1. Population The population of Malta in 2009, as estimated basing on figures obtained from the 2005 Population and Housing Census, totalled 412,970. Just over half the population were females. The total population included Maltese citizens, estimated at 396,278 (96 per cent) and foreigners residing in Malta, at 16,692. Children under 18 comprised nearly 20 per cent of the total population, while persons aged 65 and over made up 15 per cent of the population. The Northern Harbour district remained the most populated district in Malta, having a total of 121,450 residents, or 29 per cent of the total population. The population distribution by locality remained very similar to that in 2008, with Birkirkara, Mosta and Qormi being the localities with the largest population. The district of Gozo and Comino remained the smallest one with a population of 31,295 and accounted for nearly eight per cent of the total population.

The total population was calculated by adding the natural increase, which is the difference between births and deaths, to net migration. Net migration is the difference between total immigration and emigration. In the year under review the total population decreased by 639, or by 0.2 per cent over 2008. This was attributed to a negative change in the net migration. In fact, the natural increase, which amounted to 922, was completely outweighed by net migration which decreased by 1,561.

The population density in Malta for the year under review was calculated at 1,307 inhabitants per square kilometre – a decrease of two persons per square kilometre when compared to the ratio calculated for 2008.

Projections were revised to cater for the changes in migration trends that were observed during 2009. Projected population distributions remained similar to those calculated in 2008. According to population projections produced by NSO with the 2009 population as base, the total population is expected to decrease to 380,242 in 2050. Projections also reveal a continuously ageing population, with the share of elderly persons increasing in comparison with their younger counterparts. In fact, in 2050 the percentage of persons aged less than 20 is expected to decrease from 22 per cent, as recorded in 2009, to 17 per cent. On the other hand, the share of individuals aged 65 and over is expected to increase significantly in the coming forty years to 24 per cent from the 15 per cent recorded for the year under review.
2. Fertility The total number of births registered in Malta stood at 4,171, of which 28 were stillbirths, with a resulting total live birth count of 4,143 babies. Nearly 52 per cent were boys. There was a slight increase of 0.4 per cent in births over 2008. Despite a slight increase of 17 births when compared to the previous year, the total fertility rate remained unchanged at 1.4. Ninety-four per cent of the total live births in 2009 were registered in the Public Registry of Malta, while six per cent were registered in Gozo. Nearly 90 per cent of the total live births were Maltese. However, since 2000, Maltese live births out of the total number of live births decreased by more than seven per cent.

The crude birth rate remained unchanged when compared to the previous year and stood at 10. In spite of this, there were changes registered by district, which included a significant decrease in Gozo and Comino from 9.5 to 7.6 live births per 1,000 mid-year population, as well as increases in the Western and South Eastern districts.

The number of Maltese live births stood at 3,713 and decreased slightly by eight live births when compared to the previous year. The crude Maltese birth rate remained unchanged when compared to the previous year and stood at 9.4. Again the Western and South Eastern districts registered the highest increases in the crude Maltese birth rate. In 2009, the number of Maltese fathers and mothers stood at 82 per cent and 91 per cent of the total respectively.

The number of births outside marriage increased by eight per cent when compared to the previous year and numbered 1,134, or 27 per cent of the total. In contrast, the number of registered births with unknown father decreased by five per cent when compared to the previous year and stood at 336, or 30 per cent of the registered births outside marriage. The number of registered Maltese births with unknown father also dropped by seven per cent when compared to the previous year and stood at 313, amounting to 93 per cent of the total registered births with unknown father. Births to mothers aged under 20 increased by 4 per cent. Ninety-three per cent of these births occurred outside marriage. Despite this increase, there was a drop of 10 per cent in the number of births occurring to mothers under 20 and unknown fathers when compared to the previous year. Births to fathers aged under 20 also increased by 20 per cent in 2009. During 2009, the Public Registry registered a total of 4,100 maternities, of which 68 involved multiple maternities. A total of 64 pairs of twins and three sets of triplets were among the live births recorded.

