BelMar Eco Park and Beach Resort opened for business on Tuesday, May 8, in time for the May 18 to 19 Sarangani Bay Festival, the biggest beach festival in Mindanao. The resort is located in barangay Kapatan just along the national highway from General Santos City going to the town proper of Glan and to the white-sand beaches of Gumasa, main venue of Sarangani Bay Festival. Thongsing was accorded military honors at the Ninoy Aquino International Airport Terminal 2. Among those who welcomed the Laos leader were Foreign Affairs Secretary Albert del Rosario and airport officials.

Later in the afternoon, the Laos prime minister will

meet with President Benigno S. Aquino III in Malacanang for a courtesy call and for an expanded bilateral meeting.

According to the Department of Foreign Affairs (DFA), President Aquino and Thongsing “will discuss bilateral cooperation and partnerships in promoting

people-to-people and institutional exchanges.”

An official dinner in honor of the visiting Laos leader will be hosted by the President at Malacanang’s Rizal Hall on Thursday.

This is Thongsing’s first visit to the Philippines as prime minister of the Lao

Aquino witnesses signing of agreements between Phl and Lao People’s Democratic Republic

President Benigno S. Aquino III witnessed the signing of four agreements between the Philippines and Lao People’s Democratic Republic in ceremonies held in Malacañang on Thursday.

The agreements, which covered the areas of trade, education, foreign service and sports cooperation, were signed during the official two-day visit of Lao Prime Minister Thongsing

Thammavong to the Philippines.

The first agreement is a Memorandum of Understanding between the Foreign Service Institute of the Department

of Foreign Affairs and the Institute of Foreign Affairs (IFA) of Laos which aims to establish linkages and strengthen cooperation between the FSI and IFA as well as provide for

the exchanges of information relating

to their respective programs and seminars and on developments in the fields of diplomacy, international relations and political science.

The agreement was signed by Foreign Affairs Secretary Albert Del Rosario and Deputy Prime Minister and Minister for Foreign Affairs Dr. Thongloun Sisoulith.

The second agreement is a Memorandum of Understanding between the Philippine Sports Commission (PSC) and the Ministry of Education and Sports of Laos for sports development on the basis of reciprocity and mutual

benefit.This was signed by PSC

chairman Ricardo Garcia and Vice Minister Sengdeuane Lachantaboune of the Ministry of Education and Sports.

The third agreement is the Memorandum of Understanding between the University of the Philippines in Los Baños and the National University of Laos to develop academic and education cooperation and promote mutual understanding between the two universities.

It was signed by UPLB Chancellor Rex Victor Cruz and Vice Minister Sengdeuane Lachantaboune.

The last agreement, the

Cooperation Agreement between the Philippine Chamber of Commerce and Industry (PCCI) and the Lao National Chamber of Commerce and Industry (LNCCI), was signed by PCCI president Miguel Varela and Philippine-Lao Business Council chairman Antonio Chua; and Kisaana Vongsay, president of the LNCCI and Daovone Phachanthavong, chairman of the Lao-Philippine Business Council.

The agreement is aimed at strengthening the economic and trade ties between the two countries.

DOE, NEA officials to tackle power issue

Officials from the Department of Energy (DOE) and National Electrification Administration (NEA) are arriving in Zamboanga City today, May 10, to meet with stakeholders

relative to power issues and its possible solutions. DOE Undersecretary Atty. Josefina Patricia Magpale-Asirit and NEA Administrator Edita Bueno accepted Mayor Lobregat’s invitation to come to the city to tackle power woes that have been affecting Zamboanga, with a meeting set today at

