FRIDAY, MAY 18, 2018 (PAGE 12) DAILY EXCELSIOR, JAMMU Govt allows eSIMs, hikes mobile connections limit to 18 per person NEW DELHI, May 17: Mobile users will not need to buy a new SIM while changing service provider or buying a new connection, according to new guidelines issued by the Department of Telecom to allow use of embedded SIMs (eSIM). The eSIM will be installed in the device and details of service providers can be updated in it at the time a customer buys a new connection or changes operator or wants to buy standalone serv- ice from a telecom operator like data or calling etc. "To cater the needs of mod- ern technological developments in M2M/IoT, it has been decided to permit the use of "Embedded- Subscriber Identity Module (eSIM) with both single and multiple profile configurations with over the air subscription update facility, as the case may be, as per prevailing global spec- ifications and standards," the DoT said. The guidelines have been issued five days after Reliance Jio and Bharti Airtel started sell- ing Apple Watch Series 3 which has eSIM service. Users of Apple Watch Series 3 can connect their eSIM with SIM in their mobile and use the service that are being provided on their mobile phone by Jio or Airtel on their smartwatch. The DoT has allowed profile updation over the air to facilitate mobile number portability on eSIM and avoid locking of device by a telecom operator. The DoT has directed tele- com operators facilitating serv- ice on eSIM that it is their responsibility to meet lawful interception and monitoring requirement as well as ensure that manufacturer of the device does not tamper with eSIM. Along with guidelines for eSIM, the DoT issued instruc- tions for SIMs that will be used for machine-to-machine commu- nications like alert sent from car to mobile over low fuel, faulty parts, car theft, remote surveil- lance of premises, smartmeters etc. The department has earlier issued direction that all SIMs for M2M communications will come with 13-digit number. (PTI) Police chasing the protestors at Kathua on Thursday. —Excelsior/Pardeep Construction on S t ate land 15 injured in police, mob clash at Kathua Excelsior Correspondent KATHUA, May 17: Fifteen persons were injured in police and protestors’ clash here this evening after the civil adminis- tration foiled the attempt of the people to reconstruct a temple at State land in the town. The injured included nine police personnel and six civil- ians. Among the police person- nel Additional SP, Nasir Khan and two lady cops were also injured in stone pelting by pro- testors while among the civilians one lady was also among the injured. All of the injured were admitted in District Hospital Kathua for treatment and their condition is stated to be normal. According to reports that the temple Committee members of Guru Naba Dass Ji had started construction of the temple over some days back on a piece of land in the town on which they were holding function over 10 years every year in honour of Guru Naba Dass Ji. This year the Biradri mem- bers decided to construct a tem- ple on the land and some days back after stacking the material they started construction. Taking the serious exception to it by the district administration, DC Kathua, Rohit Khajuria served a notice to the members of the Biradri and asked them not to go ahead with the construction as the land falls under the category of State land on which no con- struction can be made without permission. However the members of the Biradri protested against the decision of the administration and shouted slogans against the DC Kathua. Next day they start- ed construction over the land again. When the administration came to know of it, ACR Kathua, Jitender Mishra was deputed on the site and he asked Som Raj Mishra BSP leader and other people present there to stop the construction work. As the people did not stop the work, DC Kathua, Rohit Khajuria along with SSP Kathua Shridhar Patil and other civil and police officers rushed to the spot with a big contingent of police and they forcibly stopped the work. This ensued a clash between police and the people. To dis- perse the mob the police resort- ed to lathicharge and fired tear gas shells also. The agitated peo- ple also pelted stones on the police and civil administration resulting into the injury to 15 people including nine policemen and six civilians. Reports said that police has also arrested some persons but it did not divulge the number. Police has registered a case in this regard. The tension prevailed in the town as the people objected the action of administration saying that two shops have also been constructed on the State land on the same land and when the administration did not take action against them why the under construction temple has been demolished by it. The police also lifted the entire material stacked for the construction of temple. Now monitor refund status of rail tickets in real-time NEW DELHI, May 17: Rail passengers can now monitor the refund