INFORME FINAL
La XIX Conferencia Sanitaria Panamericana, XXVI Reunión del ComitéRegional de la Organización Mundial de la Salud para las Américas, se celebró enel edificio de la Sede, en la ciudad de Washington, D.C., del 30 de septiembre al11 de octubre de 1974, de acuerdo con la convocatoria hecha por el Director dela Oficina Sanitaria Panamericana y confirmada por la 72a Reunión del ComitéEjecutivo en su Resolución II.l

Estuvieron representados los Gobiernos siguientes: 'Argentina, Bahamas,Barbados, Bolivia, Brasil, Canadá, Colombia, Costa Rica, Cuba, Chile, Ecuador,El Salvador, Estados Unidos de América, Francia, Guatemala, Guyana, Haití,Honduras, Jamaica, México, Nicaragua, Panamá, Paraguay, Perú, Reino de losPaíses Bajos, Reino Unido, Trinidad y Tabago, Uruguay y Venezuela.

SESION INAUGURAL
La sesión inaugural se efectuó el día 30 de septiembre a las 10:30 de lamañana. Abrió la sesión y pronunció un discurso el Vicepresidente de la XVIIIConferencia Sanitaria Panamericana, el Dr. Adán Godoy Jiménez, de conformi-dad con el Artículo 22 del Reglamento Interno de la Conferencia. Acontinuación hicieron uso de la palabra el Dr. Charles C. Edwards, SecretarioAdjunto de Salud de los Estados Unidos de América; el Dr. Halfdan T. Mahler,Director General de la Organización Mundial de la Salud, y el Dr. AbrahamHorwitz, Director de la Oficina Sanitaria Panamericana.

PROGRAMA DE TEMAS
De conformidad con el Artículo 9 del Reglamento Interno, la Conferenciaaprobó, en su segunda sesión plenaria, el programa provisional de temas(Documento CSP19/1, Rev. 2),3 presentado por el Director, con la incorpora-ción del tema "Creación de un Comité permanente para auxilio en situaciones deemergencia", aprobado conforme al Artículo 10 del Reglamento.
GRUPOS DE TRABAJO
Se constituyeron siete grupos de trabajo. El primero, integrado por losDelegados de Ecuador, Estados Unidos de América y Jamaica, examinó laaplicación del Artículo 6-B de la Constitución en el caso de los países con atrasosde más de dos años en el pago de sus cuotas. El segundo, compuesto por losDelegados de Costa Rica, Honduras y Venezuela, fue nombrado para estudiar elproyecto de resolución presentado por la Delegación de Honduras sobre lacreación de un comité permanente para auxilio en situaciones de emergencia. Aeste grupo se nombraron posteriormente los Delegados de Cuba y Francia, conobjeto de reconciliar en un nuevo proyecto de resolución los comentariosexpresados en el curso del debate. El tercer grupo se encargó de estudiar los

temas sugeridos para las Discusiones Técnicas que tendrán lugar durante la XXIIIReunión del Consejo Directivo de la OPS, XXVII Reunión del Comité Regionalde la OMS para las Américas, y estuvo constituido por los Delegados de Bolivia,Nicaragua y Trirnidad y Tabago. El cuarto grupo, en el que participaron losDelegados de Argentina, Costa Rica, Cuba y Estados Unidos de América, tuvo asu cargo el proyecto de resolución sobre el tema 25: Coordinación de lasactividades de colaboración internacional en salud en las Américas. El quintogrupo de trabajo se encargó de reconciliar en un proyecto de resolución lasdiversas opiniones expresadas durante el debate.
Constituyeron el quinto grupo los Delegados de Costa Rica, Cuba y EstadosUnidos de América, que se encargó de preparar un proyecto de resolución sobreun futuro estudio de los procedimientos relacionados con la celebración de lasDiscusiones Técnicas. Al sexto grupo de trabajo, compuesto por los Delegados deColombia, Costa Rica y Estados Unidos de América, se le encomendó lapreparación de un proyecto de resolución sobre el programa de salud mental,alcoholismo y abuso de drogas. El séptimo grupo, al que fueron asignados losDelegados de Jamaica, Uruguay y Venezuela, se encargó de completar unproyecto de resolución propuesto por la Delegación del Uruguay sobre el estudiodel problema de la sangre y hemoderivados en la Región de las Américas.
DISCUSIONES TECNICAS
Las Discusiones Técnicas tuvieron lugar el día 4 de octubre de 1974 yversaron sobre el tema "Estudios y estrategias necesarios para reducir lamorbilidad y mortalidad por infecciones entéricas", tema seleccionado por laXXII Reunión del Consejo Directivo, celebrada en 1973. La Mesa Directivaquedó constituida como sigue:

El Informe Final de las Discusiones Técnicas fue presentado en la undécimasesión plenaria, que aprobó una resolución al respecto.

SESIONES
La Conferencia celebró una sesión inaugural, 12 sesiones plenarias, cuatrosesiones de la Comisión de Credenciales, seis sesiones de la Comisión General,cinco sesiones de la Comisión I, siete de la Comisión II, y tres sesiones conjuntasde estas últimas. La sesión de clausura tuvo lugar el día 11 de octubre de 1974.
RESOLUCIONES APROBADAS
La Conferencia, en sus sesiones plenarias, aprobó las siguientes resoluciones:
Resolución I
Solicitud de ingreso en la Organización Panamericanade la Salud, presentada por el Gobierno de la
Comunidad de Las Bahamas
La XIX Conferencia Sanitaria Panamericana,
Habiendo examinado la solicitud oficial de ingreso en la OrganizaciónPanamericana de la Salud presentada en nombre del Gobierno de la Comunidadde Las Bahamas por el Ministro de Relaciones Exteriores de dicho país, encomunicación de fecha 26 de febrero de 1974;
Considerando que el Gobierno de la Comunidad de Las Bahamas ha declaradoestar dispuesto a asumir todas las obligaciones establecidas en la Constitución dela Organización Panamericana de la Salud, a cumplir las disposiciones del CódigoSanitario Panamericano, según fue modificado por el Protocolo Anexo de 24 deseptiembre de 1952, y a contribuir al apoyo financiero de la Organizaciónmediante el pago de una cuota; y
Teniendo presente la recomendación del Comité Ejecutivo contenida en laResolución I4 de su 72a Reunión,
Resuelve:
1. Aprobar con satisfacción la solicitud de ingreso en la OrganizaciónPanamericana de la Salud presentada por la Comunidad de Las Bahamas.
2. Encomendar al Director que transmita esta decisión a los Gobiernos de laOrganización.

