Governing Board Meeting:The first week in September found us at the USPS Governing Board Meeting in San Antonio TX. This was a great location. We took advantage of the local sights from the River Walk to tours of 3 missions including the Alamo. We attended several seminars including Nominating Committee, Squadron and District Officers and Educational informa-tional meetings.The USCG reported that there were a total of 651 boating fatalities for 2012. This was the lowest in many years, partly due to USPS efforts. USCGA is working to revise the VSC Manual. The Auxiliary is working on the Marine Visitation Program, which we are going to be a partner.The Board of Directors:Announced that there will not be a National dues increase this coming year. There was a motion and vote before the Governing Board to reinstate an initiation fee of $20 for new members. It was passed by a 234 to 133 vote.Education Dept:Is moving ahead with more online education. The current seminar Partners in Command is doing well with 75% non-members taking the class. The next one will be Rivers, Locks and Lakes. Work is being done to secure a boating simu-lator that will be like a computer game using 3 screens along with wheel and throttles. Secretary Dept:Work is going forward in the website revision. They showed us some of the new web site pages. Big improvement. As part of this effort new servers have been installed. Treasurer Report:With the reduction in meeting reimbursements and other belt tightening the financial picture looking better.Next Governing Board Meeting 7-15 September 2014 in Arlington, VA.On the Squadron Front:Thank you to Lanny Coon for his presentation about the Riverside Community Sailing Program and its outreach to the youth of the area. On 14 September we had a land cruise to the USS Iowa. Joining Ronnie and me were Arnold and Phyllis Rowe, Dar-rell Sausser and Debbie Neal. After the tour we went to Acapulco Restaurant in Ports-O-Call Village for lunch. If you are a history buff or just like large ships with BIG guns this is a great tour.

ing are some of his comments.\

George and Jerry were the first of many enjoyable people who welcomed Mildered and I when I joined the squadron some forty years ago. We often dined at each others homes. A few years after I joined, the squad-ron was having financial problems. Jerry and some of the other ladies had a bake sale and reased funds that

they donated to Arrowhead. This was before women could become USPS members.

Have you been out cruising and off in the distance you spot a sailboat with the main up. You can clearly see the insignia on the mainsail but don’t recognize it? Well, your confusion is over! There is a new link on our web page that solves your dilemma and it is “Mainsail Insignia Guide” and is sponsored by GOOD OLD BOAT magazine.Have a look at it; it’s really fun to see all of the insignias.

Additionally, also directly under the same heading as mentioned above is a link to the Riverside Community Sailing Organization. The link is labeled Riverside Sailing is a community organization that offers a sailing program on Lake Evans. This group teaches sailing to the youth in Riverside and outlying areas for a nominal fee on Lake Evans in Fairmont Park. A representative of this group, Lanny Coon, was the guest speaker at our last meeting.

Wow! What a rush watching the 34th America’s Cup in San Francisco. I have been glued to the television for the past week. And Team Oracle USA has won. It certainly urges you to get out on the water, which I am going to do as soon as I finish this report. America’s Boating Course will be held on Mondays in November. Class will start at 07:00pm for two hours. Place is Tony Wiley’s Scuba Locker, 1043 W. La Cadena, Riverside. Ca. 92501. Ronnie Mann has entered the class on Craig’s List. We need students. Send us your friends and relatives who boat with you. It is a way to grow Arrowhead Squadron John Walker will teach Advanced Piloting starting in October.Ryan Trousdale is finishing a Junior Navigation class.

Lanny Coon, our last guest speaker, from Riverside Sail has told the Commander in an e-mail that Riverside Parks Dept. says we can use the Izaak Walton Bldg. at Lake Evans for joint lessons such as boating safety, seamanship and pilot-ing. See you on the water

At a recent meeting the Los Angeles Regional Committee approved the construction of a 40,000 square foot structure at Marina Del Rey. There would be sufficient room to house 345 boats from 20 – 35 feet in length. It will be built next to the public launch ramp.

