Since then there have been 26 CORPATS with the 27th CORPAT dubbed as CORPAT PHILINDO 27-13 will be conducted to be held in the second quarter of this year. The opening ceremony of the CORPAT was held last Monday (May 20) at the Felix Apolinario Naval Station in Panacan Davao City.

The Philippine Navy deployed Patrol Ships Miguel Malvar (PS 19) and Magat Salamat (PS 20) while the Indonesian Navy had its patrol craft KRI Kerapu joining this year’s CORPAT. The CORPAT aims to enforce more effectively the border patrol operations in the areas between the territories of the Philippines and Indonesia in order to strengthen the enforcement of laws in the border areas. It also strengthens the relationship and enhances the mutual cooperation of the two navies through the development of joint operational patrol doctrines and practice of naval practices. The navy ships of the two countries will be docked at the Naval Station for two days before departing for the naval exercises and joint patrols. The maritime border area of Indonesia and the Philippines is a sprawling area which starts from southeastern Mindanao to the southwestern part in the Tawi-Tawi area.

President Benigno S. Aquino III welcomed the new envoy of the Arab Republic of Egypt to the Philippines who called on him in Malacanang on Monday.

Egypt’s Ambassador Extraordinary and Plenipotentiary Mahmoud Mostafa Ahmed met with President Aquino at the Music Room of Malacanang to present his credentials before settling down to work as his country’s representative.

Hollywood’s A-list celebrities Vin Diesel and Sarah Jessica Parker were in Manila last week to lead the Asian premiere of the sixth installment of the action movie “Fast and the Furious” and to formally open retail giant SM’s newest mall in Taguig City, respectively.

Deputy Presidential Spokesperson Abigail Valte said the stars’ visit to the country meant that they “have had good experience here with us” that she hoped would be passed on to their friends and fans to entice them to visit us also.

“That’s good press for us kasi naging kasama ang Manila doon sa Asian premiere ng nasabing pelikula and certainly generates good press for us especially since the reports that have been coming out are that these personalities have had good experiences here with us,” Valte said.

Tail-end of cold front, ITCZ bring rain over Northern Luzon, Mindanao

Except for some parts of Northern Luzon and Mindanao, the rest of the country including Metro Manila will continue to experience sunny to partly cloudy skies with possible isolated

rains in the afternoon and evening, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) Monday.

In its advisory, PAGASA said that a diffused tail-end of a cold front is affecting northern Luzon while the ITCZ is affecting southern Mindanao as the Ilocos region, Cagayan and Isabela provinces, and Zamboanga

peninsula will have cloudy skies with light to moderate rain showers and thunderstorms.

temperatures because of a diffused tail-end of a cold front and intertropical convergence zone (ITCZ) that affect these areas.

She said the cold front, which is expected to affect Northern Luzon will bring cloudy skies with light to moderate rains in this region.

However, once the cold front recedes Tuesday, Dadivas said it will be the “cold southwesterly winds” that will bring partly cloudy to cloudy skies with passing light to moderate rains in Northern Luzon particularly in its southern portions.

She noted that the blowing to the country of the southwesterly winds, which is usually accompanied with rains, is part of the transition period to the wet season.

On the other hand, Mindanao, especially its northern and southern parts, will also have partly cloudy to cloudy skies with passing light to moderate rains because of the effects of the ITCZ.

An ITCZ, which is the breeding ground for low-pressure areas that can become a tropical cyclone, may affect Mindanao until Wednesday.

Dadivas further noted that at least one cyclone is still expected to affect the country before the month ends.

Dadivas also said that afternoon and evening rains will continue to prevail in many parts of the country for the next two days.

She said the rest of the country including Metro Manila will continue to experience sunny to partly cloudy skies with possible isolated rains in the afternoon and evening due to

local convection or thunderstorms or rains in places where clouds have been formed due to the heating of the earth’s surface.

“Inaasahan pa rin natin na hanggang Martes ay mayroong mga biglaang pag-ulan sa hapon o gabi sa iba’t-ibang parte ng bansa dahil sa convective activity,” Dadivas noted.

Metro Manila and the rest of the country will be partly cloudy with isolated rain showers or thunderstorms mostly over the western section.

PAGASA said light to moderate winds from the south to southwest will prevail over Luzon and coming from the southeast to south over the rest of the country.

The coastal waters throughout the archipelago will be slight to moderate, it added.

Atillo said the Brigada Eskwela has brought unity and cooperation among the stakeholders in the community composed of the pupils, parents, school personnel and the local government. He said the program has saved time and resources to both the students and the DepEd which used to spend Twenty to Thirty Million Pesos for manpower alone. DAVAO CITY- Police and military authorities in the city are back to fighting crime and terror follow-ing the proclamation of all winners in the recently concluded midterm senatorial and local polls. Senior Superintendent Ronald de la Rosa, director of the Davao City Police Office said the police in the city are back to the normal mode in pursuing law enforcement duties against all forms of criminality. “We are back to normal mode. I told my policemen to focus on the activities and campaigns we did prior to the elections,” he said.

