Based on our review, the FTA has issued the enclosed Record of Decision (ROD). In addition, we concur with the Section 4(f) evaluation and find that there is no feasible and prudent alternative to the proposed action and that all possible planning to minimize harm to the Section 4(f) resources have been made. The project must be carried out in accordance with the mitigations discussed in the FEIS, the Programmatic Agreement on historic and cultural resoums, and ail conditims specified in the enclosed ROD. If the New York Metropolitan Transportation Authority (MTA) must make substantial design changes to the project, MTA must notify the FTA of the design changes to the project so we can determine if additional environmental analysis is necessary. If MTA wishes to seek approval of an alterative. that was fully evaluated in the FEIS other than the Preferred Alternative, or make a substantial change to the mitigation measures in the FEIS or ROD, then you must notify FTA in writing of the desire to make a change.
