MEMORANDUM FOR ALL ACTIVE DUTY USAF PERSONNEL ON OKINAWA ALL USAFR/ANG PERSONNEL IN TITLE 10 STATUS ON OKINAWA

SUBJECT: Off-Limits Order

1. I have received credible information from the Okinawa Armed Forces Disciplinary Control Board that the establishments and areas listed in this memorandum present conditions that adversely affect the health, safety, welfare, morale, or morals of Air Force personnel located on Okinawa and they are thus deemed off-limits.

2. Order. Effective immediately, in accordance with the Okinawa Armed Forces Disciplinary Control Board's findings, the following areas are off-limits to all active duty United States Air Force military members temporarily or permanently located of Okinawa. This includes members of the United States Air Force Reserve or Air National Guard components while temporarily or permanently located on Okinawa and in Title 10 active duty status (including those assigned to partner organizations) assigned to any facility over which I have control or jurisdiction. The above listed personnel are prohibited from patronizing, entering, visiting, or using and of the organizations, establishments, or areas listed below:

a) Bar Sakura, 1-10-15, Chuo, Okinawa City, Okinawa, Japan.

b) Bon Bon Dou, 1-9-8, Uechi, Okinawa City, Okinawa, Japan.

c) Color, Takara Building, 2-6-34 Makishi, Naha City, Okinawa, Japan.

d) Green House, 1-3-1 Uechi, Okinawa City, Okinawa, Japan.

e) Ground Tobacco Shop, 2F 1-5-9 Mihama, Chatan-Cho, Okinawa, Japan.

f) Heaven's smell (Formerly Samurai King), 1-8-1 Chuo, Okinawa City, Okinawa, Japan.

g) Herb Shop Garu-Garu, 2-7-2 Wakasa, Naha City, Okinawa, Japan.

h) High Times, 1-6-2 Chou, Okinawa City, Okinawa, Japan

i) Jab Reggae Shop, 1-6-20, Chou, Okinawa City, Japan.

j) OM'sHerb Shop, 3-7-12 (2d Floor) Yafuso, Urasoe City, Okinawa, Japan.

k) Soft Cream (and distribution service "Lequio Herb"), 1-15-8, Okinawa City,Okinawa, Japan.

I) Stoner'sDen,2-17-1,Makishi, Naha City,Okinawa, Japan.

m) Takahara Hotel, Adjacent to the Nakagusuku Castle in Ishado Nakagusuku Village,Okinawa, Japan.

n) Tokyo Shoten Bookstore, Highway 23 at 820-6 Kamisedo, Chatan-Cho, Okinawa,Japan.

o) Yasu lchi Bookstore, 2-1-10 Chatan, Okinawa, Japan.

p) Yoshihara Red Light District. In the Yoshihara Red Light District, establishments witha storefront that faces 329 or 330 are not off-limits (see attached map).

q) Fantasy Space Okinawa. Located just off Okiei Odori and Kokusai Street at 17-46Makishi 2-Chome, Naha.

3. I also encourage all SOFA status dependents, DoD civilians, DoD-invited contractors, as wellas visitors to be aware of this order and to comply with its provisions.

4. Distribution of Order. This order will receive the widest possible dissemination. KadenaAir Base unit Commanders sponsoring Air Force units arriving for TDY on Okinawa willdistribute this order to the TDY unit's commander or officer in charge. The 18 FSS/CC willensure distribution to all personnel residing in lodging. The 733 AMS/CC will ensure distributionto all personnel arriving on Kadena Air Base via the passenger terminal.

5. Consequences of Violating Order. Violations of this order constitute a violation of Article 92,UCMJ. Military members who violate this order are subject to sanctions under the Uniform Code ofMilitary Justice and/or administrative action, including loss of security clearance, demotion, and/ordischarge from the United States Air Force.