3. Mortality The number of deaths occurring in 2009 totalled 3,221 – a decrease of 0.7 per cent when compared to the previous year. Consequently, the crude death rate dropped slightly to 7.8 per 1,000 mid-year population. Sixty-eight per cent of all registered deaths took place in hospitals. The highest mortality count was registered in the Northern Harbour district, which is also the largest district in terms of population. On the other hand, the highest crude death rate was registered in Gozo and Comino while the lowest rate was recorded in the Northern district.

The majority of deaths in 2009 occurred to persons aged 75 and over (63 per cent). Moreover, deaths among individuals aged between 20 and 34 increased by 27 per cent to 57 cases. In 2009 there were also 39 deaths of persons aged less than 20, of which 22 were infant deaths. This marked a decrease of 35 per cent when compared to the previous year. Of these 22 cases, 18 involved neonatal deaths. There were also 28 stillbirths registered in the year under review. The incidence of deaths increased during the winter months.

Nearly 39 per cent of all deaths in 2009 occurred as a result of diseases in the circulatory system. More than a quarter were due to neoplasms (with men making up 28 per cent and women 25 per cent). The prevailing cause among men was the malignant neoplasms of the trachea, bronchus and lung, while that among women remained the malignant neoplasm of the breast. In 2009 deaths due to breast cancer went up by 44 per cent over 2008. This was mainly due to a sharp increase in deaths caused by breast cancer among women between 45 and 54 and women aged between 65 and 74, when compared to 2008.

There were also 130 persons who died due to external causes, of whom 26 per cent died from intentional self-harm while another quarter were caused by falls. Twenty-one deaths concerned victims involved in transport accidents. Congenital malformations, deformations and chromosomal abnormalities were the main causes of infant mortality numbering 13, or 52 per cent of all infant deaths. Infant deaths due to certain conditions originating in the prenatal period numbered eight. Expectation of life was observed to increase during the past century as shown in the chart below. During 2009, life expectancy was calculated at 78 years for males and 82 years for females. While remaining the same for females, the expectation of life among males increased by one year when compared to 2008.

4. Marriages In 2009 the total registered marriages in Malta stood at 2,353, a drop of 5 per cent when compared to that recorded during the previous year. This was mainly attributed to a decrease in the number of marriages occurring in Malta. There was a slight increase in the number of registered marriages in Gozo, when compared to the previous year. During the year under review, 35 per cent of the registered marriages were civil and non-religious. This count decreased by nearly one per cent compared to the previous year. The crude marriage rate decreased from 6.0 in 2008 to 5.7 marriages per 1,000 mid-year population in 2009. The second quarter of the year remained the most popular period for marriage celebrations, particularly June with 16 per cent of all marriages celebrated during this month.

Nearly 87 per cent of all marriages in 2009 were between single spouses, and 24 per cent of the marriages occurred between spouses aged between 25 and 29. Of the total marriages, 64 per cent were celebrated

between Maltese spouses, while another 13 per cent took place between British spouses. In fact, more than half the non-resident spouses were British. In 2009, 19 per cent of the civil marriages occurred between Maltese spouses, while 34 per cent were between British spouses. More than 33 per cent of the grooms and 30 per cent of the brides who opted for a civil marriage were Maltese. Nearly 67 per cent of the civil marriages in 2009 were between spouses who were previously single.

5. Migration 5.1 Migration Flows A total 8,147 persons were estimated to have immigrated during 2009. More than half (58 per cent) of these persons were males. Of these, 15 per cent were returned migrants, 42 per cent were nationals of the European Union and a further 44 per cent were third-country nationals. A total of 9,708 individuals emigrated during the year under review with a resulting net migration of -1,561. Nearly 60 per cent of the persons emigrating were males, and a quarter were aged over 50. Of all emigrants 18 per cent were Maltese nationals, 64 per cent were citizens of the European Union and 18 per cent were third-country nationals.

5.2 Asylum The year under review saw a significant decrease in the number of boats reaching Maltese shores with irregular immigrants. In fact, the total number of boats dropped by 67 when compared to the previous year. Persons on board numbered 1,475, a decrease of nearly half when compared to 2008 levels.