2:00 p.m. at the City Hall Conference room. Mayor Lobregat said Zamboanga City has a unique situation, which requires DOE, NEA, and other related agencies to come to the city to meet with all sectors concerned and make necessary

interventions. E x p e c t e d participants in the meeting are officials from the Zamboanga City Electric Cooperative (ZAMCELCO), City Council members and other city officials and representatives from various sectors

that include the business group, industrial group, employers’ group, academe, consumers’ group, Urban Poor, and Homeowners’ Association among others. Congresspersons Beng Climaco of District I and Erbie Fabian of District II are also expected to participate in the dialogue. On March 17, Mayor Lobregat convened power stakeholders in the city to discuss the effects of the rotating brownouts that Zamboanga City is experiencing and to explore courses of action that would address the

power problem. Also tackled was the power situation in Mindanao and the numerous steps being undertaken to resolve the issue that included the Zamcelco contract with the Therma Marine Inc., the Interruptable Load Program, and the Time of Use schemes initiated by the business and industrial groups, and other medium-term solutions. On April 13, the Mindanao Power Summit was held in Davao City with President Aquino gracing the occasion. During the summit,

Mayor Lobregat officially submitted a manifesto of Zamboanga power stakeholders containing the issues, concerns, and proposed solutions to the Zamboanga power situation. Today’s meeting is also in addition to the mayor’s urgent request to Energy Secretary Jose Rene Almendras to increase load allocation and dispatch of power to Zamboanga City through ZAMCELCO, citing provisions of Republic Act 7639 in the wake of the worsening power situation in Mindanao.

MinDA cites significance of mutual compromise in addressing Mindanao power issues by Jorie C. Valcorza

The Mindanao Development Authority (MinDA) advocates for a common strategic recommendations and consensus before the President in addressing Mindanao power problem.

MinDA Spokesperson Romeo Montenegro stressed on this in a press conference held May 3, at the

Philippine Information Agency 10 office. He said stakeholders needs to agree into a common recommendation, a united stand with the different sectors involved in finding solutions. Montenegro further explained that the recently concluded Mindanao Power Summit in Davao is just but a start towards the continuing advocacy of finding answers to the Mindanao power grid issue. The Mindanao Power Summit has collectively come up with a strong and appropriate proposals that will be presented to the National Government. Among those includes the recommendation for review of the Electric Power Industry Reform Act (EPIRA) privatization provisions.

City council and DOE tackle oil price concernsCAGAYAN DE ORO CITY-The City Council discussed with a representative of the Department of Energy (DOE) and a gasoline company the issues pertaining to gasoline prices, during its regular session last May 3.

Presided over by Councilor Ramon G. Tabor, the legislative body invited the management of different oil companies and the DOE to shed light on the discrepancy of oil prices in the city compared with other cities and provinces of Mindanao. Only one gasoline dealer was able to attend the regular session, Joel Orsillada of SEAOIL. Councilor President D. Elipe, chair of the committee on energy, said the dealers were invited by his committee regarding the different prices among gasoline dealers but the invitation was reportedly ignored that is why the matter was brought to the body. Councilor Edgar S. Cabanlas said the price in Tagum City and other cities and provinces in Mindanao is lower than Cagayan de Oro by almost P3.60. Orsillada informed the legislative body that one of the reasons for higher prices is the freight and handling expenses that could add to the price of the petroleum products and the price war in the area. Another factor considered is the locality where the establishment is located. It was observed that price is lower in Canitoan than in the city proper.

According to DOE’s Delia U. Sy, the DOE cannot dictate the price of oil as it depends upon the small players. The department’s duty is to monitor, she said. The oil industry is governed by Republic Act. 8479, which provides that it shall be the policy of the state to liberalize and deregulate the downstream oil industry in order to ensure a truly competitive market under a regime of fair prices, adequate and continuous supply of environmentally-clean and high quality petroleum products.

XU and VOICE Network present Integrated Performing Arts Guild’s playCAGAYAN DE ORO CITY - In celebration of the National Heritage Month, Xavier University (XU) and VOICE Network will be presenting the Integrated Performing Arts Guild’s critically acclaimed play “Ming Ming,” on May 12 at the XU Little Theater.

