Oakdale continues to be a flourish-ing community with a proud history and a promising future. It's a com-munity ripe with leisure pursuits and abundant shopping; over 30 restau-rants and coffee shops; two theaters -- Carmike and Marcus -- with a com-bined total of 37 movie screens; and a variety of fitness centers. In the spring of 2009, PINZ Family Entertainment Center on Highway 5 brought bowling, laser tag and video games to Oakdale.

Over 25 parks dot the community, including the Oakdale Nature Preserve and its "jewel," the Discovery Center, 4444 Hadley Ave. N. The center has wildlife exhibits, works from featured local artisans, cozy seating and recep-tion facilities, all in a scenic woodland setting. Visitors also will discover a historic one-room schoolhouse nearby. The Parks and Recreation Depart-ment, housed in the Discovery Center, offers programs and organizes events throughout the year, including the Mystery Egg Hunt, Haunted Hayride and Winter Wonderland.

In the central part of town is Rich-ard Walton Memorial Park, located just west of City Hall. It offers a bandshell where free performances are held throughout the summer, a weekly summer farmer's market, a renowned skateboard facility, and hosts the an-nual city celebration, Summerfest, each June. Other recreation offerings include easy access to the state's popu-lar Gateway Trail and the Oak Marsh Golf Course.

Oakdale's commercial and industrial community continues to expand. In the past two years, Oakdale has seen the addition of not only PINZ, but also LA Fitness, Dedicated Logistics, Platinum Bank, Dunn Bros and Mc-Donalds. The numerous shops offer-ing goods and service make it easy for residents to "shop the city" as Target, Kmart, Home Goods, Best Buy, Guitar Center, Rainbow Foods and Flicker Meats all call Oakdale "home." An area of focus is the commercial site on the west side of Tanners Lake. The

former Blackie's and Toby's restau-rants were razed to clear the way for a significant redevelopment project. A combination of retail, offices, restau-rants and perhaps housing are being considered for this prime waterfront location across the street from the 3M international headquarters. Also, the former Oakdale Mall was also torn down in 2011 to make way for an exciting, large-scale redevelopment project at the northwest corner of Tenth Street and Interstate 694.

Oakdale is committed to preserv-ing its housing stock and has made a variety of loan programs available to residents for home improvements. The city also has an effective code enforce-ment program that enables quick re-sponse to issues relating to such things as junk vehicles, property maintenance and noxious weeds. The city has a highly successful road maintenance plan that calls for selected older streets to be reconstructed each year.

Oakdale puts great emphasis on the environment and in reducing its car-bon footprint. Since 1975, the city has distributed free trees to residents and, as a result, has a greater number of trees growing in the city than ever be-fore. The Environmental Management Commission immerses itself in such

programs as energy conservation, tree preservation and water quality, and also the Adopt-a-Wetland Program, which promotes the protection of the 200-plus bodies of water in Oakdale.

The CommunityNestled in the heart of Washington

County, the city of Lake Elmo is a picturesque community with a popula-tion of 8,182, located 10 miles east of downtown St. Paul. Covering 24 square miles, the community is noted for its rolling hills and rural ambiance. The city features attractive chains of lakes, taking its name from the largest of these lakes. Lake Elmo is home to an extensive park system, including the Lake Elmo Regional Park Reserve. With a variety of housing options available, Lake Elmo is a highly sought residential community.

The city enjoys excellent accessibility to the Minneapolis-St. Paul metropolitan area via Interstate Highway 94 and State Highways 5 and 36. Major employers located near Lake Elmo include 3M, the Hartford and Imation Corporation, along with Stillwater Area School District 834 and North St. Paul-Maplewood-Oakdale School District 622.

The city of Lake Elmo is developing plans to accommodate a population of 24,000 by 2030, as a result of an agree-ment with the Metropolitan Council. Plans call for capitalizing on the char-acter of the town’s Old Village through the development of new housing units, pedestrian and bicycle trails, a central park and public facilities. Additional housing units will be located along the I-94 corridor.