During 2009, 2,387 applications were filed with the Office of the Commissioner for Refugees; a decrease of eight per cent when compared to the previous year. Of the applicants, 82 per cent were males. Of these applicants, 46 asylum seekers were recognised by the Maltese authorities as being unaccompanied minors. The largest group of applicants were Somalis, making up 61 per cent of the total.

In 2009, the Office of the Commissioner for Refugees granted 2,575 decisions, of which 1,691 were positive ones. Refugee status was granted to 20 persons, or one per cent, while the majority of positive decisions concerned subsidiary protection or other forms of protection. 82 per cent of those granted a positive decision were males, 99 per cent of whom came from Africa. Of all those who were granted protection, 86 per cent were Somalis and 88 per cent were aged between 18 and 34.

5.3 Illegal presence The police reported that 1,691 persons were found to be illegally present in Malta during 2009. These individuals were subject to an obligation to leave the country and 530 actually left the Islands. The majority of these persons, 88 per cent, were Africans and 85 per cent were males.

5.4 Open Centres By the end of 2009 there were 2,783 persons living in open centres and other similar institutional households. Of these, 82 per cent were males and 232 were minors. With regard to the residents’ country of origin, 99 per cent were Africans, 0.6 per cent were Asians and 0.6 per cent were Europeans.

817 persons obtained Maltese citizenship through naturalisation and registration in 2009. The top five nationalities of persons obtaining Maltese citizenship during 2009 were Australian, British, Canadian, South African and American. There were 44 adoptions during the year under review, a decrease of 38 per cent when compared to the previous year. Forty-eight per cent of these children were adopted from Russia. 18 per cent were Maltese and 11 per cent were from Pakistan. There were three infants adopted in 2009 while 55 per cent of the adopted children were between the ages of one and four. Over a quarter of the adoptive parents lived in the Northern Harbour district.

6.2 Registered separations, annulments and divorces A total of 527 separations were registered in 2009, a decrease of 1.5 per cent over 2008. Separations which involved Maltese spouses accounted for 93 per cent of the total. There were 38 divorces obtained abroad and recognised by the authorities in Malta, 20 of which were obtained in the United Kingdom. A third of these divorces concerned marriages that lasted between 10 and 19 years.
There were also 166 annulments registered during 2009, 49 concerned religious marriages while another 117 were civil. Of the religious annulments registered, 45 per cent of the cases were for marriages which lasted between 10 and 19 years. On the other hand, a third of the registered civil annulments were marriages which lasted between 5 and 9 years and a further 37 per cent were marriages which lasted between 10 and 19 years. 6.3 Crime The total number of reported crimes declined by 13 per cent when compared to 2008 levels. Reported homicides, violent crimes and domestic robberies decreased when compared to the previous year while reports of robbery, motor vehicle offences and drug trafficking cases increased. The average yearly prison population increased to 547, a rise of 23 per cent over 2008. During the past seven years (2003-2009), the Northern Harbour district had consistently been the district registering the largest number of crimes. In 2009, 40 per cent of reported crimes were reported within this district. Another 21 per cent were registered within the Southern Harbour district and a further 15 per cent within the Northern district.

1. Total Population figures include both Maltese and foreign residents. The total population at the end of year t, is computed using the following equation:

- Pt is the total population at the end of year t, - Pt-1 is the total population at the end of year t-1, - Bt is the total number of births registered during year t, - Dt is the total number of deaths registered during year t, - It is the total immigration of both Maltese and foreign nationals registered during year t. This figure is
measured by summing up the count of all new work permit and residence permit holders, together with their dependents, returned migrants and new adoptions of children from foreign countries.
- Et is the total emigration of both Maltese and foreign nationals registered during year t. This figure is measured by summing up the counts of all work permit and residence permit holders who fail to extend their permits during the year under review, together with their dependents, and other Maltese emigrants (i.e. persons who leave the country for a period of at least 12 months).
2. Maltese population figures include Maltese residents only. The Maltese population at the end of year t, is
computed using the following equation:

