#1 Partnering with volunteers, community organisations, agencies and clubs

Milestone reached for Keeper’s Quarters restoration project

The former residence of the Keeper and his family on the Truganina Explosives Reserve in Truganina, is

being authentically restored through an innovative partnership between Council, volunteer groups,

community organisations and specialist contractors. Council has invested in quality slate roofing tiles and

has appointed specialist contractors to reinstate the roof to its original form. To celebrate the significant

milestone in the house’s restoration and its viability into the future - Council recently held a slate roofing

demonstration - followed by morning tea - to thank the volunteers and contractors for their contribution.

Representatives from the Friends of the Keepers Quarters, Hobsons Bay Men’s Shed, the National Trust,

the Arts Society, the Historical Society, the contractors and Council representatives were among those to try

their hand at slate cutting during the event.

Other Council-led works on the building include: repairing and rebuilding the eaves, decorative fascias and

bargeboards in keeping with the residence’s original architecture; rebuilding the back veranda; repairs and

installation of decorative features to the front veranda and doorway; removal of the inappropriate lean-to next

to the stables; timber repairs on stables; internal restumping; brick repairs, cleaning and repointing; re-roofing

and timber repairs to the garage and exterior sheds. A specialist heritage architecture firm is providing advice

to Council on the building works. To help maintain the level of authenticity, the firm is also advising the

volunteers on a series of projects ranging from the crafting of traditional timber fly screens doors and window

screens, the fireplace surround reconstruction, kitchen fit-out, painting, plastering, floor polishing and the

making and installation of new garage doors.

Eaves, decorative fascias, fretwork and bargeboards are being faithfully repaired and rebuilt true to the building’s late

19th century architecture.

Stencilling and signage project for shared spaces

Cyclists, walkers and people with dogs all use shared

trails, and the parks, reserves and open spaces in which

the trails are located. Community feedback has been that

signage is inconsistent and at times it is not clear who has

‘right of way’.

At the end of July, new signage and on path stencils were

rolled out in four locations – Cyril Curtain Reserve, Doug

Grant Reserve, PA Burns Reserve and the Bay Trail in the

Cheetham Wetlands Area.

The goal of the project signage, stencils and other

treatments at these locations is to:

- promote the concept of shared space

- classify dog use thresholds

- promote / encourage responsible cycling

- provide visible references to avoid conflicts

- educate about the impacts of dogs on nearby

conservation sites

The project has been developed in conjunction with the

local community and bicycle user groups. If successful, the

signage and stencilling will be rolled out to other sites.

Work for the Dole maintenance program

Laverton Bowling Club in Altona

Meadows is a Council

owned, club-managed site that

utilises the Work for the Dole

community program to undertake

some of the maintenance

requirements on-site. Hobsons

Bay City Council has supported

this program over the past 18

months by supplying mulch that is

spread by program participants in

the club’s garden beds. The most

recent mid-winter drop will help to

prepare the gardens for the

impending warmer spring

season.

She’s Game preventing violence against women

Council’s Sport and Recreation Officers have worked closely with the Community Health and Wellbeing team to apply for funding through the Municipal Association of Victoria (MAV) to facilitate the She’s Game initiative which is aimed at preventing violence against women. She’s Game is a sport club development program which promotes gender equity by increasing women’s participation and inclusion in local sporting clubs. The program is delivered in partnership with clubs to strengthen their club culture and create safer, more welcoming sporting environments for women and girls.

A key tenet of She’s Game is a three-session face-to-face education program for sport clubs covering topics including gender equity, governance and long term planning. The education is supported by a range of activities including a gender equity analysis of club policies, sustainability planning and resource development. If successful, the grant would fund a short term resource to collaborate with clubs to assess their sport related policies in terms of gender sensitivity. From there, recommended areas of improvement would be made to incentivise and increase female inclusion and participation in sport. Policy influences may include changes to fees and charges, conditions of use, ground allocation and capital works. The long-term goal is to increase female participation and inclusion in local sport clubs by creating a more gender equitable environment.

Grant applications aim to increase Hobsons Bay’s sporting facility outcomes The Assets, Sports and Recreation team is currently working on four grant applications that have progressed to the second stage of the Sport and Recreation Victoria grant application process. These include:

1. J.T. Gray Reserve Pavilion Redevelopment ($650,000) 2. The Altona Sports Centre Extension Feasibility Study ($50,000) 3. Loft Reserve Oval and Cricket Net Redevelopment ($100,000) 4. Donald McLean Reserve Female Friendly Facilities in Roy Picone Pavilion (up to $100,000)

Council is also working collaboratively with five other west metropolitan councils to submit an application in the planning category called women’s participation in sport and recreation in Melbourne’s west: An Action Plan for Change. The Councils involved are: Wyndham City Council (lead), Hobsons Bay City Council, Brimbank City Council, Maribyrnong City Council, Melton City Council and Moonee Valley City Council. Researching and applying for grant funding to supplement Council’s budget is proactively undertaken by the Directorate with the aim of increasing the quality, useability and functions that current Hobsons Bay facilities offer and to increase potential outcomes. Successful recipients of the above grants will be announced from November.

