Dear Members,

At the outset, I wish you and your family a very Happy Diwali.May this festival of lights bring all happiness, good healthand wealth in your life!

At the outset, I take this opportunity to thank you immenselyfor your dedication and hard work put in for agitation againstthe draconian PC & PNDT Act. The show of strength, unityand hard work put in by each and every member of IRIA,senior members and executives throughout the breadth andlength of country has borne fruits and proved that theRadiology fraternity is united at tough times. Please notethat we have deferred our agitation for three months only as per assurance received fromMinistry of Health & Family Welfare, Govt. of India. If the Health Ministry is unable to fulfilmentour demands, we shall resume our agitation.

PC & PNDT: IRIA has urged the Ministry of Health & Family Welfare, Govt. of India andother Govt. bodies that following demands, which are harassing the Radiologist extremelyshould be taken care of immediately.

1. Clerical errors in Form F/not wearing of apron/non display of notice board/not keepinghand book on PC & PNDT Act should not be equated with Sex Determination andCriminal offence.

2. Punishment should be graded (in line with the offence).

3. There should standardize implementation of PC & PNDT Act throughout the country.

4. Ultrasound machines should not be sealed and medical registration of Radiologistsshould not be cancelled/suspended on minor clerical errors.

5. The Gazette Notification dated 5th June, 2012 regarding restriction to Radiologistsfor visiting more than two Ultrasound Centers in a district/intimation of change ofRadiologist and Equipment one month in advance should be de-notified or suitablyamended.

6. Renewal of PC & PNDT Registration should not be denied until and unless case isproved in the court of law.

7. Court cases against Radiologists for minor clerical errors should be suspended/withdrawn.

I would to inform you that a meeting of delegation of IRIA consisting of Dr. O.P. Bansal,President; Dr. Jignesh Thakker, National Coordinator on PNDT; Dr. Bhupendra Ahuja,President Elect, and Dr. R.K. Mathur was held on 20th October, 2016 with Joint Secretary(RCH), Ministry of Health & Family Welfare, Govt. of India on the follow up action on ourprevious meeting w.r.t. our agitation and demands on the matter of PC & PNDT. I am glad toinform you that the Ministry of Health & Family Welfare, Govt. of India has considered ourdemands positively. The following points were discussed and conveyed to us:

(i) The Joint Secretary, Ministry of Health & Family Welfare, Govt. of India informed thatministry has agreed to put (i) Not wearing an apron with name plate, (ii) Not keeping abooklet and (iii) Non-display of board as minor offenses. These would be put up in the nextCSB meeting by the Ministry for necessary approval.

(ii) The Column Nos. from 3 to 6 in Form F which relates to patients demographic detailswill be the responsibility of Patient/her Relative. The Patient/her Relative would be responsiblefor declaration made in the Column Nos. 3 to 6 of the Form F. In patient’s declaration inSection D of Form F, the patient will give this undertaking.

(iii) It has been decided to work on uniform submission of Form F online. It is proposed toform a committee including a member from IRIA, which will work for the development ofuniform online/offline filing of Form F. It shall also be proposed for linkage of AADHAR Cardwith this system.

(iv) IRIA has given representation to the Ministry of Health & Family Welfare, Govt. of Indiaregarding classification of major and minor offences and it has been proposed from IRIAthat minor clerical mistakes in record keeping and Form F should come under category ofminor offence category and IRIA has also proposed to include this in agenda of next CSBmeeting most likely to be held in November.

The minutes of this meeting from the office of Joint Secretary, Ministry of Health & FamilyWelfare, Govt. of India are awaited.

I also would like to draw your kind attention towards the judgment on Criminal Writ PetitionNo. 1381 of 2015 dated 27.09.2016 in the matter of Dr. Sai W/o Santosh Shiradkar V/s TheState of Maharashtra and Nanded-Waghala City Minicipal Corporation, wherein the Hon’bleHigh Court Judicature at Bombay Bench at Aurangabad has ordered that Radiologist can’tbe tried under PC & PNDT Act for small clerical errors.

SoP for the State Chapters of IRIA on PNDT matter: The IRIA HQ has sent the SoP forthe state chapters to be followed now for our fight against the draconian PC & PNDT Actand harassments to the Radiologists. All the State Chapter Presidents & Secretaries andMembers are requested to kindly follow this SoP on PC & PNDT matter so that we can winthis battle being united.

Accounts of Kochi Conference: The organization and accounts of national annualconferences have been the biggest point of discussion and controversies in various meetingsin the recent past; clearly bringing forth the point that there is something wrong with presentsystem and a rethinking and extensive restructuring is required in the existing process. Thematter of irregularities in the accounts of Kochi conference was referred to a committee,which shall present its report in the November CCM.

The proposal of transferring 20% of the gross income to IRIA as its share from the annualconference shall put an end to such irregularities.

IRIA Electoral Process: The election process in IRIA is in progress and I request all theeligible voters to actively participate in the electoral process and cast their vote. IRIA HQhas received numerous complaints from members that they are continuously receiving alarge number of phone calls, emails/sms/WA messages etc. from the candidates, which isannoying them in their busy schedule. The IRIA HQ has taken serious note on this matter.We should seriously think of sending bio data of all the candidates along with ballot papersapart from uploading the same on the website of IRIA, so that the voters can make a choiceand they are not disturbed from their busy schedule.

There have also been many complaints from most of the members that the OrganizingChairman/Secretary of the annual conference of IRIA, when they contest for any election,give them undue advantage. The IRIA HQ is seriously thinking of putting an amendment onthis matter that the Organizing Chairman/Secretary of the Annual Conference should notbe allowed to contest for any election until the accounts of the conference are settled andapproved by the GBM. Also the current office bearers should not be allowed to contest forany election during their tenure.

Also it has been observed that significant number of ballot papers of many members, whichwere sent by registered post, have returned undelivered. As per present records, the IRIAHQ is already in short of mailing address of approx. 1000 members and email id and mobileNos. of approx. 4000 members. I would request all the state chapter Presidents, Secretariesand Central Council members to make efforts to collect the mailing addresses, email ids

and mobile Nos. of member’s whose data is not available in IRIA database, so that we canstart 100% e-voting very soon.

Jaipur Conference: I invite all the members to the 70th Annual Conference of IRIA to beheld from 5th to 8th January, 2017 at B.M. Birla Auditorium, Jaipur, a historic city and one ofthe major tourist destinations of our country. The organizing committee is making all effortsfor providing best academic feast, enjoyable and pleasant stay for all the delegates attendingconference. I wish the conference a mega success.

Representation of IRIA in AOCR 2016, KCR 2016, CCR 2016 & and 1st meeting ofBRICS Alliance of Radiology: IRIA has been very proactive in engaging with the leadinginternational societies to promote inter organizational exchange of knowledge and skills. Ihave been able to revive the relationship between the IRIA and ESR on terms which arebased on equality and mutual respect. The ESR has invited six stalwarts from the IRIA toparticipate in the forthcoming ECR 2017.

I as President IRIA and Dr. Jignesh Thakker & Dr. Sanjeev Mani as Organizing Chairmanand Secretary of AOCR 2018 attended the AOCR 2016 and presented the progress reportof AOCR 2018 in the executive body and general assembly meetings of AOSR.

Dr. Raghav Aggarwal represented IRIA in KCR 2016 and 2nd Asian Radiology Forum 2016.

The CCR 2016 & and 1st meeting of BRICS Alliance of Radiology was attended by me asPresident IRIA and Dr. Bhupendra Ahuja, President Elect IRIA.

I appreciate Dr. Brig. Chander Mohan, Editor-in-Chief, IJRI for bringing the Journal in time. Ialso appreciate Dr. Deepak Patkar, Chairman and Dr. M.P. Goyal, Secretary ICRI for theirgood work. I appreciate the Building Committee under the Chairmanship of Dr. B.B. Thukralfor striving hard to further improve upon the facilities at our IRIA House.

I would like to thank all the office bearers of IRIA, IJRI, ICRI, and Central Council Membersfor their kind support.

FROM THE DESK OF SECRETARY GENERAL

Dear Colleagues,

At the outset, I wish all the members very Happy Diwali. Maythe festival of lights brighten up you and your near and dearones’ lives!

I take this opportunity to thank all the members for their kindsupport and guidance during my tenure as Secretary General.

Membership: Our Association was found in the year 1931.Over the several past odd years, we have grown from strengthto strength and today our strength has grown to over 13,000members. The total membership as on 20th October, 2016 is13,366 out of which there are 05 Honorary Members, 291Emeritus Members, 9995 Life Members, 3060 Provisional LifeMembers and 15 Associate Members.

PC & PNDT and Agitation of IRIA: The PC & PNDT Act was enacted by the parliament inthe year 1994 with the noble intent of arresting the alarming decline in the sex ratio in thecountry. The emphasis was to nab the wrong doers who participate in this heinous crime.Even after 22 years of being in force, the expected outcome has not been realized.

I would like to thank each and every member of IRIA to show strength and unity for ouragitation against the draconian PC & PNDT Act. On the assurance from Ministry of Health& Family Welfare, Govt. of India, we have deferred the agitation for three months. We shallcontinue our agitation if harassments to Radiologists are not stopped and our demands arenot considered by the Ministry.

The IRIA HQ has already issued SoP to all the state chapters to pursue the matter on thePC & PNDT front. All the State Chapter Presidents & Secretaries and Members are requestedto kindly follow this SoP on PC & PNDT matter so that we can win this battle being united.

I would like to inform you about the judgment on Criminal Writ Petition No. 1381 of 2015dated 27.09.2016 in the matter of Dr. Sai W/o Santosh Shiradkar v/s The State of Maharashtraand Nanded-Waghala City Municipal Corporation, wherein the Hon’ble High Court Judicatureat Bombay Bench at Aurangabad has ordered that Radiologist can’t be tried under PC &PNDT Act for small clerical errors.

IDoR 2016: The Indian Radiological & Imaging Association is now a proud participant of the4th International Day of Radiology 2016 (IDoR-2016), which will be celebrated on 8th

November, 2016 (The 121st anniversary of the X-rays). This is a global initiative from EuropeanSociety of Radiology (ESR), American College of Radiology (ACR) and the Radiological

Society of North America (RSNA), which was initiated in 2012. The theme for IDoR 2016 is‘Breast Imaging’. On this occasion, Indian Radiological & Imaging Association shall organizean academic programme on “Breast Imaging” for Radiology Residents (PG’s and SR’s) on8th November, 2016 at IRIA House, New Delhi. Dr. Lalendra Upreti is the Coordinator of thisprogramme while Dr. Sangeeta Saxena is SSH Coordinator for Breast Imaging.

CME Programmes: Dr. R.K. Goulatia CME was held on 17th to 18th September, 2016 atPoppys Hotel, Madurai. The theme of the CME was Neuro-imaging. The CME was verysuccessful in terms of academic contents and attendance.

I congratulate the organizers of this CME for providing excellent educational programme tothe residents and young radiologists.

Dr. Rajendra Rao CME would be held from 19th to 20th November, 2016 at SVIMS, Tirupati.The theme of this CME is Head & Neck Imaging. I wish the CME a great success.

IREP: The 1st IREP was held from 3rd to 4th September, 2016 at DY Patil Medical College,Pune and it was very successful. More than 270 residents attended this IREP.

The 2nd IREP was held from 10-12, September, 2016 at MAMC, New Delhi. More than 475residents enjoyed the academic feast provided by the faculty.

I congratulate the organizers of these IREPs for providing excellent educational programmeto the residents and young radiologists.

Progress of AOCR 2018: The proposed dates for AOCR 2018 are 24th to 28th January2018. The venue has been finalized as Renaissance Mumbai Convention Centre- HotelMarriott. Mumbai is the bustling metropolis, the commercial hub of India, a cosmopolitancity which has privilege to host many international conferences. We assure you of at least3500 to 4500 radiology participants during AOCR 2018.

Digitalization of Members Database: As already informed in last CCM, the software fordigitalization of member’s database has been designed and members data is been enteredinto the system, which shall take couple of months.

Updated Constitution: As informed in the last CCM, the amendments for last 8 yearshave been incorporated in the constitution, printed and circulated to all the members of theassociation.

Information on Website and News Bulletin: All the state chapter office bearers arerequested to kindly inform about their state chapter programmes, activities, and stateconferences including CME programmes so that it may be published in the News Bulletinand uploaded on the IRIA Website www.iria.in for the information of members.

IJRI: As decided, from January 2015, our Journal has become e-Journal. The limited printedcopies are published as per requirement from members on a nominal cost of Rs 800/- for

four issues of the year.

ICRI: It is good to note that ICRI is conducting the IRIA funded CME programmes successfully.ICRI has also made Speaker Bank. If any member feels that his/her name should also beadded to the Speaker Bank, he/she should send application along with Bio data, specialtyand area of interest to ICRI for consideration. This National Speaker Bank shall be used bythe Scientific Committee of National Annual Conference and CME/IREP of IRIA.

IRIA House: IRIA House at New Delhi is our valued asset, where we have our CentralOffice, Conference Hall and six Guest Rooms for use by our members. Our Tenant hasvacated the 3rd floor and we are in search of a new Tenant. The Building Committee underthe chairmanship of Dr. B.B. Thukral and his team is striving hard to further improve uponthe building.

I request the members to inform the Central Office, IRIA about the change in their mailingaddress with complete PIN code, Telephone & Mobile Nos. And Email id for data record andprompt mail delivery.