- P’t is the Maltese population at the end of year t, - P’t-1 is the Maltese population at the end of year t-1, - B’t is the number of Maltese births registered during year t, - D’t is the number of deaths occurring to Maltese citizens during year t, - It is the total immigration of Maltese nationals registered during year t. This figure is measured by
summing up the count of returned migrants, all registrations and new adoptions of children from foreign countries.
- Et is the count of all Maltese residents who that leave Malta to settle in another country for a period of at least 12 months.
Note: Some of the migration components mentioned above have been estimated using auxiliary information like data obtained from the 2005 Population and Housing Census and other register data. 3. Definitions:
- Maltese and total mid-year populations are calculated by averaging beginning and end-year population estimates. - Emigration is the action by which a natural person leaves his or her usual residence in the territory of the Member State for a period that is or is expected to last a minimum of 12 months. - Immigration is the action by which a natural person establishes his or her usual residence in a territory of a State for a period that is or is expected to last a minimum of 12 months. - Registration is the action by which foreign residents register themselves as Maltese citizens at the Expatriates and Citizenship Division. Registered persons are included in the Maltese population count. - Naturalisation is the action by which a foreigner may be granted a Maltese citizenship according to the Maltese Citizenship Act. - The term Third Country Nationals refers to a citizens who are not citizens of an EU Member State. - Total live births include all births registered in Malta from both Maltese and foreign parents. All stillbirths are excluded. The crude birth rate is the number of total live births per thousand mid-year population. - Maltese live births include all births registered on Malta having a Maltese father or a Maltese mother (in case the father has not been registered with the Public Authorities). The Maltese crude birth rate is the number of Maltese live births per thousand mid-year Maltese population.

- Total fertility rate is the estimated total number of live births occurring to an average woman during her fertility age (14 - 49). - Maternities include both still and live births. Multiple births are counted as one maternity.
- Maternity order is the ranking of a newborn baby in relation to all the previous births (both still and live) of the mother; that is, the number of previous births (both still and live) plus the birth that has just occurred.
- Stillbirths are deaths occurring to babies prior to the complete expulsion or extraction from its mother of a product of conception, after 22 weeks of gestation or weighing 500 grams and over.
- Neonatal deaths are deaths occurring within the first 28 days after birth.
- Infant deaths are deaths occurring during the first year of life. Infant mortality rate is the number of infant deaths per 1,000 live births.
- Total deaths include all registered Maltese and foreign deaths in Malta and Gozo. This count excludes tourists but includes Maltese who die abroad and who are then buried in Malta. Total deaths excludes stillbirths. The crude death rate is the total number of deaths per thousand mid-year total population.
- Maltese deaths include all registered deaths of Maltese nationals in Malta and Gozo. This count includes Maltese residents who die abroad and who are then buried in Malta. Stillbirths are excluded. The Maltese crude death rate is the number of Maltese deaths per thousand mid-year Maltese population.
- Life expectancy at birth is the number of years a newborn is expected to live if mortality in the various age-groups remains at the level of the period in which the expectation of life is computed.
- Total marriages include all marriages registered in Malta and Gozo. This count includes marriages between non-resident foreign spouses as well. The crude marriage rate relates the number of marriages per 1,000 total mid year population.
- Civil marriages include all non-religious marriages that are recognised by law in Malta
- Data on separations has been extracted from records held at the Malta and Gozo Public Registries of separations involving both Maltese and/or foreign spouses that have been concluded by a legal contract.
- Information on registered annulments of Religious and Civil Marriages between Maltese and/or
foreign spouses is as according to records held at the Public Registry Malta and Gozo.
- Divorces obtained abroad of marriages involve both Maltese and foreign spouses. Information in this publication includes only those divorces that were accepted by the laws of Malta in terms of section 33 of the Marriage Act, 1975 and are registered at the Public Registry Malta and Gozo.
4. Asylum Statistics
- Asylum applicant: A person having submitted an application for international protection. - Application for Asylum: The application made by a third-country national or a stateless person
which can be understood as a request for international protection from a Member State, under the Geneva Convention. Any application for international protection is presumed to be an application for asylum (including requests for refugee status or for subsidiary protection status) unless a third-country national or a stateless person explicitly requests another kind of protection that can be applied for separately. An application for asylum is deemed to have been lodged once a form is submitted by the applicant for asylum or a report prepared by the authorities has reached the competent authorities.
- Refugee: A third country national who, owing to a well-founded fear of being persecuted for reasons
of race, religion, nationality, political opinion or membership of a particular social group, is outside the country of nationality and is unable or, owing to such fear, is unwilling to avail him/herself of the protection of that country, or a stateless person, who, being outside of the country of former habitual residence for the same reason as mentioned above, is unable or, owing to such fear, unwilling to return to it (Art.2(d), Directive 2004/83/EC).

