TEXT OF 2007 BUDGET SPEECH PRESENTED BY THE EXECUTIVE GOVERNOR OF KOGI STATE, HIS EXCELLENCY, ALHAJI IBRAHIM IDRIS TO KOGI STATE HOUSE OF ASSEMBLY IN LOKOJA ON WEDNESDAY, 27TH DECEMBER, 2006, tagged ‘BUDGET OF CONSOLIDATION’ Protocol, It is with gratitude to God and deep sense of responsibility that I present to you, the Honourable Members of this distinguished House of Assembly, the 2007 Budget proposal for Kogi State. this is indeed, a big with fate as it seeks to wrap up the first four year-tenure of this administration and usher in another term, by the grace of God, with conclusive braces for strengthening the foundations of the dividends of democracy we have laid for the people of Kogi State. 2. While I do not seek to re-open the wounds inflicted on our hearts by the tragic death of oiur dear colleagues, friends and brothers who were members of this august House of Assembly in the course of the outgoing year, I wish to invite you Honourable Members of this House to rise with me and observe a minute silence in honour of the departed members….. May their souls rest in perfect peace, Amen. May I use this opportunity to once more condole all of you Honourable Members, the bereaved families and the people of Kogi State on this painful loss. 3. Mr Speaker Sir, Honourable Members, I must commend you all for the cordiality and unity of purpose which have always guided your deliberations in this House since this administration came to powert in 2003. May I also commend you for extending the same cordiality to the Executive and the Judiciary. I note with happiness that this harmonious relationship among various arms of government in Kogi State is principally responsible for the achievements we have recorded in all sectors of the State economy. Our policy focus on justice, fairness, accountability, equity and transparency has engendered a culture of even and high level quality development in the state. 4. At this juncture, my dear Distinguished Members, Ladies and Gentlemen, I express my sincere gratitude and that of my Cabinet to you, the Honourable Members, and to all the people of Kogi State for your impressive and unflinching support which this administration has been enjoying since we assumed leadership of this great State about four years ago. You will agree with me that the conduct of this Administration has always been geared towards ensuring that no part of the State is neglected in the provision of necessary amenities or infrastructure. I am, determined as ever to provide the selfless, honest and humane leadership needed for the consolidation and sustenance of the development gains of the years of this Administration. 5. In other words, in year 2007, this Administration will consolidate and sustain the gains of democracy in the State through increasing and improving its socio- economic fortunes to engender higher standard of living for our people. The year 2007 Budget for Kogi State is therefore, tagged “BUDGET OF CONSOLIDATION”.