Emeritus MembershipAs per constitution, any Life Member or any Annual Member with minimum 10 yearscontinuous membership of the association and has attained the age of the 65 years, or hasbeen retired from the active practice by reason of physical disability can be bestowedEmeritus Membership of the Association. Such members shall not be liable to paysubscription but shall enjoy all the rights of a member. They shall have the voting rights. Nodelegation fee will be charged from the Emeritus Members attending the Annual Conferenceof IRIA. The members are requested to inform the Central Office, IRIA through the respectivestate chapter so that necessary formalities can be completed.

Members Enrolment

As decided in the new CCM held at Bhubaneswar, the Membership Form must accompanycopy of State Medical Council Registration Certificate, failing which the membership shallnot be given. In additional to this, the Provisional Life Members must submit declarationfrom their Head of Department that they are pursuing their PG degree/diploma in thatdepartment.

Provisional Life Membership

As decided in the new CCM held at Bhubaneswar, the Provisional Life Membership shallbe for a maximum period of six years. The Provisional Life Members (PLM) shall be askedto send certified copy of their PG degree/diploma along with State Medical Councilregistration certificate so that their Provisional Life Membership is converted to LifeMembership. Otherwise, it would be presumed that they have not been able to completetheir PG degree/diploma in six years and their provisional membership will be terminatedafter a reminder. All the State chapter Presidents and Secretaries are requested to kindlynote the same.

Election in State Chapters

It was decided in the General Body Meeting that each state chapter must conduct its annualelection from December to March of every year and inform the Central Office, IRIA by 30thApril every year along with the proceedings of the Election, failing which the state chapterwould be debarred from the Central Council Membership. All the state chapter Secretariesare requested to do the needful. The number of Central Council Members representing thestate chapter is as follows:

“1 member for the strength of 25 EM/LM/ACM members, 1 member for subsequentstrength of 50 EM/LM/ACM members or part thereof subject to maximum of 4members.”

All the State Chapters are requested to elect the Central Council Members accordingly.

ELIGIBILITY AND GUIDELINES FOR “SHREE K. R. GUPTA MEMORIAL LIFETIME ACHIEVEMENT AWARD” FOR THE YEAR 2018.

The Shree K. R. Gupta Memorial “Life Time Achievement Award” is designed to honor asenior radiologist in recognition to his contribution to the IRIA fraternity as well to the society.

(i) Presented annually to an eligible Radiologist of good standing.

(ii) Not to be awarded Second Time.

(iii) No other award to be given to the awardees of “LIFE TIME ACHIEVEMENT AWARD”.

ELIGIBILITY

1. The recipient should be a regular and active Life Member of IRIA of at least 35 yearsduration, age above 60 years and a bona-fide resident of India.

2. Should have served/practiced in India for more than 30 years.

3. Should have a reasonable record of interest in IRIA with reasonable participation inIRIA activities. Preference is to be given to those who have held office at State and orHead Quarter level.

4. Should have an outstanding record of professional service and professionally he/shemust have a state/national level status.

5. Should possess a status and image of a respected person with high sense of profounddedication and moral integrity. There should be no doubt about his/her professionaland personal integrity.

PROCEDURE

1. The award will be awarded each year during the Annual Conference of IRIA at theInaugural Ceremony.

2. The name shall be recommended by the State chapters of IRIA. Direct Members canbe recommended directly by Direct members.

3. This award will be decided by the Award Committee as constituted in the Bye Laws ofthe Association.

4. The Award shall be in the form of a Medal, a Scroll, a Shawl and a Shriphal with aflower bouquet given by the IRIA Office from the interest earned on the corpus fund.

5. The recipient of the award will be given economy class air fare by the IRIA office andthe hospitality will be provided by the Organizing committee of the national conference.

Report of participation in2nd Asian Radiology Foundation held during KCR 2016

The 2nd Asian Radiology Forum 2016 was held on 22nd September, 2016 duringKCR 2016. It was very interactive and exhaustive session and I have put forward thestrong points given by IRIA in the presentation and also in the discussions thereafter. Ihad put forward thereafter: with strong emphasis on the organization and the functioningof the AOSR, in the form of non adherence to their constitution and allotment ofconferences in an unconstitutional manner. Further the suggestions of having e-learningand e-Journal was discussed in depth. It is likely to be adopted. On the input given bythe other countries and in general discussion that probably and annual mini mid AOCRConference would also be started in future. I had also mentioned about AOCR 2018 inMumbai and had a really positive response for everybody.

Report of IREP held at Pune

The Indian Radiological and ImagingAssociation’s Radiology Education Programwas arranged on 3rd and 4th September2016 by PCMC chapter of MSBIRIA incollaboration with Dr D Y Patil MedicalCollege, Pimpri, Pune 18 at the medicalcollege auditorium. The conference wasdirected towards enhancing the skills ofradiology residents through practical training,mock viva, quiz and table viva. There weremore than 270 registered delegates andapproximately 15 faculty who deliveredvarious lectures which covered wide rangingtopic right from physics, cross sectional CT,MRI imaging and interventionalradiology.There were cash prizes for the quizsessions. The conference also highlightedthe “MSBIRIA activities for the Beti Bacho andBeti Padao Program”, MSBIRIA has pledged

Rs 2.5 lakh annually to AnjumaniIslam schoolfor the development and improvement of thegirl child's education which was representedby Dr. Zahir Kazi, president of the trust duringthe inauguration session of the conference.In the conference, a 2 minute condolencemeet was held for respected late Dr. KishorTaori. Voting pads were used during theconference to make the conferenceinteractive and engaging. There wasinternational and local faculty for theconference. Video images, state of the artaudiovisual facilities and practicaldemonstration of the catheters and deviceskept the audience hooked till the late eveningsessions.

Report of IREP held at New Delhi

Delhi IRIA thanks IRIA central leadership forallotting us the IRIA Resident EducationProgram of 2016. The program was held on10th -12th Sep. at the Maulana Azad MedicalCollege, New Delhi. Dr. O.P. Bansal and Dr.Sudhir Gupta were the OrganisingChairmen. Dr. Lalendra Upreti was theAcademic Incharge. Dr. Atin Kumar was theOrganising Secretary and the coordinator. Dr.Pankaj Sharma was the treasurer.

The program was a grand success with over475 delegates attending the programincluding about 425 registered studentdelegates. The student delegates were fromall over the country including Tamil Nadu,

Kerala, Andhra Pradesh, Telangana,Karnataka, Maharashtra, Bengal, Biharbesides states of North India.

The program was spread over 3 days andincluded dedicated lectures, spotters and filmreading sessions on all organ systems. Theprominent speakers included Dr. RajuSharma, Dr. Lalendra Upreti, Dr. Ashu SeithBhalla and Dr. Varsha Joshi.

The program was well appreciated by theresidents.

Inaugural ceremony of Dr. R.K. Goulatia CME

DR. R.K. GOULATIA CME was held inMadurai on 17th and 18th September,2016 at Hotel Poppys. The theme of CMEthis year was Neuroradiology. Nearly 285delegates and speakers attended thescientific programme. The faculty for theCME included eminent personalities infield of radiology like Dr. N.Chidambaranathan, Dr. P.M. Venkatasai,Dr.K.G. Srinivasan, Dr.Varaprasad,Dr.Kesva Das, Dr. Bejoy Thomas, Dr.Anbarasu and others. There wereinteresting neuro lectures, quiz and filmreading sessions. The winners of quiz andfilm reading session were given cashprizes.

Inaugural function was presided over byDr. Sudhir Saxena ,Vice President of IRIA,Dr. Pramod Lonikar, Secretary General ofIRIA and Dr. M.P. Goyal, Secretary ICRIexpressed their warm greetings for the

meeting. All the Chief Guests highlightedthe role of Prof. Dr. R.K. Goulatia in thefield of Radiology.

The programme was well appreciated andhad good attendance from consultants andresidents of Tamilnadu, Karnataka, Keralaand Andhra Pradesh. The programmereceived accreditation from TamilnaduMedical Council. Dr. Mukuntha Rajan andDr. Sumathi were the state coordinatorsfor the programme and their team workedrelentlessly towards success of this CME.

The applications are hereby invited for IRIA International Travel Fellowship Grant for internationalconferences as mentioned and as per criteria as given below.

1 100% of shortest Economy class air-fare, upto max. Rs. 25,000/, to six persons each forattending ECR, ICR, AOCR, RSNA, KCR, and CSR whose paper / posters are accepted.

2 IRIA Central Office shall communicate clear guidelines and rules and regulations to all membersof IRIA about this information to apply for above conferences through IRIA Website and NewsBulletin.

CRITERIA FOR SELECTION

1 Life Member of IRIA and practicing in India for the last 3 years as per Central HQs. records.2 Residents must be Provisional LM of IRIA with at least one year of membership as per Central

before the specified date to the IRIA office through Regd. A.D. with due acknowledgment.4 Oral paper presentations to be given priority over poster.5 Selection should be very transparent, preferably by a lottery system taken during a CCM, if

there are more than 6 candidates for each fellowship.6 The grant amount can be reimbursed after submitting the original used Air Ticket, Boarding

Card, copy of participation certificate of the applied Conference to the IRIA HQs by the member.7 Once selected, the particular member is not eligible to apply for the same or any other international

Dear Members,

The applications are hereby invited for IRIA National Annual Conference Travel FellowshipGrant for 70th Annual Conference of IRIA, to be held from 5-8 January, 2017 at B.M. BirlaAuditorium, Jaipur as per guidelines as given below.

GUIDELINES

1. There shall be 50 Travel Fellowship Grants for IRIA National Annual Conference everyyear.

2. A grant of Rs 10,000/- per candidate shall be given to the candidates as selected by acommittee consisting of President and Secretary General, IRIA as per guidelines.

3. IRIA Central Office shall communicate clear guidelines and rules and regulations to allmembers of IRIA about this information to apply for this grant through IRIA Website &News Bulletin.

A. CRITERIA FOR SELECTION

1. ELIGIBILITY

i. This grant is exclusively for residents (post graduate students and seniorresidents) who are Provisional Life Members/Life Member of IRIA for minimumone year duration as of 31st December of the current year and practicing inIndia as per Central HQs. records.

ii. The members of the state in which the Annual Conference of IRIA is being hosted shallnot be eligible to apply for this Fellowship.

iii. Members should apply through specified form available in IRIA News Bulletin and websiteon or before the specified date to the IRIA HQ.

iv. The grant shall be awarded only to those residents whose oral presentation has beenaccepted. The Candidate should be the first author and also the presenting author.

v. A copy of the abstract and letter of acceptance should be submitted along withapplication. The letter of acceptance should be mailed to the IRIA HQ if it is receivedafter the last date of submission of applications.

vi. The work presented should be his/her personal work preferably done in India.

vii. A total of 10 grants shall be reserved for residents whose paper has been accepted forcompetition category in oral paper presentation. In case there are more than 10candidates the grant shall be awarded by the draw of lots. Remaining 40 Fellowshipswill decided by draw of lots at the CCM, if required.

viii. In case a candidate has more than one accepted presentation only one entry shall beconsidered for award and draw of lots.

ix. Once selected, the particular member is not eligible to apply for the same again.

x. The list of selected candidates, after draw of lots (if required during the NovemberCCM), shall be displayed on the website.

xi. The grant amount shall be reimbursed only after submitting the copy of presentationcertificate of the Annual Conference to the IRIA HQs by the member.

B. INSTRUCTIONS

1. Certification by the HoD with seal of the Institution in the same form is mandatory.

2. Incomplete application forms will not be accepted.

3. Acknowledgment of receipt of application form does not necessarily mean selectionfor grant.

Report on the Financial Statements

We have audited the accompanying financial statements of 69th Annual Conference ofIndian Radiological & Imaging Association, Bhubaneswar which comprise the Balance Sheetas at 31st July, 2016 & the Statement of Income & Expenditure for the year then ended anda summary of the significant accounting policies and other explanatory information.

Management’s Responsibility for the Financial Statements:

The Management is responsible for the preparation of these financial statement that give atrue and fair view of the financial position, financial performance of the above institution inaccordance with the Accounting Standards issued by The Institute of Chartered Accountantsof Indian for the time being in force. This responsibility includes the design, implementationand maintenance of internal control relevant to the preparation and presentation of thefinancial statements that give a true & fair view and free from material misstatement, whetherdue to fraud or error.

Auditor’s Responsibility

Our responsibility is to express an opinion on these financial statements based on ouraudit. We conducted our audit in accordance with the Standards on Auditing issued by theInstitute of Chartered Accountants of India. Those standards require that we comply withethical requirements and plan and perform the audit to obtain reasonable assurance aboutwhether the financial statements are free from material misstatement.

An audit involves performing procedures to obtain audit evidence about the amounts anddisclosures in the financial statements. The procedures selected depend on the auditor’sjudgement, including the assessment of the risks of material misstatement of the financialstatements, whether due to fraud or error. In making those risk assessments, the auditorconsiders internal control relevant to the Society’s preparation and fair presentation of thefinancial statements in order to design audit procedures that are appropriate in thecircumstances, but not for the purpose of expressing an opinion on the effectiveness of theinternal control. An audit also includes evaluating the appropriateness of the accounting

Opinion

In our opinion and to the best of our information and according to the explanations given tous, the aforesaid financial statements five the information required by the Act in the mannerso required and give a true and fair view in conformity with the accounting principles generallyaccepted in India.