#2 Upgrading sport and recreation amenities

Sports club relocations deliver success for clubs, Council and the community A complex Sports Club Relocation Program underscored by three years of planning within the Recreation Facilities Team - culminated this winter season and delivered a range of successful outcomes for the clubs, participants, the community and Council. An analysis of the current versus potential usability of Bruce Comben Reserve in Altona Meadows was the initial driver. Who has moved where

Case study 1: Altona Roosters Rugby League Club was relocated from Loft Reserve in Newport having outgrown the two field site in the residential area – to Bruce Comben Reserve’s three field site. The move provides the Roosters with extra playing fields, additional change room space within the pavilion and car parking without impacting residents. Case study 2: Power House Rugby Union junior rugby club has been relocated from the single-field site at Langshaw Reserve, to Loft Reserve. As a result of the move, the club has gained an extra pitch and a redeveloped pavilion. Case study 3: The Langshaw Reserve site is now utilised by the Newport Power Junior Football Club and Barnstoneworth United Football Club in a shared-use agreement that has released pressure on their other respective amenities. The two clubs along with the summer tenant (the Altona Roosters Cricket Club) have worked constructively together.

Investment that made it happen

Significant investment has been made by Council in addition to securing grant funding to - upgrade, redevelop or expand each of the three sites. To ensure suitability for the new tenants the following works were undertaken. Bruce Comben Reserve, Altona Meadows: perimeter fencing and internal pathway connections – ongoing; Installation of 4 floodlight towers; pavilion redevelopment; irrigation installation; goal post installations and car parking redevelopment. Loft Reserve, Newport: pavilion redevelopment, goal post installation and fencing upgrades. Langshaw Reserve, Altona North: building renewal works, goal post installation, ground rectification works and installation of new cricket nets. Outcomes delivered

The investment of time, resources and funding in the Sports Club Relocation Program has delivered the following key benefits:

increases the number of uses that a facility offers

offers all abilities access amenities

offers female friendly facilities

#3 Designing open spaces

Conservation activities during winter

The Conservation Team manage 22 reserves across the Hobsons Bay municipality representing 242 hectares of land under management. Activities currently in progress at five of these sites and their key outcomes are highlighted on the map opposite and range from pest animal management and revegetation through to fencing. Some 15,000 plants have been planted this year at reserves across the municipality. The planting program allows the Conservation team to engage with the community in planting and ranges from small group sessions with friends groups through to large scale events such as National Tree Day on 31 July.

1,250 trees and shrubs planted at Truganina Park on National Tree Day Three environmental events took place in the Hobsons Bay Municipality in three different locations on 31 July to celebrate the Planet Ark National Tree Day – Australia’s largest community tree-planting and nature care event. Founded in 1996, the National Tree Day initiative provides an opportunity for people to do something positive for their local environment and community and to reconnect with nature. Hobsons Bay City Council’s Conservation team facilitated their 2016 Annual National Tree Day event at Truganina Park in Altona Park Drive, Altona Meadows. As a wetland area that’s home to local wildlife and birdlife, the planting day had the aim of increasing biodiversity and enhancing the local park. Approximately 180 community volunteers planted 1,250 trees and shrubs over a 6.5 hectare site. A Council Conservation Ranger also supported a group planting at Market Street Newport on National Tree Day where 350 plants were planted and mulched by around 45 volunteers.

Kororoit Creek Shared Trail Community Consultation

The Friends of Lower Kororoit Creek facilitated

another well-attended planting activity on National

Tree Day. This project took place in the area

known as the Urban Forest, located on the corner

of Blackshaws Road and Grieve Parade, opposite

Croft Reserve in Altona North.

At this event Council representatives took the opportunity to consult with the community to raise

awareness about Stages 2 & 3 of the 7.6km Kororoit Creek Shared Trail. Stages 2 & 3 of the trail

will run from Blackshaws Road in Altona North to Barnes Road in Altona North and is being funded

by Toyota as a legacy to the community. Construction starts in February 2017.

Car park upgrade and perimeter path is now complete at Brooklyn Reserve

As part of Council’s commitment to enhancing the Brooklyn community’s centrally located open space - stage one of a two-stage program at Brooklyn Reserve was completed on 22 July. A new 550 lineal metre x 2 metre wide perimeter path at Brooklyn Reserve now offers the community better access and connections. This is complemented by the recently completed upgraded car park which provides increased parking capacity, up from 21 to 27 bays.

