EF - BASE CONTROL FUNCTION HANDLING
With the commands of the EF command group you can create and deletea BCF object. In addition, you can change and output the parameters, theadministrative state of the BCF object and the states of the externaloutputs in the BSS Radio Network Configuration Database (BSDATA). Youcan also reset the BTS site or its Operation and Maintenance Unit (OMU).
In addition, with the commands of this command group you can attach atext string to external inputs and outputs of the BCF and modify the textstring. You can also set external input parameters of the BCF.

Parameterexplanations
BCF identification
With this parameter you identify the BCF with a decimal number. The valuerange depends on the BSC hardware configuration and the correspondingoptions.
The parameter is obligatory.
site type
With this parameter you identify the type of the BTS site. The alternativesare:
B: Nokia 2nd generation
D: Nokia Talk-family
F: Nokia PrimeSite
C: Nokia MetroSite
I: Nokia InSite
P: Nokia UltraSite
E: <option> Nokia Flexi EDGE
The parameter is obligatory.
autoconfigure <option>
With this parameter you define whether the BCF is created to beautoconfigured.
The values are:

You can give this parameter only if the site type is Nokia MetroSite, NokiaInSite, Nokia UltraSite, or Nokia Flexi EDGE.
The default value is N.
automatic unlock allowed
With this parameter you define whether the automatic unlock is allowed forthe BCF or not.
The values are:

AU = T Automatic unlock isallowed.
F Automatic unlock is notallowed.
The default value is T.
You can give this parameter only if the site type is Nokia Flexi EDGE.
bit rate <option>
BR = decimal number
With this parameter you define the bit rate of the D-channel O&M signallinglink of the BCF.
The values are 8, 16, 32, or 64 kbps.
This parameter is obligatory if the BCF is created to be autoconfigured (thevalue of parameter autoconfigure is Y).
If the BCF is not created to be autoconfigured, you cannot give thisparameter.
D-channel link set number
DNBR = decimal number
With this parameter you identify the D-channel link set number of the BTSsite O&M link. You can give only one of the parameters DNBR and DNAMEin the same command.

You cannot give the D-channel link set number for the Nokia PrimeSite.
You cannot give this parameter if the BCF is created to be autoconfigured.
D-channel link set name
DNAME = text string
With this parameter you identify the D-channel link set name of the BTSsite O&M link. The name can contain 1 to 5 characters. You can give onlyone of the parameters DNBR and DNAME in the same command.
You cannot give the D-channel link set name for the Nokia PrimeSite.
This parameter is obligatory if the BCF is created to be autoconfigured (thevalue of parameter autoconfigure is Y).
If the BCF is created to be autoconfigured, the D-channel O&M signallinglink cannot exist because it is created during the BCF creation.
reference BCF identification
REF = decimal number
With this parameter you identify the BCF that is used to obtain the externalinput and output values. The value range depends on the BSC hardwareconfiguration and the corresponding options.
If a reference BCF is not used, the system uses the default values for therequired BCF parameters during the creation.
The parameter is allowed only for the Nokia MetroSite, Nokia UltraSite,and Nokia Flexi EDGE site types.
RX difference limit
RXDL = decimal number
With this parameter you define the value limit for activating the RX alarm.The BTS compares the main and diversity antenna RX levels and if thedifference is below this limit, an RX alarm is set.
The values range from 3 to 64 dB.
The default value is 10 dB.

For site types Nokia UltraSite, Nokia MetroSite, Nokia 2nd generation, andNokia Flexi EDGE the value 64 dB indicates that no RX alarms are set.
The parameter is not available for the Nokia InSite site type.
identification of test equipment
With this parameter you define the test equipment connected to the BCF.The values are:

NOT no test equipment
The default value is that no test equipment is connected to the BCF.
Value RFTE is allowed only for the Nokia 2nd generation site type.
The parameter is available only for the Nokia 2nd generation and NokiaTalk-family site types.
BTS battery backup procedure <option>
With this parameter you define what type of BTS battery backup procedureis used. The procedure is executed when the mains power goes down atthe BTS site and there is a battery backup unit.
The values are:

BBU = ALL Transmission equipmentand all the TRXs are leftalive.
BCCH Transmission equipmentand only the BCCH TRXare left alive.
NONE Only transmissionequipment is left alive.
The default value is that all the TRXs and transmission equipment are leftalive.

With this parameter you define the time period after which shutdown group0 TRXs are powered down. The time starts after the TRX Shutdown Timer1 has expired. The parameter is valid only if the BTS Battery BackupProcedure (BBU) parameter has value BCCH or NONE. Also the BCCHTRXs are powered down when the BTS Battery Backup Procedure(BBU) parameter has value NONE.
The values range from 0 to 600 minutes. The default value is 0.
The parameter is not available for the Nokia PrimeSite or Nokia InSite sitetypes.
clock source
With this parameter you define the clock source of the master clock BCF orthe independent mode BCF. When creating the master clock BCF, theclock source must be BCF, LMU, or LAB. Use LMU and LAB values whenBSS synchronisation is in use.

