is extended to Downtown and Ala Moana Center. At that time, there will likely be massive restructuring of bus routes. After all the dust settles, it looks like TheBus will have just as many employees as today and probably more. More service will be added to the island-wide system with many west- side routes converted to feeder bus lines that will take passengers to rail stations. At night, when rail is not running, it’s likely that some bus routes will continue to provide 24-hour service. One important change is that OTS, DTS, and HART are studying what the future fare system will look like. Our present system with cash, paper flash passes, and paper transfers may be a thing of the past. Instead, we are studying how a smart card system might allow us to finally solve the problems associated with our current 1950’s style system and speeding up Operators of The Quarters J. Newsletter Volume XXII, Number 1 Summer 2014 By now, anyone who has driven west of Aloha Stadium can’t help but notice the quick pace of construction of the Honolulu Rail Transit system as it edges its way to Downtown and on to Ala Moana Center. I thought it was a good time to give you an update and discuss how this new system might impact us at TheBus. Rail will be constructed in two phases. The first phase will stretch from East Kapolei by the Kroc Center to Aloha Stadium. That section is slated to open around the middle of 2017—just three short years away. The second phase will extend the system to the Airport, Kalihi, Downtown, and Ala Moana Center. In 2017, some bus routes will be adjusted to accommodate rail, but it does not look like there will be much impact at that time. Currently, planners from OTS, DTS, and HART are meeting and devising detailed plans. The big change will come in 2019 when rail It’s Coming! Continued on page 11

On February 25, 2014, Glen wasoperatingTheBusonKuhioAvenueandobservedachildquicklywalkingonthesidewalkwithoutaparentorguardianin sight. Glen pulled TheBus over,approachedthechildandimmediatelyalertedanofficer. BecauseofGlen’squick actions, the child was safelyreunitedwithhisparents.

boardingprocess.Fromabusoperator’sperspective,asmartcardsystemsimplygivesagreenlight-redlightindicationofwhetheraparticularboardingpassenger’scardisvalidornot.Fromthepassenger’sperspective,asmartcardsystemallowsconvenientandseamlesstravelbetweenbusesandbetweenbusandrail.Andfrommanagement’sperspective,itshouldallowustoavoidsomecurrentfareevasionandincreaserevenuesfrompassengers.

Theconfigurationofourbusesmaychangeslightly,andtherewillbemanymoreshortrouteswhichshouldhelpusstay

on-timemorethantoday.SinceHARTwillgototheairportandacceptluggage,wewillneedtoreviewourpolicy.Mostpassengerswith luggagewillbeheadedtoWaikikisotheconnectionbetweenAlaMoanaandWaikikiwillbecritical.Ifwetakecareofthevisitorluggageissue,wewillprobablyhavetolookatourIsland-widepolicyforluggage.

RailwillbeahugechangeforOahuandwillhavea largeimpactonTheBus.Ibelieveitwillbeapositivechangefortheridingpublic,ourownemployees, futuregenerations,andourbeautifulIsland.Imua!

2)After the9/11attacks, IsuggestedplacingtheAmericanflagdecalonthesideofthebusestohonorthefallenandinstillpride,anditwasdone.

3)ItwasalsoagreathonortobechosenasoneoftheeliteAsia-PacificEconomicCooperation(APEC)busdrivers.HPDtrainedushowtouseagasmaskandALLtheAPECdriversgotgassedinanactualgaschamber! ThatmadetheAPECdriversahybridbreedofdrivers.Itwasanaturalrushtohaveabusloadoffully-armedcopswithfullriotgearandshotguns.Ilookforwardtothathonordutyagain!!!

Overthepastyears,theCity’sorigin-to-destinationparatransitserviceshasgrownbyleapsandboundswhilethecapacityofthesystemhasnotbeenabletokeepupwiththedemand.RecentnationaltransitdatashowsHawaii’sparatransitasthesecondmostutilizedsystempercapitaintheUnitedStates.

