Background:

Education codes 44256(b), 44258.2, and 44263 expand the authorization for holders of Multiple Subject and Single Subject credentials, referred to as Board Authorizations. Board Authorizations are assignment options provided to employing districts and counties. School districts may expand subject authorizations only to teachers who hold a full credential (i.e., non-emergency, waiver, provisional internship, short term staff permit or intern).

To teach in a subject area other than designated by the credential, a teacher must complete 12 semester units in the additional subject to be authorized for middle school. Teachers must complete 18 semester units in the additional subject to be authorized for high school.

Recommendations:

APPROVE SCHOOL PLANS FOR STUDENT ACHIEVEMENT FOR 2019-2020 Approve the School Plan for Student Achievement (SPSA) for Barton, Burbank, Cleveland, Dooley, Garfield, Grant, Henry, King, Lincoln, Longfellow, Los Cerritos, Riley and Signal Hill Elementary Schools; Hudson and Newcomb K-8 Schools; Hughes and Rogers Middle Schools; and Beach, CAMS, EPHS, Renaissance and Sato High Schools. Each plan has been developed and approved by the site’s School Site Council and contains the components of effective planning based on student needs, assessment data, use of staff, parent involvement, and allocation of resources. Each plan has been reviewed by Equity, Access, and College & Career Readiness staff for compliance. The schools’ approved SPSA for the 2019-2020 school year will also serve as an interim plan until the following school year’s SPSA is revised and approved. The funding for all programs and personnel outlined in these SPSAs is reflective of the current fiscal year only. 2. APPROVE NEW HIGH SCHOOLSPECIAL EDUCATION COURSE: LANGUAGE! LIVE

CALIFORNIA Approve the new regular status intervention course for Cabrillo High School, Language! Live California. The new course outline reflects the Linked Learning guiding principles and the LBUSD Strategic Plan’s goals and objectives. The course targets and remediates gaps in the foundational language skills that enable reading. The basic instructional materials recommended to support the implementation of this course are: Language! Live California, Voyager Sopris Learning, 2019

This program meets the social compliance criteria for instructional materials established by the State of California. The course is proposed for high school special education English elective credit. 3. APPROVE PARTICIPATION IN THE SUBGRANT OF THE CA CALFRESH HEALTHY

LIVING PROGRAM Approve participation in the sub-grant of the City of Long Beach’s CalFresh Healthy Living program. CalFresh Healthy Living is intended to provide nutrition education to low income households. LBUSD will conduct nutrition education interventions to eligible families. The City of Long Beach is the grant recipient and LBUSD is engaging in a sub-grant agreement between October 1, 2019 and September 30, 2020, which represents the first year of a three-year sub-

grant. Participation includes engagement in the MyPlate curriculum and provides support for taste tests in the classroom. 4. APPROVE PARTICIPATION IN THE ROCKETT ACADEMY Approve participation in the Rockett Academy, which will support up to 50 LBUSD middle school students. The Long Beach Fire Department, in conjunction with the Long Beach City Prosecutor’s Office and the Long Beach Unified School District, created the Rockett Academy to connect students with community firefighters, who act as mentors. Students will shadow a firefighter and attend after school field trips. There is no cost to the student participants. SUBJECT: First Interim Financial Report for 2019-2020 Enclosures

CATEGORY: New Business Reason for Board Consideration: Action Financial Services Date: December 18, 2019 BACKGROUND:

Education Code Sections 35035(i), 42130, and 42131 require school districts to prepare two reports regarding the financial and budgetary status of the District. The first report covers the period ending October 31, and the second report covers the period ending January 31. The District is required to prepare these interim reports in a format prescribed by the state and in accordance with the state’s Standards and Criteria. In addition, the Governing Board of each school district is required to certify to the district’s ability to meet its financial obligations for the remainder of that fiscal year and for the subsequent two fiscal years.

RECOMMENDATION:

Approve a positive certification of the First Interim Financial Report for 2019-2020 indicating that the Long Beach Unified School District will be able to meet its financial obligations for the remainder of the 2019-2020 fiscal year and the following two fiscal years, and authorize filing of this report with the Los Angeles County Superintendent of Schools, in accordance with Education Code Section 35035(i).

Pursuant to Request for Qualifications #1920/017, staff is requesting that the Board approve a pool of Pre-qualified Architectural and Engineering Service firms to provide Architectural services for the various School Bond Program facilities improvement projects. Architectural and Engineering Service firms provide Architectural services to accomplish the District’s goal of improving existing buildings to provide sufficient space and technology to serve its students and the surrounding communities. The Architectural and Engineering Services RFQ was posted on the Long Beach Unified School District PlanetBids website (An Online Vendor Portal for posting RFP/RFQs). On September 9, 2019, the District issued a Request for Qualifications (RFQ) to provide Architectural and Engineering Services. A total of 40 firms submitted prequalification packets and proposals. Each of these proposals were reviewed and evaluated per the established procedures. Based on the scoring, Eleven (11) firms were selected for the pool of qualified firms (“Pool”). A pre-qualified list allows staff to expeditiously select, via a Request for Proposal process, from the most qualified firms when services are required.
