I . ORGANISATION AND DATE

CINANIMA – INTERNATIONAL ANIMATED FILM FESTIVAL OF ESPINHO - CINANIMA 2019 - 43rd edition - is organised by NASCENTE – Cooperative Society with Cultural Purposes – and by the CITY HALL OF ESPINHO with the support of the MINISTRY OF CULTURE / ICA I.P. - INSTITUTE OF CINEMA AND AUDIOVISUAL and other public and private entities.CINANIMA has the approval of the International Film Association – ASIFA - and is officially considered by the Academy of Motion Pictures Arts and Sciences as one of the qualifying festivals for the Oscar nomination for the Best Animation Short Film.CINANIMA 2019 will be held in the city of Espinho – Portugal – from the 11th to the 17th of November 2019.

II . ADMISSION CONDITIONS

a) Only films directed according to the definition of animation given by ASIFA:“The art of animation involves the creation of animated images using various techniques other than live action”, which have been concluded after the 1st of JANUARY 2018 and that haven’t been sent for Pre-selection in previous editions of the Festival will be accepted;b) Films using these techniques mixed with live action are accepted as long as animation represents 70% of the film;c) Only final versions of the films will be accepted. Works in progress will be rejected;d) Film registration is uniquely made online at http://www.cinanima.pt;e) No registration fee is required;f ) The Organisation will not pay any fees for the films submitted to the Festival, films selected for Competition and Grand Panorama;g) Entry Forms and copies of the films for Pre-selection must be sent until the 07th July 2019;h) The submission of a film is concluded upon receipt of the film for Pre-selection;i) Applicants must choose one of the categories to enter their films;j) It is mandatory that the applicants include the following information when submitting their work:

• Two frames of the film in JPEG, 300 dpi;• Photo of the director, in JPEG, 300 dpi.

k) The Organisation kindly asks the applicants to also include:• List of dialogues and/ or narration in Portuguese and/ or English in a .srt file with timecode.

l) Films with dialogues or narration in other language than English or French must have embedded English subtitles.

III . TECHNICAL REQUIREMENTS OF THE FILMS

1. FOR SELECTIONCopies will be accepted in:

a) Preferably• Video files, formats .mov (H.264, ProRes 422 e ProRes 444), .avi (uncompressed) or .mp4 (H.264), native resolution and frame rate, to be sent to [email protected] (please check the Technical Specifications document at www.cinanima.pt);• Link Youtube or Vimeo with password if required; both link and password must be valid until the 18th of November 2019. The Festival’s Technical Department has to be informed of any changes.

b) Additionally• DVD-Video (please check the Technical Specifications document at www.cinanima.pt).

2. FOR FINAL SCREENINGa) Copies will only be accepted in the following formats:

• Video files, formats .mov (H.264, ProRes 422 e ProRes 444), .avi (uncompressed) or .mp4 (H.264), native resolution and frame rate, to be sent to [email protected]; (please check the Technical Specifications document at www.cinanima.pt);• DCP (please check the Technical Specifications document at www.cinanima.pt);• Blu-Ray.

b) The director/producer of a film that has been selected compromises to send the copy of the film in the format mentioned in the Entry Form.

IV . SECTIONS OF THE FESTIVAL

The Festival comprises the following sections:

1. INTERNATIONAL COMPETITION SHORT FILMSIn this International Competition there are the following categories:

• Up to five minutes;• More than 5 up to 24 minutes;• More than 24 up t0 50 minutes;• Commissioned Films – Commercials and Information;• Animated Documentary.

Note: All those applying to International Competition – Short Films can only choose one category.

2. INTERNATIONAL COMPETITION FEATURE FILMSEligible: Films with more than 50 minutes.3. INTERNATIONAL STUDENT FILMS COMPETITIONFilms directed by students or graduates and produced at Art Schools, Film Schools or Training Schools for Animated Film, under 50 minutes long are admitted. This Prize has the designation of Gaston Roch Award.4. NATIONAL COMPETITIONIn the National Competitive Section there are the following categories:

• ANTÓNIO GAIO Award – Best Film in the National Competition;• BEST YOUNG PORTUGUESE DIRECTOR Award:

− Films directed by Children and Youngsters (until the age of 18);− First films directed by Young Directors (more than 18 up to 30 years old).

A film is considered to be Portuguese when it has been directed by a Portuguese citizen or whose production is entirely Portuguese. Portuguese films can only enter one of the National Competitive categories (António Gaio Award or Young Portuguese Director Award) and must clearly mention in the Entry Form which category they are applying to.Only films directed by children or youngsters within the scope of educational activities or workshops may apply to the category YOUNGPORTUGUESE DIRECTOR AWARD (until the age of 18).Only the first films directed by Portuguese youngsters may apply to the category YOUNG PORTUGUESE DIRECTOR AWARD – First films made by young directors (aged between 18 and 30).5. GRAND PANORAMA CINANIMA 2019 (NON-COMPETITION)The Programme Department of the Festival organises, with the agreement of the producers/directors of the films that have been entered, the following sessions Grand Panorama:

• Short films;• Feature films;• Student Films;• Schools Come to CINANIMA; • CINANIMA goes to the Schools.