The matinee show will start at 3:00 p.m. and the gala show at 7:00 p.m. Admission is free. “Ming Ming” is the story of a Moro family, spanning three generations, dodging the forces that threaten their survival. Mired in the conflicts of religious fanaticism, tradition and the contradictions of “modern living,” the family copes with the changing conditions. This production is XU’s contribution to the promotion of peace in Mindanao through cultural understanding and the performing arts.

Davao City daily waste collection lesser by 100 tons by Rudolph Alama

The garbage collected daily by the City Environment and Natu-

ral Resources Office (CENRO) has been reduced by as much as 100 tons (per day) with the implemen-tation of the waste segregation ordinance. CENRO chief Atty. Joseph Felizarta said that before the segregation police was implemented the city was collecting about 500 to 570 tons of garbage per day. In 201 it went down to 420 tons

and in 2012 it was further reduced to 402 tons according to Felizarta. The reduction translates to savings of P37-million a year from the operating expenses of hauling garbage from collection points to the landfill. The “No Segregation, No Collection Policy” ordinance was implemented in July 2011 and is in compliance with Republic Act 9003 or the Solid Waste Management Act. The ordinance stipulates that only residual wastes shall only be collected by garbage collectors for disposal at

the city’s landfill in New Carmen. The CENRO chief said that based on current daily collection the modern landfill in New Carmen can take in garbage for about 10 years before it is going to be filled up. Felizarta said that about 20% of the landfill’s first layer has been filled up. Meanwhile the CENRO will be implementing the ban on non-biodegradable

plastic bags and Polystyrene (Styrofoam) food containers starting June 28. The ban is in accordance with the provisions of the Davao City Ecological Solid Waste Management Ordinance of 2009 or City Ordinance 0361 series of 2010 (Section 7, Article V) which only permits recyclable and biodegradable plastic bags and containers. Felizarta said that there some biodegradable plastic bags are already being sold in the market or are used by supermarkets and big department

stores. He said that one major test of a biodegradable plastic is that it turns brittle when it exposed to a temperature of 80 degrees Celsius. He said that an additive is usually added during the manufacturing process of these plastics to make it biodegradable. According to the ordinance mall and shop owners who violate the provisions will face penalty ranging from P300 to P5,000 or imprisonment for about six months. (PIA XI/RG Alama)

City eyes planting of 250,000 trees in Tree-Growing FestBy Dani Doguiles

KORONADAL CITY -- At least a quarter of a million trees will be planted in a mountain range near Koronadal city in June for the local government unit’s 2nd Tree Growing Festival.

“This early we appeal for the cooperation of everyone because our targets (for the tree planting activity) this year are quite high,” Mayor Peter B. Miguel said.

“This year, we will cover 1,000 hectares,” he said. “If last year, we planted 120,000 trees this year we will plant 250,000 trees.”

Mayor Miguel added that the target site for the 2nd Tree-Growing Festival will be the Quezon Mountain Range, including Barangays San Jose and Mabini and adjacent villages.

Koronadal City’s Tree-Growing Festival started last year as one of the major priorities of Mayor Miguel in the celebration of the Environment Month and in support of the National Greening Program of the Aquino administration.

On June 29 last year , at least 30,000 individuals including city government employees, employees of regional government offices, n o n - g o v e r n m e n t organizations, civic groups, academic community, business establishments, and

many others planted 120,000 fruit and forest trees in more than 500 hectares in Roxas Mountain Range, specifically in Barangays Barangays Saravia, San Isidro, Carpenter Hill, Assumption, Mambucal, and Paraiso.

Post-activity report of the City Environment and Natural Resources Office indicated that a total of 131,028 seedlings were planted in 522.78 hectares. The original target was 100,000 trees in 200 hectares by 20,000 individuals.

Unlike most tree-planting activities where trees are left to grow on their own, the city government made sure that more trees would survive by hiring community extension workers whose assignment is monitoring and taking care of the seedlings planted.

Besides advancing the NGP program of the government, Koronadal City’s Tree-Growing Festival was also organized to increase the forest cover of the city.

Before the festival, Koronadal’s forest cover

was estimated at meager 150 hectares and this is only consisted of second growth trees.