De la Rosa also reminded all licensed firearm holders that the election gun ban continues to be effective up to June 12. He said after June 12, the election gun ban will be lifted and persons with official permits to carry firearms outside of residence can again enjoy the privilege. Caraga RDRRMC discusses responsibilities of planning section chief, unit leaders in ICS

BUTUAN CITY -- The Regional Disaster Risk Reduction and Management Council (RDRRMC) in Caraga upgraded its training in Incident Command System (ICS) through participating in a five-day Integrated Planning Course held at Pietros Square.

The course contains the duties and responsibilities of the planning section chief (PSC), one of the general staff under the incident commander (IC).

The Office of Civil Defense (OCD) Caraga led the activity through Regional Director Liza Mazo, chairperson of the region’s RDRRMC. The participants have already attended the basic/intermediate course in ICS last May 2012.

From April 29 to May 3, the participants went through eight modules on the duties and responsibilities of the PSC and unit leaders in the ICS organization, namely, the resource unit, situation unit, documentation unit and demobilization unit.

The speakers during the five-day training were Col. Mario-Verner Monsanto, consultant of the Office of the Vice Mayor in Davao City; Randy Pabon, deputy administrator of Amity Public Safety Academy; Fire Senior Insp. Noel Nelson Ababon, acting fire marshall of the Bureau of Fire Protection in Cebu City and Ryan Castañeda, special operations officer II of the Metropolitan Manila Development Authority.

Castañeda said in the ICS organization, the general staff under the incident commander are composed of the operations section, planning section, logistics section and finance/

administrative section. “The planning section chief has a

big role as he directs the activities of all subordinate personnel to lead the creation of alternate strategies for addressing the emergency and to advise the IC regarding these strategies. The planning section chief will provide the IC with diagrams, maps and information about campus buildings and resources relevant to the emergency incident,” said Castañeda.

The main responsibilities of the PSC are maintaining resource and situation status; preparing incident action plan (IAP); providing documentation; preparing demobilization plan; providing technical specialists; information gathering; strategy identification and planning; conducting meetings and briefings; IAP/Contingency plan development; interactions and management and to be knowledgeable about the forms, documents and supplies at the pre-incident, on-scene and post-incident levels.

Monsanto said the resource unit leader will be responsible in establishing all incident check-in activities and maintain a master check-in list of incident resources.

“The resource unit leader also prepare[s] and process[es] the resource status change information, as well as present

displays, charts, lists reflecting current status and location of resources, transportation and support vehicles,” Monsanto added.

Ababon said the situation unit leader will be responsible in collecting and organizing incident status and situation information; evaluating, analyzing, and displaying the incident status summary, maps, and weather for use by the ICS personnel and agency dispatchers.

“The five primary maps prepared by the situation unit leader [are the] Situation Unit Map; Incident Action Plan Map; Operations Briefing Map; External Traffic Plan Map and Facilities (Internal Traffic Plan) Map,” said Ababon.

Meanwhile, Pabon said the demobilization unit leader will take responsibility of the demobilization unit to ensure an orderly, safe and cost-effective release of personnel and equipment. The demobilization unit gathers the information and writes the demobilization plan and implements it.

Pabon said the demobilization unit leader is also responsible in duplicating the IAP operational period briefing and assisting other incident functional areas with photocopying needs; maintaining incident documentation in easily accessible files during the incident operations; establishing the

incident history file and turning over the completed documentation files to the PSC, hosting agency or another documentation leader.

To come up with the IAP, there are 23 ICS forms to be filled out by the respective ICS personnel, however, not all of the forms are used on every incident.

The forms needed in ICS are: 201 (Incident Briefing); 202 (Incident Objectives); 203 (Organizational Assignment List); 204 (Division Assignment List); 205 (Incident Radio Communication Plan); 206 (Medical Plan); 209 (Incident Status Summary); 211 (Check-in Information); 213 (General Message); 214 (Unit Log); 215 (Planning Worksheet); 215-A (Incident Action Plan Safety and Risk Analysis); 216 (Radio Requirements Worksheet); 217 (Radio Frequency Assignment Worksheet); 218 (Support Vehicle Inventory); 220 (Air Operations Summary) and 221 (Demobilization Check-out).

Mazo said after the participants have done all the exercises in the modules and passed the speakers’ assessment/evaluation, they are now equipped with the knowledge and tools necessary to perform the duties and responsibilities of the PSC and its unit leaders.

“There will be more training on ICS for the RDRRMC member-agencies to look forward to,” she said.