TheAmericanswithDisabilitiesActthatwascreatedin1990isclearinthatparatransitservicesshouldbecomparabletofixedrouteandmustmeetcertainstandardsindoingso.Hereareourlatestprojectstohelpimprovetheservice.

• Reductionofreservationswindowfromseven(7)daystotwo(2)days:CommencingonJuly1,2014,ourcustomerswillnowhavetobooktheirride2daysinadvanceratherthan7.Thiswillshortenthelengthofcalltimesaswellasreduceno-showsandcancellations.

• No-Show Policy: In April 2014, in collaboration withDTS,OTSimplementedamorestringentno-showpolicytohelpreducetheabnormallyhighrateofcancellationsthathampertheservice.

•VehicleProcurement:Ninety-nine(99)newTheHandi-Vanvehiclesshouldbeontheroadbyyear’send replacinganagingfleetofvehicles.

•CallCenterPerformance:Additionalstaffinghasbeen hiredtoanswer100percentofthecallswithinfiveminutes.

•OnlineScheduling:AnewServiceDeliveryManager,Ms.LeahCalixto,bringsawealthofexperienceandprofessionalismtothedepartmentandwillleadthechargetoachieveonlinescheduling.

ImprovingDataandCellularCommunicationsontheVehicles:Wearecurrentlyintheprocessofapilotprojectwherebyweareconnecting20vehiclestoa“cellular”networkratherthantheolder,outdatedanalogsystem.Thiswillenhanceourabilitytocommunicateandconsiderationcanbemadetonolongerusea“paper”manifest.

•EligibilityRequirements:DTShasputinplaceaneligibilitycentertobecomemorestringentindeterminingacustomer’seligibility.

•ModificationtoCoupons:AmajorrevisionofTheHandi-Vancouponhasbeeninitiatedwhichincreasesaccountabilityandlimitsthepotentialforfraud.

• Monthly Community Meetings: Monthly meetings areheldwiththeridingcommunitytogetfeedbackonchangesaswellasissuesbeingbroughttothetable.

ThesearejustafewoftheendeavorsthathaverecentlybeenimplementedorintheprocessofbeingputintoplacetohelpimproveTheHandi-Vanservice!

Wecanchoosetojustkeepupwithit,keepaheadofit,orriskbeingleftbehind.I’vealwaysthoughtthatforsuchahistoric,storied,andiconicinstitutioninHonolulu,TheBushasalwayscommittedtoinnovate,improve,andembracechangeonalllevels.IstartedmycareerintransitinOctoberof1998.Eventhoughthat’snowoverfifteenyearsago,Irememberalotofthingsvividly,includingmeetingmybossandmentor,KenStanley,forthefirsttime.AsjollyasKenwas,ourPresidentandGeneralManagerJamesCowendidnotappeartobethelaughingtype.However,IeventuallylearnedwhatagreatsenseofhumorMr.Cowenactuallyhad.Onmyfirstday,TrainingCoordinatorCalvinKapuawasonvacation,soTracyKimparkedmeinCalvin’sofficetowatchtrainingvideosonVHStapeonthebig-screenTV.Tracykeptaskingme,“YouwenttoIolaniANDUSC,whydoyouwanttoworkHERE?”Ihadtoconvincehimthatyes,Ididwantmyjobasanentry-leveltransportationclerkintheDataAnalysissectionreportingtoGingerNagaminewhowasandstillislikeamomtome.Iwatched themanyclerical trainingvideos,andespeciallyrememberthein-housevideowemadeonsexualharassmentwhereKimoDickson,posingasabusoperator,workedhisunwantedlovemagiconunsuspectingpassengerMonaSilva.Iwonderifwestillhavethatvideoonfile?Ifso,weshouldseriouslypostthattoYouTube;itwoulddefinitelygoviral.AsIthinkmoreonmytimehereatTheBus,changehasreallybeentheonlyconstant.OurnewestvehicleswhenIstartedwerethe300-seriesGilligPhantoms.ThesewereourfirstbusesthattalkedusingGPStechnologywiththe-radiopersonalitynowStateSenatorBrickwoodGaluteria’svoice.MakingourbusestalkrepresentssomeofmyproudestworkhereatTheBus.NowahundredpercentofthefleettalksinperfectHawaiianwithkumu‘oleloHawai’iPuakeaNogelmeier’sresonanttones.I’vealsowatchedothertechnologieschange.OurSchedulingsectionusedtouseIBMPCsandWordPerfecttoproducethetimetablesand--rememberthese?--runningtimechartsbeforewehadHASTUSanddriverpaddles.WhenIstarted,westillhadmanualrollingdestinationsignsinthefleetwhereyouhadto

