The DILG is just one ofseveralNGAsfromwhichLGUsatthecityandmunicipallevelsareabletoaccessfundsforpovertyreductionandsocialdevelopmentprojects through the Bottom-UpBudgeting(BuB)process. Inthis process, the Local PovertyReduction Action Team (LPRAT)comprisedequallyofLGUofficialsand CSO representatives comeup with their plans to combatpoverty in their locality throughthe implementation of projectsand activities accessed viaappropriatenationalgovernmentagencies.

Other NGAs from whichfundingfortheBUBprojectsare

accessed include: Departmentof Budget and Management(DBM), Department ofAgriculture (DA), Bureau ofFisheriesandAquaticResources(BFAR),DepartmentofAgrarianReform (DAR), Department ofEducation (DepEd), Departmentof Energy (DOE), NationalElectrification Administration(NEA), Department of Laborand Employment (DOLE),Department of Social Welfareand Development (DSWD),Department of Health (DOH),Department of Environmentand Natural Resources (DENR),Technical Education andSkills Development Authority(TESDA), Department of Tradeand Industry (DTI), NationalIrrigation Administration (NIA),

Department of Tourism (DOT);andstarting2016, theNationalCommission on IndigenousPeoples(NCIP).

Projects involving farm-to-market roads and otheragriculturalprojects,forinstance,are coursed through the DA;whenitcomestoclassroomsandeducationconcerns,DepEdtakesthe lead; for anythingmedical,these are accessed throughDOH; whereas electrificationprojects are lodged under theDOEorNEA;livelihoodtrainingsandequipmentforbasicsectors,ontheotherhand,areprocessedeitherbyTESDA,DOLE,DTI,DAorDSWD;etc.

Projects involvingpotable water supply, disasterpreparedness, local accessroadsandcapacitydevelopmentprograms for CSOs are whatDILGcatersto.

Thus far, the budget forthese projects coursed throughDILG nationally-speaking totalsP1.6Billionin2013;P2.8Billionin2014andP5.7billionin2015.AsagainstthetotalBUBfundingof all participating NGAs, thesefigures are merely 14.47%,14.07%and27.5%,respectively.

For Caraga Region inparticular,theDILGhasprovidedaccess to P67.2 Million worthof projects to 45 of its LGUsin 2013, P120.4 Million to 65LGUs in 2014 and P364 Millionfor all the 73 LGUs in 2015.Atfirst,theBUBwasprioritizedforthe poorest LGUs as identifiedby the National Anti-PovertyCommission(NAPC),butstarting2015,allcitiesandmunicipalitieshaveaccesstotheBUB,politicalaffiliationnotwithstanding.EvenLGUs that fail theSeal ofGoodFinancialHousekeeping(formerlySeal of Good Housekeeping) oftheDILGor thePublicFinancialManagementoftheDBMcanstill

access the BUB funds althoughprojectimplementationislodgedto theprovincialgovernmentortheNGAconcerned.

For the three years ofimplementing BUB in Caraga,the DILG has facilitated theimplementation of 424 projectsbroken down into: 285 potablewater projects, 24 local accessroads,101disasterpreparednessprojects, nine CSO capacitydevelopment activities, andfiveotherprojectsorprojectsthatarenotcurrentlybeingofferedbytheexistingmenuofprojectsunderthe various BUB-participatingNGAs (e.g. public cemetery,

etc.).

In terms of BUB projectimplementation, the DILGCaraga surpassed all otherregions as pronounced inMemorandum dated October 2,2015 signed by DILG-Office ofProject Development Servicesdirector Rolyn Q. Zambales.As of September 30, 2015, theutilization rate of DILG CaragaBUBprojectsfrom2013to2015is100percent;thedisbursementrateis87.95%,completionrateis

65.72%;andtheaccomplishmentrateis40.09%.

