Some 381 young journalistsfrom public and private elemen-tary and secondary schools inthe city participated in the two-day affair on Saturday and Sun-day at the Balanga ElementarySchool.

Veteran lecturers discussedfor two hours topics on newswrit-ing, editorial writing, feature writ-ing, sports writing, copyreadingand headline writing, editorialcartooning and photojournalismboth in English and Filipino.

Contest proper that lasted foran hour followed. The top threedivision winners in each of thecategories shall compete in theRegional Schools Press Confer-ence (RSPC).

Lectures on radio scriptwrit-

ing and broadcasting were alsoheld. One best anchor, one besttechnical man, two best infomer-cial producers, two best writersand one best reporter were se-lected and likewise to competein the RSPC.

CLARK FREEPORT – The be-leaguered president and chiefexecutive officer of the Clark In-ternational Airport Corp. (CIAC)decried yesterday persistent re-ports he is one of the highestpaid executives of government-owned and controlled corpora-tions (GOCC’s) by citing an of-ficial list of the Commission onAudit (COA) showing him on the90th slot in a ranked list of 281names.

“It’s an official COA list onsalaries and allowances re-ceived by GOCC officials,” CIACpresident and CEO Victor JoseLuciano said in a press confer-ence here, amid recent reportsciting him as having receivedeven higher salaries and perksthan those already named asthe highest paid governmentcorporation executives in 2009.

CIAC runs the 2,500-hect-are aviation complex, includingthe Diosdado Macapagal Inter-national Airport (DMIA) here.

Luciano distributed to localmedia copies of the COA reportwhich named Subic Bay Met-ropolitan Authority administra-tor Armand Arreza as the high-est paid with P26.9 million sal-ary and allowances, followed byClark Development Corp. (CDC)president and chief executiveofficer Benigno Ricafort comingsecond with P14.5 million.

Earlier, however, both Arre-za and Ricafort had clarifiedtheir basic pay was much lessthan what was stated in theCOA listing. Ricafort said histake home pay amounted toonly about P113,000 a month.

At the bottom of the COA listat number 281 was Oliveros Flo-ro of the Development Bank ofthe Philippines (DBP) who gotP1.7 million.

Luciano said that in hiscase, his being on the 90th slotin the COA list also included hisallowances and other alloca-tions for a total of P3.2 millionlast year.

He also distributed to me-dia a full accounting of the P3.2million which showed that theamount included his net “takehome pay” of only P1.6 millionfor the entire 2009.

“The total also includesP438,000 per diems, medicalbenefit worth P79,346, clothingand uniform worth P8,500, bo-nus and incentives worthP387,852, and cost of living andother allowances worthP33,000.

Luciano cited some “sectorswho want to put me in a badlight before the (Aquino) admin-istration because of reports Iwould be retained (as CIAChead).”

He, however, declined tocomment on his retention, say-ing he had put his fate entirelyin the hands of the President.

The other CIAC executive inthe COA list was executive vicepresident Alexander Cauguiranwith salaries and allowancesworth P2.4 million and CIACvice president Romeo Dyoco Jr.with P2.1 million.

The COA list bared therewere more officials from the So-cial Security System, LandBank of the Philippines, Bang-ko Sentral ng Pilipinas, Philip-pine Deposit and InsuranceCorp. and, Manila Waterworksand Sewerage System, whoearned more from salaries and

AN ALLEGATION – one of the many – being slapped on GlobeAsiatique by certain quarters is that the names of some Pag-Ibigmembers are being used to take out housing loans by otherindividuals.

More than Globe Asiatique, it should be Pag-Ibig that should bemade accountable for this scam, having existed long before GlobeAsiatique came into being. I should know. I was scammed. Theirony of it was that I pnly learned about it when I applied for ahousing unit with Globe Asiatique. Here’s a piece about it publishedhere sometime in early 2008.

Pag-ibig fraud“SIR, WE found out you had a housing loan with Pag-ibig.”

Dumbstruck was I by that info given me over the phone by thebeautiful Karen of Xevera, the community where I and the wife planto move in.

How can that be, I asked, I am not even a Pag-ibig member.Sensing something amiss here, I asked Karen to provide the

wife with all the papers about this “loan.” The wife being minister forhome affairs.

With but a photocopied incompleteconfirmation form, the wife rushed to the Pag-ibigoffice the very next day to inquire.

