OFFICIAL LETTER OF INVITATION

Dear Wrestling Federation President:
We are honored to serve as the host for the 2014 FILA World Cup for Senior Men’s Freestyle
Wrestling.
The city of Los Angeles, home to Hollywood and stars, is excited to host this event. The warm
weather conditions will allow you to enjoy outdoor training and tourist activities around the
competition schedule.
Please be aware of the following deadlines:
December 20—deadline to request visas
January 15—deadline to submit preliminary entry forms and photos for accreditation
February 15—deadline to submit final entries and travel information
Beat the Streets and California USA Wrestling will serve as hosts for this great event. We look
forward to a weekend of very competitive wrestling in March!

The following regulations will be strictly followed. Variations will only be made by FILA/USA Wrestling.
Teams Invited by FILA
• The following FILA members in good standing: Iran, Russia, Georgia, Ukraine, USA, India, Cuba, Mongolia, Armenia, and
Turkey. One team per country.
• USAW suggests that all foreign delegations participating at the 2014 Men’s Freestyle World Cup have their VISA
APPLICATIONS sent to the U.S. EMBASSY in their country of residence by DECEMBER 20, 2013, to insure an appointment
and visa approval.

Venue and Dates
• The 2014 Men’s Freestyle World Cup will take place at the LA Forum in Los Angeles, CA.
Address: 3900 W. Manchester Blvd., Inglewood, CA 90305.
• The event will take place on March 15-16. Weigh-ins will be on March 14.
Financial Conditions
• All visiting delegations will be responsible for all food and housing expenses for extra delegates if they bring more than eight
titled wrestlers, one coach, one Category O referee, one doctor, and one team leader. The eight replacement wrestlers and
any extra delegates will be charged CHF 250 per day. Teams who stay longer than two days before and one day after
competition will pay for the additional time.
• USA Wrestling will be responsible for local transportation from the Los Angeles International Airport.
• Please provide detailed travel information to USA Wrestling by February 15, 2014 .
• All delegations must plan to depart by March 17, 2014. Special arrangements may be possible if requested.
• Delegations must adhere to the deadlines stated on the attached forms.
• The delegation’s leader shall settle his team’s participation and engagement fees to organizing Federation and FILA delegate
upon arrival for each wrestler in one payment. To speed up the accreditation procedure, each nation is recommended to
send digital pictures of all participants to USA Wrestling.
• Federations are also encouraged to pay all costs in advance, transferring the amount to the organizer’s account. The
information for wire transfers will be sent to each participating country.
• No accreditation shall take place without the participation and engagement fees being paid.
• Place of accreditation: Hilton Los Angeles Airport, 5711 W. Century Boulevard, Los Angeles, CA 90045.
• If a Federation does not follow the deadline procedure, a CHF 5,000 fine per team will be due to compensate FILA and the
organizer and participation in the competition will be refused.
• Delegation leaders will be responsible for any damage caused by members of their team during their stay.
Technical Conditions
• The tournament will be conducted under FILA Freestyle Wrestling Rules on two FILA-approved Dollamur mats..
• The tournament competition will be conducted over two (2) days.
• The men’s competition will be held in the weight categories determined by FILA: 57-61-65-70-74-86-97-125 kg.
• Men’s competitors must be a minimum of 18 years old in 2014. Competitors 18 and 19 years of age must present a medical
certificate with permission to compete in the Senior age group.
• Medical services will be provided by the Organizing Committee. Any medical expenses are the responsibility of the individual
and NOT the organizers.
• ALL ATHLETES MUST HAVE A CURRENT FILA ATHLETE LICENSE. We encourage Federations to purchase these online.
• For accreditation purposes, a photo should be submitted as well. The previous results of the competitors must be sent with
the entries, as well as the names, functions, and photos of the delegates accompanying their teams.
• Wrestlers may only compete in the weight class they weighed in for. At the weigh-in, they may opt to compete in the next
weight category. Only wrestlers who weigh a minimum of 97 kg may compete at 125 kg. Each team may weigh-in two
athletes per weight class. A 2 kg weight tolerance is allowed.
• Each wrestler must undergo a medical exam one hour before weigh-ins.
• The sampling procedure and doping control will be conducted according to IOC, WADA, and FILA regulations.