DistinguishedHonourablemembers,inlinewiththeongoingeconomicreformagendainthecountry,theStateGovernmentwillin2007continuewithitspresentsocio-economicpolicieswhichareaimedatpovertyreduction,wealthcreation,employmentgenerationwithemphasisonyouthempowerment,andensuringprudence,security,fairness,transparencyandaccountabilityintheconductofgovernmentactivities.ThesepolicyobjectivesarederivedfromthestrategiesoutlinedinthedocumentsonNationalEconomicEmpowermentandDevelopmentStrategy(NEEDS),KogiStateEconomicEmpowermentandDevelopmentStrategy(KOSEEDS)andMillenniumDevelopmentGoals(MDGs).WeareresolvedtoharnessallhumanandnaturalresourceswithinandoutsidethestatetoimplementthesepoliciespreciselyforthebenefitofallthepeopleinKogiState.ifbythegraceofGod,thegoodpeopleofKogiStaterenewourmandatein2007,thestandardoflivinginthestatewillwitnesshigherprofileofqualityandwiderreach.6.Mr.SpeakerSir,HonourableMembers,distinguishedLadiesandGentlemen,beforeIpresenttoyouthedetailsofthe2007Budgetproposals,Iwillstatesomeoftheachievementsofthisadministrationintheyear2006ApprovedBudget.REVIEWOFTHEPERFORMANCEOF2006APPROVEDBUDGET7.MrSpeakerSir,Honourablemembers,youwillrecallthatthetotalApprovedBudgetforyear2006wasThirtythreebillion,NinehundredandfifteenMillion,twohundredandfiftythreethousand,NinehundredandfiftyNaira(N33,915,253,950),outofwhichtheRecurrentRevenuewasTwentysixbillion,fivehundredandtwentytwomillion,twohundredandthirtythousand,fivehundredandtwentysixNaira(N26,522,230,526)andCapitalReceiptswasSevenbillion,threehundredandninetythreemillion,twentythreethousand,fourhundredandtwentyfourNaira(N7,393,023,424).YEAR2006RECURRENTREVENUE8.OutoftheTwentysixbillion,fivehundredandtwentytwomillion.Twohundredandthirtythousand,fivehundredandtwentySixNaira(N26,522,230,526)approvedasRecurrentRevenueforyear2006,atotalsumofSeventeenbillion,eighthundredandninetyeightmillion,ninehundredandfortyeightthousand,sevenhundredandeighty-sevenNaira(N17,898,948,787)wascollectedasattheendofSeptember,2006,representing67.49%performance.Thebreakdownofperformanceisasfollows:

(i)InternalRevenue:Onebillion,ninehundredandseventyfourmillion,fivehundredandeightyninethousand,sixhundredandfiftythreeNairaor(N1,974,589,653)or48.83%(ii)State’ssharefromtheFederationAccount:Fourteenbillion,sixty-sixmillion,sevenhundredandseventytwothousand,fourhundredandfiftyoneNaira(N14,066,772,451)or68.69%(iii)ValueAddedTax:Onebillion,eighthundredandfiftysevenmillion,fivehundredandeighty-sixthousand,sixhundredandeightythreeNaira(N1,857,586,683)or92.88%YEAR2006RECURRENTEXPENDITURE9.ThesumofFourteenbillion,sevenhundredandninetyeightmillion,threehundredandthirtythousand,eighthundredandelevenNaira(N14,798,330,811),wasapprovedforRecurrentExpenditure.However,attheendofSeptember,2006thesumofTenbillion,threehundredandthirteenmillion,eighthundredandthirtyninethousandandtwentynineNaira(N10,313,839,029)wasexpendedonsalaries,overheadcostsandothercharges,representing69.70%performance.Thisimpressivewasduetotheregularpaymentofworkers’salariesandallowancesaswellaspaymentofyear2000leavebonusandsalaryarrearsofJune,August,2000owedcivilservantsbythepastadministration.YEAR2006CAPITALRECEIPTS10.OutofSevenbillion,threehundredandninetythreemillion,twentythreethousand,fourhundredandtwentyfourNaira(N7,393,023,424)approvedasCapitalReceiptsEstimatesfor2006fiscalyear,theactualcollectionwasSevenhundredandeightmillion,threehundredandsixthousand,fivehundredandninetyfourNaira(N708,306,594)asat30thSeptember,2006,representing9.58%performance.Thelowperformanceofthissourceofrevenuewasduetonon-realizationoftheexpectedloanfacilitiesfromcommercialbanksinthecountryandsomeinternationalfinancialinstitutionsinChina,JapanandU.S.A.YEAR2006CAPITALEXPENDITURE11.thetotalsumofNineteenbillion,onehundredandsixteenmillion,ninehundredandtwentythreethousand,onehundredandthirty-nineNaira(N19,116,923,139)wasapprovedforCapitalExpenditureinyear2006.Outofthisamount,theactualamountspentoncapitalprojectsandprogrammesasattheendofSeptemberthisyearwasTenbillion,eighthundredandsixtythree