HistoryLake Elmo’s first settlers arrived in

1848, building a hotel and tavern, which served as a stagecoach stop connecting Stillwater and St. Paul. In the 1870s, it gained popularity as a resort area where visitors enjoyed fishing and other recreational opportunities. Street car lines running out of Mahtomedi eventu-ally replaced stagecoaches; Lake Elmo lost many of its resort businesses in the 1890s. Over time, tourism gave way to agriculture as the dominant industry.

In 1925 the small commercial district incorporated as a village. Present-day

Lake Elmo was formed in 1972 when the village joined with East Oakdale Township. With the growth of the Minneapolis-Saint Paul metropolitan area, Lake Elmo saw an increase in residential development accompanied by a decline in farming. By encourag-ing rural residential development, the city limited typical suburban residential patterns found throughout the metro-politan area. The city is well positioned to accommodate new residential and employment growth while retaining its rural character.

EducationThe city is served by three indepen-

dent school districts: ISD No. 622, North St. Paul-Maplewood-Oakdale; ISD No. 832, Mahtomedi; and ISD No. 834, Still-water. The primary district is ISD No. 834, Stillwater, which operates nine el-ementary schools, two middle schools, a senior high school, and an area learning center. Lake Elmo Elementary and Oak-Land Junior High schools are located in Lake Elmo.

RecreationLake Elmo and the surrounding area

offers a multitude of outdoor recreation-al opportunities, including swimming,

fishing, water skiing, boating and sailing, as well as hiking, camping, tennis, cy-cling, and numerous winter sports such as snowmobiling trails and cross-country skiing. The area is also well-known for its wildlife habitat and excellent hunting.

The Lake Elmo Regional Park Reserve is a 3.5-square-mile area that is being returned to its natural state to reflect the land as it was before settlers ar-rived. Nearly 80 percent of the park is a natural preserve, and the remaining 20 percent is devoted to active recreation, including a boat launch, hiking trails, three separate campgrounds, canoe access to the lake and equestrian trails through the woods. It is an ideal site for picnicking, camping, swimming, boat-ing, hiking, bird watching and trail rides. Outside of the Lake Elmo Park Reserve, there are over 15 city and county parks that residents can enjoy. The nearby St. Croix River offers yet another popula-tion destination for relaxation and recreation.

One of Minnesota's fastest-growing cities in the 1990s is now a quiet com-munity with attractive neighborhoods, friendly residents and beautiful parks.

Oakdale's population boomed in the decade of the '90s as it rose from just over 18,000 to more than 26,000, to nearly 30,000 today.

Originally 36 square miles in the pioneer days, Oakdale is now a third of that size.

Oakdale's recorded history dates back to the late 1840s, but it didn't be-come an incorporated city until 1974.

Oakdale Township was first recog-nized in 1858 and nearly 70 years later parts of it began splitting off.

In 1926, the Village of Lake Elmo was the first area to establish its own identity.

East Oakdale Township officially came into existence in 1951. Then in 1959, 40 acres split off and became Landfall and 3.5 square miles became Northdale Township.

Although the townships of East Oakdale and Northdale separated, in 1968 part of East Oakdale and all of Northdale rejoined Oakdale once again, which was the same year the Village of Oakdale incorporated.

Finally, in 1974, Oakdale officially became a city.

According to the 1875 census, the majority of Oakdale Township resi-dents came from far-flung places. Only 42 percent were born in Minnesota.

In the beginning, European Ameri-can immigrants were drawn to Oak-dale Township for its rich prairie land interspersed with white, burr and black oak savannahs. There was also land covered with basswood and elm.

Bernard B. "Bun" Cyphers was Oak-dale's first known settler. He arrived in 1848 and soon after built a hotel and meeting place.

Like many areas of the Midwest dur-ing the 1800s, farming was the main occupation for most of the pioneers who came to call Oakdale their home.

Wheat was one of the most impor-tant crops that early farmers produced.

In the frigid winter months, they harvested a completely different sort of crop - ice. The main industry in the winter was cutting ice from Tanners Lake and storing it for use during the warm summer months to keep food cold.

Cyphers may have been the first known settler, but John Morgan

became the first permanent settler. Morgan built a hotel on the Stillwater-St. Paul road about a half-mile east of what is now Interstate 694 in 1849.

