For the issue of Tobacco Control the emergence of regional networks seems to be hindered by competition between global network-builders, and by the more general tendency of national groups to network internationally rather than regionally. We have yet to discover whether there are conditions under which it is more likely for regional networks to emerge. A strong regional identity (for example, in Scandanavia) does not appear to be sufficient for the emergence of a regional network, in the face of the dominance of the U.S. groups (ash.org and inwat.org), the Geneva-based international agency (globalink.org/uicc.org) and to a lesser extent the Paris-based international NGO coalition, ingcat.org.