million,ninehundredandtwentyseventhousand,eighthundredandoneNaira(N10,863,927,801),representing56.83%performance.OfthetotalamountofTenbillion,eighthundredandsixtythreemillion,ninehundredandtwentyseventhousand,eighthundredandoneNaira(N10,863,927,801)spentoncapitalprojectsintheout-goingfinancialyear,Sevenbillion,fivehundredandfiftyeightmillion,threehundredandeighteenthousand,fivehundredandtwentyeightNaira(N7,558,318,528)wasspentonprojectsintheEconomicSector,Twobillion,threehundredandeighty-twomillion,Sevenhundredandtwentyonethousand,ninehundredandtwentysixNaira(N2,382,721,926)intheSocialServicessector,sixhundredandsixtythreemillion,sevenhundredandninethousand,andtwentysevenNaira(N663,709,027)intheRegionalDevelopmentsectorandTwohundredandfiftyNinemillion,onehundredandseventyeightthousand,threehundredandtwentyNaira(N259,178,320)intheGeneralAdministrationsector.Thehighlightsofthecapitalprogrammesandprojectsexecutedinyear2006ineachsectorareasfollows:-AGRICULTURE12.Inyear2006,theStateGovernmentbudgetedthetotalsumofThreehundredandforty-eightmillion,twohundredthousandNaira(N348,200,00)fortheagriculturalsubsector.However,thesumofThirtyonemillion,onehundredandfiftythousandNaira(N31,150,000)wasactuallyspentinthissub-sectorduringtheperiodunderreview.TheStateGovernmentprocured12,800metrictonsofassortedfertilizerforsaletofarmersatsubsidizedpricesatthevariousAgro-ServiceCentresinthethree(3)SenatorialDistrictsintheState.Also,5,000seedlingsofNeemwereraisedanddistributedtofarmersforplantinginpreparationforKogiStateorganicfertilizerplanttobelocatedinAnyigba.Furthermore,theStateGovernment,throughitsagency,theAgriculturalDevelopmentProject(ADP),isimplementingtheSpecialProgrammeonFoodSecurityinthreesites,namelyAiyetoro-Gbedde,OsaraandAgbadumarespectively.Sofar,thesumofTwentythreemillionNaira(N23,000,00)hasbeendisbursedtothethreesiteswhichhasledtothecultivationof500hectaresofmaize/cassavafarms,30hectaresofricefarmatKungbani,5hectaresofporchardfarm,productionof500No.layersatOsaraandfatteningof40No.ramsatAiyetoro.TomaketheimplementationoftheFoodSecurityprogrammerobust,theStateGovernmentalongwithChineseTechniciansintroducedlocalhatcheryandfingerlingsproductiontechnologytoourfarmers.About168farmersinthestatehavebenefitedfromthistraining.Asaresult,438dayoldchickscannowbehatchedperdayinthestate.Throughthesameprogrammeabout15,600fingerlingswereproducedfordistributiontofarmersintheState.UnderthePresidentialInitiativeonRiceProduction,theStateGovernmentreceivedanddistributed1,750RiceBoxestofarmersinKogiStatealongwithalltheinputsrequiredtomaketheprogrammeasuccess.Thisledtothecultivationof1,000hectaresofimprovedandhighyieldingricevarietiesintheState.TheRootandTuberExpansionProgramme(RTEP)hasamajorgoaloffacilitatingtheincreasedproductionofcassava,yam,potatoesandcocoyamaswellasprocessingandmarketingtheirendproducts.Towardsthisend,theStateGovernmentestablished0.4hectaresEX-KogiCocoyamvariety,distributed