Meanwhile, city councillor Ester Marin Catorce, member of the committee on environment of the Sangguniang Panglungsod has recently filed a resolution pushing for the declaration of the Tree-Growing Festival as a regular program of the city government.

“If this resolution becomes an ordinance, whoever sits as the local chief executive of the city would be compelled to implement the Tree-Growing Festival for the benefit of the city and its environment,” she said.

Catorce said, she was encouraged to file the resolution because of the success of the festival’s first run.

“We have witnessed the positive effect of such an activity, which was very successful,” she added, citing the massive participation of the different sectors, and the potential of re-growing the city’s forest cover. (DEDoguiles/PIA 12)

DOLE 12 pushes for voluntary compliance with labor laws thru ICPBy Dani Doguiles

KORONADAL CITY, South Cotabato -- In line with its advocacy to promote industrial peace in the entire Soccsksargen Region, the regional office of the Department of Labor and Employment (DOLE-12) pushes for more voluntary compliance by companies and establishments to labor laws and standards.

Charmaine Dawn Ladot-Sonsona, labor communications of-ficer of DOLE 12, said through the Incentiv-izing Compliance Pro-gram (ICP), they are encouraging establish-ments to abide by oc-

cupational safety and health standards, labor standards, and labor-management dispute resolution among oth-ers

“ICP encourages voluntary compliance first by giving recogni-

tion and incentives to a company’s initiatives to voluntarily com-ply with labor laws or having implemented a much higher standard and second by assisting a non-compliant com-pany through training

technical assistance to enable the company to comply with the re-quirements,” Sonsona explained.

Incentives for these companies include a tri-partite (management-labor-government) Seal of Excellence for their establishments which should also be carried on their prod-ucts, she added.

In Region 12, nine establishments have already been enrolled in the ICP.

These are Dole Phil-ippines Inc (Dolefil Inc.); Sagittarius Min-ing Incorporated, and South Cotabato Inte-grated Port Services, Inc. in South Cota-bato; ALSONS Indus-tries; Notre Dame of Tacurong College in Sultan Kudarat; Cota-bato Light in Cotabato City; and Energy De-velopment Corpora-tion-MDGP and Stan-filco - North Cotabato Operation in North Co-tabato.

She said, before these companies could be awarded with the Tripartite Seal of Ex-

cellence, they should have abided with the following criteria: Tri-partite Certificate of compliance on Labor Standards, Gawad Kaligtasan and Ka-lusugan, Certificate of Child Labor Free Es-tablishment, National Productivity Olympics Award or its equiva-lent, and Outstanding LMC Awardee for In-dustrial Peace.

On April 20, 2012, Tripartite Certification Committee (TCC) met to discuss the results of the assessment done by the social auditors, which is composed of labor representatives Francis Gales and Mr.

Ronnie Mondragon, Regional Tripartite and Industrial Peace Council vice chair for management Carlito Uy and management representative Norlan Yap.

Based on the audit results, Sonsona said, the enrolled estab-lishments will submit necessary documents for remediation where compliance gaps are addressed and cor-rected.

PNP 12 starts early Brigada Eskwela in GensanBy Pops Gumana-Fruylan

GENERAL SANTOS CITY -- The Philippine National Police Regional Office (PRO) 12 started Friday its own Brigada Eskwela by conducting series of clean-up operations in public elementary and secondary schools in the city in preparation for the opening of classes in June.

According to a report from the Public Information Office (PIO) of PRO 12, the first activity was conducted in Dadiangas North Elementary School where personnel from the General Santos City Police Office (GSCPO) also joined forces in tidying the campus premises.

PRO 12 Regional Director, PCSupt Benjardi Mantele personally visited the place and led the group in repainting

tables and desks, and in removing unwanted debris in the area as a support to the program of the Department of Education (DepEd).