status of their cancelled tickets in real-time by logging on to a website launched by the Railways Ministry recent- ly. The website 'refund.Indianrail.Gov.In' only requires the Passenger Name Record (PNR) numbers of trav- ellers to reflect their refund sta- tus. "This facility is to promote transparency in the system and is extremely helpful for those awaiting refunds," Ved Prakash, Director, Publicity, Railway Board said. The website has been devel- oped by the Centre For Railway Information Systems (CRIS) and will show the status of refunds for tickets bought at ticket counters as well as online. The system will specially help those passengers who are forced to submit claims through Ticket Deposit Receipts (TDRs) at ticket counters as they are unable to know their tickets' refund status at any other point. As of now, only those pas- sengers who book their tickets through IRCTC website get e- mails and SMSs to acknowledge the processing of their cancelled tickets and refund status. Railway tickets can be can- celled across ticket counters, IRCTC website and through railway enquiry number 139. On cancelling the tickets online, the refund amount admissible is credited to the pas- senger's bank account within a duration of five days. In case, the tickets are cancelled across the counter, the refund amount is paid within seven days. (PTI) 6 non-BJP ruled states petition President against 15th Finance Comm NEW DELHI, May 17: Six non-BJP ruled states today petitioned President Ram Nath Kovind against the terms of the 15th Finance Commission for deciding the share of states in taxes collected by the Centre, and said that they violate the federal principle as well as infringe upon the Constitution. In a memorandum signed by chief minister and finance minis- ters of Andhra Pradesh, Kerala, West Bengal, Puducherry, Punjab and Delhi, the states opposed some of the terms of reference (ToR) saying they “violate the federal principle as enshrined in the Constitution, erode autonomy of states, and bring significant financial hardship to all states”. Stating that some of the ToR are “qualitatively” different from those of previous Finance Commissions, the memorandum said changes will restrict the states from fulfilling their Constitutional obligations. The Finance Commission, which every five years recom- mends a ratio in which the tax money collected by the Central Government is to be divided among the states, has begun work and will submit its report by October 2019. The 15th Finance Commission, headed by N K Singh, has also been asked to pro- pose measurable performance- based incentives for states which have made efforts to expand and deepen the tax net, slowed popu- lation growth, promoted ease of doing business and saved money by adopting Direct Benefit Transfer where Government dole is paid via bank accounts of users. Besides, it has been asked to recommend incentives for states which have been able to control or eliminate incurring expenditure on populist measures. The key point of difference is the ToR asking the panel to take the census of 2011 as the basis for population data instead of 1971 census which was the basis of rec- ommendations till the 13th Finance Commission, for devolu- tion of funds. The previous, 14th Finance Commission introduced that idea in a small way for the first time. It gave a weightage of 10 per cent for Census 2011 data and resulted in hurting states like Tamil Nadu which had seen slower growth in population as compared to states like Bihar and Madhya Pradesh. The six non-BJP ruled states wanted the reference to be 1971 census, according to the memo- randum. They also wanted deletion of the ToR which deals with the impact on the fiscal situation of the Central Government in view of substantially enhanced tax devolution to states after the pre- vious Commission’s recommen- dations. Besides, they said, the refer- ence to the efforts made by the states in the expansion and deep- ening of tax net under the GST should be deleted. India, Pak to revive joint judicial panel NEW DELHI, May 17: Pakistan has responded pos- itively to India's proposal to revive a mechanism of a joint judicial panel which looks into humanitarian issues of fisher- men and prisoners in each other's custody, the External Affairs Ministry said today. It said External Affairs Minister Sushma Swaraj in October had suggested to the Pakistan High Commissioner to revive the mechanism. "Pakistan responded posi- tively to the same on March 7," it said adding India has also sought dates from Pakistan for organising the visit of the com- mittee. The Ministry said names of members of the reconstituted committee from the Indian side were today communicated to Pakistan. The committee was first formed in 2007. It consists of retired Judges of the higher judiciary who visit and meet prisoners in each other's jails and propose steps to ensure humane treatment and expedite release of prisoners and fishermen who have com- pleted their prison terms. The