Informe Anual del Presidente del Comité Ejecutivo
La XIX Conferencia Sanitaria Panamericana,
Habiendo examinado el Informe Anual del Presidente del Comité Ejecutivo,Dr. Everardo González Gálvez, Representante de Panamá (DocumentoCSP19/22), sobre la labor desarrollada por el Comité desde octubre de 1973hasta la fecha, período en el cual celebró sus 71 a y 72a Reuniones; y
Teniendo en cuenta las disposiciones del párrafo C del Artículo 9 de laConstitución de la Organización Panamericana de la Salud,
Resuelve:
Aprobar el Informe Anual del Presidente del Comité Ejecutivo, Dr. EverardoGonzález Gálvez, Representante de Panamá (Documento CSP19/22), y felicitar-le, así como a los demás Miembros del Comité, por la excelente labor realizada.

Resolución III
Informe Cuadrienal (1970-1973) e Informe Anual (1973) d¢lDirector de la Oficina Sanitaria Panamericana
La XIX Conferencia Sanitaria Panamericana,
Habiendo examinado el Informe Cuadrienal (1970-1973) e Informe Anual(1973) del Director de la Oficina sobre las actividades de la OrganizaciónPanamericana de la Salud durante el período comprendido entre la XVIII y XIXConferencia Sanitaria Panamericana (Documento Oficial 131); y
Considerando lo dispuesto en el inciso F del Artículo 4 de la Constitución dela Organización Panamericana de la Salud,
Resuelve:
Aprobar el Informe Cuadrienal e Informe Anual del Director (DocumentoOficial 131) a los Gobiernos de la Organización Panamericana de la Salud, felici-tar al Director por la labor realizada durante los últimos cuatro años y por laforma de presentación de los Informes, y hacer extensiva esta felicitación alpersonal de la Oficina.

Resolución IV
Cambio en la asignación de la cuota del Reino Unido
La XIX Conferencia Sanitaria Panamericana,
Teniendo en cuenta que la Comunidad de Las Bahamas ha sido independientedurante todo el año 1974; y
Teniendo presente que la cuota asignada al Reino Unido para 1974 incluíauna cantidad correspondiente a la Comunidad de Las Bahamas,
Resuelve:
Reducir de EUA$55,247 a $43,415 la cuota neta asignada al Reino Unidopara el ejercicio económico de 1974.

Resolución V
Cuota asignada al Gobierno de Las Bahamas
La XIX Conferencia Sanitaria Panamericana,
Habiendo aprobado la solicitud de ingreso de la Comunidad de Las Bahamasen la Organización Panamericana de la Salud;
Reconociendo que el párrafo 5.8 del Reglamento Financiero dispone que losnuevos Miembros deberán pagar una cuota por el añfo que queden admitidoscomo Miembros; y
Teniendo presente que la cuota asignada se habría de basar en un "porcentajedel equivalente" en relación con la escala adoptada por la Asamblea General dela Organización de los Estados Americanos, de conformidad con el Artículo LXdel Código Sanitario Panamericano, pero no será superior a la contribución percapita del principal contribuyente,
Resuelve:
1. Basar la cuota asignada a la Comunidad de Las Bahamas para 1974 en un"porcentaje del equivalente" del 0.06.
2. Fijar en EUA$11,832 la cuota neta para 1974.

Cuotas d¿le los Gobiernos Miembros y Gobiernos Participantesde la Organización Panamericana de la Salud
La XIX Conferencia Sanitaria Panamericana,
Por cuanto las cuotas de los Gobiernos Miembros que figuran en la escalaadoptada por la Asamblea General de la Organización de los Estados Americanosse asignan según los porcentajes que figuran en dicha escala, de conformidad conel Artículo LX del Código Sanitario Panamericano; y
Considerando que las cuotas de otros Gobiernos Miembros y GobiernosParticipantes se prorratean a base de los porcentajes que se asignarían a dichospaíses si se rigieran por la escala de la OEA,
Resuelve:
Establecer las cuotas de los Gobiernos Miembros y Gobiernos Participantes dela Organización Panamericana de la Salud para 1975 de conformidad con laescala de cuotas indicada a continuación y en las cantidades correspondientes.