Yes indeed, there was a Caesar Z. Lacson ofthe Office of Media Affairs (OMA) that contracteda housing loan with Pag-ibig in 1984. As far as Iknow, I was the only Caesar Z. Lacson that everworked with the OMA from its early incarnationas the Department of Public Information to itslatest as the Philippine Information Agency. Yes,the birthday matched mine. Yes, I contributed toPag-ibig from 1984 to December 1986.

But I never applied for a loan with Pag-ibig. In1984, the wife and I were just four years into ourGSIS housing loan for our St. Jude Village abode.So, with the policy then banning simultaneoushousing loans, it was impossible for me to getanother housing loan.

The catch in the fraud was that the Pag-ibigloan attributed to me was for some housing inLucena City!

Why in heaven’s name should I build a housein Lucena City when I am based here inPampanga? I have gone through the wholebreadth of the Philippines from Patapat Road upnorth to Tawi-Tawi down south but I have never –in all my over half-a-century life – set foot inLucena City.

So, that loan was fully paid. So what?

There is a clear case of identity theft there. Idemand a full investigation from Pag-ibig.

That somebody could use my person and mycredit for his use is patently criminal. And thiscould be done only with the connivance of Pag-ibig insiders, they having all the personal dataabout their members.

Imagine how many more cases like mineobtain there.

Cone to think of it, here is one more argumentagainst the national ID system. The unscrupulouscan exploit the stored personal data to theiradvantage, whether economic, political or whathave you.

Now, my Xevera application is jeopardized forsomething I absolutely have not the slightestknowledge of. Somebody’s got to pay for this.

Or forever will I hate Pag-ibig.No, I won’t settle for a certification that Caesar

Z. Lacson, then of the Office of Media Affairs, hasfully paid his housing loan with Pag-ibig. If only tomeet the requirements of Xevera.

I did not make that loan. I will not acceptanything less than the truth. That Caesar Z.Lacson never made any loan with Pag-ibig.

And I want that certification soonest.

YES, and to this day, I have not received anycertification to that effect from Pag-ibig. Shame.

The web is being burned with this messagesigned by one Harvey S. Keh, purportedly the leadconvenor of Kaya Natin!

Robredo’s designation as only as acting DILGsecretary by President Aquino says a lot aboutthe trust and confidence – the lack of both is morelike it – in the former by the latter.

Rodredo is in effect only a half-secretary of theDILG, precisely handling only the local governmentside, with Aquino shooting buddy, Rico Punoauthorized to take charge of the interior side, thePhilippine National Police.

Robredo’s “out of the loop” hand-washing – thathe had no direct access to the police and thereforeshould not be held responsible for the hostage crisis– is an admission of the diminution of his turf atthe DILG.

If only for that, Robredo should have thedelicadeza to resign his post, instead of gettinghis chorus line to prop him up before thecommission on appointments.

And speaking of Keh and his Kaya Natin!, aren’tthese the same characters who tried to stem thetide of the recall movement, who promised to deliverhundreds of thousands of votes for beleagueredEddie T. Panlilio in the last elections? Witness whathappened to Panlilio.

Interloping interventionist, and bumbling at it.That is all there is to this Kaya Natin!

Indeed, the (mis)deeds of Keh’s group make abig lie to their very name: they simply cannot.

STILL ON Basic Legal Competency Training for journalists. Ihope it would serve as an aid memoire to those who attendedthe seminar.

Prof. Theodore O. Te’s lecture, specifically The Courts andMedia, focused on how journalists should cover the judiciary.It also talked about contempt of court and subjudice.

Te says when covering the courts, most journalists oftenask themselves:

1. Am I allowed to write that?2. Am I allowed to write about that?3. Am I allowed to write (about) that in that way?4. Am I allowed to know (about) that?5. Are they allowed to know how/why I know? And6. Who decides all these?

He suggested some basic tips to journalists in covering

the courts.To get away with subjudice and contempt, Te says journalists

should only report what had happened during a court hearing,without an attempt to influence the outcome of a case.

Legal ‘matters’ 2

“The role of the press in relation to thejudiciary needs to be regulated,” Te continuedin his lecture. “Judges have the duty to defendand uphold the integrity and independence ofthe judiciary. They should sanction those whoobstruct or impede the judicial processes.”

The judge is considered the king inside thecourt and will do anything to protect itsintegrity. He has the authority to disallowjournalists from taking photos and gettingfootages during court hearings. Otherwise, thejudge could charge them with contempt.