(i) In the case of the Balance Sheet, of the state of affairs as at 31 July, 2016, and

(ii) In the case of the Statement of Income & Expenditure, of the Surplus for theyear ended on that date.

Dear Members,

It is a privilege to present before you thereport of ‘Indian College of Radiology &Imaging’ for the period from January 2016 tilldate.

At the outset, I take this opportunity to thankall the members for their active support forcarrying out my duties as Secretary of ICRIfor last one and half years.

Membership Drive: As decided in the GeneralBody meetings of ICRI and IRIA, we are tryingto increase the membership of ICRI. FromJanuary till date 14 new Life Members havebeen enrolled. As on today, the totalmembership strength of the College is 780.

ICRI CME’s: We all know that the field ofRadiology & Imaging has made rapidadvancements and has become an invaluableand dependable tool in diagnosis. The

scientific feasts provided by doyans ofRadiology enrich and update the knowledgeof all the delegates’ especially youngerradiologists and residents. I request allmembers to participate and updatethemselves in these academic activitiesconducted by IRIA and ICRI. The aim of ourIRIA and ICRI in particular is to promote thestudy and practice of Radio-diagnosis andImaging. It should be achieved by conductingmore and more CME programmes.

The 1st IRIA funded CME, conducted by ICRIand organized by Delhi state chapter of IRIA,was Dr. Harnam Singh CME, which was heldon 21-22 May, 2016 at PGIMER & RMLHospital, New Delhi. The theme of this CMEwas Obstetric and Gynaecological Imaging.The highlights were panel discussion on PC& PNDT Act and live workshops on obstetricultrasound by experts. Dr. B.S. Ramamurthy,Dr. Ashok Khurana, Dr. Bhupendra Ahuja andDr. Anju Garg were among the prominentspeakers. The scientific program wascoordinated by Dr. Jyotsna Sen and Dr.Lalendra Upreti. This CME was verysuccessful credit of which goes to Dr. SudhirGupta, President of Delhi IRIA Dr. Atin Kumar,Secretary of Delhi IRIA and their entire team.

The 2nd CME - Dr. Gyan P. Lal CME wasconducted by ICRI and organized byMaharashtra state chapter on 18-19 June,2016 at Hotel Fortune, and Jupiter Hospital,Thane. The theme of the CME wasMusculoskeletal Imaging with an integratedapproach between Orthopedicians andRadiologists dealing with all radiologicalmodalities. The CME was attended by around200 delegates. The esteemed faculty includednames like Dr. Bipin Shah, Dr. Alka Karnik,Dr. Nidhi Bhatnagar, Dr. Joban Babhulkar, Dr.Ashwin Lawande in the ultrasound and Dr.Aditya Daftary, Dr. Amogh Hegde, Dr. JoshitaSingh, Dr. Sanjay Desai and Dr. Amit Kharat

for cross sectional imaging. There was a keynote address by Dr. Kakarla Subbarao andDr. Bhavin Jankharia on conventionalradiology and Imaging in bone tumoursrespectively. Dr. Sanjay Jain also delivered atalk on conventional Radiology. There was adedicated ultrasound workshop transmittedfrom Jupiter Hospital (situated just besides thevenue) for each joint. Leading orthopedicsurgeons practising in Mumbai, Thane andPune like Dr. Ashish Phadnis, Dr. Babhulkar,Dr. Milind Patil, Dr. Parag Lad, Dr. KshitijThoke also delivered talks on the clinicalperspective. This CME was very successfuland credit of the same goes to Dr. SureshSaboo, Dr. Sanjeev Mani, Dr. SureshChandak, Dr. Mrudula Bapat and their entireteam.

On behalf of the ICRI, I compliment allmembers of the organizing committee of theseCME programmes for their excellent planningand executing memorable academic feasts tothe delegates who were predominantlyresidents and young Radiologists.

The 3rd CME - Dr. R.K. Goulatia CME shall beconducted by ICRI and organized byTamilnadu & Pondicherry state chapter atPoppys Hotel, Madurai on 17th & 18th

September, 2016. The theme of this CME isNeuro-imaging.

The 4th CME - Dr. Rajendra Rao CME shall beconducted by ICRI and organized by AndhraPradesh state chapter on 19-20 November,2016 at SVIMS, Tirupati. The theme of thisCME is Head & Neck Imaging.

I wish these CME programmes a greatsuccess.

Agenda No. 6. To consider progress of SOPfor various Radiology protocols.

Dr. Deepak Patkar, Chairman ICRI presentedthe progress report for various Radiologyprotocols. He said that he has drafted the SOPfor Radiology protocols in MSK. He has alsomade the draft of one year fellowship on MSK.The house appreciated the same.

Dr. Jayaraj Govindraj appreciated theexcellent work of Dr. Deepak Patkar formaking radiology protocols forMusculoskeletal Radiology as SSH of the sub-specialty. He hoped that other SSH shouldalso take up the matter seriously. Dr. DeepakPatkar said that two white papers have beensent to IJRI for publication and he is waitingfor the response from the Journal Office. Itwas decided that the protocols would beuploaded on the website of IRIA.

It was decided by the house to write a letterto SSH of other sub-specialties to makeprotocols in their sub-specialty and get itready by the next CCM. The ICRI can publisha booklet of protocols which can be sent tomembers on their request. The protocols can

be got accredited by National Board ofExaminations.

Dr. M.P. Goyal, Secretary ICRI informed thehouse that he has received 47 newapplications from members for inclusion oftheir name in the Speaker Bank of ICRI.

It was unanimously decided by the house thatthe new applications received for the speakerbank would be evaluated by the committeeconsisting of Dr. Deepak Patkar ChairmanICRI as Chairman of the committee and Dr.Jayaraj Govindaraj, Dr. Raju Sharma and Dr.Lalendra Upreti as members of the committeewhile Secretary ICRI as convener. Thecommittee will scrutinize the applicationsreceived for the Speaker Bank and give itsreport in next Governing Body and CentralCouncil meetings. It was decided toencourage good speakers to apply for theSpeaker Bank of ICRI. It was also decided thatthe Speaker Bank should be made as per sub-specialty. This committee will be for every yearand new committee can be formed every yearby the Governing Body on this matter.

Dr. O.P. Bansal informed the house about thePractical Skills in Radiology programme beingconducted by Dr. Lalendra Upreti, NationalCoordinator for Resident Education at IRIAHouse in which 88 PG students out of 90 havepassed their examination.

It was decided to publish news of academicactivities in the News Bulletin under heading“Academic Activities of IRIA and ICRI’.

Dr. Bhupendra Ahuja said that it has beendecided by IRIA to organize one day CME on

Obstetric Imaging and Dr. O.P. Bansal,President IRIA has given him the responsibilityto conduct the same every month in differentstate chapters. There are no financialobligations from IRIA on these CMEprogrammes. The State Chapter shall be thehost of the CME programme. There would be6 six speakers and out of these only fourspeakers shall be from outside the state. Thefirst such CME is being conducted by IRIA on2nd August at Gurgaon.

On the suggestion of Dr. Jayaraj Govidaraj, itwas decided that information on PC & PNDTshall be provided by IRIA in all the CMEprogrammes.

Regarding Fellowship programmes, Dr. O.P.Bansal said that Dr. Deepak Patkar hasdrafted the Fellowship in MSK and Dr.Chander Mohan in Body Imaging. The otherFellowships in Neuro-imaging and Fetalimaging are pending. The Fellowship in BodyImaging will be NBE and IRIA Fellowshipprogramme but selection of candidates will bedone by National Board of Examinations(NBE). The National Board has already madethree committees as Academic Committee,Administrative Committee and LogisticsCommittee. Five members have been takenfrom IRIA by the NBE. Dr. Bansal suggestedthat similar fellowship programmes can bestarted by ICRI also which will enhance andknowledge and experience of the members.

Dr. O.P. Bansal, President IRIA welcomed themembers to the meeting. He hoped for a fruitfuldiscussion in the meeting. Dr. O.P. Bansal saidthat the visionary leadership and hard workput in by illustrious senior members and pastoffice bearers of IRIA has facilitated the riseof our association as a force to reckon with inthe global arena.

Dr. O.P. Bansal reassured that he is personallycommitted to propriety and transparency infinancial matters of the organization and shallhold everyone, including himself accountablefor every penny which is collected on behalfof members of IRIA. Dr. Bansal informed thatlong awaited work of digitalization of data ofall members of IRIA is being done and apresentation shall be done by web designerMs Priyanka later on. Dr. Bansal further addedthat that as approved in the CCM and GBMheld at Bhubaneswar, the constitution of theassociation has been updated by theConstitution Update Committee consisting ofDr. S.K. Bhargava, Dr. Arvind Jain, Dr. HarshadShah, Dr. Bhupendra Ahuja as members withDr. Pramod Lonikar as member cum convenerand President and Immediate Past Presidentas ex-officio members and the same shall belaunched in this meeting later in the agendaand also circulated to all the members.

Dr. O.P. Bansal said that annual conferencehas been the biggest point of discussion andcontroversies in various meetings in the recentpast, clearly bringing forth the point that thereis something wrong with present system anda rethinking and extensive restructuring isrequired in the existing process. We havegiven a lot of thoughts to this based on theissues raised at various meetings in past. TheConference Guidelines Committee hasalready submitted its report, which waspublished in the February 2016 issue of theNews Bulletin for information and commentsof members. The same shall be discussed asone of the agenda item of this meeting. Theaccounts of the annual conferences havebeen a source of major controversy over theyears. The accounts of many conferenceshave not been presented or settled due tovarious reasons, which are in public domain.He believe that every penny collected belongsto an ordinary member and robust processand objective guidelines must be put in placeto ensure that it is spent wisely and allconcerned are held accountable for theiractions.

Dr. O.P. Bansal further added that IRIA hasbeen very proactive in engaging with theleading international societies to promote interorganizational exchange of knowledge andskills. In this regard, he has been able to revivethe relationship between the IRIA and ESR onterms which are based on equality and mutualrespect. It was decided to forget thecontroversy happened in past and start freshrelations between ESR and IRIA. The ESR hasshortlisted six stalwarts from the IRIA toparticipate in the forthcoming ECR 2017.

He requested the members to give theiropinion one by one on mike so thatproceedings can be recorded.

Action taken report of annual Central CouncilMeeting of Indian Radiological & ImagingAssociation held on 20th January, 2016 at HotelSwosti Premium, Bhubaneswar.

1. Audited accounts of 68th Annual Conferenceof IRIA held at Kochi.

Action taken: The matter of consideration ofaudited accounts of 68th Annual conferenceof IRIA held at Kochi was discussed at lengthin the Central Council and General Bodymeetings of IRIA held on 20th January and 22nd

January, 2016 at Hotel Swosti Premium,Bhubaneswar respectively.

The following things were decided in themeetings:

1. The Organizing Secretary shall sendall the MOU and Work Contracts with all theHotels, Travel Agents, Event Manager, EventManagement Company, and Vendors.

2. The observations made by CA of IRIAshall be forwarded to the Organizing Secretaryfor the necessary clarifications at his endalong with all documentary proofs.

3. The IRIA HQ shall again send all thequeries raised in past for the needful at theend of organizing secretary. The same would

be published in the February 2016 issue ofthe News Bulletin as a part of minutes ofmeeting.

As decided in the CCM and GBM held atBhubaneswar, the Central Office, IRIA hadsent all queries as mentioned above to theOrganizing Secretary of the conference, butwe have not received any satisfactory repliesand this matter would be taken up at AgendaNo. 13.

2. Progress report of the Constitution ReviewCommittee of IRIA.

Action taken: As informed in the CCM, theamendments for last 8 years have beenincorporated in the constitution. The same hasbeen printed and circulated to all the membersof the association.

3. Life Time Achievement Award of IRIA.

Action taken: As decided in the CCM, thesuggestions from Central Council Memberswere invited on e-mail and published in theFebruary 2016 issue of IRIA News Bulletin forinformation of members. The same are beingput up in this meeting for discussion at AgendaNo. 18.

4. KREST matter.

Action taken: It was decided in the CCM toissue Show Cause Notices to the trustees andoffice bearers and members of then AndhraPradesh state chapter who were involved inthis matter and take up the matter as perconstitution of the association after takinglegal opinion. Our legal adviser advised tocollect all the relevant documents beforesending the notices. Accordingly, we hadwritten emails to both Andhra Pradesh andTelangana state chapters to send thedocuments but we did not receive the sametill date.

5. AOCR 2016 matter.

Action taken: During the meeting of BRICS, itwas informed to Dr. Jignesh Thakkertelephonically that CSR is organizing BRICSmeeting and not hosting the AOCR 2016 butsupporting it from outside. Further this wasconfirmed by CSR Office that CSR is not theowner of AOCR 2016. IRIA asked from AOSRoffice about the same and then everybodycame to know that CSR has not even paidUSD 15000 and as per constitution of AOSRthis amount was supposed to be paid onapproval of the bid for hosting AOCR 2016.IRIA appealed to all member societies to beproactive on this matter and hold an extraordinary meeting of General Assembly ofAOSR at the earliest, but it was not done byAOSR as many member countries did notsupport it. In the CCM, it was decided by thehouse that IRIA should take up this matterfurther in AOSR Executive Council andGeneral Assembly meetings.