Elección del Director de la Oficina Sanitaria Panamericanay nombramiento del Director Regional de la Organización
Mundial de la Salud para las Américas
La XIX Conferencia Sanitaria Panamericana,
Teniendo en cuenta lo dispuesto en el párrafo E del Artículo 4, así como elpárrafo A del Artículo 21 de la Constitución de la Organización Panamericana dela Salud, en los cuales se estipula que la Oficina Sanitaria Panamericana tendráun Director elegido, en la Conferencia, por el voto de la mayoría de losGobiernos de la Organización;
Teniendo en cuenta el Artículo 45 del Reglamento Interno de la Conferencia,en el cual se dispone que el Director de la Oficina será elegido por cualquiernúmero de votos mayor que la mitad del número de Gobiernos de laOrganización;
Teniendo en cuenta el Artículo 4 del Acuerdo entre la Organización Mundialde la Salud y la Organización Panamericana de la Salud, así como los Artículos

Habiendo escuchado el informe del grupo de trabajo establecido para estudiarla aplicación del Artículo 6-B de la Constitución de la OPS a aquellos países conmás de dos años de atraso en el pago de sus cuotas; y
Teniendo en cuenta la importancia del pago puntual y completo de las cuotaspara garantizar el financiamiento del programa y presupuesto autorizados ymantener a la Organización en una sólida situación financiera,
Resuelve:
1. Tomar nota del informe del Director sobre la recaudación de las cuotas(Documento CSP19/3 y Addenda).
2. Aprobar el informe del grupo de trabajo, así como su recomendación en elsentido de que se permita a los Delegados de Bolivia, Haití y Paraguay ejercer suderecho a voto en la XIX Conferencia Sanitaria Panamericana.
3. Agradecer a los Gobiernos que ya han efectuado pagos en 1974 yencarecer a los demás Gobiernos que abonen cuanto antes los saldos pendientesy las cuotas del ejercicio en curso, a fin de que pueda continuar la labor de laOrganización y que la carga financiera de sus programas pueda distribuirseequitativamente entre todos los Miembros.

4. Señalar de nuevo a la atención de los Gobiernos las disposiciones delpárrafo 5.4 del Artículo V del Reglamento Financiero de la OPS que, en parte,dice: "Las cuotas deberán considerarse como vencidas y pagaderas en sutotalidad . . . al primer día del ejercicio económico al cual correspondan ... El1 de enero del siguiente ejercicio económico, se considerará que el saldo quequede por pagar de esas cuotas lleva un año de mora".
5. Solicitar al Director que continúe informando a los Gobiernos acerca decualquier saldo adeudado.

Destacando que dicho Plan Decenal de Salud no sólo incluye las áreas demayor importancia del Quinto Programa General de Trabajo de la OMS, sino queademás fija metas cuantitativas y sugiere estrategias para alcanzarlas,
Resuelve:
1. Informar al Director General de la Organización Mundial de la Salud queel Quinto Programa General de Trabajo constituye la base en la que se funda elPlan Decenal de Salud para las Américas.

1. Encarecer a los Gobiernos que presten mayor atención a la calidadbacteriológica del agua potable.
2. Recomendar a los Gobiernos que hagan esfuerzos especiales para lograr untratamiento y desinfección adecuados, un funcionamiento y mantenimientoeficaz, la formación de una infraestructura apropiada, la preparación de índicesde calidad del agua, y la creación de servicios de control y vigilancia.

Evaluación del Plan Decenal de Salud para las Américas
La XIX Conferencia Sanitaria Panamericana,
Habiendo examinado el informe del Director (Documento CSPl9/24) sobrelos progresos realizados y las medidas adoptadas por los países y la Organizaciónen cumplimiento de lo dispuesto en las Resoluciones XIII y VI de la XXI y XXIIReuniones del Consejo Directivo, respectivamente, y la Resolución XX de la 72aReunión del Comité Ejecutivo de la OPS;8
Reconociendo que el logro de las metas del Plan Decenal de Salud para lasAméricas requiere que las políticas y estrategias decididas por los países se llevena la práctica mediante programas y acciones que tengan en cuenta las prioridadesde salud identificadas; y
Considerando que en 1974 se debe empezar a poner en marcha el sistema deevaluación del Plan Decenal de Salud para las Américas y que el Director de laOficina ha puesto a disposición de los países, por recomendación de los CuerposDirectivos de la Organización, una guía para revisar y ajustar las políticas yestrategias nacionales, así como un conjunto de formularios e instructivoscorrespondientes que permitan la comparabilidad entre los países para laevaluación continental de dicho Plan,
Resuelve:
1. Encarecer a los países que aún no hayan podido hacer una revisión de suspolíticas y estrategias de salud en base al Plan Decenal de Salud para las

Solicitar a los Gobiernos Miembros que, a fin de establecer un momento(o situación) inicial de referencia para las siguientes etapas del proceso deevaluación del Plan Decenal de Salud para las Américas, envíen a la OPS, con laoportunidad requerida, la información necesaria contenida en los formulariosdiseñados para tal efecto por la Organización.
3. Pedir al Director que preste la colaboración que soliciten los países paraproducir y organizar dicha información, y que tome las medidas necesarias a finde que la Organización pueda proceder a su sistematización y análisis.
4. Instar al Director a que continúe apoyando a los países en el desarrollo deestos procesos y que informe a la XXIII Reunión del Consejo Directivo sobre losprogresos logrados.

2. Solicitar al Director que utilice dicho anteproyecto como base parapreparar el proyecto de programa y presupuesto para 1976, después de nuevasconsultas con los Gobiernos, a fin de determinar sus más recientes deseos ynecesidades en relación con las prioridades de salud de los países.
3. Solicitar también que el Director revise el proyecto de presupuesto para1976 con objeto de señalar otras partidas en que puedan hacerse economías, afin de reducir el porcentaje de aumento previsto para 1976.
4. Solicitar del Comité Ejecutivo que examine detenidamente el programa ypresupuesto revisados para 1976 que presentará el Director, después de nuevasconsultas con los Gobiernos, y que formule recomendaciones al respecto alConsejo Directivo en su XXIII Reunión.