The Coast Guard has issued an alert to boaters, that the Navigational light SCP 03201 should not be purchased, as it does not meet requirements. They were made by and sold under the name of Seachoice Products, LED Classic Navi-gational light SCP #03201 P/C Howard Fuller

At the beginning of my term as Executive Officer, our commander, Mike Mann, put me in charge of our trips and events. Since that time, I have continued to promote the idea that the best way to improve Arrowhead is to get as many people as possible involved in planning events and trips. I am still a strong advocate of this idea. Our most recent trip to the Battleship Iowa was an extraordinarily fun trip with six attendees. The original idea to tour the Battleship Iowa was formulated by Darrell Sausser and the trip was led by Ronnie Mann. A good time was had by all. We need to con-tinue to get others involved in coming up with trip ideas as well as getting new people to act as port captain for a trip. We have two upcoming scheduled events including the Cruisers Weekend October 18 to 20 which will be led by yours truly, and the Avalon trip January 17 to 20 which will be led by Wendy Sherwood. Also, we will once again be having a progressive dinner for our Christmas party this December 14th. The only difference is that we will end at my home for desserts and caroling. We still need new ideas for trips and events. Anyone with ideas, please contact Darrell Sausser, our trip planner, at [email protected].

The Cruiser’s Weekend trip is rapidly approaching. Friday night, we will have a social gathering on Escapade. Saturday morning will be a hike to Cat Harbor probably all the way out to the ocean. Please let me know if you are planning to attend so I can email you a copy of the itinerary. My email address is [email protected]. This promises to be a fun weekend with seminars on Saturday and a live band Saturday night.

I would like to take a moment to remind ev-eryone that it is very important to RSVP in a timely manner for events as well as the dinner meetings each month. This helps us to plan successfully for these events. This will be particularly important for the Christmas party because the Gunns will be preparing the main meal. They will need an exact count no later than the Wednesday (December 11) before the party. Thank you, in advance, for your cooperation in your prompt RSVP. Hull ID Numbers OR Play the Numbers Game (What’s a HIN?)Did you ever wonder what that strange series of letters and numbers on the transom of your boat are? Well, if you have taken an introductory USPS course you know they are Hull Identification Numbers (HIN) and that they are required. But, what do they mean? All boats manufactured or imported on or after November 1, 1972, must bear a HIN. The HIN is a 12-character serial number that uniquely identifies your boat. The HIN has an important safety purpose. It enables manufacturers to clearly identify for boat owners the boats that are involved in a defect notification and recall campaign. A HIN is not the same as a State registration number, which may be required to be displayed on the bow of your boat. The HIN is a Federal requirement; your boat’s registration number is a State requirement similar to the license plate on your car. The HIN, however, is required to be shown on the State certificate of registration.

Figure 1 - HIN Formats Before August 1, 1984The boat manufacturer must display two identical hull identification numbers, no less than one-fourth of an inch high, on each boat hull. The primary HIN must be permanently affixed (so that it can be seen from outside the boat) to the starboard side of the transom within two inches of the top of the transom, gunwale, or hull/deck joint, whichever is lowest. On boats without transoms or on boats on which it would be impractical to the transom, the HIN must be affixed to the starboard outboard side of the hull, aft within one foot of the stern and within two inches of the top of hull side, gunwale, or hull/deck joint, whichever is lowest. The starboard outboard side of the hull aft is the preferred HIN loca-tion for many manufacturers. On catamarans and pontoon boats the HIN must be affixed on the aft crossbeam within one foot of the starboard hull attachment.

SKIPPER BOB’SFAMOUS (ALMOST) CUISINE

I WILL START OFF WITH MY FAVORITE COMPLAINT. Bacon at cosco already fried, Mashed potatoes already cooked. But the one that blew me away last week. Are you ready for this ? _____ ____ Hardboiled eggs yep, cooked and peeled. You know if it wasn’t for boats to clean the modern day woman would have nothing to do. So with that under my belt I will come up with a simple recipe that tastes really good. VINEGAR AND SPICE BACK RIBS1 cup brown sugar (packed)1/3 cup cider vinegar¼ th cup finely grated lemon zest. 8 medium garlic cloves finely chopped (here the skipper cheats and uses minced garlic from a jar but don’t tell any-one)3 tablespoons kosher salt2 tablespoons paprika1 tablespoon freshly ground black pepper2 full racks of baby back pork ribs. Place all ingrediants except pork in a large bowl and whisk to mix1.Line a rimmed baking sheet with foil, place ribs in baking sheet bone side up. Evenly coat with ½ the marinade ( I use a paint brush) flip ribs and coat other side cover lightly with aluminum foil refrigerate over night. 2. next day heat oven to 325 degrees, arrange a rack in the middle, remove the ribs and let sit at room temperature while oven is heating ( about 20 minutes)3.Bake covered for 1 hour, uncover and continue cooking for another hour. Or until ribs are fork tender.