In a Memorandum dated April 18, 2013 from the Bureau of Local Government Supervision (BLGS) of the Department of the Interior and Local Government (DILG) Central Office, only Regions II, III, XIII (Caraga) and CAR attained 100% completion of LGPMS on-line data entry.

assessment, management and development tool used to assess and measure the performance of LGUs in the provinces, cities and municipalities. By completing the LGPMS on-line data entry, the LGUs will know the strong and weak points of their services, utilizing different sets of indicators. These indicators

are focused on governance and development areas that measure their performance in: (1) Administrative Governance, (2) Social Governance, (3) Economic Governance, (4) Environmental Governance and (5) Valuing Fundamentals of Good Governance.

The local government officials and functionaries who are respondents to this tool will be able to generate the state of performance and development in their areas that will serve as the basis for coming-up with the State of Local Governance Report (SLGR). This report being generated will now provide the details underpinning the LGUs performance. The LGUs weak performance are revealed and will now be responded through strategic efforts such as strengthening the local government’s internal capacity, formulating policies to address certain issues, gaps and challenges and addressing problematic areas to promote development.

Through LGPMS, the information being generated in the system is used by LGUs for policy and program development. The result of the assessment will also address development gaps existing in their scope of their locality. This

will ensure the delivery of quality basic services to the constituents and will influence future decisions of the LGU Officials focusing on certain areas that promotes development.

The Province of Dinagat Islands was excluded in the LGPMS online data entry for C.Y. 2012 for its questioned constitutionality of being a province was finally resolved and officially declared as valid and constitutional just last year in a Minute Resolution dated September 11, 2012 in G.R. No. 180050 (Navarro v. Executive Secretary Ermita).


SPES is mandated under RA No. 7323 known as an act to help poor but deserving students pursue their education by encouraging their employment during summer and/or Christmas vacations.

The SPES objective is to provide students with their first taste of job exposure which will eventually develop their intellectual capabilities and harness their potentials. It is a joint undertaking of the Provincial Government of Agusan del Norte, Department of Labor and Employment (DOLE) and other government agencies such as the Department of Education (DEPED); Commission on Higher Education

(CHED); Department of Budget and Management (DBM); Department of Social Welfare and Development (DSWD); and Department of Finance.

The program is open to all 15 to 25 years old - high school, college, vocational students or even drop-outs.

The students will be working for 20 working days with Salary not lower than the minimum wage of 231 per day.

The summer job started on May 6, 2013 and will end on June 3, 2013 with 60% of their salary paid by the province and the 40% will be shouldered by DOLE.

GENERAL SANTOS CITY --The Government Service Insurance System (GSIS) announced that it will pilot GSIS-GenSan as 24/7 contact center for Mind-anao area.

In its recently-held soft launch, GSIS cited the need to establish a 24/7 contact center that will immediately respond to the concerns of its clients nationwide.

“GSIS-Bacolod will be the pilot site for the Visayas area; General Santos City for Mindanao; Legaspi for Southern Luzon, and Cabanatuan for Northern Luzon,” said Salvacion Mate, GSIS vice president for Visayas Operations Group.

This is under the agency’s vision and mission to bring the agency closer to its 1.5 members-population by being more accessible and responsive to their needs, she told reporters and GSIS members here.

She said that if before, a member could hardly contact the GSIS because the line has always been directed to the central office, members now will have the convenience of accessing the agency right from their homes.

The contact center, Mate said is already open at the National Capital Region (NCR) and is set to pilot four more areas.

Manned by 60 call center agents, the contact center in the NCR has 50 seats ready to answer calls 24/7, she said.

Mate added that the call center agents are well-trained to respond to member’s inquiry and provide first-hand resolution for basic and most frequently asked questions.

Mate said any GSIS member can

now call the hotlines for inquiry free of charge. The numbers are 1-800-8-8474747 for Globe and 1-800-10-8474747 for PLDT/Smart subscribers. However, when dialing the Smart hotline a minimum P8.00 flat rate cost will be charged regardless of the length of call time.

The hotlines can be seen at the back of the GSIS Unified Multi-Purpose Identification or UMID card.

GSIS Vice president for applications management Jean Rusela Bengo also underscored that the contact center will help members “save time and energy” by curtailing visits to the GWAPP machine since their concerns will readily be answered by contact center representatives.

Aside from basic questions, she said members can also make follow-ups on claims and loans and validate personal records through the center.

Bengo also advised members to make their UMID Card readily available for verification when transacting with the center.

“After the elections, all candidates are required to file their statement of contributions and (SoCE)expenses,” reminded Atty Duque Kadatuan, acting provincial election supervisor. “Whether they won or lost in the recently concluded elections, they should file.”

The official added that candidates have until 5 p.m. of June 13, 2013 to file their SoCE.