Educación continua
La XIX Conferencia Sanitaria Panamericana,
Habiendo considerado la Resolución WHA27.31 14 de la 27a AsambleaMundial de la Salud, en la que se destaca la importancia de la educación continuapara apoyar y aumentar la competencia profesional del personal de salud; y
Teniendo en cuenta que todo el proceso debe estar estrechamente relaciona-do con los planes de salud y recursos humanos y con los proyectos deregionalización de los servicios, dirigidos a extender la cobertura en el sectorsalud de acuerdo con las metas del Plan Decenal de Salud para las Américas,
Resuelve:
1. Solicitar al Director que tome las medidas necesarias para colaborar conlos Gobiernos en sus esfuerzos para planificar, implantar y mejorar losmecanismos que permitan la actualización permanente del personal de saludmediante:
a) El desarrollo de métodos, técnicas y materiales educacionales para lograrmayor eficiencia en el proceso de la educación continua.
b) El perfeccionamiento de personal dedicado al desarrollo de la educacióncontinua.
c) El fomento y apoyo de programas de educación continua nacionales oregionales de carácter experimental.
d) La creación de centros regionales que permitan dar cumplimiento a lasrecomendaciones mencionadas.
2. Recomendar a los Gobiernos con experiencia en el campo de la educacióncontinua que ofrezcan esta a la Organización Panamericana de la Salud a losefectos de que pueda ser transmitida a todos los países.
3. Habiendo examinado el XXII Informe del Director de la Oficina sobre elestado de la erradicación de la malaria en las Américas (Documento CSP19/16);
Habida cuenta de las metas establecidas en el Plan Decenal de Salud para lasAméricas;
Consciente de la labor realizada y de los fondos invertidos desde que se inicióla campaña coordinada de erradicación de la malaria;
Reconociendo que en algunos países se ha alcanzado o está por lograrse elobjetivo de la erradicación, mientras que en otros el progreso se ha vistoentorpecido por dificultades financieras, administrativas, operativas y técnicas;
Considerando que la malaria sigue constituyendo un importante problema desalud pública, especialmente en las zonas en que se realizan proyectos dedesarrollo económico, como colonización agrícola y construcción de carreteras,canales de riego y presas; y
Teniendo presente la Resolución WHA27.5117 de la 27a Asamblea Mundialde la Salud, en la que se pide que se examinen el problema y las prioridadesnacionales e internacionales, de acuerdo a la estrategia revisada adoptada por la22a Asamblea Mundial de la Salud,' 8
Resuelve:

6. Solicitar a la OSP que tome las medidas tendientes a asegurar las fuentesde recursos de materiales necesarios para el buen desarrollo de los programas,tales como insecticidas, equipo y otros.
7. Reafirmar la importancia de coordinar las actividades antimaláricas en laszonas fronterizas, especialmente entre países con diferentes niveles de endemici-dad de la malaria.

Premio OPS en Administración
La XIX Conferencia Sanitaria Panamericana,
Habiendo examinado el informe del Jurado del Premio OPS en Administra-ción, que señala que no se presentaron candidatos para la obtención del mismo(Documento CSP19/26 y Anexo);
Teniendo en cuenta las normas establecidas en el procedimiento para laadjudicación del Premio OPS en Administración; y
Considerando la importancia de estimular un alto nivel de competencia en laadministración de los servicios de salud,
Resuelve:
1. Declarar desierto para 1974 el Premio OPS en Administración.2. Modificar el procedimiento y los criterios de adjudicación del Premio OPS
en Administración, en el sentido de eliminar las restricciones en las reglas deadjudicación, a fin de que este pueda otorgarse en cualquier año, ya sea por lalabor en el campo de la administración o por trabajos escritos sobre temas deadministración aplicables al sector.

Metas para el decenio en enfermería

Tomando en cuenta las metas consignadas en el Plan Decenal de Salud paralas Américas;
Teniendo presente que los servicios eficientes de enfermería constituyen unode los medios principales para proporcionar el cuidado de la salud y que sudisponibilidad en cantidad y calidad influye directamente en la consecución demuchos de los objetivos del programa de salud; y
Considerando la complejidad del problema que confrontan las autoridades desalud para facilitar a los pacientes un nivel de atención de enfermería seguro,según se señala en dichas metas,
Resuelve:
1. Recomendar a los Gobiernos que examinen de nuevo la situación delpersonal de enfermería en relación con:
a) Las necesidades de los servicios a fin de alcanzar las metas;b) La tendencia al aumento de los puestos de enfermería desde principios del
decenio de 1970;c) La producción de recursos humanos de enfermería, su utilización y la
capacidad del sistema de salud para absorberlos, yd) La compatibilidad del contenido del currículo de estudios con las
funciones que desempeñan en los servicios de salud.2. Encarecer a los Gobiernos que intensifiquen su labor en este campo y que
adopten las medidas necesarias para crear los puestos de enfermería querequieren los servicios de atención de la salud estipulados en las metas, yaumentar la producción de recursos humanos de enfermería, sobre todo delpersonal que se ocupe de la atención directa a las personas, mediante laorganización y el fortalecimniento de los programas de enseñanza de enfermería,la formación acelerada de dicho personal y la provisión de los recursosnecesarios.
3. Solicitar al Director que examine la asistencia que la Organización puedaofrecer a los países para realizar la labor mencionada y que informe al Consejo