Organization
• The 1st ranked team in the Senior World Championships is the top seed of Group A and the 2nd ranked team is the top seed
of Group B. The remaining four teams in each Group will be determined by drawing lots.
• In each dual, the winning team will receive one point and the losing team zero points. If two teams have an equal number of
classification points at the end of the competition, the winner will be determined by the head-to-head result of their match.
If three of more teams have an equal number of classification points, the following principles will apply successfully to classify
the worst teams: fewest victories by fall, default/forfeit/disqualification; fewest match victories by superiority; fewest period
victories by superiority; fewest technical points obtained in all the competition; and the most technical points given in all the
competition. The two remaining teams will be placed based on the head-to-head result of their match.
Officiating
• A Type IV referee clinic will be held at this event.
• Referees belonging to FILA international categories O or I shall officiate these championships.
• Each referee shall present his referee’s license to verify paid taxes for 2014.
• If a participating country has a Category O referee, a Category O referee must attend the event.
Official Ceremonies
• Each participating team must be present at the opening ceremony according to the host committee’s instructions.
• The national flags of the countries whose teams earned 1st-3rd places will be raised once the medals and trophies have been
awarded.
• The national anthem will be played for each team place winner.
• USA Wrestling will provide the flags and national anthems; however, the teams are requested to bring their national flag (100
x 150 cm) and anthem on CD which are to be given to the organizers at accreditation. It is the responsibility of the team
leader to check the flag and anthem that USA Wrestling has obtained.
Accommodations
• Accommodations and meals for the participating teams will be provided by USA Wrestling at: Hilton Los Angeles Airport, 5711
W. Century Boulevard, Los Angeles, CA 90045.
• Accommodation for all competitors is provided in rooms with two beds and full bathroom facilities. One single room may be
provided for each delegation. Due to limited availability, any further single room requirements must be made in advance and
shall incur additional payments.
• All delegates must check out of the hotel by 10:00 am on the day of departure.
• Meals with a caloric value of 5,000 calories per day will be served to those accredited.
• USA Wrestling assumes no responsibility for people who are not on the list of entries or who are above the specified limit.
Media
• USA Wrestling will send press accreditation and accommodation forms to each participating Federation.
• Members of the media are responsible for their own accommodation and board; however, hotels can be recommended.
• A press center will be available during the competition.
• Anyone wishing to record video must apply for FILA approval one month before the event.
Awards
• All members of the top three teams will receive medals and diplomas.
• The top three teams will receive prize money: 1st—$25,000, 2nd—$15,000, and 3rd—$10,000.
• Each participant will receive a souvenir and a diploma.

Entries
• Participating countries must send their entries to FILA at least six months before the competition.
• USA Wrestling advises that countries submit their information as soon as possible due to the Christmas holiday. Embassies
will be closed from approximately December 21-January 2.
• Preliminary entries must be sent to FILA and the host country three months before the competition (January 15).
• For accreditation purposes, a photo should be submitted as well. The previous results of the competitors must be sent with
the entries, as well as the names, functions, and photos of the delegates accompanying their teams.
• Final entries with biographies must be sent to FILA and the host country one month before the competition (February 15).
• Any changes must be made in writing to the competition secretariat 30 minutes before the beginning of each match. No
changes will be allowed after this time.
• The competition engagement fee will be CHF 100 per participant.
• Each wrestler must pass a medical exam in his home country at least three days before leaving for the competition. The
results of the exam should be recorded in the wrestler’s license book.
Deadlines: Please provide information according to their respective deadlines below:
• January 15, 2014: Deadline to submit final entry list for Federation Roster List. Each Federation must first contact Tiffany
Clark via email* at [email protected] to obtain a password for the entry website. To submit a final entry list, each
Federation will have to visit http://www.themat.com/visa_applications/ in order to complete the necessary information for
each participating delegate. Without the password, no Federation will be able to submit their information. Once the
necessary information is provided for each participating individual, USA Wrestling will provide a visa support letter to the U.S.
Embassy of your Federation’s choice. DO NOT SUBMIT ROSTER LIST VIA FAX. YOU MUST GO TO THE REQUIRED WEBSITE
TO PROVIDE THIS INFORMATION.
• February 15, 2014: Deadline to provide USA Wrestling detailed travel information for Federations. If this information is not
provided to USA Wrestling by January 10, 2014, your Federation will be responsible for your own transportation, room and
board. To submit travel information, please visit http://www.themat.com/visa_applications/ in order to complete the
necessary travel information for each participating delegate. DO NOT SUBMIT ROSTER LIST VIA FAX. YOU MUST GO TO THE
REQUIRED WEBSITE TO PROVIDE THIS INFORMATION.
*NOTICE! When corresponding by e-mail, USA Wrestling kindly asks that your
Federation please use your FILA email account. Due to security issues stemming from
deceitful individuals impersonating international wrestlers, our State Department
insists that we provide proof that those wishing to participate at international
tournaments within the United States are actual international wrestlers and are
represented by a wrestling federation. Using your Federation’s email account will
provide this proof.