committee met seven times. The last meeting was hosted by India in October 2013. The reconstituted committee include former Judge of Delhi High Court Jaspal Singh, for- mer judge of Gujarat High Court Harshvadan B Antani and former Rajasthan High Court judge Deo Narayan Thanvi. Another former Judge of Delhi High Court Indermeet Kaur Kochhar has also been nominat- ed to the committee. The move comes amid con- tinuous strain in ties between the two countries over a host of issues including cross border terrorism in Jammu and Kashmir. (PTI) 8-yr-old drowns in canal Excelsior Correspondent JAMMU, May 17: An eight- year-old boy today died of drowning in a canal in Bagh-e- Bahu area of city outskirts. According to a police offi- cial, a male child namely Zia Rehman (8) son of Noor Hussain, resident of Bathindi, along with other children was taking bath while sitting on the bank of a canal in Bagh-e-Bahu area when one of his feet got slipped and he fell down into the canal. The official said as the boy did not know swimming, he drowned in the canal. Later, his body was evicted from the canal and after completion of medico- legal formalities, it was handed over to its legal heirs for last rites. Mentally unstable man consumes poison, dies Excelsior Correspondent JAMMU, May 17: A mental- ly unstable man died today here at Government Medical College and Hospital (GMCH) after he allegedly consumed some poi- sonous substance at his residence in Digiana area of city outskirts, yesterday. "The deceased has been iden- tified as Romesh Singh (60) son of Sewa Singh, resident of Digiana Ashram", a police offi- cial said. Quoting the family members of the deceased, the official said that Romesh was mentally unstable and was taking medicines for quite a long time. He said yesterday Romesh consumed some poisonous sub- stance following which he was shifted to GMCH Jammu, where he passed away today at about 7.30 AM. "After completing all medico-legal formalities, the body of the deceased was handed over to his legal heirs for last rites", he said, adding, inquest proceedings under 174 CrPC had been initiated in the case by the concerned police. Police seeks help in identifying body Excelsior Correspondent SRINAGAR, May 17: Police has sought help in identi- fying a semi decomposed body which was recovered in Ganderbal district. A Police spokesman said that on Sunday, Police Station Sonamarg recovered a male body, age about 27/28 years, fair in colour and wearing blue trouser from Nallah Sonamarg. The body has been kept in the mortuary of PHC Sonamarg. He said in this regard, pro- ceedings under Section 174 CrPC have been started. "The body seems to be that of a non local. The official said listening to the hue and cry of other children, the mother of the girl rushed to the site and in unconscious con- dition shifted her to Government Medical College and Hospital, Jammu, where doctors declared her as brought dead. “After completing all medico-legal formalities, the body of the deceased has been handed over to her legal heirs for last rites”, he said, adding, inquest proceedings under 174 CrPC have been initiated at con- cerned police station. 10 bovine animals rescued by Samba police HC arrested Excelsior Correspondent JAMMU, May 17: Vigilance Organization Jammu arrested a Head Constable (HC) for demanding and accepting bribe for releasing bovine ani- mals with reference to the court orders, the officials said. The arrested HC has been identified as Sohan Lal alias Sonu. A case under FIR Number 10/18 has been registered against him at Police Station Vigilance Organization Jammu and investigation started. Newly married woman kidnapped Excelsior Correspondent JAMMU, May 17: A newly married woman has been kid- napped from village Chak Shera, falling under the juris- diction of Arnia Police Station. As per police sources, a complaint was lodged by a hus- band with Police Station Arnia stating that Vinod Saini, son of Chaju Ram, a resident of Kool Kalan has kidnapped his wife, which whom he tied the knot on May 9 this year. Kathua police arrests 2 ladies with heroin, liquor Excelsior Correspondent KATHUA, May 17 : Acting sternly against drug menace, a team of Police Post Nagri led by SI Vikas Jasrotia during patrolling duty in Chak Drab Khan area, arrested two ladies with heroin and illicit liquor. They were identified as Paramjit W/o Shashi and Rekha Devi both residents of Chak Drab Khan. Police recovered 4.5 grams heroin and 14 liters of illicit liquor from their pos- session. Police has registered case FIR No 170/2018 U/S 8,21,22 NDPS Act 48(a) Excise Act at Police Station Kathua. In another incident today a team of Police Post Nagri con- ducted raid in Kulian area of Nagri and booked three gam- blers along with Rs 4480 stake money and playing cards. As the people did not stopthe work, DC Kathua, RohitKhajuria along with SSP KathuaShridhar Patil and other civiland police officers rushed to thespot with a big contingent ofpolice and they forcibly stoppedthe work.