Teniendo presente el Capitulo II, Artículo 2, apartados a) y b), de laConstitución de la Organización Mundial de la Salud; y
Observando la necesidad de establecer un mecanismo y un procedimientopara la dirección y coordinación de la asistencia externa en salud que reflejefielmente la voluntad de los Gobiernos interesados, por una parte, y, por otra, ladisposición de la OPS/OMS y otros organismos internacionales y bilaterales paracumplir con eficacia los mandatos de los Gobiernos,
Resuelve:
1. Recomendar a los Gobiernos Miembros que:a) Fortalezcan sus propios mecanismos internos para dirigir y coordinar sus
propias actividades y las de colaboración externa en salud; yb) Tengan en cuenta los servicios de la OPS/OMS al prestar apoyo técnico y
administrativo a los mecanismos y procedimientos nacionales establecidos paracoordinar las actividades de colaboración internacional en salud.
2. Encomendar al Director de la Oficina que, dentro de la política definidapor la Organización, intensifique los esfuerzos encaminados a prestar asistencia alos Gobiernos Miembros que así lo soliciten en el perfeccionamiento del procesode planificación de la salud dentro del marco de la planificación global del país.Con ese propósito, se debería programar un proceso de reuniones periódicas concada uno de los países que lo hayan solicitado, en las cuales los Gobiernosindicarían sus necesidades de asistencia técnica externa, teniendo en cuenta laspolíticas, estrategias y programas nacionales de salud.
3. Pedir al Director que presente a la 74a Reunión del Comité Ejecutivo elprograma señalado en el párrafo 2, incluyendo el correspondiente estimado derecursos técnicos y financieros necesarios para ser puesto en práctica, y queinforme de los progresos realizados en las experiencias iniciales que se hubiesenefectuado al respecto.

2. Agradecer a la Fundación Panamericana de la Salud y Educación (PAHEF)su colaboración con la Organización Panamericana de la Salud en la- realizaciónde dichos programas.
3. Agradecer al Banco Interamericano de Desarrollo su préstamo inicial parafinanciar el programa de libros de texto.
4. Felicitar al Director por su iniciativa y encargarle que entable negociacio-nes con el Banco Interamericano de Desarrollo y otras instituciones a fin deobtener para dichos programas apoyo financiero adicional, directamente o porconducto de PAHEF, y que someta a la aprobación del Comité Ejecutivo de laOPS cualquier plan o proyecto de convenio de préstamo resultante.

Tomando nota del emblema oficial adoptado para el Añfo Internacional de laMujer, que consiste en una paloma estilizada, el símbolo biológico de la mujer, yel signo matemático de igualdad y que figurará en carteles, banderas, papeltimbrado, sellos de correo y demás material relacionado con las actividades delAñfo Internacional de la Mujer;
Reconociendo la importancia de la igualdad de la mujer y el hombre en todaslas facetas de la vida humana, pero especialmente en el medio laboral;
Reconociendo la importancia de la mujer en la promoción de la paz, losplanes de desarrollo económico y social y los programas de población; y

3. Instar a los Gobiernos a que emprendan programas de educación parafomentar la aceptación del papel cambiante de la mujer.

Reconociendo la importancia y la magnitud del problema de las infeccionesentéricas en la mayoría de los países de las Américas; y
Considerando los objetivos señalados en el Plan Decenal de Salud para lasAméricas,
Resuelve:
1. Tomar nota del Informe Final de las Discusiones Técnicas y expresar susatisfacción por el desarrollo de las mismas.
2. Agradecer a los miembros del cuadro de técnicos su participación en lasDiscusiones Técnicas.
3. Recomendar al Director de la Oficina que dé la más amplia difusiónposible al citado Informe y a los documentos de trabajo correspondientes.
4. Recomendar a los Gobiernos que, para alcanzar las metas del Plan Decenalde Salud, hagan esfuerzos para:
a) Incrementar la cobertura de los programas de suministro de agua,disposición adecuada de excreta, control de vectores y mejoramiento de lascondiciones de elaboración, manipulación y conservación de alimentos.
b) Lograr una coordinación adecuada que permita el desarrollo armónico deprogramas de prevención y tratamiento oportuno y eficaz de las infeccionesentéricas.
c) Fomentar el desarrollo de sistemas educativos adecuados que sirvan demotivación para obtener la colaboración permanente de la comunidad en elcontrol de esas infecciones.
5. Recomendar a los países que establezcan sistemas de vigilancia epidemio-lógica, así como laboratorios de diagnóstico para las enfermedades entéricas,creando centros nacionales de referencia y un centro regional de igual naturaleza.

Salud mental
La XIX Conferencia Sanitaria Panamericana,
Habiendo examinado el informe sobre salud mental, alcoholismo y abuso dedrogas (Documento CSP19/27);
Teniendo en cuenta la importancia que los trastornos psiquiátricos han

adquirido como problema de salud pública, que con frecuencia causan estados deinvalidez prolongada, y que se convierten también en factores causales ocoadyuvantes de muertes violentas;
Considerando que una gran parte de la invalidez observada es el resultado deuna falta de acción preventiva y que, en general, no se ha dado al problema ellugar prioritario ni los recursos que le corresponden; y
Considerando los términos de la Resolución XX1 25 adoptada por el ComitéEjecutivo en su 70a Reunión sobre este tema, así como los objetivos del PlanDecenal de Salud para las Américas,
Resuelve:
1. Recomendar que en cada país los organismos nacionales de registro dedatos procuren mejorar la información estadística sobre salud mental, quepermita el establecimiento de un sistema de "control epidemiológico"; laformulación de una política de salud mental, como parte de la planificación alargo plazo, y la supervisión de la ejecución de las políticas y planes acordados.
2. Recomendar a los Gobiernos Miembros que traten de corregir defectosinherentes al sistema tradicional de atención de los padecimientos psiquiátricos,de manera que se logre la atención precoz y continua en las propias localidades,considerando la integración de la atención psiquiátrica en los servicios generalesde salud con concepto de regionalización y la utilización creciente de recursos nomédicos de la comunidad.
3. Solicitar a los países que presten particular atención a la formación depersonal psiquiátrico especializado y una formación adecuada en principiosgenerales de psiquiatría a todo el personal de ciencias de la salud, para que puedaparticipar eficazmente en acciones preventivas y curativas.
4. Recomendar a los Gobiernos que atribuyan la debida prioridad a losrecursos para estudios de investigación que proporcionarán elementos útiles paraevaluar las necesidades en salud mental de las poblaciones, y que pongan enfuncionamiento centros de estudio y tratamiento de problemas específicos,como alcoholismo, farmacodependencia y trastornos psiquiátricos infantiles,geriátricos y psiquiátricos ligados a la delincuencia.
5. Solicitar al Director de la Oficina que procure ampliar la colaboración conlos países en los programas de salud mental.