During the Annual Meeting of JRS, it waspointed out by Dr. O.P. Bansal, President IRIAthat there have been gross violations ofcontract by organizing committee of AOCR2016 where CSR is supporting it from outsideand not organizing it. As per constitution ofAOSR, the AOCR has to be hosted by CSRand not merely supporting it. Moreover, CSRhas not cleared its pending annual dues sofar and the necessary deposit of USD 15000which should have been deposited afterallotment of AOCR has been done recentlyafter a lot of pressure from different membersocieties particularly IRIA. It is quite surprisinghow AOCR 2016 was allotted to CSR. Therewas detailed discussion amongst AOSRexecutive committee members and everyoneappreciated that observations made by IRIAare correct but at this stage they expressedtheir helplessness to do anything on this matterand informed Dr. O.P. Bansal that points raisedby IRIA will be discussed in the executivecommittee meeting.

In the Executive Committee meeting, Dr. O.P.Bansal, President IRIA pointed out that thestand taken by CSR will set a bad precedentand every member society will repeat thesame. He painfully criticized that if organizingcommittee of AOCR 2016 is not honoring theMOU signed with AOSR, then IRIA will also notbe bound to accept the MOU for organizingAOCR 2018 and whatever courtesy areextended to IRIA, IRIA will also extend the samecourtesy as IRIA believe in the principle ofmutual respect and reciprocity. All membersagreed with stand taken by IRIA and askedOrganizing Chairman of AOCR 2016 Prof. Daifor his views. Prof. Dai flatly refused to honourany commitment and even told that he cannotprovide any facility even to Executive Membersof AOSR except for complimentaryregistration. On membership issue, hesurprisingly informed the executive membersof AOSR that China has only 500 paidmembers which is quite contrary to the figureof more than 30,000 Radiologists in China. AllExecutive Committee members expressedtheir unhappiness over the stand oforganizing committee of AOCR 2016 andsurprisingly failed to take a decisive action onit.

Dr. O.P. Bansal, President IRIA, Dr. JigneshThakker, Immediate Past President IRIA shallattend the Executive Council and GeneralAssembly meetings to be held at Beijing, Chinaduring AOCR 2016 and put their views on thismatter strongly. The progress report of AOCR2018 would also be presented in thesemeetings.

6. Report of committee constituted to reviewthe guidelines for Annual Conference of IRIA.

Action taken: As decided in the CCM, thereport of Constitution Guidelines Committee,has been published in the February 2016 issueof IRIA News Bulletin for information andsuggestions of members so that it can be putup and discussed in the July CCM. This matterwould be taken up at Agenda No. 15.

7. Guidelines as recommended by IRIA HQ forIREP and CME programmes.

Action taken: As decided in the CCM, the IREPand CME programmes are being organizedas per recently amended and approvedguidelines.

8. Credential Committee for Oration, Awardsand Fellowships.

Action taken: As decided, the CredentialCommittee for Oration, Awards and Fellowshipconsists of five members as (i) President IRIA(ii) Secretary General IRIA, (iii) Chairman ICRI,(iv) Secretary ICRI and (v) Editor-in-Chief, IJRI.The same has been notified vide June 2016issue of IRIA News Bulletin.

9. E-voting:

Action taken: As decided, a committeeconsisting of President, President Elect andSecretary General is working to find themodalities to promote and implement 100%e-voting. It was also decided to continue withpresent E-voting system (optional) in theelections of office bearers of IRIA and ICRIbeing held this year. The progress on thismatter shall be reviewed in this meeting andfurther in the General Body meeting to be heldat Jaipur and decision shall be takenaccordingly.

Action taken report of proceedings of newCentral Council & State Chapter Presidentsand Secretaries meeting of IRIA held on 23rd

January, 2016 at Hotel Swosti Premium,Bhubaneswar.

1. State/UT chapters would incorporate theduties of President and Secretary in the Rulesand Bye-laws of the constitution of State/UTchapters.

Action taken: As decided in the CCM, all thestate chapter Presidents and Secretaries have

been asked to incorporate duties of Presidentand Secretaries in the Rules and Bye Laws ofconstitution of all the state/UT chapters aftergetting approved in their GBM by the date 30th

June, which was extended upto 15th October,positively failing which the state/UT chaptershall not be represented in CCM till its state/UT chapter constitution is received andreviewed and finally approved by theConstitution Committee of IRIA. Those statechapters who do not have their ownconstitution, the Model Constitution for theState Chapter prepared by the IRIA HQ willprevail.

The following duties of President and Secretaryof the State/UT chapter have to beincorporated in the rules and bye laws of theconstitution of all the State/UT chapters of IRIA.

1. Intimate the members about theevents/activity or important information aboutthe activities of the state chapter.

2. Solve the problems of membersrelated to PNDT, AERB, Trade etc.

3. Collect mailing data of membersincluding mobile numbers and email id andsend to IRIA HQ for updating the records ofmembership.

4. To check the status of Provisional LifeMembership of the state chapter and ask thoseProvisional Life members to send self attestedcopy of their PG degree/diploma to IRIA HQ toconvert their membership to Life Membership.

5. To conduct the election of the officebearers in the state chapter in time as perconstitution of IRIA and intimate the results ofnew elected office bearers to all the membersof the state chapter.

2. Provisional Life Members to submittheir PG degree/diploma to convert theirmembership to Life Membership as this

membership is for a limited period of 6 sixyears only.

Action taken: As decided in the CCM, theProvisional Life Members have been informedthat as per constitution of the association, theProvisional Life Membership is for limitedperiod for PG degree/diploma in Radio-diagnosis & Imaging. The maximum period ofPG degree/ diploma is six years as decided inthe Central Council meeting held on 23rd

January, 2016. They were asked to sendcertified copy of their PG degree/diplomaalong with copy of certificate of registration ofState Medical Council so that their ProvisionalLife Membership is converted to LifeMembership. If this information is not receivedin the stipulated time, it will be presumed thatthey have not been able to complete their PGdegree/diploma in six years and theirmembership will be taken as terminated.

3. Honorary Membership.

Action taken: As decided in the meeting, non-radiologists shall not be made HonoraryMembers of the association.

4. Monitoring the progress of 70th AnnualConference of IRIA.

Action taken: As decided in the meeting, IRIAHQ is regularly monitoring the progress of the70th Annual Conference of IRIA to be held atJaipur in January 2017.

Membership: Our Association was founded inthe year 1931. Over the several past oddyears, we have grown from strength tostrength and today our strength has grown toover 13,000 members. The total membershipas on 20th July, 2016 is 13020 out of whichthere are 05 Honorary Members, 287 EmeritusMembers, 9829 Life Members, 2884Provisional Life Members, and 15 AssociateMembers.

Election of State Chapters: As per constitution,each state chapter must conduct its annualelection from December to March of every yearand inform the Central Office, IRIA by 30th April

CME Programmes: The 1st IRIA funded CMEof the year, conducted by ICRI and organizedby Delhi state chapter of IRIA, was Dr. HarnamSingh CME, which was held on 21-22 May,2016 at PGIMER & RML Hospital, New Delhi.This CME was very successful credit of whichgoes to Dr. Sudhir Gupta, Dr. Atin Kumar andtheir entire team. The theme of this CME wasObstetric and Gynaecological Imaging.

The 2nd CME- Dr. Gyan P. Lal CME wasconducted by Maharashtra state chapter on18-19 June, 2016 at Hotel Fortune, Thane.This CME was very successful and credit ofthe same goes to Dr. Sanjeev Mani, Dr. SureshChandak, Dr. Mrudula Bapat and their entireteam. The theme of the CME wasMusculoskeletal Imaging.

On behalf of the IRIA, I compliment allmembers of the organizing committee of thisCME programme for planning and executinga memorable academic feast to the delegateswho were predominantly residents and youngRadiologists of the local region.

The 3rd CME -Dr. R.K. Goulatia CME shall beorganized by Tamilnadu & Pondicherry statechapter at Poppys Hotel, Madurai on 17th - 18th

September, 2016. The theme of this CME isNeuro-imaging.

Dr. Rajendra Rao CME shall be organized byAndhra Pradesh state chapter on 19-20November, 2016 at SVIMS, Tirupati. The themeof this CME is Head & Neck Imaging.

I wish a great success to these IRIA fundedCME programmes conducted by ICRI.

IREP: The 1st IREP shall be organized byMaharashtra state chapter of IRIA on 3-4September, 2016 at DY Patil Medical College,Pune.

The 2nd IREP shall be organised by Delhi statechapter of IRIA on 10-12 September, 2016 atMAMC, New Delhi.

I request all residents to attend theseprogrammes in large number to get bestacademic feast.

KSR-IRIA Friendship Symposium: I am glad toinform you that the 3rd KSR-IRIA FriendshipSymposium was organized by IRIA HQ inassociation with Korean Society of Radiology(KSR) yesterday on Saturday, 23rd July, 2016at India Habitat Center, Lodhi Road, New Delhiwhich was very successful and around 300delegates including Central Council Membersand faculty attended this Symposium. Thetheme of the Symposium was ‘Emergency andTrauma Radiology’. It is for the third time thatIRIA organized such type of Symposium incollaboration with KSR. Six eminent speakerseach from Korea and India delivered theirtalks. There was panel discussion andeminent speakers from KSR and IRIA took partin the panel discussion. I am thankful to Dr.O.P. Bansal, President IRIA and OrganizingChairman along with Dr. Raju Sharma, Dr.Lalendra Upreti, Chairpersons of ScientificCommittee; Dr. Sudhir Gupta, Dr. Atin Kumar,Dr. Raghav Aggarwal, Dr. Pankaj Sharma- JointOrganizing Secretaries; Dr. Natasha Gupta,Dr. Glossy Sabharwal, Dr. Vishal Goel and Dr.Kriti Malhotra as Coordinators for their activesupport to make this Symposium verysuccessful.

Updated Constitution of IRIA: As decided inthe CCM and GBM held at Bhubaneswar, theconstitution of IRIA has been updated andshall be circulated to all the members.

Report of Conference Guidelines Committee:The Conference Guidelines Committee haspresented its report regarding organizing theannual conferences of IRIA in five zones ofthe country and as decided in the CCM andGBM held at Bhubaneswar, it was publishedin the February 2016 issue of IRIA NewsBulletin for information and comments ofmembers. The same shall be discussed in thismeeting.

E-voting: As decided in the GBM held atBhubaneswar, a committee consisting ofPresident, President Elect and SecretaryGeneral, has deliberated the matter to findout the modalities to promote and implement100% e-voting. It was also decided in the GBMto continue with present E-voting system(optional) in the elections of office bearers ofIRIA and ICRI being held this year. Theprogress on this matter shall be reviewed inthis meeting and further in the General Bodymeeting and decision shall be takenaccordingly.

Shri K.R. Gupta Life Time Achievement Award:It was decided in the CCM and GBM held atBhubaneswar to call suggestions from theCentral Council members on the eligibility andguidelines for ‘Shri K.R. Gupta Life TimeAchievement Award’. The IRIA HQ had receivedfew suggestions from members which werepublished in the February issue of IRIA NewsBulletin. The same shall also be discussed inthis meeting.

PC & PNDT: As already informed you that IRIAhas filed Special Leave Petition (SLP) in theHon’ble Supreme Court of India against theimpugned judgement on the W.P. No. 6968 of2011 filed by IRIA. The Hon’ble High Court inpassing the impugned Judgment had grossly

erred by substantially widening the scope ofthe section 2(p), and Rule 3(1)(b) of the PC &PNDT Act and allowing all MBBS to practiceUltrasound. We have specifically requestedthat only qualified Radiologists should beallowed to do the Ultrasound as it is the partof curriculum of post graduates as per MedicalCouncil of India. We are requesting theHon’ble court to quash the said judgement ofDelhi High Court. This shall be listed forhearing on 26th July.

There was hearing of our Writ Petition No.4478 of 2015 at Aurangabad High Court on20th July, 2016 for arguments. The Hon’bleCourt had already stayed the GazetteNotification with rest to denial of newregistration or renewal of registration underPC & PNDT Act of the Doctors whose casesare pending in court. The next date of hearingis 26th July.

Agitation by IRIA on wrong implementation ofPC & PNDT Act: Despite the draconianprovisions of the PC & PNDT Act, theRadiologists all over India have beenextremely co-operative in following the PC &PNDT Act, with the noble intention of helpingto improve the dwindling sex-ratio in thecountry. However, at regular intervals, evenmany honest radiologists, who did not haveeven remote connection with sex-determination, have been victimised under thePC & PNDT Act for minor clerical errors. Incontinuation of the harassments, IRIA isthinking for PAN India agitation by suspendingall Radiological services till justice is served.

The Indian Radiological & Imaging Association(IRIA) extended fullest support to itsMaharashtra state chapter for agitation andwhatever action it took to tackle the issuesrelated to harassment w.r.t. wrongimplementation of the draconian PNDT Act bythe Appropriate Authorities.

Progress of AOCR 2018: The proposed datesfor AOCR 2018 are 24th to 28th January 2018.

Report of Journal Office for Central CouncilMeeting July, 2016 at Delhi

The new editorial team took over theresponsibility of IJRI on 21st January 2016.Since then the goal of the current team is tomaintain the high standard set by previousteams. Meanwhile, the journal office has alsobeen moved to IRIA House, New Delhi.

The Journal continues to receive large numberof submissions. Unfortunately, most of themare case reports, case series, review articlesfollowed by pictorial assays and originalarticles. Among the major rejections were CaseReports, which are obviously given a lowerpriority.