“Atfirstwewantedtomakesure we are implementing theprojects the best way we can,butlateronwerealizedthatitisnotenoughthatwedoitonourlevels,andhopethateverybodywill come to appreciate theproject on their own.Along theway,we noticed thatmany stillarenotawareabouttheBuB.Sowetookstepstomaketheprojectknown, at least here in Caraga

Infact,Caragawasthefirstregion to organize a showcaseintended to raise awarenesson BUB. The activity entitled:“Pagpadayag: Showcasing theGainsofBuB”washeldlastJune29-30,2015atRobinsonsPlaceButuanwherepartneragencies,LGUs, media and the generalpublicwereinvited.

The DILG also spearheadsprovincial dialogues betweenthe LPRATs and NGAs to sitdowntodiscussaboutprogramimplementation.Eventherecentlyheld simultaneous BarangayAssemblieslastOctober11,2015was an opportunity maximizedbytheDILGtoinformbarangayofficials and constituents alikeabouttheBUB.

“On the onset, from thetime we receive the GeneralAppropriation Act (GAA) whichcontains the approved budgetfor the BUB, we see to it thatsuch was made available tothe LGUs, our provincial officesandtheCSOssopeoplecanbemadeawareoftheirshareofthisprogram,”sheadded.

it that cities and municipalitiesput up BuB Tarpaulin Billboardscontaining the list of projects,amounts, and status ofcompletion so that anyonewhowants to knowmore about theBUBproject in their localitycanaccesstheseinformation.Oronecan visit the website openbub.gov.phmaintainedbytheDBMtoviewthelistandquarterlystatusof projects. All these to ensurethattheBUBimplementationisastransparentaspossible.Intermsof accountability, several layersand mechanisms of monitoringhave also been set in place tomake sure the BUB is runningsmoothlyandachievestargetsandobjectives. Joint MemorandumCirculars call on the membersofLPRATs,i.e.CSOs,tomonitortheprojectsbeingimplemented.The DILG also established thepartnership between Barangaysand Inter-Faith groups throughthe Ugnayan ng Barangay atSimbahan (UBAS) project andthe Citizens Monitoring System(CMS) to alsomonitor the BUBimplementation. Likewise,NAPC commissioned third-partymonitors to do the same suchas People Power Volunteers forReform(PPVR)forCaragaRegionas well as other CSOs throughtheir Citizen’s Led Monitoring

Program(CMLP).

In addition, the DILGCaraga enlisted the services of13 communitymobilizers and aregionalcoordinatorfortheBuBto increase people participationespecially the most vulnerable.They are now coordinating atthe grassroots level to threshoutneedsofthecommunitiesinpreparationfortheupcomingCSOAssemblies and LPRAT Planningand Budgeting workshop wherethey come up with their LocalPoverty Reduction Action Plans(LPRAP) for CY 2017. The CSOassembliesacrosstheregionareslated to occur on October thisyear. “WeinDILGCaragaareverykeen on making sure that theBUBisimplementedwellandon-timedespitethemanydifficultiesofthiswork-in-progressprogramso that ultimately, the benefitswillredoundtothemarginalizedsectors of our society—thepoor—whose status we striveto alleviate, tomake their livesbetterandtoempowerthem.Wejusthopethatthepeopleseethevalueinthisasmuchaswedo,”Famacionconcluded.

Philippines’ Open Data Charter gets spotlight in global summit

MANILA -- The Department of Budget and Management (DBM) leads the Philippine delegation in the Open Government Partnership (OGP) global summit which started yesterday and will conclude on October 29 at the Palacio de Minería in Mexico City. ThePhilippinedelegationtothe summit sought topromotethenationalgovernment’seffortstowards making governmentdata available to the publicas a way to institutionalizegood governance and citizen

empowerment. Moreover,part of the summit agenda isthe adoption ceremony of thePhilippines’OpenDataCharter,which will take place duringthe closing plenary session onOctober29.

“We have made strides inthe past four years in makinggovernment data available tothe public in order to maketheNationalGovernmentmoreaccountable. Not only is thisa result of our participationin the OGP, it also signifiesour concrete commitment totransparency, empowering ourcitizens,fightingcorruption,andharnessingnewtechnologiestostrengthengovernance,”BudgetSecretary Florencio “Butch”Abadsaid.