V . SENDING COPIES

1. Shipping costs of the films are born by the applicants. Any shipment outside EU must include a Proforma Invoice with the information: “Temporary Import - for cultural purposes only”. The maximum value for customs is USD 20,00 (twenty U.S dollars).2. Any film sent to collect on deliver will be refused and returned.3. The Organising Committee CINANIMA 2019 will bear the returning costs of the works to its origin, as well as the Insurance and Storage charges during the period they are in its possession.4. The return of the films in Competition cannot be made before the 25th of November 2019.5. Sending the copies for final screening:

a) Copies for final screenings must be received at the Festival’s office until the 18th OCTOBER 2019. Should this rule be broken, the film may be either withdrawn from the Programme or screened the copy previously sent for Pre-selection. In this case, the quality of the film is the producer’s/ director’s responsibility;b) The Organising Committee CINANIMA 2019 thanks all the directors/ producers the sending of:

• Teaser / trailer / spot of each film for promotion purposes;• Promotional material of the film (posters, postcards, flyers, etc).

6. USB disks and Blu-Rays must be sent by POST or COURIER to: CINANIMA 2019 • Rua 62, 251 • 4500-366 ESPINHO – PORTUGAL

VI . SELECTION

1. The Pre-selection is the responsibility of the Programme Department of the Festival.2. The final decision as to the choice of the films presented in the several international competitions is the responsibility of the Programme Department of the Festival and of two professionals nominated by the Organising Committee.3. The producers/ directors of the films selected for any of the programmes will be informed by email until the 27th of September 2019. These are obliged to send:

• List of dialogues and/ or narration in Portuguese and/ or English in a .srt file with timecode.4. All the directors of the films selected for Competition - one director per film - will be invited to participate in the event itself.For that reason, we kindly ask them to answer to this invitation that is sent together with the information that the film has been selected.

VII . JURIES

1. INTERNATIONAL JURIES AND OTHER JURIESa) The Organisation will nominate three different INTERNATIONAL JURIES, for each one of the categories of the International Competition, constituted by 3 people involved in animation;b) There will be Special Juries for both categories of the National Competition;

c) The name of these Jury members will be announced in the Festival’s site. The Organising Committee has the ability to nominate one or more Jury members should any of the previously announced jurors be unable to attend the Festival;d) The Juries decide according to their own criteria, based in general principles determined by the Organising Committee, and their decision is final. The Juries have the ability to attribute or not the prizes at their disposal;e) No member of the Juries may be associated to the production of the works presented.

VIII . AWARDS

1. INTERNATIONAL COMPETITION – SHORT FILMSThe International Jury – Short Films has the following prizes at their disposal:

a) Grand Prize CINANIMA 2019 – Short Films | Espinho City AwardGranted by the International Jury to the Best Short Film in CINANIMA 2019;b) Jury’s Special AwardGranted by the International Jury according to their own criteria;c) Awards for the Best Short Film in each category of the Short Films International Competition.

• The prize for the Best Short Film – Film up to 5 minutes - is named ALVES COSTA AWARD.d) The International Jury is also free to award Special Mentions in each one of these categories.

2. INTERNATIONAL COMPETITION – FEATURE FILMSThe International Jury for Feature Films has the following prize at their disposal:

a) Grand Prize CINANIMA 2019 - Feature FilmsGranted by the International Jury to the Best Feature Film in CINANIMA 2019.

3. INTERNATIONAL STUDENT FILMS COMPETITIONThe International Jury for Student Films has the following prize at their disposal:

a) Grand Prize CINANIMA 2019 – International Student Films CompetitionGranted by the International Jury to the Best Student Film.

4. NATIONAL COMPETITIONa) ANTÓNIO GAIO Award – Best Film in National Competition;b) YOUNG PORTUGUESE DIRECTOR Award.

5. AUDIENCE AWARDThe audience of the Festival attributes, through vote, the Prize to their favourite film from among those screened in the three International Competitions.

IX. SUBTITLING

The subtitling of the Short and Feature Films selected will be the Organising Committee’s responsibility as long as the complete text of the dialogues or narration, in English or French, is sent preferably in .srt and/ or text file with timecode. Should the participants ignore this request, the film will be screened with no subtitles and in its original language.

X. RIGHTS, OBLIGATIONS AND RESPONSIBILITIES

1. Copies sent for Pre-selection will not be returned and will be considered as an offer to the Festival’s Video Archive.2. The directors / producers of the award winning films, grant the Festival the right to screen their films in additional screenings in the Festival’s last day – Sunday, the 17th of November 2019 and in Lisbon, at Culturgest. These same films will be screened in the Opening Screening of the 44th edition of CINANIMA, in November 2020.3. The directors / producers of the films selected either for any of the three International Competitions, National Competitionor Grand Panorama grant the Festival the right to show parts of their works, up to 10% of its length, on television or new media,for information purposes.4. The directors / producers of the films selected either for any of the three International Competitions, National Competitionor Grand Panorama grant the Festival the right to use stills of the films for promotional purposes.5. The directors / producers of the award-winning films and of the films selected for the Screenings Grand Panorama must mentionthis fact in the promotional materials of the films.6. The Festival takes responsibility for the screening copy of the film from the arrival at the Festival’s Office to its return. In case of damage, the Festival will reimburse only the material value of the copy.7. Any doubt or matter omitted in the present Regulations will be decided by the Organising Committee according to the rules of fairness and good-sense.8. The participation in the International Animated Film Festival – CINANIMA 2019 – implies unconditional acceptance of the terms and conditions set forth in these Regulations.9. Should any doubt of interpretation arise, only the Portuguese version is considered lawful.