La XIX Conferencia Sanitaria Panamericana,
Habiendo estudiado el informe del grupo de trabajo sobre cooperacióntécnica entre los países en desarrollo, establecido por el Consejo de Administra-ción del Programa de las Naciones Unidas para el Desarrollo (DocumentoCSP19/29); y
Habiendo tomado nota de la información suministrada por el Director de laOSP sobre las actividades llevadas a cabo para estimular la cooperación mutuaentre los países de las Américas, tanto en la utilización de los expertos como enla formación y perfeccionamiento del personal,
Resuelve:
1. Recomendar al Director que, conforme a la política seguida por laOrganización que se describe en el Documento CSPI9/29, procure atender lassolicitudes de asesoría técnica de los países, utilizando en lo posible, los serviciosdel personal calificado del Continente.
2. Solicitar al Director que tome las medidas necesarias para que la OSP détodo su apoyo a los centros docentes del Continente en forma tal que estospuedan ampliar sus labores educativas tanto a nivel nacional como internacional.
3. Recomendar a los Gobiernos que continúen aprovechando el caudal deexperiencia y conocimientos de los expertos de los Países Miembros para ayudara los que así lo soliciten, a fmin de que puedan resolver los problemas querequieran una tecnología altamente especializada.

Primera Reunión Intersectorial para la Saluddel Hombre Americano
La XIX Conferencia Sanitaria Panamericana,
Habiendo examinado la Resolución V26 aprobada por el Comité Ejecutivo ensu 72a Reunión y el informe preparado por el Director (Documento CSP19/23),en el cual se plantean dos alternativas para llevar a la práctica los objetivos dedichas resoluciones;
Teniendo en cuenta la necesidad de que los países fortalezcan y desarrollen lacolaboración intra e intersectorial que asegure la imprescindible coordinación delas acciones en salud a fin de mejorar la eficiencia y la eficacia de estas;
Reconociendo, en consecuencia, que el Plan Decenal de Salud para lasAméricas para el período 1981-1990 debe tener un carácter intersectorial; y
Considerando que el logro del objetivo anterior implica un proceso complejoy prolongado cuyas acciones deben programarse cuidadosamente por etapas, conuna activa participación de los países y el apoyo adecuado de la Organización,
Resuelve:
1. Reiterar la necesidad de que los Gobiernos hagan todos los esfuerzos a sualcance para fortalecer la coordinación intrasectorial en salud y desarrollar lacolaboración intersectorial en la consecución de las metas de salud nacionales.
2. Instar a los países y a la Organización para que orienten las actividades deprogramación del sector salud de manera que el Tercer Plan Decenal de Saludpara las Américas, 1981-1990, se elabore sobre bases de colaboración intersecto-rial.
3. Solicitar al Director que preste toda la asistencia necesaria a los Gobiernospara el cumplimiento de los objetivos anteriores y que, además de las actividades

de apoyo que en este sentido convenga con los Gobiernos, convoque un grupo detrabajo integrado por representantes de los Ministerios de Salud y de las unidadesnacionales de planificación económica y social, con objeto de definir los criteriosy métodos más adecuados para orientar las actividades de los países en elcumplimiento de los objetivos propuestos, y que incluya la partida adecuada enel presupuesto de la OPS.
4. Solicitar al Director que informe al Consejo Directivo sobre la marcha delas actividades programadas.
5. Solicitar al Consejo Directivo que, sobre la base del informe del Director,se pronuncie sobre la conveniencia de celebrar, en la ciudad de Buenos Aires, laReunión Técnica Intersectorial propuesta por el Comité Ejecutivo, con anteriori-dad a la IV Reunión Especial de Ministros de Salud de las Américas.

Creación de un comité permanente paraauxilio en situaciones de emergencia
La XIX Conferencia Sanitaria Panamericana,
Teniendo en mente que con frecuencia se producen en los países situacionesgraves de emergencia debido a catástrofes naturales, epidemias u otrascircunstancias;
Considerando que es indispensable que los países cuenten con una organiza-ción nacional fuerte que permita coordinar los recursos nacionales e internacio-nales, en casos de emergencia, utilizándolos en la forma más efectiva posible;
Reconociendo la necesidad de adiestrar personal especializado en la atenciónque se requiere en situaciones de emergencia; y
Teniendo presente que corresponde a la OSP tratar de coordinar, junto con laOficina de las Naciones Unidas para el Socorro en Casos de Desastre y el FondoInteramericano de Asistencia para Situaciones de Emergencia de la OEA, y lasorganizaciones nacionales, las acciones que los organismos y los países realizanen auxilio de los que sufren alguna catástrofe,
Resuelve:
1. Recomendar a los países que establezcan, con carácter permanente,organizaciones nacionales responsables de velar por el establecimiento de lasmedidas preventivas contra las catástrofes y de coordinar las acciones de todaslas instituciones nacionales interesadas, tanto públicas como privadas.
2. Instar al Director a que refuerce la unidad de la OSP que se ocupa deemergencias, y que designe un comité permanente de apoyo y asesoramiento,

responsable de la elaboración y actualización de un plan de acción para casos deemergencia, el cual debe incluir un mecanismo para que cada país pueda utilizarla ayuda internacional de distintas fuentes, a fin de lograr los mejores resultados.
3. Recomendar a la Oficina que continúe realizando seminarios y cursossobre organización de la atención en casos de emergencia.
4. Solicitar al Director que mantenga y refuerce las relaciones de la OPS conlas entidades de las Naciones Unidas y de la OEA mencionadas, así como con laCruz Roja Internacional, a fin de proporcionar una ayuda cada vez más efectivaen casos de desastres.