The internal reviewers provide a check onwhether an article is worth processing or not.External reviewers, Editorial Board membershave been reviews of good quality articles.The number of reviewer’s database is beingupdated with newer reviewers being infusedin keeping with advances in technology.Currently, we have 973 reviewers 470 fromabroad from over 69 countries. On anaverage, we use about 3-5 reviewers perarticle.

The number of original/research articlesreceived by IJRI is still inadequate despitebeing an indexed journal. It is our sincererequest to senior colleagues/HODs within thecountry to encourage their teams to get intowriting more and more and submit to us.Second major concern is that some of thearticles are not well written and do not conformto the specifications of IJRI

The IJRI website www.ijri.org has a large dailyviewership. The entire online submissionprocess at www.journalonweb.com/ijri to finalproofs, publication and printing is handled byMedknow publications, a division of Wolter-Kluwer, a multinational publishing company.

Many members including Dr. Akshay KumarSaxena, Dr. Goerge Koshy Chiramel, Dr.Umesh Garga complained about non reply ofcorrespondence from Journal Office. Dr.Umesh Garga asked about expenditure of theJournal when it was print Journal and nowwhen it is e-Journal. Dr. Brig. Chander Mohansaid that some delay in reply ofcorrespondence is due to some problem inemail system and also due to shifting ofJournal Office from Mumbai to Delhi. Dr. O.P.Bansal said that before e-Journal, IRIA usedto give Rs 35 lakhs for Journal to bear thecost of printing. This cost after e-Journal hascome down to Rs 8 to Rs 10 lakhs. Also theincome from advertisements has come down.But now there will not be much loss to theJournal due to due to its electronic form. Dr.Brig. Chander Mohan, Editor-in-Chief, IJRIsaid that the accounts of IJRI are alreadypublished in the June 2016 issue of the NewsBulletin.

Dr. U.C. Garga further pointed out that as perreport of Editor-in-Chief, 91% articles arebeing rejected which seems to be hard tounderstand. Dr. Asutosh Dave asked aboutthe criteria for reviewers of Journal. Dr. Brig.Chander Mohan explained the same. Dr. Davesuggested that if the IJRI is running short ofreviewers, then more reviewers should beappointed. It was decided that the existingreviewers who are not reviewing the articlesshould not sent article for reviewing and new

reviewers should be appointed by IJRI. Dr.Lalendra Upreti said that IJRI would like tohave more members in the Editorial Board.He requested the members to join as perguidelines.

Dr. Shailesh Kore pointed out that Dr. Brig.Chander Mohan did not mentioned anyproblem in his report which he has pointedout now on the complaints of members. Dr.O.P. Bansal said that the point of Dr. ShaileshKore has been noted and Journal Office shallbe instructed to be careful about this in future.

Dr. Rajesh Sharma suggested that someoffice bearer from Journal Office must studythe system of Medknow to make the thingseasy. Dr. Chander Mohan said that he visitedthe office of Medknow at Mumbai on 20th May,2016 to understand the working procedure.He has negotiated and finalized the contractwith Medknow. Now the system has beenmade in place.

Dr. Harsh Mahajan appreciated the efforts ofEditor-in-Chief, IJRI and his team after takingover as new team for bringing the Journal intime. He said that it is good that consent ofreviewer is being taken for accepting/rejectingan article. If any reviewer it not sending his/her comments in time, he/she should bereplaced with the new reviewer. Such membersshould be blacklisted and also should not beinvited for guest lectures. There was a longdiscussion on this matter.

Dear Members,

It is a privilege to present before you the reportof ‘Indian College of Radiology & Imaging’ forthe period from January 2016 till date.

At the outset, I take this opportunity to thankall the members for their active support forcarrying out my duties as Secretary of ICRIfor last one and half years.

Membership Drive: As decided in the GeneralBody meetings of ICRI and IRIA, we are tryingto increase the membership of ICRI. FromJanuary till date 14 new Life Members havebeen enrolled. As on today, the totalmembership strength of the College is 780.

ICRI CME’s: We all know that the field ofRadiology & Imaging has made rapidadvancements and has become an invaluableand dependable tool in diagnosis. Thescientific feasts provided by doyans ofRadiology enrich and update the knowledgeof all the delegates’ especially youngerradiologists and residents. I request allmembers to participate and updatethemselves in these academic activitiesconducted by IRIA and ICRI. The aim of ourIRIA and ICRI in particular is to promote thestudy and practice of Radio-diagnosis andImaging. It should be achieved by conductingmore and more CME programmes.

The 1st IRIA funded CME, conducted by ICRIand organized by Delhi state chapter of IRIA,was Dr. Harnam Singh CME, which was heldon 21-22 May, 2016 at PGIMER & RMLHospital, New Delhi. The theme of this CMEwas Obstetric and Gynaecological Imaging.The highlights were panel discussion on PC& PNDT Act and live workshops on obstetricultrasound by experts. Dr. B.S. Ramamurthy,Dr. Ashok Khurana, Dr. Bhupendra Ahuja andDr. Anju Garg were among the prominent

speakers. The scientific program wascoordinated by Dr. Jyotsna Sen and Dr.Lalendra Upreti. This CME was very successfulcredit of which goes to Dr. Sudhir Gupta,President of Delhi IRIA Dr. Atin Kumar,Secretary of Delhi IRIA and their entire team.

The 2nd CME - Dr. Gyan P. Lal CME wasconducted by ICRI and organized byMaharashtra state chapter on 18-19 June,2016 at Hotel Fortune, and Jupiter Hospital,Thane. The theme of the CME wasMusculoskeletal Imaging with an integratedapproach between Orthopedicians andRadiologists dealing with all radiologicalmodalities. The CME was attended by around200 delegates. The esteemed faculty includednames like Dr. Bipin Shah, Dr. Alka Karnik,Dr. Nidhi Bhatnagar, Dr. Joban Babhulkar, Dr.Ashwin Lawande in the ultrasound and Dr.Aditya Daftary, Dr. Amogh Hegde, Dr. JoshitaSingh, Dr. Sanjay Desai and Dr. Amit Kharatfor cross sectional imaging. There was a keynote address by Dr. Kakarla Subbarao andDr. Bhavin Jankharia on conventional radiologyand Imaging in bone tumours respectively. Dr.Sanjay Jain also delivered a talk onconventional Radiology. There was adedicated ultrasound workshop transmittedfrom Jupiter Hospital (situated just besides thevenue) for each joint. Leading orthopedicsurgeons practising in Mumbai, Thane andPune like Dr. Ashish Phadnis, Dr. Babhulkar,Dr. Milind Patil, Dr. Parag Lad, Dr. KshitijThoke also delivered talks on the clinicalperspective. This CME was very successfuland credit of the same goes to Dr. SureshSaboo, Dr. Sanjeev Mani, Dr. Suresh Chandak,Dr. Mrudula Bapat and their entire team.

Dear Members,

I am happy to present before you the reportof the Building Management Committee of IRIAfrom January till date.

At the outset, I take this opportunity to thankyou for electing me as Chairman of BuildingManagement Committee of IRIA.

IRIA House at New Delhi is our valued asset,where we have our Central Office, ConferenceHall, and Members’ Lounge at Basement andGuest Rooms for use by our members duringtheir visit to Delhi. As you are aware that theentire 3rd Floor has been given on rent to anNGO called M/s Inspire Network forEnvironment.

The occupancy of the guest rooms is quitesatisfactory. I urge the Presidents, Secretariesand all the Central Council members of all thestate chapters to give wide publicity amongstthe members encouraging them to use thisfacility on their visits to Delhi.

There was a problem of water proofing in oneroom at the basement which has beenrectified. Also the ventilation was not properin ICRI area due to which the moisture usedto accumulate in the ceiling. We have installeda ventilation system through ducting. Also the

office room for Journal Office at basement isready for use. The arch with name of IRIA hasbeen fixed at the main gate giving thepremises an elegant look. The bathrooms atground floor have also been renovated as persuggestions from members.

I would like to thank the members of BuildingManagement Committee, state chapterPresidents, Secretaries and all the membersof the Central Council of IRIA for their activesupport and concrete suggestions. I am alsothankful to Dr. O.P. Bansal, President; Dr.Pramod Lonikar, Secretary General IRIA; Dr.M.K. (v) Report of Social Security Scheme of IRIA

Dr. Suresh Saboo, Chairman of Social SecurityScheme of IRIA presented the report of theSocial Security Scheme of IRIA, which isreproduced as given below.

Report for CCM- 24th July, 2016

Dear Members,

As on today, the total membership strength ofSocial Security Scheme is 413.

As you know that the Social Security Schemeis purely designed on brotherhood/sisterhoodbasis and we try to help the family membersof IRIA on event of death of member. Any LifeMember of IRIA upto age of 65 years residingin India is eligible to become a member of thisScheme. In view of membership growth inrecent years, it is very much viable, beneficialand essential to the members and their family,especially at the time of untimely death of themember. Member will have to pay one timepremium with enrolment fee depending uponhis/her age. He/she has to pay small amountyearly as Annual Membership charges andDeath Fraternity Contribution (DFC)depending upon number of death of membersin that year. Death benefit is given frominterest & DFC collected from members of theScheme. There is no other investment thatwill give you this much return and satisfactionof helping our own colleagues’ family in theirdifficult time.

Proposal of mandatory membership inScheme along with IRIA membership to newmembers is being submitted in this CentralCouncil Meeting. It is also proposed toincrease death benefit to the family ofdeparted scheme member. This is possible ifevery member contribute Rs 1000/- per death.In that case, we will be able give Rs 5 lakhs asdeath benefit to the family of departed schememember. Right now this year national IMAScheme demanded Rs 6500/- per memberand giving death benefit of demand Rs 10lakhs.

Dr. Suresh Saboo, Chairman of Social SecurityScheme of IRIA further suggested that for newmembers being enrolled in IRIA, membershipof the Social Security Scheme should be mademandatory. Also one member should beappointed as Secretary for the Scheme fromdifferent state other than that of Chairman,who will help the Chairman to promotemembership of the Scheme and assist in othermatters of Scheme. Dr. Suresh Saboo alsosuggested that if Chairman/Secretary of theScheme are attending IRIA-sponsored CMEs,Conferences, State chapter Conferences forpromotion of the Scheme, they should beprovided local hospitality by the organizers.He further added that tf every membercontributes Rs 1000/- per demise, we will beable give Rs 5 lakhs as death benefit to thefamily of departed scheme member.

Dr. O.P. Bansal, President IRIA gave anoverview of the Social Security Scheme. Hesaid that presently we have Rs 30/- lakhs ascorpus fund of the Scheme. Approx. a sum ofRs 1.0 to 1.5 lakhs @ Rs 200/- per membercomes as Annual Contribution. The numberof demise per year cannot be predicted andtherefore it is very difficult to calculate thedeath benefit contribution to be given to thefamily of deceased member. Also Rs 200/- isa very difficult task for the office to collect fromevery member of the scheme. He informed themembers about practical problems of thescheme and fact that it is not attractingmembers and after four years, there are only400 members of the Scheme out of 13000members of IRIA. Also Dr. Suresh Saboo hassuggested to appoint one Secretary of the

Scheme other than the state of Chairman,which is not required. He read the suggestionsreceived from Dr. Saboo as presented in hisreport. He suggested that the membersshould seriously review the Social SecurityScheme before taking any action and decisionon the matter. In present system, it is difficultto sustain this scheme as this is a voluntaryscheme and we cannot force anybody to jointhe scheme.

There was a long discussion on this matter.After a long discussion, following decisionswere taken:

(i) It was decided by majority that the SocialSecurity Scheme will continue.

(ii) The membership of the Social SecurityScheme should be increased. All the CentralCouncil Members should be members of theScheme. The members who have not joinedthe scheme as yet, must joint it at the earliest.

(iii) Each Central Council Member will bringfive members to join the Scheme.

(iv) The request of Dr. Suresh Saboo to co-opt Secretary for the Scheme for promotionand marketing of the scheme was notconsidered by the house as there is no needfor marketing the scheme but mere informationto members is enough. The office bearers ofIRIA going for CMEs/Conferences will take careof promotion of the Scheme. Dr. RaghavAggarwal, Joint Secretary of IRIA shall helpDr. Suresh Saboo in promotion of the Scheme.

The report of Social Security Scheme waspassed by the house with the suggestions anddecision as mentioned above.

He said that theaudited accounts of the Central Office IRIAincluding Building were published in the June2016 issue of IRIA e-News Bulletin forinformation and comments of members, if any.He did not receive any comments on the same.

The audited accounts of Central Officeincluding Building were passed by the house.

Dr. Shailesh Kore pointed out about thepending accounts of the annual conferenceof IRIA, to which he was informed that there isseparate agenda for it. It was felt that theaccounts of the Annual Conference should notbe left pending for more than a year.

Hesaid that the audited accounts of the JournalOffice were published in the June 2016 issueof IRIA e-News Bulletin for information andcomments of members, if any. He did notreceive any comments on the same.

Two resolutions were put up to write offreceivable amounts which are pending for along time.

(1) Old TDS amounting Rs 2,64,016.70prior to year 2011-12 needs to be written offas the same is not likely to be received as theproper certificate were might not have been

supplied by the deducting companies andsubmitted to income tax department.

(2) Old receivable advertisement amountof Rs 82,625.00 which is prior to the year 1992needs to be written off. Therefore it is resolvedto write off this amount.