Presentation to Brooklyn Community Reference Group Council’s Brooklyn Reserve Improvements project was presented to the Brooklyn Community Reference Group (BCRG) meeting on 27 July. Local residents, community groups, officers from neighbouring councils and the Environment Protection Authority (EPA) were among the 60-70 people in attendance at the BCRG open forum, which has been operating since 2008. The forum provides an opportunity for members of the community, industry, local and state government to discuss issues about the air quality of the general Brooklyn area. BCRG attendees were provided with an overview of the project covering funding; proposed plans, the site and scope; and the timelines for consultation, design and construction. A dedicated station was also set up to capture feedback and to provide further information.

#4 Protecting the foreshore

W.G. Cresser Reserve safety, access and improvement works now complete A series of works have now been completed at Cresser Reserve in Beach Street, Seaholme comprising:

a new revetment wall - starting at Beach Street in Seaholme and extending along Cresser Reserve to the Cresser Reserve Jetty

a new access ramp to the beach area at Cresser Reserve on Beach Street and the installation of a new viewing platform

a new 40m section of shared pathway has replaced pathway that was washed away in previous storms

new landscaping along the Coastal Trail between the access ramp and the new shared pathway

Council has received positive feedback from the community on the design and choice of bluestone material for the seawall and rock revetment and the quality of the craftsmanship. Collectively, these solutions deliver a raft of benefits to the community including:

improving cycling and pedestrian connectivity

improving foreshore access

adding to recreational value through the installation of a new viewing platform

protecting the foreshore from inundation, erosion and wave action

visually enhancing the foreshore amenity.

#5 Implementing traffic treatments to improve community safety

Pedestrian safety improvements respond to student petition Improving safety for pedestrians, residents and vehicles in locations sited near schools is a key focus of the Traffic and Civil teams. Case in point is the new pedestrian refuge and two new pram crossings installed at the intersection of Grieve Parade and Wren Street, Altona near Altona Primary School in August. Council undertook the project in response to a petition received from the student community. Intersection solution to discourage irresponsible driving

Traffic treatment works have now been completed at the intersection of Cole Street and Twyford Street in Williamstown to address resident concerns regarding road safety in this location. The introduction of new splitter islands on Twyford Street where it intersects with Cole Street and extending the intersection corners - serves to narrow the carriageway width and in turn aims to discourage irresponsible driving behaviour.

Looking out for nature

Council’s work to make roads safer for all users also extends to fauna. The Infrastructure Directorate recently received a note of thanks from a Newport resident for installing water bird crossing signs on Johnston Street between Newcastle Street and Junction Street in Newport. The location is close to Newport Lakes where ducks regularly cross the road.

The $9.3M Newport Community Hub on Mason Street Newport is nearing completion with the official opening scheduled for early September. The scope of works embraces the sympathetic refurbishment of the circa 1933-35 Mechanics Hall within the Mechanics Institute - which is of local historic, social and aesthetic significance to the City of Hobsons Bay. Newport Community Hub will provide a dedicated home for Hobsons Bay City Council’s Youth Services team on level one, inclusive of a youth lounge, a meeting space and consulting rooms. The facility will enable the team to provide a full suite of programs and services to support young people throughout Hobsons Bay. Ground floor features a music studio that interfaces with parklands, the Newport library, Maternal and Child Health and multi-purpose rooms that are available for community use. It’s timely to reflect back on some of the milestones along the way.

#7 Considering the big picture

Epsom Street Laverton Master Plan update

Interim works have progressed well at the former Laverton Primary School site in Epsom Street in Laverton. Considerable vegetation clearing has occurred, garden beds have been mulched, seats and bins have been installed and fencing repairs carried out. The crushed rock path to the south has been installed, however further compacting will be required when it is dry. The basketball/netball area has been line marked to the half court area, hoops have been installed and additional line marking has been applied to the central asphalt area. Once the site has dried out sufficiently from the recent wet weather, further works will include the completion of minor asphalt patching, topdressing and seeding of open space grass areas and the construction of the crushed rock path to the north across the park. The longer term master plan process for the site is underway and the next report back milestone is in early 2017.

Digman Reserve cricket nets

Construction has commenced on a new 4-bay cricket net facility on the eastern end of Digman Reserve in Newport and is expected to be ready for use by early October. This follows Council consultation with immediate residents and local cricket clubs on the most suitable location for the nets. Feedback provided by local residents will also help to inform the broader master planning process for the entire reserve and will involve additional pedestrian, traffic and parking investigations.