“With the adoption of thePhilippines Open Data Charter,wehavereachedanewmilestoneinourOGPparticipation,”Abadsaid.

The Philippines OpenData Charter sets out detailedguidelinesfortheimplementationof open data standards in thecountry. Undersecretary Richard E.Moya, DBM chief informationofficer, heads the Philippine

delegationcomposedoftheOpenData Philippines Task Force aswell as several representativesof civil society organizationsadvocating transparency andaccountability through opendata.TheOpenDataPhilippinesTaskForceisresponsiblefortheimplementation of the Charterand is composed of the DBM,the Office of the PresidentialSpokesperson (OPS), and thePresidential CommunicationsDevelopment and StrategicPlanningOffice(PCDSPO).

The OGP is a multilateralinitiative that aims to secureconcrete commitments fromgovernments to promote opengovernment principles throughacountryactionplandevelopedwith public consultation. EachOGP-participating countryis subjected to a bi-annualassessmentofthedevelopmentand implementation of actionplan by an independent localresearcher commissioned bytheOGP.

ThePhilippinesiscurrentlyimplementing its third OGPaction plan, the OGP NationalAction Plan for 2015-2017,launched last August 31. Thisactionplanincludesnotonly12commitmentsfromtheNationalGovernment,butalsofromthecivil society and the privatesector. `We drafted our newcommitments to OGP toespeciallyhelpuswork closelywith CSOs and the privatesector.Thesenewcommitmentsstresstheimportanceofcitizenparticipationingoodgovernance

as well as ensure sustainabledevelopment for succeedingadministrations,”Abadsaid. In September last year,the Philippines received theGold Open Government Awardfor Grassroots ParticipatoryBudgeting (GPB) in theinaugural Open GovernmentPartnership(OGP)Awards.Thecountrywascommendedforitsoutstanding efforts to deepencitizen engagement in thebudgetprocess.

ambitious open governmentreforms.

CEBU CITY-- The Asia-Pacific Economic Cooperation (APEC) has encouraged member economies to complete their strategic needs assessment on mental health in an effort to identify economy-specific focus areas to inform initial pilot collaborations in mental health that provide tangible benefits for economic growth, social inclusion, and the wellness of communities and workplaces. At the same time, healthministers of APEC membereconomieswelcomedthelaunch

ofadigitalhubasaninteractiveresource to facilitate theestablishmentofpartnershipsto

implement the APEC RoadmaptoPromoteMentalWellnessinaHealthyAsiaPacific.

“Mental health is a timelytopicofdiscussionintheregionwith challenges and successesintheimplementationofmentalhealth programs in APECeconomies,” the APECministerssaid in their joint statementissued at the conclusion of the5thAPECHighLevelMeetingonHealth and the Economy heldherelastAugust.

They noted that mentalillnessisakeyelementofsocio-economicconcernasitaccountsfor one-third of the chronicdiseaseburden.

In this context, the APEChealth ministers welcomed theprogress of the Task Force onMental Health in implementingthe APEC Roadmap to PromoteMentalWellnessinaHealthyAsiaPacific(2014-2020).

The Roadmap outlines a

series of activities that wouldenableAPECmembereconomiesandstakeholderstoachievetheidentifiedgoalsby2020. It includes specific actions,suchasconveninganAPECTaskForce on Mental Health, andworkingwithkeyrepresentativesof government, industry,academicinstitutions,civilsocietynot-for-profit organizations,and international organizations,with the ability to promotecollaborations,especiallypublic-privatepartnerships.

An APEC hub will also beestablishedasasustainedtooltoexchangeregionalbestpractices,assess specific interventions,and inform the launch of pilotcollaborations.

Future plans also includeestablishing amulti-stakeholdernetwork of mental healthchampions across the APECregion by providing technical

assistance to leaders ofcollaborativepilotprojects,andestablishingarobustsurveillanceandmonitoringplatform,whichwill provide benchmarks forcollaborations and implementsuitableevaluationprocessandmechanismonprogress.

