EXECUTIVE SUMMARY
Pailadih Stone Mine is situated in Village : Pailadih, P.O. - Alkusa, P.S. - Chas, District :
Chatra, Jharkhand over an area of 1.214 hectares or 3.00 Acres [ Khata no. – 40, Plot no. –
106, 108, 109(P)].
Pailadih Stone Mine over an area of 1.214 hectares/ 3.00 Acres in Village – Pailadih, P.O. –
Alkusha, P.S. – Chas, Dist. – Bokaro, Jharkhand has already applied the Mining Lease
application in favour of M/s Jai Maa Enterprises Crusher & Quarry, Prop. - Shri Om Prakash
Singh for a period of ten (10) years. The Letter of Intent issued on 09.04.2018.
The entire lease area is free from forest, so therefore no forest clearance is required. But at
present it is mandatory to take Environmental clearance.
The proposed quarry will be developed by Opencast method of mining for the average
production of Stone 46800 Cum/annum or 156 Cum per day OR 1352726.55 Cft./annum or
5509 Cft./day OR 126360 tonne/annum or 421.20 tonne/day. The estimated project cost is
Rs. 20.90 Lakhs and the project is economically viable. The expected life of mine is 5 years.
This mining project falls under Category “B2” project as per EIA Notification 2006.
The lease for minor mineral is situated at Village - Pailadih, P.O. - Alkusha, P.S. - Chas, Dist. –
Bokaro, (Jharkhand). The area is located in Survey of India Toposheet No. 73 I/6 (Ref : Key
Plan - Plate No. I) and bounded by Latitude : 23° 41' 5.70'' N to 23° 41' 10.40'' N &
Longitude : 86° 15' 57.70'' E to 86° 15'56.30 '' E. The applied lease area is approached by
motorable village road at a distance of 325 meter and also connected to Chas-Telgaria road at
a distance of 1.30 km near Bansa more. Lease area is connected to NH-32through Chas-
Telgaria road at a distance of 10 km near Telgaria more. Lease area also connected to State
Highway at a distance of 12 km near chas. The nearest Railway Station is Chas which is about
a distance of 8 km approx. from the lease area in west direction. The nearest Airport at Bokaro
is at a distance of 17 km & Ranchi Airport at a distance of 120 km (approx.)
Electricity connection has not taken as it is an isolated area. However a DG set (250KVA) is
installed to meet the power requirement
Stone is used for a wide variety of construction purposes including roads, railways building
and irrigation projects. Rom is used as construction of dams, making roads & buildings.
In order to obtain environmental clearance as per the EIA Notification 2006 the pre-feasibility
report is being submitted along with the application Form – I (M) for the project under
consideration.
The drinking water requirement shall be met from bore wells and for other purposes water
requirement shall be met from nearby water bodies. Potable - 02 KLD, Dust Suppression – 03
KLD and Green belt – 03 KLD. Total - 08 KLD.
Sized stone chips will be transported by dumpers to consumers.
Û Production will be started after getting Environmental clearance.

1.4 Conclusion
India possesses a wide range of dimensional stones that include Quartzite, granite, dolerite,
basalt etc., spread out all over the country. Stone is used for a wide variety of purposes.
Almost all the construction and infrastructural activity the same being used extensively in
public buildings, roads, Dam and temples.

2. INTRODUCTION OF THE PROJECT / BACKGROUND INFORMATION.

Shri Om Prakash Singh, Prop. is the applicant who has already applied the Mining Lease
application for a period of (ten) 10 years. The Letter of Intent has been issued on 09.04.2018

ii) Brief description of nature of the project
The present Pre-Feasibility Report has been prepared for the Pailadih Stone Mine of M/s Jai
Maa Enterprises Crusher & Quarry over the area of 1.214 hectares or 3.00 Acres [Plot no. –
106, 108, 109(P) in Village - Pailadih, P.O. – Alkusha, P.S. - Chas, District : Bokaro, Jharkhand.
In order to obtain environmental clearance as per the EIA Notification 2006 the pre-feasibility
report is being submitted along with the application Form- I (M) for the project under
consideration. The project is categorized as Category B2.
iii) Need for the project and it’s important to the country and or region.
Construction material is one of the minor mineral deposits occurring in the majority portion of
Jharkhand. It has played a great role in development of civilization and industrialization. The
production has important role in the local infrastructural development.
iv) Demand Supply Gap.
It is an essential constituent infrastructural development projects like road, dams, bridges and
building.
v) Imports vs. Indigenous production.
Stone to be used locally.
vi) Export Possibility.
Not explored
vii) Domestic / export Markets.
Domestic market for Stone as infrastructural development material is well established.
viii) Employment Generation (Direct and Indirect) due to the project.
It is proposed to employ the local population wherever possible in the proposed project activities.
Direct employment will be about 8 Persons and same no will be the indirectly benefited.

3. PROJECT DESCRIPTIONS

The proposed project is quarry by opencast semi-mechanized method of mining, there is no
interlinked and Interdependent project.