These resolutions were passed by the houseunanimously.

Dr. Arvind Jain suggested that the report ofauditors should also be read while presentingthe accounts.

The audited accounts of IJRI for the financialyear as on 31st March, 2016 were passed bythe house.

Ms Priyanka Tomar of M/s New Era SystemPvt. Ltd. who has designed the software fordatabase of IRIA gave a presentation aboutthe digitalization of database of IRIA Memberswhich was appreciated and approved by thehouse unanimously. It was informed that theautomation of database shall be ready byNovember. Dr. Bhupendra Ahuja suggestedto write Father’s name column in the databaseas per notification of registrar of societies.

Agenda No. 11 To launch the updatedconstitution of IRIA.

Dr. O.P. Bansal, President IRIA informed thehouse that as approved by the Central Counciland General Body meetings held atBhubaneswar, the constitution of IRIA hasbeen updated by the Constitution UpdateCommittee consisting of Dr. Arvind Jain, Dr.S.K. Bhargava, Dr. Harshad Shah, Dr.Bhupendra Ahuja, Members and Dr. PramodLonikar as member cum Convener of thecommittee, while President and Immediate

Past President were the ex-officio membersof the committee.

The updated Constitution was launched by theCentral Council. Dr. O.P. Bansal informed thatthe updated constitution would be sent to allthe members of the association.

Agenda No. 12 Consideration ofaudited accounts of 69th Annual Conferenceof IRIA, Bhubaneswar.

Dr. Pramod Lonikar, Secretary General IRIAinformed the house that the provisionalaccounts of 69th Annual Conference of IRIA,Bhubaneswar were published in the June 2016issue of IRIA New Bulletin for information andcomments of members.

Dr. Kamal Mohapatra, Organizing Chairmanand Dr. M.V.K. Rao, Organizing Secretarypresented the provisional accounts of the 69th

Annual Conference of IRIA held atBhubaneswar. Dr. Mohapatra thanked theoffice bearers, members of the organizingcommittee from center and state and CentralCouncil members for encouraging and helpingthem in organizing a successful conference.He informed the house about the details ofincome and expenditure of the conference.He said that there were 1700 registereddelegates for the conference. He added thatsupport from the trade was not good. The totalprofit from the conference is Rs 45,24,942/-.Dr. Kamal Mohapatra further added that thisconference has proved that a nationalconference of IRIA can also be organized inthe budget of Rs 3.5 to 4.0 crores. The houseappreciated the same.

Dr. O.P. Bansal said that if there were moredelegates, the expenditure would have beenin the same range and rate of profit wouldhave been same. He added that the ScientificProgramme, food and transport arrangementswere excellent in the conference. He furtheradded that this conference has proved thatan annual conference with 2000 delegates

can be organized in the budget of Rs 4.5crores. The saving percentage inBhubaneswar conference is good. On queryfrom Dr. Shailesh Kore, Dr. Bansal saidinformed that the accounts were published inthe News Bulletin for information andcomments of members. If we receive anycomment from members, they are sent to theorganizers for clarification and again put upin the CCM and GBM to be held during theJaipur conference for approval. Dr. Bansalfurther informed that the IRIA HQ did not findany problem in the accounts of theBhubaneswar conference.

The local organizing committee membersincluding Dr. Kamal Mohapatra, Dr. MVK RaoDr. B.M. Swain presented a cheque of Rs 17.00lakhs on account of part of 50% share fromthe savings of 69th Annual Conference of IRIA.They also presented a cheque of Rs 10.00lakhs which given to Odisha state chapter asseed money for organizing the conference.Dr. Mohapatra said that the balance share shallbe given to IRIA HQ when the final accountsare settled. The house put on record thespecial appreciation to the organizingcommittee of 69th Annual Conference of IRIAfor organizing a successful conference.

Dr. O.P. Bansal said that these are provisionalaccounts and the final balance sheet shall beprepared and published in the next issue ofNews Bulletin and accounts would be put upin the annual CCM and GBM to be held atJaipur.

Agenda No. 13 Consideration ofpending audited accounts of 68th AnnualConference of IRIA, Kochi.

Dr. O.P. Bansal, President IRIA informed thehouse that the matter of consideration ofaudited accounts of 68th Annual conferenceof IRIA held at Kochi was discussed at lengthin the Central Council and General Bodymeetings of IRIA held on 20th January and 22nd

January, 2016 at Hotel Swosti Premium,

Bhubaneswar respectively. The followingthings were decided in those meetings:

1. The Organizing Secretary shall sendall the MOU and Work Contracts with all theHotels, Travel Agents, Event Manager, EventManagement Company, and Vendors.

2. The observations made by CA of IRIAshall be forwarded to the Organizing Secretaryfor the necessary clarifications at his endalong with all documentary proofs.

3. The IRIA HQ shall again send all thequeries raised in past for the needful at theend of organizing secretary. The same wouldbe published in the February 2016 issue ofthe News Bulletin as a part of minutes ofmeeting.

Dr. O.P. Bansal informed the house that asdecided in the CCM and GBM held atBhubaneswar, Dr. P.C. Shaji, OrganizingSecretary had been sent all the queries asmentioned above. We had asked forclarifications from the organizing committee asthere is a clear prima facie evidence that themoney collected on behalf of the ordinarymember of IRIA has not been spent judiciously.The organizing committee had not been ableto give any satisfactory reply to the queriesraised by IRIA HQ so far. Dr. O.P. Bansal furtheradded that the funds collectively belong to theordinary member of the IRIA and have to bespent to facilitate the academic advancementof the members and welfare of the organizationin the form of savings generated from theconference. The organizer thus act as thecustodian of the funds and must spend everypenny wisely and judiciously to achieve theabove stated twin objectives. Once the serviceprovider is finalized, a rate contract is signedbetween the organizers and the serviceproviders which clearly list the scope ofservices and the rates for the same. Theorganizers have neither followed the dueprocess nor done due diligence beforefinalizing the work order and rates of various

vendors and services. There are nodocuments to substantiate that the organizersencouraged competition by inviting quotationsfrom multiple vendors for any of the services.Instead they preferred to appoint one eventorganizer i.e. M/s Executive Events withoutfollowing any due process. The letter ofappointment of the Event Manager does notbear any date. Also there is no mention of themutually agreed upon rates for the serviceswhich were to be sourced from the EventManager. Dr. O.P. Bansal further added thatthe documents submitted by the organizingcommittee are available with the central officeand can be inspected by any Central Councilmembers if they desire.

Dr. O.P. Bansal informed the house about thefollowing gross irregularities observed in theaccounts of Kochi conference.

1. Matter of double claim by Dr. Mohanan K.,Organizing Chairman and Dr. P.C. Shaji,Organizing Secretary.

Both of these office bearers made doubleclaims while attending the Central Councilmeetings held at IRIA House, New Delhi in Julyand November 2014. The claims were madefrom the conference accounts as well as IRIAHQ. In their reply, they have feigned ignoranceregarding the double claim and attempting toblame the event organizer for the same. Thisis gross irregularity and mere ignorancecannot be base of any reply.

2. Different billing on same invoice.

The IRIA HQ is in possession of two invoicesbearing the same invoice number and dateBill No. 746/02/2014-15 dated 28.02.2015 andAmount Rs 11,46,194.00. The same Bill wassent initially in December 2015 and the totalamount was Rs 11,46,194.00. Thesubsequent copy received by IRIA HQ on 23rd

May, 2016 had total bill amount of Rs18,08,451.00. How a bill, which has already

been paid and audited can have two differentamounts.

3. Wasteful expenditure and pick and chooseapproach by the organizing committee inreimbursement to NRI faculty.

Whereas it is stated and well understoodprinciple that travel reimbursement is madeto the selected international faculty of reputeupto 10 as approved by the Central Office andno claim reimbursement is given to approx sixNRI faculty.

4. Delegate Bags

The organizers had ordered for 4000delegates (3500 + 500 vanity bags). The totaldelegates in the conference wereapproximately 1750 and even if you includetrade delegates count, this cannot exceed2200. Originally, the price of bag was fixed atRs 580/- which was increased to Rs 625/- bythe organizers citing the marginal increasedcapacity of the bags. The organizingcommittee did not negotiate with the vendoras it is common knowledge the cost of marginalalteration is absorbed by the vendor whensuch a huge order is placed.

5. Generator Hire Charges Rs 4,42,080/- andDiesel Consumption ExpensesRs 12,65,640/-.

On an average 16 generators of 125 to 250kva has been installed in trade, registrationand dining area which is quite exorbitant as inDelhi, Agra and Bhubaneswar conferencesonly 4-5 generators had been installed anddiesel consumption was in the range of Rs 2lakhs to Rs 4 lakhs, as such the claim forgenerator and diesel expenses are very highlyinflated and appear fictitious. Also on scrutinyof receipts of petrol pump, it has beenobserved that there are gross irregularities inreceipts. E.g. Receipt No. 6273 is issued on31.01.2015 and Receipt No. 6113 has beenissued on 1.2.2015. There are many receipts

like this which proves irregularity that thesereceipts were manipulated.

6. Airport Transfers

Most of the transfers have been shown assingle transfer, but in real most of the transferswere multiple faculty transfers. Rs 1,800/- perpick up and Rs 1,800 per drop has beencharged. Dr. O.P. Bansal gave his examplewhere he was picked up along with Dr. RaghavAggarwal, Dr. V.N. Vara Prasad and Mrs. VaraPrasad, Dr. Sunil Kumar Puri but all has beenbilled separately. He said that no countercheck was done on local transport billings. Thetotal guests picked up were multiplied by Rs1800/-. A prudent way is to hire the vehicle onfixed charges for fixed hours which is Rs 1,800/- for 8 hours.

7. Audio Visual

The routine expenditure on audio visual in lastthree conference are in the range of Rs 9 toRs 16 lakhs, but in Kochi conference theexpenditure has been shown to be Rs 30lakhs.

8. Excessive man power over paid

Close scrutiny of manpower at registrationcounters reveal approximately 40 personsdeployed at registration counters, which isquite exorbitant as maximum rush inregistration is in first two days and in last twodays only two counters were functioning. It isquite surprising how 40 persons can bedeployed in that area. Also computeroperators, system operators hall incharge,hall managers, run around boys etc has beenpaid more than four times of normal rates. It isclear cut case of fictitious deployment ofmanpower apart from excessive billing for eachperson.

9. Hotel

The copy of contract is not a contract but aquotation. There are no signatures of localorganizers on the same.

In quotation, conference package ismentioned which always include Lunch,Morning/Evening Tea with cookies andconference hall. While in bills tea/coffee hasbeen charged – total bill amounting to approx.Rs 5 lakhs.

The Hall rates have been given for Rs 16lakhs, which is absolutely wrong.The Dinner rates are very high Rs 1,500/- +Rs 350/- + taxes

10. Executive Events

All quotations are bogus. There is no date onany of the quotations. Quotation and final billshave similar figures. How is it possible? Itproves that these have been manipulated.

Prices of jobs done by Executive Events arealmost double or more (as per market price).Total bill is Rs 1,26,52,588/-, which includesfabrication job, Generators, Audio Visual,Signages, and Venue arrangements. Thereis no copy of contract between the organizersand Event Manager, rather a letter ofappointment.

Secretariat operational charges + officestationery Rs 3,70,000/-, which is exorbitant.

The Website Development and Managementcharges are Rs 3,21,700/- which is exorbitant.

Photography Charges are Rs 3,00,000/- whichis too high.

Internal meetings of Organizing Committee:

Scientific Committee meetings= Rs 6,49,630/-

A sum of Rs 3,94,992/- has been paid assalaries which is too much and what for whenstaff of Event Management Company wasthere.

Dr. O.P. Bansal said that the details of all thesegross irregularities have been sent in detailsto all the Central Council members for theirinformation. He along with Dr. Jignesh Thakker,Dr. Pramod Lonikar and Dr. Bhupendra Ahujahas gone through the accounts of the Kochiconference in details and observed theseirregularities as mentioned above. Hepersonally feels that there are certain grossirregularities in the accounts of the Kochiconference and Central Council should takea call and action on these irregularities.

Dr. Bhupendra Ahuja said that he has gonethrough the accounts of the Kochi conferencein details and found many irregularities likeno contract/MOU/Quotation/Work order withvendors like Event Manager, Hotels, audiovisual, Generator/diesel cost, internal meetingexpenses, excessive man power etc., andthese have already been pointed out by Dr.O.P. Bansal. Dr. Brig. Sudhir Saxena said thatthere are many wasteful expenses which havebeen done by the local organizers whichcannot be justified at all.

Dr. Shailesh Kore said that the Central OfficeIRIA and local organizers both are equallyresponsible for the irregularities happened inthe accounts of the Kochi conference. Dr.Bansal said that the Central Office IRIA wasnot sent any Quotation/MOU/Contract to besigned by Dr. Rajesh Kapur as OrganizingChairman and he as Organizing Secretaryfrom IRIA HQ and cheques above Rs 5.00lakhs for signatures, then how can they bemade responsible for the irregularities which

have been committed by the local organizingcommittee.