playwithaseriesofelectricswitches--orturnastubborncrank--toshowthepropersignsinthewindowsafarcryfromsimplypushingDESTA,enteringthecode,andpressingENTER.IalsohadthegreatexperienceofhelpingtoimplementTransitMaster,ourAVLsystem.Withourpreviousradiosystem,rememberhowmanytimesyouhadtopushthebuttonstologin?I’msureeveryonehadsympathyforwhomeverhad999,1999,or2999astheiremployeenumber.Asthecompanyevolved,sodidmyrole.IhadtheopportunitytoworkcloselywithRogerMorton,RobertYu,andmanyofthemoversandshakersofOahuTransit–someofwhomarefuturemanagersjustwaitingfortheopportunityto lead.WealsohadcloserelationshipswithourpartnersattheCityandCountyofHonolulu’sDepartmentofTransportationServices,collaboratingabouteverychangeimplementedinourbussystem.IalwayspictureRouteAbeingbornataboutthesametimethatIstartedatthecompany,andtherestoftheletteredCityandCountryExpressesthatfollowed:B,C,andtwoversionsofE.I lovethefactthatwehaveatransitsystemthathasadeephistoryontheislandofOahu;thatourparents,grandparents,great-grandparents,andgreat-grandparentstraveledonthesamestreetsandroutesthatwestillrolldown.Ialwaysposedthequestion:“WhydoyouthinkRoute1isnumberedRoute1?BECAUSEITWASTHEFIRSTROUTE!”Again,wecomebacktonecessarychange.I’vehadtheprivilegeofhelpingtointroduce56newroutes,thepainofdiscontinuing34existingroutes,thechallengesofrestructuring18majorroutes,andthesatisfactionofmakingminorefficiencytweakson72routes.Therewereonly14routesleftuntouchedinmyfifteenyearsatTheBus;knowingwhatIknownow,Isurelywouldhavegoneforacleansweepandtriedtotoucheverysingleroutewhetheritneededitornot.Butthatbringsupanimportantpoint:changeforthesakeofimprovementisalwaysworthit;changeforthesakeofchangeisnot.Weneedtoembraceourcorevalues,realizewhywearesuccessful,andmakesurethattheseprinciplesdonot,andwillnotchange.OTSisawonderful‘ohana-basedorganizationwhereweareabletoconductourselvesasprofessionalsbutalsoknoweachotherasfamily.Wecareabouteachother.Wecelebrateourcollectivevictoriesandlosses.Whenamemberofour‘ohanapasses,wegrievetogetherandremembergoodtimes.Aboveall,weloveeachother.AsIampoisedtoleavethiswonderfulorganizationtotakeonnewchallengesattheHonoluluAuthorityforRapidTransportation(HART),IwanteveryonetoknowhowgratefulIam--andwillforeverbe--thatIwaspartofHonolulu’siconicTheBus.Ihopetotaketheexperiencesofpride,humility,hardwork,andwillingnesstoembracechangetomakeTheTrainjustasgoodasTheBus.ToTheBusoperators,alwaysshootmeashakaorafriendlyhorntap!