La XIX Conferencia Sanitaria Panamericana,
Considerando que el establecimiento de bancos de sangre y centros derecolección de sangre y plasma fraccionado es un problema importante en lasAméricas que merece especial atención y estudio;

Reconociendo que es urgente, por lo tanto, tener un conocimiento adecuadode las necesidades de los países de la Región, entre las cuales deben figurar losrequerimientos de sangre total y sangre fraccionada en cada país, especialmenteen cuanto a disponibilidad de cada producto, como globulina gamma, albúmina,factor antihemofílico y otros, así como las posibilidades de satisfacerlos y elproblema de los costos; y
Teniendo en cuenta que, dentro de este esquema, sería oportuno estudiar afondo los problemas técnicos derivados del establecimiento de centros derecolección de sangre, con un estándar suficientemente alto que permitagarantizar la salud del donante y la calidad de la sangre y plasma recolectados,
Resuelve:
1. Encomendar al Director de la Oficina Sanitaria Panamericana que se lleve acabo un estudio de la demanda y la disponibilidad de sangre y hemoderivados enlas Americas.
2. Solicitar al Director que presente al Comité Ejecutivo, en su 74a Reunión,el resultado del estudio realizado, acompañfiado de un plan de acción en caso deque de dicho estudio surgieran problemas a nivel de la Región.

WORKING PARTIES
Seven working parties were established. The first, composed of Delegates ofEcuador, Jamaica, and the United States of America, considered the question ofthe implementation of Article 6, paragraph B, of the Constitution in respect ofcountries over two years in arrears in their contributions. The second, made upof Delegates of Costa Rica, Honduras, and Venezuela, was appointed to studythe draft resolution submitted by the Delegation of Honduras on the creation ofa standing committee for relief in emergencies. Subsequently increased by theaddition of Delegates of Cuba and France, this group then addressed itself topreparation of a new draft resolution incorporating the views expressed in thecourse of the discussion. A third group was responsible for examining proposed

topics for the Technical Discussions to be held during the XXIII Meeting of theDirecting Council of PAHO, XXVII Meeting of the Regional Committee of theWorld Health Organization for the Americas. It was made up of Delegates ofBolivia, Nicaragua, and Trinidad and Tobago.
The fourth working party, composed of Delegates of Argentina, Costa Rica,Cuba, and the United States of America, worked on the text for a resolution onthe coordination of international cooperation in the health field. The fifth party,appointed to prepare a draft resolution on a future study of the TechnicalDiscussions, was made up of Delegates of Costa Rica, Cuba, and the UnitedStates of America. A sixth group, which included Delegates of Colombia, CostaRica, and the United States of America, had the task of preparing a draftresolution on the subject of mental health, alcoholism, and drug abuse. Finally,the seventh group, composed of Delegates of Jamaica, Uruguay, and Venezuela,undertook to round out a draft resolution proposed by the Delegation ofUruguay on a study of the problem of blood and blood derivatives in the Regionof the Americas.
TECHNICAL DISCUSSIONS
The Technical Discussions, which were held on 4 October 1974, dealt withthe topic "Studies and Strategies to Reduce Morbidity and Mortality fromEnteric Infections," which had been selected by the XXII Meeting of theDirecting Council in 1973. The officers of the Technical Discussions were asfollows:

The Conference held an inaugural session, 12 plenary sessions, four sessionsof the Committee on Credentials, six sessions of the General Committee, fivesessions of Committee 1, seven of Committee II, and three joint sessions of theCommittees. The closing session was held on 11 October 1974.

Having reviewed the formal request for membership in the Pan AmericanHealth Organization made by the Minister of External Affairs of the Common-wealth of the Bahamas on behalf of his Government in a letter dated 26February 1974;
Considering that the Government of the Commonwealth of the Bahamas hasdeclared its willingness to assume all the obligations set forth in the Constitutionof the Pan American Health Organization, to comply with the provisions of thePan American Sanitary Code as modified by the Additional Protocol of 24September 1952, and to contribute by means of a quota assessment to thefinancial support of the Organization; and
Bearing in mind the recommendation of the Executive Committee containedin Resolution I4 of its 72nd Meeting,
Resolves:
1. To approve with satisfaction the request of the Commonwealth of theBahamas for membership in the Pan American Health Organization.
2. To instruct the Director to transmit this decision to the Governments ofthe Organization.

Election of the Director of the Pan American Sanitary Bureauand Nomination of the Regional Director of the
World Health Organization for the Americas
The XIXPan American Sanitary Conference,
Bearing in mind Article 4, paragraph E, as well as Article 21, paragraph A, ofthe Constitution of the Pan American Health Organization, which provide thatthe Pan American Sanitary Bureau shall have a Director elected at theConference by the vote of a majority of the Governments of the Organization;
Bearing in mind Rule 45 of the Rules of Procedure of the Conference, whichprovides that the Director of the Bureau shall be elected by any number of votesgreater than half the number of the Governments of the Organization;
Bearing in mind Article 4 of the Agreement between the World HealthOrganization and the Pan American Health Organization and Articles 49 and 52of the Constitution of the World Health Organization, which establish theprocedure for the appointment of the Regional Director of the World HealthOrganization; and