According to Section 94 Article XI of the Omnibus Election Code, “’contribution’ includes a gift, donation, subscription, loan, advance or deposit of money or anything of value, or a contract, promise or agreement to contribute, whether or not legally enforceable, made for the purpose of influencing the results of the elections but shall not include services rendered without compensation by individuals volunteering a portion or all of their time in behalf of a candidate or political party. It shall also include the use of facilities voluntarily donated by other persons, the money value of which can be assessed based on the rates prevailing in the area.”

The same Code defines “expenditure”

to include “the payment or delivery of money of anything of value, or a contract, promise or agreement to make an expenditure, for the purpose of influencing the results of the election. It shall also include the use of facilities personally owned by the candidate, the money value of the use of which can be assessed based on the rates prevailing in the area.”

Koronadal City acting election officer Ma. Dorothy Losa in a separate interview said: “Non-submission of statement of contributions and expenditures carries a penalty of P10,000.”

Kadatuan also appealed to candidates to help in the clean-up by removing the tarpaulins and other campaign materials that they and their supporters have posted during the campaign period.

“When I came to South Cotabato as the acting election supervisor, I was impressed with its clean environment. I hope to leave the province as clean as it was before the elections,” he said.

Koronadal mayor to focus on construction of transport terminal, other projects in 2nd term

Last year, the city government began the process of establishing a public terminal with the purchase of a 5.9 hectare lot in Barangay Zone 3.

Before the campaign period, the LGU was already in talks with banks for a loan of about P150 million to finance the planned integrated transport terminal complex.

According to the city’s initial plans, the proposed terminal’s main building will occupy at least two hectares. The remaining area will be reserved for future site development.

All existing transport terminals in Koronadal City -- the administrative seat of Soccsksargen Region – are all privately-owned, including one operated by the Yellow Bus Company, the region’s largest bus fleet plying the route from Sultan Kudarat province to South Cotabato and Davao City.

Also before the elections the LGU has started initiatives for the establishment of a sanitary landfill.

It has already identified a 10-hectare lot in Paraiso for this purpose; before the elections, the

city LGU has held consultations with the residents in the property’s immediate vicinity.

For several times, the Department of Environment and Natural Resources have repeatedly reminded the city LGU to put up a sanitary landfill in compliance with the mandates of the Ecological Solid Waste Management Act of 2000 (Republic Act 9003).

Miguel said is also bent on pursuing his plans to establish a night market.

In a previous interview, he explained that with the city’s booming economy and being the center of Region 12, a night market could be a very appropriate investment for the city.

The local chief executive and other city officials have travelled to Tagum City in Davao Province last year to study the implementation and operation of Tagum’s night market.

Aside from these major projects, Miguel said he is also considering the construction of a convention center that would further strengthen its place as the Soccsksargen’s administrative seat.

Soccsksargen covers the provinces of South Cotabato, North Cotabato, Sarangani and Sultan Kudarat as well as the cities of Koronadal, General Santos, Tacurong, Kidapawan, and Cotabato. (DEDoguiles-PIA 12)

DIPOLOG CITY - The National Grid Corporation of the Philippines (NGCP) has recently deactivated the operations of its 2013 Power Task Force Election (PTFE). Atty. Cynthia Alabanza, NGCP spokesperson said the deactivation of the Task force took effect last May 17, 2013. The NGCP PTFE, which operated 24 hours a day since May 10 at NGCP’s Over-all Disaster Command Center in Diliman, Quezon City, was created to monitor the system condition, restoration activities, and reports from the Regional Command Centers and submitted the same to the Department of Energy and other external agencies, as well as ensure its readiness to respond to emergency situations during the election period. Fifth, do not invest your money to companies with “Pyramid-Scam-Like-Behavior.” The only people that are able to make money on a pyramid scheme are the scammers at the top of the pyramid. Pyramid scammers usually invite their members for a free seminar. At the seminar, you will be enticed

to become an investor by paying a certain amount of money which will allow you to earn by recruiting two or more other investors and the pyramid goes on. To disguise the scam as a legitimate networking scheme, scammers offer in their recruitment package some beauty, herbal or other products (usually overpriced, of poor quality and difficult to sell) for selling. The money received by the members comes primarily from recruitment and not from the direct selling of their products. However, Pyramid scams are not that easy to spot. Thus, before joining any of their seminars, ask them if their company is a member of the Direct Selling Association of the Philippines (DSAP) and verify it at the DSAP website (http://www.dsap.ph/directory.html). If the company is not a DSAP member, this should be a red flag and you should conduct further research about the company you are dealing with. If possible, secure copies of their Articles of Incorporation, General Information Sheet (GIS) and the like for verification with the SEC. These documents will aid government agencies to know the responsible directors/officers behind the corporation and proper service of summons in case of complaints.