From farms to freewaysRailroads also played a large role in

the development of Oakdale, trans-forming it from a sparsely populated township to the prosperous suburb it is today.

The St. Paul and Stillwater Short Line Railroad and St. Paul and Taylors Falls Railroad were constructed in the early 1870s. Oakdale became one of the stops and had its own station.

In 1949, Oakdale Township resident William S. Moscrip was named one of the "100 Living Great Men of Minne-sota." A highly regarded dairy farmer, he was one of the most famous people in Washington County.

Moscrip was a man of many hats. He was president of the State Fair Board, the Twin City Milk Producers Association, director of the Northern States Power Company and Miller Hospital.

Modern-day Oakdale prides itself in being a suburb that is willing to adapt when needed and open to change.

Interstate 694 bisects the city, which has attracted industry and retail busi-nesses to its major intersections at Highway 36, Highway 5, Tenth Street and Interstate 94. When commercial properties are no longer viable, the city has taken an active role in encouraging redevelopment.

Oakdale has a strong parks sys-tem and Washington County branch library, and is home to the Discovery Center, which offers an opportunity for kids and adults to take in a day full of learning adventures in a natural park setting.

It is also a city with growing com-mercial business and dining opportuni-ties.

Stop by and stay awhile in Oakdale, where residents and visitors alike find a warm, family feeling with many recreational and commercial opportu-nities.

Wild roses bloom along the shore, With pinks and harebells covered o'er,Their fragrance on the breeze they pourThat stirs the elms of Elmo."

These verses from the song, "The Elms of Elmo," by John W. Boxell, describe many of Lake Elmo's great outdoor amenities back in the 1800s.

Although it was written more than 100 years ago, most of the song's lyrics still ring true today.

Since Lake Elmo officially split off from Oakdale Township in 1951, it has been an area known for natural beauty and rural landscapes.

In 1972, the village of Lake Elmo and part of East Oakdale Township merged

together to become the city of Lake Elmo.

In terms of population, Lake Elmo has seen continual growth, but its great-est spur in development may be in the years ahead.

From 2000 to 2005, the population grew by over 1,000 residents to nearly 8,000, and the city is planning for con-tinued strong growth in the next two decades, especially in the Historic Old Village area.

Former resort hotspotBass Lake Station was the home of

the first post office in the township. This is the area now commonly referred to as the Old Village.

The St. Paul, Stillwater and Taylors Falls Railroad passed through Lake Elmo, which made it easy for tourists to reach the lake.

Railroad promoter and St. Paul busi-nessman A. B. Stickney purchased the

land between the railroad tracks and the lake, where he built a 58-room lake hotel.

Soon after, it was believed that the county fairgrounds were built on that land in 1875 because of the commercial influences the hotel brought.

Old-time baseball was one of the main attractions for fair-goers during the early years.

Lake Elmo, the town's largest lake, was originally called Bass Lake. It's well known for its deep, clean water and has always been a popular fishing spot. In 1879, railroad entrepreneur Stickney renamed the lake and the village. He named it after St. Elmo Murray, a char-acter in the romantic novel, "St. Elmo."

His wife enjoyed the novel and sug-gested the name to Stickney.

In the years leading up to the 1900s, Lake Elmo saw steady growth, without becoming a boomtown.

hotel and Lake Elmo Residence Park, which was along the eastern side of the lake. Several cottages, a bandstand and clubhouse were all a part of the park.

Strong growth continued as the years moved on. During the 1920s, Stillwater Road was paved, which allowed the village to establish itself as a major ship-ping point and dairy center that had a creamery, grain elevator, two grocery stores, hardware and implement stores, a private hospital, a bank and even a skating rink for the entire community to enjoy a night out.

Farmers came in large numbers to Lake Elmo. Many of the early farmers were of German and Irish heritage.

Some of the local livestock specialties included Jersey and Holstein cattle and Yorkshire swine.

Even though Lake Elmo gradu-ally lost its edge as an agricultural powerhouse, it still has farm fields interspersed among residential develop-

ments throughout the cityLake Elmo Airport, which is located

on the city's east border in Baytown Township, has allowed the city to remain a focal point in the metro area, and Lake Elmo Regional Park Reserve draws visitors from around the metro area.