With this parameter you define BCFs to a chain under the master clockBCF. The value range depends on the BSC hardware configuration andthe corresponding options. You can enter several values at the same timeby using the grouping character &. You can define at the most 8 BCFs to achain under the master clock BCF. The definition is done when creatingthe master clock BCF.
The parameter is not available for the Nokia 2nd generation, NokiaPrimeSite, or Nokia InSite site types.
synch enabled
With this parameter you enable the synchronisation of the BCF chain orthe independent mode BCF. The enabling of the synchronisation ispossible only when creating the master clock BCF or the independentmode BCF.
The values are:

F Synchronisation disabled.
The default value is F.

master clock BCF identification
MCBCF = decimal number
With this parameter you add the BCF to a chain. The value range dependson the BSC hardware configuration and the corresponding options. Thedefinition is done when creating the BCF which is added to a chain under amaster clock BCF.
The parameter is not available for the Nokia 2nd generation, NokiaPrimeSite, or Nokia InSite site types.

This parameter describes the synchronisation mode of the BCF.

With this parameter you enable Flexi EDGE Abis over IP/ Ethernet in theBCF.
The values are:

Examples 1. Create a BCF whose identification number is 127 and site type isNokia PrimeSite.
ZEFC:127,F;
2. Create a BCF whose identification number is 128, D-channel link setnumber is 5, and site type is Nokia 2nd generation.
ZEFC:128,B:DNBR=5;
3. Create a BCF whose identification number is 12, D-channel link setname is FU11, and site type is Nokia Talk-family. The test equipmentSTM is connected to it and no TRXs are left alive after timers haveexpired on the BTS battery backup procedure. The BCF is createdas an independent mode BCF and the synchronisation is enabled.
ZEFC:12,D:DNAME=FU11:TEST=STM:BBU=NONE,NTIM=30,BTIM=60:CS=PCM,SENA=T;
4. Create a BCF whose identification number is 120, D-channel link setname is AC1, and site type is Nokia MetroSite. The reference BCF-121 is used to obtain the external input and output parameters. TheBCF is created to be autoconfigured and the bit rate of the O&Msignalling link is set to 64 kbps. The BCF is created as the masterclock BCF and the clock source is defined to LMU. BCFs 121 and122 are added to the chain under the master clock BCF.

With this parameter you define the value limit for activating the RX alarm.The BTS compares the main and diversity antenna RX levels and if thedifference is below this limit, an RX alarm is set.

You can modify the value of this parameter online from LMU to LAB. If theBCF chain is not in 'ABIS SYNCH' mode, you can modify the value of thisparameter from LAB to LMU online. Otherwise the parameter modificationrequires that the BCF's synch enabled (SENA) parameter has the valueN or that the BCF is locked. You can identify the BCF with the BCF number. You can also identifymultiple BCF numbers by using the grouping characters & and &&. Theprogram displays the data on those BCFs that are stored in the BSS RadioNetwork Configuration Database (BSDATA).
If you do not identify the BCF, the data on all BCFs in the BSDATA isdisplayed.
The command also displays the identification and the administrative stateof the BTSs controlled by the BCF and the identification of the segments(SEGs) where the BTSs are located.

configuration.
You can identify the BCF with the BCF number. You can also identifymultiple BCF numbers with the grouping characters & and &&. Theprogram displays the synchronisation data on those BCFs that are storedin the BSS Radio Network Configuration Database (BSDATA).
If you do not identify the BCF, the synchronisation data on all BCFs in theBSDATA is displayed.
The command is not available for the Nokia 2nd generation, NokiaPrimeSite, or Nokia InSite site types.

With this parameter you output the synchronisation data and DFCA TRXsof the DFCA BTSs which have the defined BSC-BSC interface status. Thedata of a BTS is output if the DFCA mode of the BTS is STANDBY orDFCA hopping, and the BTS has the BSC-BSC interface status defined bythis parameter.
OK Output DFCA BTSs which do not suffer from a BSC-BSC interface failure.
NOK Output DFCA BTSs which suffer from a BSC-BSCinterface failure.
If you give this parameter, you cannot give the BCF identification orsynch enabled parameters.

With this parameter you activate the routing of the input alarm and choosewhere the alarm is sent.
This parameter defines the reporting route of external alarms of a BCF.The BCF sends alarm indications to the BSC and the NMS/2000 (ACT) orto the NMS/100 (TMS) according to the value of this parameter.
The values are:

ROU = NOT Not activated (notreported).
ACT Activated, reported to theBSC as a normal externalalarm.