1,500improvedcassavacuttingstofarmersthroughouttheStateandestablished4No.cassavaprocessingcentresintheState.MANUFACTURING13.Inmanufacturingsub-sector,thesumofthreehundredandeightyfivemillionNaira(N385,000,000)wasapprovedforyear2006.However,atotalsumofSeventysevenmillion,fourhundredandfiftysixthousand,onehundredandeightysevenNaira(N77,456,187)wasspentasattheendofSeptember,2006,whichrepresents20.12%performance.ThisamountwasspentonHydratedLimeProjectatItobeandSugarProjectatIbaji.ENERGY(ELECTRICITY)14.ThetotalsumofFivehundredandfourteenmillion,sixhundredandfortythousand,sixhundredandseventyfiveNaira(N514,640,675)wasactuallyspentintheEnergysub-sectoroutoftheapprovedbudgetofSixhundredandeightmillion,fourhundredandfiftyfivethousand,sixhundredandeightynineNaira(N608,455,689)representing84.58%performance.Someofthecompletedelectrificationprojectsinclude:electrificationof252HousingUnits,Ganajaroad,PermanentSecretaryQuarters,Lokoja,InstallationofstreetlightalongStellaObasanjoLibrary/GovernmentHouse/MinistryofHealthroad,Taiworoad,Maigaripalaceroadwhileothersatadvancedstageofcompletioninclude,StateSecretariatRoundabouttoObasanjoSquarethroughPostOfficeroad;ObasanjoSquaretoNewMarketRoadandelectrificationoftheNewStateGeneralHospital,Lokoja.Furthermore,theStateGovernmentpurchasedandinstalleda500KVAtransformeratAnyigbaatacostofN4.29millionandanadditionalPHCNfeederline,LokojaatacostofN15million.TheStateGovernmentalsoawardedthemulti-millionnairaAjaokuta-Anyigbapowerextensionwhichisexpectedtosolvetheperennialpowerproblemfacingthepeopleoftheeasternpartofthestate.TheStateGovernmentalsosuppliedover50transformerunitsforpowerimprovementpurposesacrosstheState.COMMERCE,FINANCEANDCO-OPERATIVES15.InCommerce,FinanceandCo-operativessub-sector,thesumofTwobillion,onehundredandfortysixmillionNaira(N2,146,000,000)wasapprovedfortheyear2006.However,duringtheperiodunderreview,thesumofOnebillion,twohundredandthirtysixmillion,ninehundredandninetythreethousand,andninetyoneNaira(N1,236,993,091)wasactuallyspentonprogrammes/projectsinthissub-sectorrepresenting57.64%performance.ThisamountwasspentontheconstructionofLokojaModernMarketincludinganabattoir.Theconstructionofthisbefittingmarketofinternationalstandardhasreached65%completion.

16.Thereisnodoubtthatthetransportsub-sectorplaysaverycrucialroleinsocio-economictransformationanddevelopmentofourState.Thisinformedthereasonforthehighpriorityattentionthestategovernmentaccordedthissub-sectorintheout-goingfinancialyear.Consequently,outoftheapprovedbudgetofEightbillion,onehundredandfortysixmillion,sixhundredthousandNaira(N8,146,600,000)fortheyearunderreview,thesumofFivebillion,sixhundredandninetyeightmillion,seventyeightthousand,fivehundredandseventyfiveNaira(N5,698,078,575),wasactuallyspent,representinganimpressiveperformanceof69.94%.Someoftheroadprojectsthathavebeencompletedinclude:--RehabilitationandAsphaltoverlayingofAnkpa/Abejukolo/Baganaroad;-DualisationofStellaObasanjo/GovernmentHouse/KogiHotel/UnitySquareroad;-DualisationofUnitySquare/ObasanjoSquareroad;-ConstructionofAccessroadtotheStateHouseofAssembly.Otherroadprojectsthathavereachedadvancedstagesofcompletioninclude:--ConstructionofIjowa/Ejuku/Jegeroad;-RehabilitationandAsphaltoverlayingofObehira/Ihima/Ayereroad;-Constructionofinternalroadsin250HousingUnitsalongBarracksroad,Lokoja;-ConstructionofObasanjoSquare/JohnHolt/Beachroad/oldmarket/newmarket/Abujajunctionroad;-Constructionofinternalroadsin252HousingUnitsalongGanajaroad;-RehabilitationofHassanKatsinaroad;-ConstructionofinternalroadsofpermanentSecretariat’sQuartersalongGanajaroad.17.ItshouldalsobenotedthattheStateGovernmenthasawardedthecontractsforthecompletionofKabbaTownshiproads,constructionofAnyigbatownshiproadsandtherehabilitationofAnyigba/Iyale/Abejukoloroad.