The city is known as a rural area, but future developments are in the works.

Although civic leaders expect Lake Elmo to develop more and more as the years move on, they anticipate its small-town ambiance will remain.

It's abundance of picturesque lakes and outdoor recreational opportuni-ties will ensure that "The Elms of Elmo" ring true for current and future residents.

The North St. Paul-Maplewood-Oak-dale School District describes itself as: "A community collaborative dedicated to educating and empowering all learn-ers to excel in our changing world."

With this mission in mind, School District 622 provides lifelong educa-tional opportunities for residents of all ages.

Encompassing 42 square miles, the district includes all or portions of seven communities in the northeast metro area - North St. Paul, Maple-wood, Oakdale, Lake Elmo, Landfall, Pine Springs and Woodbury.

Serving more than 74,000 resi-dents, the district has nine elementary schools (kindergarten-fifth grade), three middle schools (sixth-eighth), two high schools (ninth-12th), an early-childhood education center, an alternative learning center, a special education transition program and a se-

nior center. The district's wide variety of Community Education programs serves infants to centenarians ... and everyone in between.

Residents can be proud of the high-quality programs and services the district provides. From highly trained teachers in its Stepping Stones preschool to nationally recognized programs at North and Tartan high schools, District 622 is always striving to be the best.

Staff members work with families and teachers to choose the most ap-propriate school programs and settings so children can find success. High-po-tential students are identified through parental input, teacher referrals and standardized test scores. And the district's Special Services staff mem-bers provide support for children with special needs.

For parents of secondary students,

District 622 has the Parent Portal system, which allows parents to access their students' academic information online, from anywhere and at any time.

Integrated technologies are also in

place throughout the district, includ-ing the use of interactive whiteboards in district classrooms, which increase student engagement during the learn-ing process.

Elementary schoolsEach elementary school provides

an academically and socially balanced approach to education for students in grades kindergarten through fifth. For each grade level, the district has a com-prehensive curriculum that includes essential outcomes, outlining what students are expected to know and be able to do.

District 622 offers free all-day, every-day kindergarten for its students. This initiative is part of the district's commit-ment to providing a top-notch educa-tion focused on ensuring academic success for all. The program is a full-day curriculum that provides students with a strong educational base as they begin their school careers.

Middle schoolsDistrict 622 embraces a middle-

school concept, serving students in

grades six through eight. The middle schools are built around the "house" concept, in which each grade has a ma-jority of its classes located in one area. A strong curriculum is at the center of the middle-school foundation, with grade-level expectations established for each subject. Besides the traditional coursework, a number of academic and social opportunities outside the class-room are offered.

High schoolsPreparing students for the future is

the foundation behind District 622's high school program. A comprehensive curriculum is designed to challenge the interests and abilities of the diverse student body. Whether students are col-lege- or career-bound, the District 622 staff works to ensure that all graduates are prepared for that next step.

College credit is offered for full- or part-time college attendance under

the Minnesota Post-Secondary Enroll-ment Options program and through the College In the Schools program. Both North and Tartan high schools also offer a number of Advanced Placement classes.

Outside of the regular school day, students may participate in athletic team sports and numerous co-curricular activities. In both academic and athletic competitions, District 622 students regularly receive state and national recognition for their achievements.

The North St. Paul-Maplewood-Oakdale School District serves all of Landfall, North St. Paul and Oakdale and parts of Lake Elmo Maplewood, Pine Springs and Woodbury.

District 622 has high schools in North St. Paul and Oakdale and middle schools in Maplewood and Oakdale. El-ementary schools are located in all three of the district's major communities.

Recreation in Oakdale Oakdale offers an abundance of

leisure options for residents and visi-tors alike.

The east metro suburb has more than 20 parks, which provide individ-uals and families with many ways to enjoy the outdoors. The mix of parks includes some that are primarily open space and hiking trails, while others are fully developed with playground equipment and ball diamonds.

Richard Walton Memorial Park is the site of many of the biggest city-hosted events. Every June the commu-nity's large Summerfest celebration is held there. And for the first time in 2010, Oakdale's annual Independence Day fireworks show took place there.