- A third country national or stateless person is granted the Geneva Convention status (also referred to as Refugee status) if, owing to a well founded fear of being prosecuted for reasons of race, religion,
nationality, political opinion or membership of a particular social group, is outside the country of nationality and is unable or, owing to such fear, is unwilling to avail himself of the protection of that country.
- Person eligible for subsidiary protection is a third country national or stateless person who does not qualify as a refugee but in respect of whom substantial grounds have been shown for believing that the person concerned, if returned to the country of former habitual residence, would face a real risk of suffering serious harm, or owing to such risk is unable to avail himself or herself of the protection of that country.
- Person granted authorisation to stay for humanitarian reasons: A person covered by a decision granting authorisation to stay for humanitarian reasons under national law concerning international protection. It includes persons who are not eligible for international protection but are nonetheless protected against removal.
- Rejected applicant: A person covered by a decision rejecting an application for international protection under consideration by the responsible national authority.
- Unaccompanied minors: Third-country nationals or stateless persons below the age of 18, who arrive on the territory of the State unaccompanied by an adult responsible for them whether by law or custom, and for as long as they are not effectively taken into the care of such a person; it includes minors who are left unaccompanied after they have entered the territory of the States (Art.2(i), Directive 2004/83/EC).
- The term Third-country Nationals refers to Non-EU Citizens.
5. Crime - Data on crime has been classified according to the Classifications used by the Police Department,
the data provider of crime statistics. 6. Classifications
- Occupations are coded according to the International Standard Classification of Occupations (ISCO). - Deaths by causes are classified according to the International Classification of Diseases (ICD).
- Localities are classified into districts according to the Malta Geographical Codes (MGC) as follows:
o Southern Harbour - Żabbar, Xgħajra, Valletta, Tarxien, Santa Luċija, Paola, Marsa, Luqa, Kalkara, Senglea, Floriana, Fgura, Cospicua, Vittoriosa.
o Northern Harbour - Ta’ Xbiex, Swieqi, Sliema, Santa Venera, San Ġwann, St. Julians, Qormi, Pieta’, Pembroke, Msida, Ħamrun, Gżira, Birkirkara.
o South Eastern - Żurrieq, Żejtun, Safi, Qrendi, Mqabba, Marsaxlokk, Marsaskala, Kirkop, Gudja, Għaxaq, Birżebbuġia.
o Western - Żebbuġ, Siġġiewi, Rabat, Mtarfa, Mdina, Lija, Iklin, Dingli, Balzan, Attard.
o Northern - St. Paul’s Bay, Naxxar, Mosta, Mġarr, Mellieħa, Għargħur.
o Gozo and Comino - Rabat, Fontana, Għajnsielem and Comino, Għarb, Għasri, Kerċem, Munxar, Nadur, Qala, San Lawrenz, Sannat, Xagħra, Xewkija, Żebbuġ.

7. Other notes
- As from 2003, there has been a change in the method by which birth and death statistics are compiled. Prior to 2003, figures on births and deaths referred to Maltese persons only. In 2003 definitions were changed to include total births and deaths. Past data has been revised to reflect the new definitions and to ensure that the time series are consistent.
- There may be slight differences with respect to data on total maternities by age of mother (Tables 2.9 and 2.10). These discrepancies may be justified due to the fact that these tables were extracted from different registers.
- During 2009, the methodology by which the population projections have been computed has been revised. This mainly justifies the inconsistencies of these projections when comparing with others published during previous years.
- The figures for registered separations, foreign divorces and annulments were revised for the last 3 years (2007-2009) in order to include the data received this year from the Public Registry of Gozo.
- The totals in Tables 6.9 and 6.10 up to 2006 do not tally because of differences in reporting periods and in definitions. Such discrepancies were addressed from 2007 onwards.
