Because of the UAS Peculiarities, it is mandatory to combine Acquisition

and Logistic Support Contracts in one single Contract (Outline Agreement)

Considering that several factors will play an important role in the acquisition

and in service, OA need to have enough flexibility to cover all the potential

scenarios

The quick configuration changes have to be traced an took in account

during the entire UAS life

By having one single Contractual Counterpart, Airworthiness Certification

and Continued Airworthiness processes can be established easily without

any solution of continuity

By having one single Contractual Counterpart, Continuing Airworthiness

processes are much more easy for the Customers

Contracts have to be used by the UAS operators and supervised by

the appointed National Authorities

How NSPA supports its Customers

Upon the receipt of the Customer’s requirements, NSPA starts the

following activities:

• An assessment with the Customer of the requirements to evaluate

and suggest the best logistic solutions

• NSPA provides to the Customer a business case to inform of the

relevant administrative expenditures for the services requested

• Pending the Customer’s acceptance of business case, NSPA starts

the relevant activities for the provision of the Logistic Services

NSPA writes a Statement of Work, part of the Contract, that has to be

revised with the Customer’s Support

NSPA starts all the contractual activities (source identification, RFQ,

negotiation, CAC and contract award) to establish the contract for the

provision of the services requested by the Customer

By having the Contract in place, Customer can

request Logistic Services through NSPA

Contracts are subject to continuous improvements

Customers and NSPA are constantly in contact to identify areas of

improvements or new requirements

• NSPA Contracts are Outline Agreements

• No workload guaranteed/no commitments

• Contract covers:

o Systems and Spares Parts procurement

o Repairs

o Training

o Depot Maintenance

o Transportation

o Upgrade

o Continued and Continuing Airworthiness

• OA has a validity of 3 + 2 years

• Purchase Orders are the real order to

Contractors

• The combination of the services can cover the

majority of the operational needs

• Contractual amendments for new

requirements can be done in 15 days

• More than one NATION can use each OA

• NSPA can consolidate orders

XXXX Upgrade Phase I and II

Background

• The XXXX Upgrade started with the aim to align the fleet to one single

configuration

• Between 2012 and 2014, 12 Systems were upgraded in 4 lots, training were

provided in parallel

• In 2015, 3 Systems and the Depot Maintenance System were upgraded +

acquisition of Training Simulators, training were provided in parallel

• The last Systems are in a different Configuration from the previous

• In addition to the requirements, the Phase III will contain a further upgrade (SW and HD +

training and personnel requalification)

Upgrade programmes that last more than one cycle have to consider more than one