Te also cited a Supreme Court en banc

(pronounced as “on bonk”) decision on theMacasaet case where the Court declaresrespondent Amado P. Macasaet, publisher ofMalaya newspaper, guilty of indirect contemptof court. He was asked to pay a P20,000 fine.

It stemmed from the articles of Macasaetthat came out in four issues of Malaya onSeptember 18, 19, 20 and 21, 2007 containingstatements and innuendoes about an allegedbribery incident in the SC. These include: 1.)Bribery in the Court; 2.) The Bribe Giver; 3.)Cecilia, please save the court; and 4.) Wrongdate, same facts.

The bases used by the SC in charging

Faith in the judiciaryis undermined when judges rule against theexpectations of the public which has beenbrainwashed by dramatic reports and graphiccomments.”

“In some cases, unchecked rumors orallegations of irregularities are immediatelypubl ished because journal is ts lackprofessional competence to ver i fy theinformation, or are simply eager to break thenews and attract a wider readership.”

But his men refused to ven-ture back into the merciless fur-nace of sand. “Master,” theypleaded, “It is Allah’s will that theboy did not return with us. His fatewas written by God. We must notinterfere.”

Lawrence angrily remounted acamel and headed back into thedunes. The men stood there,shaking their heads. “Now, we’velost him, too,” they chorused, asthey returned to their rest.

Sometimes, life is a series offailure before success arrives. Ri-chard Bach completed only oneyear of college, then trained tobecome an Air Force jet-fighter pi-lot. “Nagkaroon tayo ngproblema sa global (finan-cial crisis), yung ibang buy-er, kung minsan hindi na-kakakumpleto ng bayad,tapos bigla na lang sasabi-hin na may reject kahitwala,” ani Cruz, ang mayari ng KC Home Décor nanakabase sa bayang ito.

Ngunit sa kabila ng sit-wasyong ito, hindi huminaang kanilang produksyon,maliban na lamang ng pu-masok ang Tsina saproduktong yari sa papermache dahil naaagaw nitoang merkado para sa mgakatulad na produkto.

“Hindi naman, wala na-mang naging problema,ang naging problema aynung dumating sa papermache ang aming massproduction, nang puma-sok ang China, dun kaminagkaproblema, mahigpitkasi nating kalaban ayChina,” ani Cruz.

Dahil sa pagpasok ngbansang Tsina sa pan-daigdigan merkado, humi-na ang benta nina Cruz saibayong dagat.

Ngunit hindi ito angkatapusan ng kanyangpagnenegosyo dahil sasumigla naman ang lokalna merkado para sa kan-yang mga bagong produk-to.

“Naging maganda angbenta sa paglolokal, katu-lad niyan tumatanggapako ng mga wedding sou-venirs,” ani Cruz.

Ito ay dahil sa patuloyniyang paglikha ng mgabagong produkto na gawasa mga pagkaraniwangbagay tulad ng balat, bus-al at bulaklak ng mais,tingting ng dahon ng ana-haw, tambo at dahon ngniyog.

Ipinakita ni Cruz saMabuhay ang halimbawang kanyang produktongmga bulaklak na yari sabalat ng mais.

“Itong mga ganitongbalat ng mais, hindi itosayang. Pinag-aralankong mabuti ito dahil nak-ikita kong patapon kina-kain ng baka, kaya angginawa ko, pinag-aralankong mabuti na idinebelopkong mabuti hanggang samatutunan kong gawingbulaklak, walang na-sasayang, katulad niyan,bulaklak ng mais yan na-

gagamit ko pa rin,” aniCruz patungkol sapangdekorasyong yari satuyo at kinulayang bulak-lak ng mais.

Ipinagmalaki rin niyana ang kanyang negosyoay nagagawang pera angmga bagay na halos ba-sura na lamang.

Bukod dito, sinabi niyana ikinasisiya niya angkanyang pagnenegosyodahil nakapagtuturo pasiya sa ibang tao.

“Nag-e-enjoy ako, hal-imbawa, yung kailanganakong magturo,” aniya.

Bilang payo naman samga nagnanais magnego-syo, sinabi niya na kailan-gan ang tiyaga at pagig-ing malikhain.

“Puhunan natin dito aytiyaga, kailangan creativeka, para magawa mo yungmga pupuwede na wastematerials na pwedeng pa-kinabangan at makatulongka sa iyong kapwa,” aniya.

Iginiit pa niya na hindina kailangan lumayo paang mga nais magnego-syo dahil nasa paligid la-mang ang maaaringpagkakitaan.