18.Furthermore,thesumoffourteenmillion,ninehundredthousandNaira(N14,900,000)wasspentonthepurchaseandrepairsofplantsandequipment.1No.HilluxvehiclewereprocuredfortheDirectorateofRuralDevelopmentforroaddevelopmentprogramme.ThesumofEighteenmillion,ninetyeightthousand,fivehundredandfiftyNaira(N18,098,550)wasspentinrehabilitationofruralroads.InallthetotalsumofSevenbillion,fivehundredandfiftyeightmillion,threehundredandeighteenthousand,fivehundredandtwentyeightNaira(N7,558,318,528)wasspentintheeconomicsectoroutoftheapprovedElevenbillion,sixhundredandthirtyfourmillion,twohundredandfiftyfivethousand,sixhundredandeightynineNaira(N11,634,255,689)representing64.97%performance.EDUCATION19.InEducationsub-sector,thesumofOnebillion,sevenhundredandeightyfivemillionNaira(N1,785,000,000)wasapprovedfortheyearunderreview.Outofthisamount,thesumofOnebillion,sevenhundredandthirtysevenmillion,onehundredandfiftyeightthousand,andninetyeightNaira(N1,737,158,098)wasactuallyspentrepresenting97.32%performance.20.Consideringtheimportantroleeducationplaysinthedevelopmentofanysociety,theStateGovernmentinvestedmuchintheeducationsub-sectorintheout-goingfinancialyear.AttheprimaryschoollevelwhichisajointresponsibilitybetweentheFederal,theStateandtheLocalGovernments,theStateGovernmentspentatotalsumofTwohundredandfiftyfivemillionNaira(255,000,000)intheprovisionofthefollowingprogrammes/projects:-78No.blocksof4-classrooms;-45No.blocksof3-classrooms;-Furnishingof336No.ofclassroomsacrosstheState;-Procurementof242,360No.oftextbooksforPre-Primary,PrimaryandJuniorSecoundarySchoolsintheState;-Purchaseof1,479Nos.setsofmapsandchartsforPre-PrimaryandPrimarySchoolsintheState;-ProcurementofcallisthenicequipmentforPre-PrimaryandPrimarySchools.ThesumofOnehundredandfiftymillion,eighthundredandninetythousand,sevenhundredandeightyfiveNaira(N,150,890,785)wasspentontherehabilitationofinfrastructureandequippingsciencelaboratoriesatGovernmentSecondarySchoolsatOkaba,Dekina,Kotonkarfe,OgaminanaandEgbeda-Egga.Contractfortheconstructionofclassrooms,laboratories,libraryandadministrationblockforanewScienceSecondarySchoolatIchekewasalso

awardedatthesumofFiftysixmillionNaira(N,56,000,000).Inordertosatisfytheyearningsandaspirationsofmanycommunities,theStateGovernmentgrant-aided34SecondarySchoolsacrosstheStateasattheendofSeptember,2006.21.Attertiarylevel,theStateGovernment,duringtheperiodunderreview,insustainingitsstudentwelfareprogramme,releasedthetotalsumofOnehundredandelevenmillion,threehundredandthirtytwothousandNaira(N111,332,000)forthepaymentofbursaryallowancestoallstudentsofKogiStateorigininvarioushigherinstitutionsinthecountry.22.TomeetuptheaccreditationrequirementsofallthecoursesearlierdeniedtheKogiStateUniversity,theStateGovernmentwentintoactionbyreleasingthesumofsixhndredandninetymillion,seventhousand,fourhundredandthirtyfourNaira(N690,007,434)whilethesumofFivehundredandtwentyninemillion,ninehundredandtwentyseventhousand,eighthundredandseventynineNaira(N529,927,879)wasusedinbuildingmoreofficeblocksandlecturetheatres.TheStateGovernmentinitseffortstomakethestaffoftheUniversitycomfortable,re-awardedcontractforthecompletionofallabandonedstaffquartersprojects.Thebuildingshavenowbeencompletedandoccupiedbythestaff.TheStateGovernmentalsoapprovedtheimplementationofmonetizationpolicyinKogiStateUniversitywitheffectfromJuly,2006.Inaddition,theGovernmentdonated1000KVAgeneratortotheUniversitytoboostitspowersupply.TheStatePolytechnic,duringtheperiodunderreview,witnessedtheprovisionofanumberofinfrastructureswhichinclude:--ConstructionofCateringandHotelManagementBlock;-ConstructionofComputerScienceBlock;-ConstructionofBadmintonCourt;-SupplyofLibrarybooksandequipment-SupplyofTechnicalandVocationalequipment;-ConstructionofMechanicalEngineeringDepartmentblock;and-Supplyofaccreditationmaterialstovariousdepartments.HEALTH23.ThesumofOnebillion,threehundredandthirteenmillionNaira(N1,313,000,000)wasapprovedforprogrammes/projectsinthehealthsub-sector.Outofthisamount,Fivehundredandninetyninemillion,fivehundredandsixtyninethousand,eighthundredandtwentyeightNaira(N599,569,828)wasactuallyspentattheendofSeptember,2006representing45.66%performance.The