In his reply, Dr. P.C. Shaji, OrganizingSecretary of local organizing committeeexplained the house that the overall profit ofthe Kochi conference is much higher than thelast conference. In Bhubaneswar conference,there was a lot of discussion whether they sentthe documents as required by Dr. O.P. Bansalas Dr. Bansal said that IRIA HQ did not receivethe documents. In fact, he had sent all thedocument as required by IRIA HQ. As per thereport of IRIA auditor, he has mentioned thathe has seen all the quotations and bills butthere are no signatures in it which means thatall the documents were received by IRIA HQand Dr. Bansal had already seen those but inthe CCM/GBM he told that he had notreceived. Also there were only five vendorsfor the conference. All the documents weresent to IRIA HQ on 20th November 2015. Therehad been many communications with Dr. O.P.Bansal & other office bearers and localorganizing committee about the progress ofthe conference. Dr. O.P. Bansal also came toKochi to inspect the progress and he did notcomplain about anything at that time. Thequotations and budget was provided to Dr.Bansal on 21st December, 2014. During hisvisit to Kochi, Dr. Bansal also met all thevendors there. At no point of time Dr. Bansalpointed out about higher rates or any otherproblem. After the conference, he did notcomplaint anything but after a year hecomplained, which he should have pointed atthat time only. Dr. Shaji further added that theexact numbers of registrations for theconference were 2868 but Dr. Bansal hasmentioned it as 1750. Dr. Shaji further saidthat he is surprised to hear about Dr. AnilKhosla who was faculty in the conference butaccording to Dr. Bansal’s, he did not attendthe conference.

Dr. K. Mohanan, Organizing Chairman of theKochi conference said that the 68th Annual

Conference was allotted to Kerala statechapter in Indore conference as perconstitution of the association. As per theguidelines, the national President andChairman of local organizing committee wereOrganizing Chairmen while national SecretaryGeneral and organizing secretary from thestate were Organizing Secretaries toorganizing the conference. Therefore, theconference was organized by Dr. K. Mohanan,Dr. Rajesh Kapur as Organizing Chairmen andDr. O.P. Bansal and Dr. P.C. Shaji as OrganizingSecretaries. Now Dr. O.P. Bansal, one of theOrganizing Secretaries is making thecomments and Dr. Shaji has replied hisqueries. Dr. Rajesh Kapur, OrganizingChairman has not made any comments so far,therefore there was no need for him to replyas Organizing Chairman of the conference.Dr. Mohanan further added that thepercentage of profit of Kochi conference is14.7%. He further said that we are theRadiologists and not professional organizers.If he and Dr. Shaji would have stationed inKochi, they would have organized theconference in a better way. When he searchedabout diesel consumption in Kerala, and foundthat the diesel consumed in the conference ismuch less. Regarding Dr. Anil Khosla, Dr.Rajesh Sharma had confirmed him that theytravelled in the same Car. He further addedthat the main agenda point should have beenPC & PNDT Act and not the accounts of theconference. IRIA has lost a case in Delhi HighCourt. Dr. Jignesh Thakker objected to thisand said that IRIA has not lost the case. Dr.Shaji was asked to stick to the agenda andanswer the issues raised on the accounts ofthe conference. Dr. Mohanan said that thisissue was raised because he is one of thecandidates in the election. This allegation ofDr. Mohanan was objected by the membersand he was asked to withdraw his statement.

Dr. P.C. Shaji further said that the audio visualcost is not what Dr. Ahuja has calculated toRs 30 lakhs but it is Rs 15 lakhs. Regardingmanpower, Dr. Shaji clarified that in Kerala

there are migrated workers/labour who chargemuch as compared to other cities in thecountry and therefore the rates at Keralacannot be compared with other places. Dr.Bhupendra Ahuja pointed out the unit pricewas not mentioned in the bills of audio visual.Many things like Lights, dimmer and screenshave been charged extra. All the manpowerrequired for AV is also charged separately.

Dr. Rajesh Kapur said that Dr. O.P. Bansal hasvery meticulously gone into the details of theaccounts of the Kochi conference andobserved certain issues which he alsoendorses and he has nothing much to add tothis as it will create another story.

There was a long discussion on this matter.Almost all the Central Council Membersparticipated in the discussion and gave theiropinion.

After a long discussion, it was observed thatthere are certain irregularities in the accountsof the Kochi conference and thus it wasdecided to form a committee who will look intothe discrepancies. The following committeewas formed:

Thecommittee shall also submit itsrecommendations to streamline the processof organizing the future national conferences

in term of budgeting, finances, protocols forspending funds etc., so that there is nowastage of the conference funds. Thecommittee shall submit its report within twomonths from the date of July CCM. It was alsodecided that the report of the committee shallbe binding to all. The house approved theabove committee.

Agenda No. 14To consider about ongoingrelations of IRIA with International Societiesand its status.

Relations with AOSR: Dr. Pramod Lonikar,Secretary General IRIA informed the housethat the relations with AOSR are good as ontoday. There are issues regarding organizingof AOCR 2016, which are being taken up atExecutive Council and General Assemblymeetings of AOSR to be held at Beijing duringAOCR 2016.

Relations with ISR: Dr. Pramod Lonikar,Secretary General IRIA informed the housethat there are no professional relations with‘International Society of Radiology” (ISR) asdecided in past. We are not paying annualsubscription to ISR for last two years.

Relations with KSR: Dr. Pramod Lonikar,Secretary General IRIA informed the housethat the relations with Korean Society ofRadiology (KSR) are very good. KSR invitesPresident IRIA in its annual conference andprovides registration and accommodation.KSR also provides fellowships to themembers of IRIA.

Relations with ESR: Dr. Pramod Lonikar saidthat the relations with ESR are fine now. Theissue of relations between ESR and IRIA wasdiscussed by Dr. O.P. Bansal, President IRIAwith President of ESR during his visit to attendECR 2016. It was decided to forget thecontroversy happened in past and start freshrelations between ESR and IRIA. He had askedDr. Bansal to send a list of faculty from Indiafor ECR 2017, and a list of 25 speakers from

IRIA was sent to ESR. Six speakers from IRIAnamely Dr. Bhavin Jankharia Dr. Sunil KumarPuri, Dr. P.K. Srivastava, Dr. N. Khandelwal,Dr. Palle Lalitha, and Dr. Chidambaranathanhave been selected as faculty from India forECR 2017.

Relations with CSR: Dr. Pramod Lonikar,Secretary General IRIA informed the housethat the relations with Chinese Society ofRadiology are good. They have invitedPresident IRIA for their annual conference tobe held in October and providing registration,accommodation and air travel.

Relations with RCR: Dr. Pramod Lonikar saidthat the relations with Royal Collegeof Radiologists have deteriorated after theFRCR episode.

Relations with SAARC Societies: Dr. PramodLonikar said that the relations withRadiological Societies of SAARC countrieshave been terminated by IRIA.

Agenda No. 15 To consider the report ofConference Guidelines Committee.

Dr. Pramod Lonikar, Secretary General IRIAinformed the house that as decided in the CCMand GBM held at Bhubaneswar, the report ofConference Guidelines Committee waspublished in the February 2016 issue of IRIANews Bulletin for information, comments andsuggestions of members so that it can be putup and discussed in the July CCM.

Dr. Pramod Lonikar further added that we havereceived emails from Odisha state chapter ofIRIA proposing to include Bhubaneswar as oneof the fixed venues from east zone and AndhraPradesh state chapter to include Vijyawada(Amravati) as fixed venue from central zonefor organizing the annual conference of IRIA.

It was decided that the new venues in thezones shall be considered when this report is

approved by GBM and guidelines areimplemented.

On query from members, Dr. O.P. Bansalclarified that zonal system has already beenapproved in principle by GBM held at Kochithrough an amendment and new guidelinesare being formulated by the ConferenceGuidelines Committee. He read the minutesof the General Body meeting held at Kochi forclarification of members. He further added thatthe committee has formulated the modalitiesw.r.t. size and demography of the zones andguidelines for organizing the conference. Ifthese guidelines for organizing the annualconferences in zones are approved by theGeneral Body, then the annual conferencewould be held in zones as per new guidelines.

It was decided by the house to put up thereport of the conference guidelines committeein the next GBM to be held in Jaipur.

Dr. Pushpraj Bhatele, Dr. Rajesh Sharma andsome other members had observations thatany state chapter cannot be denied for hostingannual conference. Dr. O.P. Bansal said thatit is the decision of the General Body of IRIAwhich cannot be challenged in the CentralCouncil meeting and new amendment can bebrought by the members if they want to changeit.

Agenda No. 16 To discuss participation of IRIAmember faculty in the societies having conflictof interest with IRIA and training of non-radiologists by IRIA faculty.

Dr. Pramod Lonikar said that many of themembers of IRIA have joined FOGSI, IFUMB,MSK Ultrasound Society etc apart from IRIAbecause these associations also pertains toRadiology and Imaging practices. However,their membership criteria w.r.t. qualification isdifferent as that of IRIA. Dr. Jignesh Thakker said that this issue startedwhen Dr. S. Suresh made comments againstpress statement of Dr. O.P. Bansal, PresidentIRIA regarding qualifications required toperform Ultrasound. Also the other societieslike FOGSI, IFUMB, Fetal Medical Society etc.are saying rubbish against IRIA. He said thatwe have to deliberate on this point and takenecessary action. Dr. Ram Baksh Sharma saidthat we should not be teaching the nonradiologists who are fighting the court cases

against IRIA. He further said that IMA andother organizations is giving shelter to non-radiologists and has gone to court againstIRIA.

Dr. O.P. Bansal informed the house that afterthe impugned judgment of Delhi High Courtaccording to which every MBBS can doUltrasound, IRIA has filed SLP in the Hon’bleSupreme Court of India, whereby we haveasked the Hob’ble Court to specify who iscompetent to do Ultrasound. IRIA have urgedthat Ultrasound should be done as per MCIAct. Dr. Bansal further added that with the helpof Dr. Harshad Shah, a delegation consistingof Dr. O.P. Bansal, Dr. Harshad Shah, Dr.Jignesh Thakker, Dr. Rajesh Kapur and Dr.Raghav Aggarwal visited Dr. Jayshree Mehta,President of MCI and submitted memorandumregarding qualification required to performUltrasonography. Also with the help of Dr. R.K.Mathur, we have also met Mr. Mukul Rohatgiand briefed him about the matter.

The matter was debated at length. After a longdiscussion on this matter, it was decided bythe house that members of IRIA shall notprovide any training in Ultrasonography tonon-radiologists, otherwise action shall betaken as per constitution of the association.

Agenda No. 17 To consider the report ofcommittee for promoting E-voting.

Dr. Pramod Lonikar said that as decided inthe CCM & GBM held at Bhubaneswar, acommittee consisting of President, PresidentElect and Secretary General had beenworking to find the modalities to promote andimplement 100% e-voting. In the GBM held atBhubaneswar, it was also decided to continuewith present E-voting system (optional) in theelections of office bearers of IRIA and ICRIbeing held this year. We had sent more than8 emails to all the state chapter Presidentsand Secretaries to provide the email ids andmobile numbers of the members of their statechapter whose data is not available in records

of IRIA HQ. We received the data from somestate chapters like Delhi, Tamilnadu,Chandigarh, Andhra Pradesh, Telangana,Maharashtra, Uttrakhand, Himachal Pradesh,UP, Rajasthan, Goa, Jharkhand andChhattisgarh. Tamilnadu state chapter sentmaximum data and it is 92% complete. Atpresent we have mobile Nos. of 6232 voters,while e-mail ids of 6534 voters as on today.Many state chapters are finding it difficult tocollect data of many members who are nottraceable. Until we get email ids and mobilenumbers of all the eligible voters, we cannotstart 100% e-voting otherwise a significantnumber of voters will lose their right to vote.

The report of the committee on e-voting waspassed by the house unanimously.

Agenda No. 18 To consider the suggestionsreceived on the guidelines of “Shri K.R. GuptaLife Time Achievement Award”.

Dr. O.P. Bansal said that as decided in theCCM, the suggestions on the guidelines of“Shri K.R. Gupta Life Time Achievement Award”were invited from Central Council Memberson e-mail and published in the February 2016issue of IRIA News Bulletin for information ofmembers. He briefed the members about thisaward.

Dr. O.P. Bansal further added that as permajority of suggestions received frommembers, we can give this Life TimeAchievement to two senior most members asper their age and achievements. The selectionwould be done by the committee consisting ofPresident, President Elect, Immediate PastPresident, IRIA. The Secretary General IRIAshall be convener of the committee. He furtheradded that the family of Shri K.R. Gupta hasconsented for this change in the criteria ofselection.

It was unanimously approved by the housethat Shri K.R. Gupta Life Time AchievementAward would be awarded to two senior most

members as per their age and achievements.The selection would be done by the committeeconsisting of President, President Elect,Immediate Past President IRIA as memberswhile Secretary General as Convener of thecommittee. It was also decided by the housethat this would be put up before the GeneralBody meeting to be held at Jaipur in January,2017 for ratification.

Agenda No. 19To consider the progress ofIRIA Fellowships in Body Imaging, MSK, Neuro-imaging and Fetal Imaging.

Dr. O.P. Bansal informed the house about thefellowships programmes and theircoordinators. He said that Dr. Brig. ChanderMohan is the coordinator for the fellowshipprogramme in Body Imaging, Dr. DeepakPatkar for MSK, Dr. N. Chidambaranthan forNeuro-imaging and Dr. Nitin Chaubal is thecoordinator for fellowship in Fetal Imaging.