Figure 2 - HIN Format After August 1, 1984Boats manufactured or imported on or after August 1, 1984, also have a duplicate secondary HIN affixed somewhere on an unexposed location inside the boat or beneath a fitting or item of hardware. The purpose is to help authorities identify your boat if a thief or vandals remove or damage the primary HIN on the transom. It is illegal for anyone (manufacturer, dealer, distributor, or owner) to alter or remove a HIN without the express written authorization of the Commandant, U.S. Coast Guard.The regulations prescribe the format of the HIN. The first three characters are a MIC (Manufacturer Identification Code) assigned by the Coast Guard to the manufacturer or the person importing the boat; characters four through eight are a serial number assigned by the manufacturer; the last four characters indicate the month and year the boat was built, and the model year. Prior to August 1, 1984, the manufacturer had the option of expressing this in the form of a model year designation. The Coast Guard maintains a searchable database of MICs if you want to check yours out go to: http://www.uscgboat-ing.org/recalls/mic1.aspxIndividuals building boats for their own use and not for the purposes of sale are referred to as “backyard boat builders.” They must obtain a 12 character HIN from their State boating agency. The Manufacturer Identification Code at the beginning of the HIN for a “home built” boat is an abbreviation for the State followed by a “Z” which indicates that it is a State identification.

Another “land cruise” I felt would be an interesting one, is a narrated tour of the working harbor that is Long Beach Harbor. LB-LA harbors are the second busiest ports in our nation, The two ports ship in and out a total of 47% of all freight in the USA. For those of us that have approached the ports from sea at night, the array of sodium vapor and Mercury lighting that enables port activities at night, create a glow in the sky that may be seen for many miles at sea. But on the approach they also tend to mask the multitude of lighted navigation aids with their brightness. So it seemed a great opportunity to see all the port action, from the huge overhead cranes unloading thousands of containers to maneuvering those huge freighters and tankers in narrow fairways. The port of Long Beach has sponsored narrated tours on 80 passenger boats, for several years. They are im-mensely popular, and indeed their website reservation page warns that once tickets become available they are quickly gone - usually within 5 minutes. My vision was to reserve a group of seats for members that would like to have a free hour and a half boat ride. However, their policy is to allow reservations to an individual of only 4 seats, so that idea didn’t work. However, I did want to get 4 reservations – a very small group indeed. The reservations become available on the first Monday of the month, for the sailings in the following month, at exactly 0800. They have only 4 sailings each month,. Two on Saturdays at 10:00, one on a Tuesday at 1400, and a Thursday “Sunset Cruise” at 7:30 on certain months. I elected to try for the Sunset Cruise on October 24th. So bright and early on Tuesday September 3rd (1st Tues. instead of 1st Mon due to Labor Day) I had the computer online and ready to make the reservation at about 0740. I got their reservation page on the screen, and precisely at 0800 the reser-vation boxes appeared so I could make 4 reservations. I then printed the Harbor Tour ticket page – and sighed a breath of relief. Then about 0803 I’m guessing, just out of curiosity I went back to their harbor tour page, and by then there were only 4 reservations still available in the month of October. At the September meeting I offered 2 reservations to anyone that would like them. Mark Gunn was the first to take them. So the evening of the 24th of October we four Arrowheads will relax and enjoy the hour and a half boat ride with the narrator explaining all the harbor activities surrounding us.I believe that Port of Long Beach plans to continue this very popular event next year during the summer monthsr. The folks from D25 are our neighbors from northern California, and we have agreed to join them in RENO in October to work a little, play at little and enjoy each other’s company a whole bunch.