The area is located in Survey of India Toposheet No. 73 I/6 (Ref : Key Plan - Plate No. I) and
bounded by Latitude : 23° 41' 5.70'' N to 23° 41' 10.40'' N & Longitude : 86° 15' 57.70'' E to
86° 15'56.30 '' E. The land is Non-forest and Government barren land. There is no agriculture
land in the mine lease area. The land is arid in nature and with only thorny bushes. The area
exhibits undulating topography.
iii) Details of alternate sites considered and the basis of selecting the proposed site,
particularly the environmental consideration gone into should be highlighted.
The project is a site specific and has to be undertaken at the place of the occurrence of the Stone
and hence no alternative sites explored.
iv) Size or magnitude of operation.
The proposed quarry will be developed as opencast for the production of 46800 Cum/annum or
156 Cum per day.
v) Project description with process details (a schematic diagram/ flow chart showing the
project layout, components of the project etc. should be given).
The Stone which is building material as it possesses most of the required characteristic. The
applicant has applied the Mining lease application from District Mining Office, District – Bokaro,
Jharkhand. The proposed quarry will be developed as opencast Semi-mechanized method of
mining for the production of Stone@ 126360 MT/annum or 421.20 MT per day. The Stone
quarried material will dispatched by road through Dumpers/trucks.
vi) Raw material along with estimated quantity, likely source marketing area of final
products, mode of transport of raw material and Finished product.
There is no requirement of raw material in this project. Mode of transport of extracted building
material is surface transport by road.
vii) Resource optimization / recycling and reuse envisaged in the project, if any, should be
briefly outlined.
It is proposed that all the waste shall be used for making and maintaining the mine road and
surroundings etc..
viii) Availability of water its source, Energy / power requirement and source should be
given.
The water requirement for drinking purpose shall be met from bore wells inside the lease area.
No electricity is required for the mining. Diesel is required.
ix) Quantity of waste to be generated (liquid and solid) and scheme for their Management
/disposal.
Solid Waste: There will generation of solid waste as over burden in small quantity which will be
used in maintaining/construction of mine road.
Liquid Effluent: There is no effluent generation. The proposed quarry will not intercept the water
table hence only rain water will be accumulated in the pit during monsoon.

x) Schematic representation of the feasibility drawing which give information of EIA purpose. The EIA will include an assessment of the potential impacts envisaged as an effect of the project, during the operation of the quarry. The assessment will be based on a consideration of the individual components of the project.

ii) Topography:
The district consists of part of lower Hazaribagh plateau, panchparagana and Damodar
basin. Bokaro uplands, Bokaro-chas uplands and Damodar-Barakar basin are the physical
divisions which Bokaro-chas uplands are major physical divisions in the district. The
average altitude is 210 meter above mean sea level. The land forms are less undulating.
However few hills, hillock is present which the highest peak is Dhamdharwatoli 740 m,
chaipur 700m. All these peaks are found in the western part of district. Major portions of
the district are comprised of chhotanagpur Gneiss and small patches of Gondwana
formations with thick layers of coal.The Lease area of Pailadih Stone mine exhibits high
land type topography in nature and mainly it represents gentle slope towards North
direction. The highest elevation point of the lease area is at 189 m in and the lowest point in
the north side is about 185m above M.S.L.

The Bokaro district falls in the tropic monsoon region and hence enjoys a tropical climate.
The main seasons in this region are winter, summer and monsoon. It is characterized by hot
and dry summer from March to June where the maximum temperature reaches up to 42º C
and above. Cold winter from November to February with a minimum temperature 5ºC to 6ºC.
Humidity is high from July to September. The mean annual Humidity is nearly 60%.

5. PLANNING BRIEF i) Planning Concept (type of Industries, facilities, transportation etc) Town and country planning/ Development authority Classification. The proposed quarry will be developed as Opencast Semi- mechanized method of mining for the
production of Stone of 46800 Cum/annum or 156 Cum per day. The material transported to the
desired location by road through dumpers/trucks.
ii) Population Projection.
Nearest village Kashitanr lies at a distance of 700 meter from Lease area in west direction. The
manpower of about 20 persons required for the project in which more than 14 persons shall be
engaged from the nearby village(s) and hence influx of population to the area is not anticipated.
iii) Land use planning (breakup along with green belt etc.).
The lease hold area comprises the existing mining area so; proposed land use pattern is as
follows-
iv) Assessment of Infrastructure Demand (physical & social). The proposed project will require roads for the transport of the Stone which is adequate, besides it will require manpower to operate the proposed quarry. v) Amenities/Facilities. Proper site services such as First Aid, temporary shelter, drinking water will be provided to the miners.

9. ANALYSIS OF PROPOSAL FINAL RECOMMENDATIONS i) Financial and social benefits with special emphasis on the benefit to the local people including tribal population, if any, in the area. The proposed mine will bring economic benefits to the state by the way of Royalty for stone and to the local people by way of direct and secondary employment opportunities. The mining activities as proposed are the backbone of all construction and infrastructure projects as the raw material for construction is available only from such mining. The stone material is high demand at the local market for real estate industry. The project will bring about socio-economic improvement of the area and will prove beneficial to the area. It is proposed to employ the local population wherever possible in the proposed project activities directly or indirect.
