Article 8.5.2.FMD free country where vaccination is not practisedTo qualify for inclusion in the existing list of FMD free countries where vaccination is not practised, aMember should:1. have a record of regular and prompt animal disease reporting;2. send a declaration to the OIE stating that:a) there has been no outbreak of FMD during the past 12 months;b) no evidence of FMDV infection has been found during the past 12 months;c) no vaccination against FMD has been carried out during the past 12 months;d) no vaccinated animal has been introduced since the cessation of vaccination;

3. supply documented evidence that:a) surveillance for FMD and FMDV infection in accordance with Articles 8.5.42. to 8.5.47. andArticle 8.5.49. is in operation;b) regulatory measures for the early detection, prevention and control of FMD have beenimplemented;4. describe in detail the boundaries and measures of a protection zone, if applicable.The Member will be included in the list only after the submitted evidence has been accepted by the OIE.Retention on the list requires that the information in points 2, 3 and 4 above be re-submitted annually andchanges in the epidemiological situation or other significant events including those relevant to points 3b)and 4 should be reported to the OIE according to the requirements in Chapter 1.1

• Overall objective is for countries to progressively improve the situation and eventually attain free status for FMD

OIE endorsed official control programme for FMD

Article 1.6.2.Endorsement by the OIE of an official control programme for FMD. Members may wish to request an endorsement by the OIE of their official control programme for FMD.When requesting endorsement by the OIE of an official control programme for FMD, the Member should submit to the OIE Scientific and Technical Department a dossier providing the information requested in Article 1.6.7.

Linkages between OIE procedures Linkages between OIE procedures and PCP and PCP

The coherence and coordination between the PCP and the specific OIE procedures defined in articles in the Terrestrial Code on recognition of FMD-free status for countries is assured because the two are complementary.

The Terrestrial Code articles are aimed at countries that are already at a very advanced stage in eradicating FMD virus circulation from their animal populations.

These articles are therefore not directed at infected countries, which come under PCP stages 0 to 3. The PCP is a tool to address the non-FMD-free country situations and for helping them to progress to successive stages in FMD control and ultimate eradication.

Linkages between OIE procedures Linkages between OIE procedures and PCP and PCP

New Articles 1.6.2, 1.6.7 and 8.5.48 on OIE endorsed official control programmes for FMD provide standards specifically addressing the stages prior to country FMD freedom.

It is only at the end of PCP stage 3 that a country can envisage engaging in a proactive policy of FMD eradication and can prepare and then implement their official national programme which are submitted to OIE for endorsement

Linkages between PCP and PVSLinkages between PCP and PVS

There are clearly defined assessment tools for situation monitoring, including the PCP and PVS pathways, which consider not only specific FMD control methods but also the contexts in which Veterinary Services operate and where they implement their animal health policies.

All this argues for further convergence of the already coherent PVS and PCP criteria, enabling them to be used in full complementarity whenever a country submits its questionnaire-based report in support of its application for OIE official recognition of FMD status or for an OIE-endorsed official control programme for FMD.