Reporter and radio anchor Hyper Jay explained that instructions and clues were aired over the station and listeners were asked to locate and bring the fruit or vegetable to the station where finders, in turn, were interviewed about the health

benefits of the item found. DXNO-FM radio station was formally launched last April 25, 2011 in time with the city’s founding anniversary. The establishment of the community radio station was made possible through the support of the National Nutrition Council, the United Evangelical Church of Isabela, and the local government of Isabela under the leadership of Mayor Cherrylyn Santos-Akbar. Aside from promoting health and nutrition, the radio station provided the venue for the different government agencies, including non-government organizations, to promote their respective programs and activities through broadcast media. Aimed at strengthening inter-faith relationship between young Muslims and Christians of Lantawan and enhance their role in peace and development, the camp provided the young minds with inputs and activities on leadership, environment, ethno-history, livelihood, sexuality, and sports. Held at the village of Tairan in Lantawan, some 20 kilometers from Isabela City, the Camp also provided youth participants with the experience of the life and hospitality of the people of Tairan. It was a rare opportunity for most participants and guests to be able to visit this remote agricultural community, located northeast of Basilan. The youth camp is an initiative of District 1 Provincial Board Member Ust. Yusop T. Alano as part of his thesis project as fellow of the Mindanao Bridging Leadership Program (MBLP) of the Asian Institute of Management (AIM). Ust. Alano cited the role of the

youth as significant and vital to the future of Basilan. His initiative draws positive responses from a social networking site as news and photos of the activities in the camp were posted. Spearheaded by the Lantawan Association of Youth Advocates (LAYA), the camp was successfully conducted with the full support of the Municipal Government of Lantawan, the 4th Special Forces Battalion of the AFP, the Nagdilaab Foundation, Inc. (NFI), the Liga ng mga Barangay and the Sangguniang Kabataan Federation of Lantawan. Lantawan is a 4th class municipality in the province of Basilan, Philippines. According to the 2007 census, it has a population of 28,978 people. On August 25, 2007, 10 of its barangays were constituted into the separate municipality of Hadji Muhtamad. During the five-day Basic/Intermediate Course on the system at the Almont Beach Resort here, Region XI Regional Director Liza Mazo said it is very important that the participants of said training be oriented on the delegation of authority, scope of authority, and desc types of policies and guidelines of agencies that influence management of incident or event activities. “In ICS, the Incident Commander’s scope of authority is derived from existing laws and agency policies and procedures, and/or through a

delegation of authority from the responsible official,” said Mazo. A delegation of authority may not be required if the incident commander is acting with his or her existing authorities, meanwhile, it is needed when the incident is outside the Incident Commander’s home jurisdiction; when the incident scope is complex or beyond existing authorities; and if it is required by law or procedures. Mazo further bared that the elements in delegating authority should include: legal authorities

and restrictions; financial authorities and restrictions; reporting requirements; demographic issues; political implications; agency on jurisdictional priorities; plan for public information management; process for communications; and plan for ongoing incident evaluations. “Within his or her scope of authority, the Incident Commander establishes incident objectives, then determines strategies, resources, and ICS structure,” Mazo said. The ICS is a standard, on-scene, all-hazard incident management concept that can be used by all DRRMCs/emergency management and response agencies. ICS is managed by objectives and these objectives are communicated throughout the incident planning process.

According to OWWA-Caraga Regional Director Marietta Lumawag, the activity aimed to create partnership with LGUs and the academe in delivering the programs and services by means of putting up help desk

in the municipalities for the easy access of OFW children’s concerns. For the part of the academe, it is stipulated in the MOA that they should be responsible in providing quality education, as well as providing spiritual and