Dr. O.P. Bansal further informed that Dr.Deepak Patkar has made the guidelines forone year fellowship in MSK. Dr. Brig. ChanderMohan has done a lot of work in fellowship inBody Imaging. However, we have not receivedany report from Dr. N. Chidambaranathan andDr. Nitin Chaubal and we shall write them todo the needful at earliest. It was decided thatthe complete report of these fellowships shallbe presented in the November CCM.

Agenda No. 20 Consideration of progressreport of 70th Annual Conference of IRIA,Jaipur.

Dr. M.P. Goyal, Organizing Secretarypresented the progress report of 70th AnnualConference of IRIA, Jaipur. He gave theinformation of dates of the conference 5th to8th January, 2017 and venue Birla Auditoriumat Jaipur. He said that till date 1700 delegateshave been registered for the conference whichincludes 300 spouses and children. He alsoinformed about the venue, hotels, transportfacilities and trade exhibition. said that Papers and Posters can be uploadedon the website of the conference. Invites havebeen sent to international and some of theNRI speakers and they will get confirmationsoon. For Members and Faculty, theorganizing committee has booked threehotels. He further informed that most of thehotels booked for the conference are in therange of three kms. The MOU with the hotelsis being forwarded to IRIA HQ. Also the bankstatement is sent to IRIA HQ every month. Thesecond brochure is in process and shall besent to members soon. The Hotel rates aresame to the organizing committee andmembers. Dr. Rakesh Mishra said thatdelegates should be provided all the facilitiesand organizers should not merely aim at profit.

Dr. M.P. Goyal further informed the house thatthe Organizing Committee is working very hardto make the conference successful. Herequested all the members to attend theconference in large number and make itsuccessful.

Agenda No. 21 Consideration of progressreport of AOCR 2018.

Dr. Jignesh Thakker, Organizing Chairman ofAOCR 2018 presented the progress report ofAOCR 2018. He said that the dates of theconference are from 25th to 28th January, 2018and venue is The Renaissance, Mumbai. Thewebsite of AOCR 2018 has been designed andaddress is www.aocr2018.com. The venue‘The Renaissance Mumbai Convention CentreHotel’, a Marriott Luxury and Lifestyle Hotel,offers a luxury retreat in the heart of India’smost vibrant cities. Rooms have been bookedin Renaissance and Marriot Hotels. Thescientific programme is being made. Variousvendors are being short listed and the detailsof vendors shall be presented in the nextCCM. The progress report of AOCR 2018 waspassed by the house unanimously.

Agenda No. 22 Consideration ofreport of IREP/IRIA CME Programmes.

Dr. O.P. Bansal informed the house that thereports of IREP and CME programmes havealready been mentioned in the report ofCentral Office.

Agenda No. 23To consider proposal forstarting ‘Distinguished Service Award’ for asenior person from Healthcare Industry whohas served the medical industry for more than40 years.

Dr. O.P. Bansal informed the house that it hasbeen proposed by IRIA Office for starting‘Distinguished Service Award’ for a seniorperson from Healthcare Industry who hasserved the medical industry for more than 40years.

After a discussion, it was decided by thehouse that instead of this award, the best stallshould be awarded during the national annualconference of IRIA.

Thimmaiah is not eligible.

1. Proposal from MSBIRIA for staring “Dr.Kishor Taori Gold Medal for Best CompetitivePaper” in the Annual Conference of IRIA.

Dr. O.P. Bansal informed the house that theIRIA HQ has received a proposal fromMaharashtra state chapter for starting “Dr.Kishor Taori Gold Medal for Best CompetitivePaper” in the Annual Conference of IRIA. Heinformed the house that Dr. Kishor Taori isnot keeping well. The family of Dr. Kishor Taorishall contribute a sum of Rs 5.0 lakhs asCorpus Fund for starting this award.

Dr. O.P. Bansal further added that this proposalhas been discussed in the executives of IRIAand it has been decided that there shall betwo competitive papers (i) Best CompetitivePaper in Ultrasound and (ii) Best CompetitivePaper in CT/MRI. The credential committeeshall scrutinize five applications for this award.The best two candidates shall be presentedthe award.

The house approved “Dr. Kishor Taori GoldMedal for Best Competitive Paper” in theAnnual Conference of IRIA unanimously.

2. Email received from Dr. RaghvendraBhat.

Dr. O. P. Bansal said that he has received anemail from Dr. Raghvendra Bhat with his pointsas:

1-The remuneration to the central councilmembers should be increase from the presentsecond class railway fare to minimum airfare.The members are not getting even fifty percentof the airfare they pay. Please consider this.

2-At present in the state associations the statecouncil members are fixed as six. When themembers number is increasing it isunfortunate, instead it should be modified asone state council member per hundred lifemembers.

3-the term of a life member to become stateor central council member should be restrictedto three times. This is to encourage newmembers to become office bearers.

4-The fee to become Life member of IRIAshould be made Rs.10,000 (Ten thousand)

Dr. O.P. Bansal said that the IRIA has examinedthese suggestions and for first suggestions itis not practically possible to increase the TAof CCM to air fare. We cannot control the ratesof air fare as it increases with time. Membersmay or may not book their tickets at earlystage. It was decided by the house that thepresent system should continue forreimbursement of TA of CCM Members. Alsothe other points were not considered by thehouse as these pertain to amendments in therules and bye laws.

3. Insurance for cases under PC & PNDTmatters.

Dr. Samir Gandhi said that there is noinsurance under the PC & PNDT Act if aRadiologist is booked for contravention of theact. He has negotiated with the insurancecompanies and the company has proposedthat the Radiologists who are members of IRIAcan be insured for any cases under PC &PNDT Act. This has been agreed in principleby the insurance company and only rates ofpremium shall be decided soon. The housefelt that this is a very good proposal and shouldbe considered by IRIA after examining it whenreceived from the company. The same shallbe sent to all the Central Council membersfor their opinion. After getting feedback fromCentral Council members, IRIA HQ shall takea call on this proposal.

4. Dr. O.P. Bansal informed the membersthat Dr. Chandrasekhar Sohoni is the Co-coordinator for PC & PNDT matters and if thereis any notice from Appropriate Authorities, theycan consult with Dr. Sohoni on the matter.

Dr. Chandrasekhar Sohoni said that membersshould understand how to respond to thenotices received under PC & PNDT matters. Ifmembers have any doubt about the reply tobe filed the authorities, they can write to him.

Dr. U.C. Garga pointed out that there isdifference in implementation of PC & PNDTAct in Government and Corporate Hospitals.

On query from members, Dr. O.P. Bansalinformed that Mr. Vikas Singh is our legalcounsel in our cases in Supreme Court of

India. The house approved the sameunanimously.

5. Ratification of suspension of Dr.Madan Lal Ratan and Dr. Arun KumarChauhan, members from Delhi state chapter.

Dr. O.P. Bansal said that Dr. Madan Lal Ratanand Dr. Arun Kumar Chauhan were caught redhanded doing sex determination testconducted by authorities. Delhi state chapterof IRIA has suspended their membership. Thehouse unanimously ratified the suspension ofmembership of Dr. Madan Lal Ratan and Dr.Arun Kumar Chauhan.

6. Dr. O.P. Bansal informed the houseabout IRIA CME on Fetal Imaging in Gurgaon.He requested the members to attend the CMEin large number.

7. It was suggested that KSR should sendsenior speakers for KSR-IRIA FriendshipSymposium.

8. Dr. Bansal said that he is thankful toCentral Council Members who came in largenumber to attend the KSR-IRIA FriendshipSymposium. The Registration was free for theCentral Council members from the proceedsof the Symposium. Also The Breakfast, Lunchand Dinner was arranged from to proceeds ofthe Symposium.

Dr. Kishor Taori, Professor & Head of theDepartment, Government MedicalCollege, Nagpur, left for heavenly abodeon 31 August 2016. He was 59 years old.A dedicated teacher, disciplinedadministrator and a dashing leader havingmade immense contributions to theradiology fraternity. He completed hisMBBS, DMRD and MD from GovernmentMedical College, Nagpur in 1978 andembarked on a tenure of teachingprofession as a committed teacher in thedepartment of his alma mater. Soon byvirtue of his creative vision, administrativeprowess and phenomenal work he madeit into one of the best RadiologyDepartments in the country. For seventeenyears Bade sir as he was known to hisPG students he guided, motivated andshaped the destiny of many buddingradiologists. His mantra for success tothem was put your heart, mind & soul even

in the smallest act. For himself he lived bythe code let your work speak for you.

He has numerous Publications, guestlectures and presentations in various statelevel, national and internationalconferences to his credit. He has writtentwo books “ Distant Learning Course inRadiology” “Xray – Manavjatila Vardaan“ for students and general practitioners. Healso started “Fellowship in InterventionalRadiology”, First of its kind in allGovernment Medical Colleges ofMaharashtra. Always one to push theenvelope he took on many additionaladministrative assignments in his zeal toserve the society. Whether as a Memberof Medical Council of India or MemberNAAC, Peer team for inspection ofdeemed universities or as Chairman,Teacher’s TEQ committee of MedicalCouncil of India he implemented many

Having legendary leadership qualities heexcelled in his various illustriousassignments as President of SAARCRadiology Association (2010), Presidentof Indian Radiological & ImagingAssociation, 2010, President of NagpurBranch of Indian Medical Association forthe Year 2005, Director of IMA’s A.K. SinhaInstitute of Medical Sciences, New Delhi(2005-6) and President of MaharashtraMedical Council for a period of 5 yearsfrom (2011-2016). In each one of theseassignments he inspired and broughtabout key reforms. Specially during histenure MMC became the first Digital,Paperless Medical Council, Worked intandem with UNFPA, State Government& NGOs for effective PC & PNDTImplementation, Reached out to 80,000doctors for sensitization about ethicalpractices and Made CME updatecompulsory for periodical renewal oflicenses as per global norms. Dr VivekDivekar Memorial State LevelIntercollegiate Radiology Quiz,the SAARCRadiology Conference in 2010 and theInternational conference on recent trends

in radiology in Dec.2004 at Nagpur toname a few in a long list are all initiativesthat Dr Taori essayed in his legendarywork for the medical fraternity to it’s finesttone. He initiated e-voting in IRIA duringhis term as national president.

He was conferred “Rama PurushottamGold Medal” by R.T.M. Nagpur University,National award at Bhuvaneshwar,Orissafor medical education & research in2004.Dr. M.S Dwivedi Memorial OrationAward in March 2007 at Indore, IMADiamond Jubilee IDPL Award in 2008,National “ Ranbaxy Oration Award” at thehands of Chief Minister Mr.Rossaiah atHyderabad in 2009.” IMA Dr. I. VenkataRao Oration Award” for the year 2009-10 at Imacon, Jaipur.

His phenomenal work that he scripted withgreat love and great commitment, hisselfless service for society and radiologyprofession will be an illuminating footnotefor generations to come and will continueto inspire everyone.

In Memoriam

We are shocked by the sad & untimely demise of Dr. K. Janakiraman of Sivakasi, whopassed away in Fire accident in Sivakasi, Tamilnadu.

Dr.Janakiraman, 32 years old, studied MBBS from Thanjavur Medical College &postgraduation in M.D Radiodiagnosis at Madras medical college & passed out of BarnardInstitute of Radiology in April 2016. He spent his whole life studying. 10 years of hard work tohave MBBS and MD degrees behind his name with lot of compromises. He became a lifemember of IRIA (575PLM/TN456A).

He was soft-spoken, very studious, and respectful to seniors. He did the tasks assigned tohim by his teachers and elders diligently. He was very helpful to his colleagues, friendly tojuniors and compassionate to his patients. He participated in various quiz and othercompetitions and won several awards and prizes. He was popular among teachers andjuniors. With all fancy opportunity to work in Chennai corporate hospitals, he decided toserve the people in his hometown and joined a scan centre at Sivakasi. There was a fireaccident in a cracker storage facility near the scan centre. The main exit of the scan centrewas on fire and there was no emergency exit. Dr. Janakiraman had bravely rescued eightantenatal patients after which he was trapped inside. He suffered from hypoxia due tosuffocation and died, leaving behind his wife and four year old son.

We pray The Almighty for courage & strength to his family. Tragedy can strike anyonesuddenly & unexpectedly. IRIA Social security scheme will help in case of such untimelyand unexpected events to our members. We request you all to ensure safety practices atwork place and enroll at the earliest in IRIA Social Security Scheme as a homage to theyoung departed radiologist. Rest In Peace.

RULE OF ELIGIBILITY TO BECOME MEMBER OF IRIA - SSS

Any Life Member of IRIA upto age of 65 years residing in India is eligible to become amember of this Scheme.

RULE FOR BENEFIT:

The Scheme is purely designed on brotherhood/sisterhood basis & we try to help thefamily members of IRIA on event of death of member. Death Benefit of the Scheme isliable only after completion of one year of membership of IRIA-SSS. However, nominee ofmember be entitled for such benefits if death of member occurs in accident even withinone year of joining the scheme.

NB 1. Demand Draft or at par Cheque payable at New Delhi will be accepted.2. M.O. or Cash will not be accepted in any circumstance.3. Send cheque or Demand Draft by Registered A.D. post only.4. Cheque or Demand Draft to be drawn in favour of “SOCIAL SECURITY SCHEME

of IRIA.”5. Life Membership of IRIA Head Quarter is compulsory.6. Form must accompany Certified xerox copy of (1) Birth Certificate, (2) P.G. Degree/

Diploma Certificate, and (3) Two passport size photographs.