Another busy month with several activities both on the water and on land, and in the slip. The first weekend of Sept was the start of the Americas Cup race in San Francisco. What amazing boats those 72 ft catamarans. They’re now fitted with hydrofoils and flying a hull while balanced on 2 foils. Those hulls are doing 40+ mph and not even touching the water. Today the Oracle USA team did their 5th consecutive win. Tues. Or-acle US won another 2 races, making it 8 to 8. Wednesdays race is the crucial one Whomever wins one race Wednes-day takes home the cup- yea Oracle!!!. (Oracle USA won the cup on Wednesday) Then the 2nd weekend was a land cruise to the battleship Iowa berthed in San Pedro. The 3rd weekend was the next to last Long Beach Harbor Series race in their summer series. Escapade repre-sented USPS along with Ben Smith on Renegade and Larry Rizzo on Volare. The 4th weekend is the Log Bending Party on Es-capade, Alamitos Bay slip, on Saturday @3pm. Looking ahead to October: Cruisers weekend at the Isthmus, with most of us leaving Fri the 18th. See the XO message for info. Sat 26th is the last Long Beach series race. The Oct LBP will be held at the Patankar residence on November 2. We’ll be folding the November LOG and enjoy the usual great potluck meal.

Praino, a member of USPS, to submit quotes for printing materials. 5) To recommend that the Governing Board approve holding the 2015 Governing Board at the Manchester Hyatt in San Diego, Calif., on 30 Aug. to 6 Sept. 2015, at a room rate of $145 per night. 6) To approve provisional squadron status for Marinette Menominee Provisional Sail and Power Squadron, and to assign the provisional squadron to District 10 for administrative purposes, subsequent to approval of its Bylaws. 7) To authorize the national educational officer to sign state memorandums of understanding. 8) To approve memorandums of understanding with SeaTow Services International and Sea Tow Foundation. 9) To add an additional staff commander to the Marine Environment Committee. 10) To take ownership of the DepthWiz software.

Discussions: 1) Tammy Brown, USPS Marketing Director, presented a proposal to the Board of Directors that would separate the current Marketing Committee into two committees – a Marketing Committee and a Public Relations Committee. The proposal delineated core committee responsibilities and accountabilities. 2) Mary Catherine Berube reported that the United States Coast Guard granted an extension for the On- the-Water Rollout Phase II grant through 31 March 2014. Approximately 100 training events, more than 700 individual on-water training sessions, and 50 instructor-level courses have been held since the grant’s inception. Approximately 212,000 e-mails have been sent to members and non-members promoting 22 local on-the-water training events in 11 geographical areas. Statistics show that about 44 percent of the registrants were nonmembers. 3) Berube reported that the prototype boat handling simulator is on target to be completed by the 2014 Annual Meeting in conjunction with the USPS Boat Handling Simulator Grant. 4) Berube reported that the headquarters staff has begun the process to migrate headquarters account-ing, inventory and E-commerce systems to NetSuite. Plans are to go live in first quarter 2014.

5) Berube reported that the upgrade to the headquarters server was in progress and would be complete in approximately two weeks 6) V/C Gary P. Cheney, SN, discussed revisions to the proposed 2014 Budget, which he noted was a balanced budget. He reported that the Governing Board would be asked to approve a new audit firm to perform the 2013 audit, which will result in approximately $17,500 savings over the 2012 audit fees. 7) V/C Cheney reported that year-to-date revenues were slightly ahead of 2012 at $1,133,000 versus $1,129,000. He reported that as of 31 July 2013 expenses were $105,000 less than one year ago. 8) V/C Jean L. Hamilton, SN, reported that on 27 Aug. 2013 the USPS Website developer presented four designs to the decision Team, headquarters staff members and chairmen of the content and planning teams. She reported that a live demonstration of the selected design would be given during the San Antonio Governing Board Meeting. She reported that the development team is working on the logistics to go live during the 2014 Annual Meeting in Jacksonville, Fla. 9) V/C Hamilton reported that the USPS Website content team had submitted all written and digital con tent to the developer for the external or public site. The content team is working on the content out line and member tools for the internal or member site. 10) V/C Hamilton reported that the Communications Committee Website Advisers had reviewed 1,062 newsletters for eligibility to receive the Distinctive Communicator Award. 11) The Heritage and Protocol Committee approved a 75-year platinum border for the Toledo/29 squadron burgee and 50-year gold borders for the Delsea/5, Nansemond River/5 and Dallas/21 quadron burgees. 12) The Information Technology Committee continues to support the help desk, SailAngle membership synchronization, DB2000 and upgrading the headquarters mail server. 13) V/C Hamilton reported year-to-date Ship’s Store sales of $99,249 and a 45.73 percent gross margin. 14) V/C Hamilton reported that 4,860 cyber members had joined as of 17 Aug. 2013, with 37 percent renewing their membership. 15) V/C Louie Ojeda, SN, thanked C/C Alter and all USPS members who helped make the 2013 National Scout Jamboree a success. He noted that expenses, which were covered by a grant and contributions, totaled approximately $16,000. 16) V/C Ojeda encouraged squadrons to award honorary memberships to thank and honor community leaders for their service. Certificates are available from USPS headquarters using the MemCom order form, item 8-39-104. The certificates are free at this time, but there is a charge for shipping and handling. 17) V/C Ojeda encouraged squadrons to use the personal approach when contacting members and potential members. He noted that squadrons making personal contacts report successful retention and member retention. 18) V/C Ojeda reported that the new Member Benefits brochure is available free plus shipping charges. The seminar focuses on goals, protocols and rules, and identifying and interviewing candidates. 21) V/C Bob Brandenstein, SN, reported that year-to-date educational sales were down 9 percent from one year ago. Year-to-date ABC3 sales were down 14 percent from one year ago. He anticipated increased revenue from sales of Mariners Learning products and from online courses. He noted that year-to-date expenses were $14,000 less than one year ago.