TUCP condemns senseless deaths in Butuan fire

MANILA -- The Trade Union Congress of the Philippines (TUCP) condemned what it claims as senseless but preventable deaths of 17 female workers in Butuan City early Wednesday. “TUCP mourns with the families of the 17 sales ladies who died from the Butuan City fire,” says TUCP General Secretary Jun Umali, Jr. “It is senseless. Accidents such as this could easily be mitigated if proper safety precautions and practices are mindfully put in place,” he added. Based on reports, 17 of the 21 stay-in female workers died in a fire that blazed a commercial building in Butuan. Four barely escaped death. They were treated in a nearby hospital for their injuries. A TUCP compilation of news reports show that

nine workers have been killed and 11 were injured in six serious work-related incidents from January to March this year. Some 74 workers were killed and 73 were injured in 34 workplace incidents in 2011. These were lower than in 2010 with 109 deaths, 87 injured and 58 incidents and in 2009 with 98 deaths and 158 work-related injuries. “Improvements in safety and health at the workplace are urgent. Lack of budget and personnel are unacceptable reasons for workers to get injured, get ill, or die,” said Umali. He reiterated TUCP’s proposal to deputize trained

union leaders and workers to do joint workplace inspection and assist government in ensuring safer, healthier, and sustainable working conditions. “We have trained leaders and members. We are more than happy to extend help and work with the DOLE to achieve better results on workplace safety and health. This could be one lasting and realistic solution to the lingering problem of lack of personnel in DOLE,” he says. On Labor Day (May 1, 2012), President Benigno Aquino III approved the hiring of additional labor inspectors in DOLE.

The chief executive said to make this country globally competitive, we see to it that nobody in the barangay, municipality, and province should be engaged in drugs activities. “If we want to have a very peaceful province and a globally competitive country, we should make sure that nobody in our barangay, town and province is into drugs,” Cerilles said. “Whether you a man in uniform or a civilian, it is your duty and obligation to stop illegal drugs from

ZAMBOANGA CITY - The Civil Aviation Authority of the Philippines (CAAP) and the Regional Development Council (RDC-9), will conduct an interior design contest for the improvement and upgrading of Zamboanga International Airport.

CAAP, RDC-9 hold Zambo Int’l Airport design contest

The contest was conceptualized during the Problem-Solving Session conducted by RDC-9’s Committee on Regional Project Monitoring (RPMC) in September, last year. The contest, which is also in collaboration with the local government of Zamboanga, the Department of Tourism, Western Mindanao State University-College of Architecture, and the three major airline companies operating in the city, Philippine Airlines, Cebu Pacific and Air Philippines, will center on the cultural character of the city and the region. The contest’s main objective is to come up with a master plan or blue print of the airport terminal interior for consideration by Department of Transportation and Communication in future improvement of the airport. The contest will specifically focus on portfolio of the proposed interior design of Check-In, Pre-departure, mezzanine, to include food court, recreational business center and breast feeding or toddlers’ corner, in accordance to Gender and Development policy, and arrival

areas. The contest is open to all interested licensed architects and interior designers in the city and neighboring cities and provinces. For interested participants, a registration form can be secured at CAAP-Zamboanga Int’l Airport starting May 15, the launching of the contest. Each contestant should submit a Computer Aided Drafting Design (CADD) or any computer generated -drawing of floor plans and interior designs, highlighting the four areas mentioned above. It should be mounted on a 20”x30” illustration board. Deadline of submission is on June 28, 2012. A soft copy of the design should also be submitted in a compact disk (CD). Criteria for the contest include creativity and originality (40 percent), presentation (20 percent), relevance to the city and region (30 percent) and passengers’ choice (10 percent). The designs will be short listed, with the board of judges selecting the best designs, on July 6. All designs in the short list will be displayed

DIPOLOG CITY, - The Zamboanga del Norte Provincial Government is scheduled to hold a Jobs Fair in Dipolog City from June 7 and 8, 2012.

Ms. Tabing Patangan of the Zamboanga del Norte Public Employment Service Office (PESO), said the jobs fair to be held at Provincial Capitol Complex, is one of the activities lined-up by the Provincial Government during the celebration of 2012 Hudyaka Festival and the 60th anniversary of Zamboanga del Norte. According to Patangan, more or less 40 recruitment agencies from Manila, Cagayan, Cebu, Zamboanga, and Dipolog City have already signified their intention to participate in the two-day Jobs Fair.
