The NIC serves as a central point of contact for the disseminationof program and procurement information, procurement forecasts,forms, data, public laws, orders and other similar information ofinterest to the small business community.

FINANCIAL ASSISTANCE DIVISION
SHORT TERM LENDING PROGRAM (STLP)
Guarantee loan program to assist certified small businesses as they work on DOT-funded and DOT-assisted transportation
related contracts at the local, state and federal levels

SHORT-TERM LENDING PROGRAM
• Provides line of credit for accounts receivable arising from transportation related contracts
• Primary collateral is proceeds of the transportation contract(s) • Can be renewed (max. length in program is 5 yrs)• Maximum loan amount $750,000• Funds are borrowed against each invoice of the contract(s)• Repayment occurs as the project owner or prime contractor pays the
invoice• Interest rate – Prime plus two percent

• A company must have a transportation related contract (maintenance, rehabilitation, restructuring, improvement, revitalization)
• Certified as a DBE by an agency applying DOT certification guidelines or as a small business by the U.S. Small Business Administration
