from January 2013 to present, Tidalgo added. Tidalgo also encouraged consumers to report to DTI those retailers selling Christmas lights without the valid ICC or PS marks. Also, according to Tidalgo, retailers selling Christmas lights without the valid ICC or Ps marks will be penalized to include a fine ranging from P25, 000 to P300,000.

Mass graduation for 800 farmers set in SurSur

TANDAG CITY, Surigao del Sur– After finishing School on the Air (SOA) on Organic Agriculture held once a week for three consecu-tive months, a total of 800 farmers are set to be conferred with their respective certificates of graduation at the Provincial Social Hall, this city, on November 3, 2015.

According to Marcos Qui-co, chief provincial agriculturist, these farmers had finished 16 airing sessions of SOA on Organ-ic Agriculture recently simulcast over two FM stations—one locat-ed in Tandag City and the oth-er in Carrascal town, all of this province. Behind the radio program was the Agricultural Training In-

stitute (ATI) Regional Office 13, in coordination with the Office of the Provincial Agriculturist (OPAg) and other stakeholders here. Prior to this, a post/final as-sessment had been conducted at the Provincial Governor’s Office (PGO) Conference Room on Oc-tober 6, 2015. Quico said.