This ensued a clash betweenpolice and the people. To dis-perse the mob the police resort-ed to lathicharge and fired teargas shells also. The agitated peo-ple also pelted stones on thepolice and civil administrationresulting into the injury to 15people including nine policemenand six civilians.

Reports said that police hasalso arrested some persons but itdid not divulge the number.Police has registered a case inthis regard.

The tension prevailed in thetown as the people objected theaction of administration sayingthat two shops have also beenconstructed on the State land onthe same land and when theadministration did not takeaction against them why theunder construction temple hasbeen demolished by it.

NEW DELHI, May 17:

Rail passengers can nowmonitor the refund status of theircancelled tickets in real-time bylogging on to a website launchedby the Railways Ministry recent-ly.

The website'refund.Indianrail.Gov.In' onlyrequires the Passenger NameRecord (PNR) numbers of trav-ellers to reflect their refund sta-tus.

"This facility is to promotetransparency in the system andis extremely helpful for thoseawaiting refunds," Ved Prakash,Director, Publicity, RailwayBoard said.

The website has been devel-oped by the Centre For RailwayInformation Systems (CRIS)and will show the status ofrefunds for tickets bought atticket counters as well as online.

The system will speciallyhelp those passengers who areforced to submit claims throughTicket Deposit Receipts (TDRs)at ticket counters as they areunable to know their tickets'refund status at any other point.

As of now, only those pas-sengers who book their ticketsthrough IRCTC website get e-mails and SMSs to acknowledgethe processing of their cancelledtickets and refund status.

Railway tickets can be can-celled across ticket counters,IRCTC website and throughrailway enquiry number 139.

On cancelling the ticketsonline, the refund amountadmissible is credited to the pas-senger's bank account within aduration of five days. In case,the tickets are cancelled acrossthe counter, the refund amount ispaid within seven days. (PTI)

6 non-BJP ruled states petitionPresident against 15th Finance Comm

NEW DELHI, May 17:

Six non-BJP ruled statestoday petitioned President RamNath Kovind against the terms ofthe 15th Finance Commission fordeciding the share of states intaxes collected by the Centre, andsaid that they violate the federalprinciple as well as infringe uponthe Constitution.

In a memorandum signed bychief minister and finance minis-ters of Andhra Pradesh, Kerala,West Bengal, Puducherry, Punjaband Delhi, the states opposedsome of the terms of reference(ToR) saying they “violate thefederal principle as enshrined inthe Constitution, erode autonomyof states, and bring significantfinancial hardship to all states”.

Stating that some of the ToRare “qualitatively” different fromthose of previous FinanceCommissions, the memorandumsaid changes will restrict the statesfrom fulfilling their Constitutionalobligations.

The Finance Commission,which every five years recom-mends a ratio in which the taxmoney collected by the CentralGovernment is to be dividedamong the states, has begun workand will submit its report byOctober 2019.

The 15th FinanceCommission, headed by N KSingh, has also been asked to pro-pose measurable performance-based incentives for states whichhave made efforts to expand anddeepen the tax net, slowed popu-

lation growth, promoted ease ofdoing business and saved moneyby adopting Direct BenefitTransfer where Government doleis paid via bank accounts of users.

Besides, it has been asked torecommend incentives for stateswhich have been able to control oreliminate incurring expenditureon populist measures.

The key point of difference isthe ToR asking the panel to takethe census of 2011 as the basis forpopulation data instead of 1971census which was the basis of rec-ommendations till the 13thFinance Commission, for devolu-tion of funds.

The previous, 14th FinanceCommission introduced that ideain a small way for the first time. Itgave a weightage of 10 per centfor Census 2011 data and resultedin hurting states like Tamil Naduwhich had seen slower growth inpopulation as compared to stateslike Bihar and Madhya Pradesh.

The six non-BJP ruled stateswanted the reference to be 1971census, according to the memo-randum.

They also wanted deletion ofthe ToR which deals with theimpact on the fiscal situation ofthe Central Government in viewof substantially enhanced taxdevolution to states after the pre-vious Commission’s recommen-dations.

Besides, they said, the refer-ence to the efforts made by thestates in the expansion and deep-ening of tax net under the GSTshould be deleted. (PTI)

India, Pak to revivejoint judicial panel

NEW DELHI, May 17:

Pakistan has responded pos-itively to India's proposal torevive a mechanism of a jointjudicial panel which looks intohumanitarian issues of fisher-men and prisoners in eachother's custody, the ExternalAffairs Ministry said today.

It said External AffairsMinister Sushma Swaraj inOctober had suggested to thePakistan High Commissioner torevive the mechanism.

"Pakistan responded posi-tively to the same on March 7,"it said adding India has alsosought dates from Pakistan fororganising the visit of the com-mittee.

The Ministry said names ofmembers of the reconstitutedcommittee from the Indian sidewere today communicated toPakistan.

The committee was firstformed in 2007.

It consists of retired Judges

of the higher judiciary who visitand meet prisoners in eachother's jails and propose steps toensure humane treatment andexpedite release of prisonersand fishermen who have com-pleted their prison terms.

The committee met seventimes. The last meeting washosted by India in October2013.

The reconstituted committeeinclude former Judge of DelhiHigh Court Jaspal Singh, for-mer judge of Gujarat HighCourt Harshvadan B Antani andformer Rajasthan High Courtjudge Deo Narayan Thanvi.Another former Judge of DelhiHigh Court Indermeet KaurKochhar has also been nominat-ed to the committee.

According to a police offi-cial, a male child namely ZiaRehman (8) son of NoorHussain, resident of Bathindi,along with other children wastaking bath while sitting on thebank of a canal in Bagh-e-Bahuarea when one of his feet gotslipped and he fell down intothe canal.

The official said as the boydid not know swimming, hedrowned in the canal. Later, hisbody was evicted from the canaland after completion of medico-legal formalities, it was handedover to its legal heirs for lastrites.