Bearing in mind the importance of prompt and full payment of quotacontributions to assure financing of the authorized program and budget and tomaintain the Organization in a sound financial condition,
Resolves:
1. To take note of the report of the Director on the collection of quotacontributions (Document CSP19/3 and Addendum).
2. To approve the report of the working party, as well as its recommendationthat the Delegates of Bolivia, Haiti, and Paraguay be permitted to vote duringthe XIX Pan American Sanitary Conference.
3. To thank the Governments that have already made payments in 1974 andto urge the other Governments to pay their outstanding arrears and current yearquotas as soon as possible so that the work of the Organization can continue andthe financial burden of its program be fairly spread among all the Members.
4. To again direct the attention of the Governments to the provisions ofparagraph 5.4 of Article V of the Financial Regulations of PAHO, which reads inpart as follows: "Contributions shall be considered as due and payable infull . . . as of the first day of the financial year to which they relate ... As of 1January of the following financial year the unpaid balance of such unpaidcontributions shall be considered to be one year in arrears."
5. To request the Director to continue to inform the Governments of anybalances due.

In establishing the contributions of Member Governments and ParticipatingGovernments, their assessments shall be reduced further by the amount standingto the credit in the Tax Equalization Fund, except that credits of thoseGovernments that levy taxes on the emoluments received from the PanAmerican Health Organization by their nationals and residents shall be reducedby the amounts of such tax reimbursements by PAHO.
3. That, in accordance with the Financial Regulations of PAHO, amounts notexceediag the appropiations noted under paragraph 1 shall be available for thepayment of obligations incurred during the period 1 January to 31 December1975, inclusive. Notwithstanding the provision of this paragraph, obligations

during the financial year 1975 shall be limited to the effective working budget,i.e., Parts 1-VI.
4. That the Director shall be authorized to transfer credits between parts ofthe effective working budget, provided that such transfers of credits betweenparts as are made do not exceed 10 per cent of the part from which the credit istransferred. Continuing Education

Having considered Resolution' WHA27.3114 of the Twenty-seventh WorldHealth Assembly, which stresses the importance of continuing education inmaintaining and upgrading the professional competence of health personnel; and
Bearing in mind that the entire process should be closely related to health andmanpower planning and to schemes for the regionalization of services, designedto extend health sector coverage in accordance with the goals of the Ten-YearHealth Plan for the Americas,
Resolves:
1. To request the Director to take the necessary steps for cooperation withthe Governments in their efforts to plan, implement, and improve the machineryfor keeping health personnel permanently up to date through:
a) The development of educational methods, techniques, and materials forachieving greater efficiency in the continuing education process.
b) The further training of personnel to develop continuing education.c) The promotion of national or regional experimental programs in continu-
ing education.d) The creation of regional centers for implementing the recommendations.2. To recomrnend that those Governments with experience in continuing
education make their experience available to the Pan American HealthOrganization so that it can be transmitted to all the countries.
3. Considering that malaria still constitutes a major public health problem,especially in areas where economic development projects such as agriculturalcolonization and construction of highways, irrigation canals, and dams are beingcarried out; and

Considering the complexity of the problem confronting health authorities toprovide patients with a level of safe nursing care as called for in these goals,

1. To recommend to Governments that they reexamine the nursing man-power situation in relation to:
a) The needs of the services in order to achieve the goals;b) The trend toward an increase in nursing positions since the beginning of
the 1970 decade;c) Actual nursing manpower production, its utilization, and the health
system's capacity for absorption; andd) The compatibility of the curriculum content with the functions per-
formed by nursing personnel in the health services.2. To urge the Governments to intensify their efforts in this field, to take the
necessary measures to establish the nursing positions required in order to deliverthe health care called for in the goals, and to increase nursing manpowerproduction, primarily of personnel providing direct care to individuals, throughthe creation and strengthening of nursing education programs, the stepped-uptraining of such personnel, and provision of the resources needed.

1. To recommend to the Member Governments that they:a) Strengthen their own internal mechanisms for directing and coordinating

To recommend to the Member Governments that they endeavor to correctthe defects inherent in the traditional system of psychiatric care so that promptand continuing attention can be provided on the spot based on the integration ofpsychiatric care into the general health services on a regional basis and thegreater use of non-medical resources in the community.

Considering it desirable to study ways of ensuring that the TechnicalDiscussions produce the best results for the Member States,
Resolves:
1. To ask the Director of the Bureau to include this subject among the topicsto be discussed at the 74th Meeting of the Executive Committee.
2. To instruct the Executive Committee to study all aspects of the TechnicalDiscussions, particularly those relating to the procedures used in conductingthem, and to report thereon to the XXIII Meeting of the Directing Council,XXVII Meeting of the Regional Committee of WHO for the Americas, with aview to a decision being taken on the matter.

Study of the Problem of Blood and Blood Derivativesin the Region of the Americas
The XIXPan American Sanitary Conference,
Considering that the establishment of blood banks and centers for thecollection of blood and plasma fractions is a serious problem in the Americasthat calls for special attention and study;
Recognizing that for this reason there is an urgent need for adequateknowledge on the needs of the countries in the Region, including therequirements for whole blood and blood fractions in each country, and inparticular, the availability of the various products such as gamma globulin,albumin, antihemophilic factor, etc. the possibilities of satisfying the needs; andthe problem of costs; and
Bearing in mind that within this framework it would be desirable to make athorough study of the technical problems deriving from the establishment ofblood collection centers, with a sufficiently high standard to guarantee thehealth of the donor and the quality of the blood and plasma collected,

1. To urge the Director of the Pan American Sanitary Bureau to arrange for astudy on the demand for and availability of blood and blood derivatives in theRegion of the Americas.
2. To recommend to the Director that he present to the ExecutiveCommittee, at its 74th Meeting, the result of the study undertaken, togetherwith a plan of action in the event that problems should arise from the study atthe Regional level.