TheAPEChealthministers,likewise,welcomedthelaunchofadigitalhub/digitalcompendiumof the Asia-Pacific region’sbest and innovative practicesin multilateral, multi-sectoralcollaborations, and modelpublic-private partnerships tostrengthenmentalhealth.

President Aquino not giving up on passage of BBL measure

MANILA -- President Benigno Aquino III is not losing hope that eventual approval of the proposed Bangsamoro Basic Law (BBL) will materialize within his term. “Well,we still have topassthe budget and I’m sure they(lawmakers) will be presentduringthebudget(deliberations),whichwillgivetimetopassother

measures besides the budget,”hetoldmembersof theForeignCorrespondents Association ofthe Philippines (FOCAP) in aforumTuesday.

The Aquino administrationcontinuestopushfortheapprovalof theBBLmeasure in a bid toensure peace and economicgrowthinMindanao.

Aplebiscite is scheduled tobeheldin2016iftheBBLbillgetsthe thumbs-up of the currentCongress.

Theplebiscitewilldeterminethepeople’sdecisiononwhetheror not they want to be headedby the Bangsamoro TransitionAuthority (BTA), which will alsobecreatedbyalaw.

TheproposedBBLmeasurehas faced challenges, especiallyafter the conduct of a missiontoarrestUS-wantedterroristsinMamasapano,Maguindanao lastJanuary25,wherein44membersof the police’s elite force alongwithseveralMILFmembersand

civilianswerekilled.

Malaysian terroristZulkifli bin Hir, aliasMarwan, was killed in thesaid operation althoughreports have claimed thatthe terrorist was not killedbymembers of the police’sSpecial Action Force (SAF)butbyhisaides. Thegovernmentsaid itwasverifyingthevalidityof

thesaidreport.

During the said policeoperation,Filipinoterrorist,BasitUsman,who is theother targetof themission,was able to getaway. He was, however, killedin another police operation lastMay.

Aquino said passage of theproposedBBL isneededsothatareferendumcouldbeheld.

“Now, if it comes in toolate—let’s say February, whenthe election ban presumablyalready happens—you have agovernment in place that cando nothing. Therefore—(it) willdemonstratenothing—therefore,will doom the possibility of thesolutionhavingachancetoproveitsworth,”headded.(PNA)

MANILA – As the Philippines plays host to this year’s Asia Pacific Economic Cooperation (APEC) summit, its focus centers on the promotion and advancement of inclusive growth in the APEC region.

DTI warns retailers to sell only Christ-mas lights with valid ICC certificates, stickersSURIGAO CITY, Surigao del Norte – The Department of Trade and Indus-try (DTI) Surigao del Norte provincial office warns the local retailers to stop selling to the public christmas lights without valid Import Commod-ity Clearance (ICC) Certificates.

According to DTI provincialdirectorCelestinoL.Negapatan,valid ICC certificates are thoseissuedstartingJanuary2013uptothepresent.

Negapatan stressed that intheinterestandforthesafetyoftheconsumingpublic,DTIadvis-esretailerstorefrainfromsellingtheirChristmas lightsand light-

inginthe“bottomtwo”inthelistthatneedtourgetheremainingseven and five percent of theirrespective registered voters tosubmitforbiometricscapturing. On the part of Tandag CityCOMELECoffice,Atty.RizaCon-stantinosaidtheyhadbeencon-tinuingtoexperiencecrowdingofregistrantsas thedeadlinegetscloser. TandagCity,whichhasato-talof34,674registeredvoters,isonlylookingforaboutthreeper-centmore or equivalent to 915registered voters who have yettoundergobiometricscapturingin order to post a 100 percentachievement.

Bislig City COMELEC chiefAlmaAcostaforherpartsaidthatbiometricscapturinginherarea,which has the highest numberof registered voters at 55,270province-wide,hadbeensmoothsailing. As of latest update, Bislighasfourpercentmoreremainingofitstotalnumberofregisteredvotersorequivalentto1,949tobesubjectedforbiometrics.