An update is appearing in the monthly USPS Broadcast, an article was published in the spring issue of The Ensign, and presentations were made at the 2013 national meetings and district conferences. Social media marketing efforts include a YouTube video, blogs in the Trade Only online magazine, and postings on USPS and BoatU.S. Facebook and Twitter accounts. USPS and Boat U.S. released a joint press release on 29 May 2013.23) V/C Brandenstein reported that the Brunswick Dealer Advantage Program continues to expand with 119 squadrons participating. He noted that in late-September BDA customer service representatives will follow up with dealerships and partner squadrons.24) V/C Brandenstein reported that Mariners Learning System will post a monthly newsletter on the USPS website. The newsletter will cover various technical elements necessary for licensed captains such as interpreting navigation rules, seamanship for the mariner, navigation for the mariner, and Maritime Law.25) V/C Brandenstein reported that many USPS members participated in a Tall Ships event held on 2 Sept. 2013 reenacting the War of 1812 Battle of Lake Erie. Member boats led the Parade of Sail, assisted in maintaining a safety perimeter and proudly flew the USPS Ensign. He noted that the partnership with Tall Ships creates tremendous public relations opportunities.26) C/C Alter invited R/C Kay Simkins, AP, chairman, Planning Committee, to update the BOD on the USPS Strategic Plan implementation. R/C Simkins reported that the USPS Strategic Plan should contain goals that are meaningful, achievable and measurable. She presented a template on implementing several goals including USPS marketing recognition, membership, and financial stability. 27) V/C Robert A. Baldridge, SN, reported on plans for the 100th anniversary celebration during the 2014 Annual Meeting in Jacksonville, Fla., on 29 Jan. – 2 Feb. 2014. A lighted boat parade will be held on the St. Johns River in front of the convention hotel on Thursday, and the hotel will host a meet and greet on Friday evening. The City of Jacksonville will provide pole banners throughout Jacksonville Landing, a welcome sign at the Jacksonville Airport, and an evening of entertainment at the Landing. He reported that the theme for the 2014 Annual Meeting Dinner Dance will be a Mardi Gras Ball.28) V/C Baldridge reported that Cooperative Charting reports are down slightly from one year ago. From 1 April – 15 Aug. 2013, 12 districts, 43 squadrons and 194 members filed Cooperative Charting reports. 29) V/C Baldridge reported that the Environmental Committee is proposing to meet with outside organizations to discuss possible solutions to the environmental and transportation regulations that have impacted the safe and legal disposal of expired safety flares.30) V/C Baldridge reported on the Recreational Boating Safety Program Visitation Program with the USCG Auxiliary. A presentation was given to district commanders and the Government and Partner Relations and Safety committees during the San Antonio Governing Board. Seminars will be held during the 2014 Annual Meeting to certify program trainers.31) The Safety Committee reported that 37,625 decals were distributed in 2013 and that 16,655 vessel safety inspections had been reported. The number of vessel examiners reported in 2013 was 1,916 compared to 2,107 in 2012. 32) V/C Baldridge reported that the USCG Office of Boating Safety presents an annual Best of the Best Award to an individual who has contributed to recreational boating safety in more than one area. USPS has been asked to submit candidates for the award. V/C Baldridge will ask district commanders to submit recommendations from their prospective districts.33) C/C Alter stated that he would discuss the pros and cons of a national meetings registration fee with the BOD advisors.
