These changes should not be a surprise to most of us since we have been talking about IPPS-A for many years. Some of these changes will greatly improve our processes from the way we did business in the past and some of these changes will be painfully different because they require us to change our processes from how we are used to doing them. IPPS-A is an auditable system that offers new capabilities such as a Soldiers’ ability to update certain administrative data through their phone or tablet applications and submitting a trackable case for personnel inquiries. Since going live Kentucky has provisioned over 300 roles, 85 Soldiers have been advanced from E2-E4, 2 Officers were promoted and numerous assignments and other personnel transactions have been completed in IPPS-A. Twenty-eight Soldiers have completed address changes through self-service and 100% of pay affecting transactions processed without error. In the movie “Hidden Figures: The Story of the African-American Women Who Helped Win the Space Race” tells the story of a group of women who worked for NASA as human computers. Not only did they face the equal rights issues of the time but were introduced to a new electronic computer which could complete calculations faster and would soon replace them. She would later become the first African-American woman to supervise a group of staff at NASA. The ability to adapt to change is a positive trait for military personnel to

possess. On 21 October 2019 the Kentucky Army National Guard replaced

a decades old personnel program (SIDPERS) with the modern day IPPS-A

system. With the advent of this system we are experiencing major changes

in how we process personnel actions. These changes should not be a

surprise to most of us since we have been talking about IPPS-A for many

years. Some of these changes will greatly improve our processes from the

What’s going on: The FY20 EPS Boarded List is on the G1 GKO page, under the G1

EPS Rosters link. Verify all Soldiers that should have been boarded appear on the list.

Updates:

The Enlisted Promotion List (EPL) has published and is available on the

KYARNG GKO share site. Due to IPPS-A implementation the new EPL is

actively being worked.

Final Formation will be held the first month of each quarter in conjunction with

Joint Force Headquarters drill.

National topics: IPPS-A has made it to Kentucky. In order to be granted permissions

in IPPS-A, the required training(s) must be completed.

Advancements (E-1 to E-2, E-2 to E-3, E-3 to E-4) in IPPS-A: 1. Since the decentralized rosters run an auto promotion batch nightly (0001 each night), units will want to review and update (to include TIS/TIG waivers) the decentralized rosters at least every 2 weeks. 2. Eligible Soldiers with TIS/TIG (without waivers) will reflect a "promotion select" status automatically. Units will verify "promotion effective date" status is correct since IPPS-A will run a nightly batch process and automatically promote these Soldiers. Orders for those promoted will be generated and sent to iPERMS the following day. 3. If units have Soldiers who are reflected as "promotion select" and change them to "promotion non-select," they will remain "promotion non-select" until the unit updates their status in IPPS-A. 4. If units have Soldiers who are reflected as "promotion non-select" and change them to "promotion select," they will need to verify "promotion effective date, grade entry date and rank entry dates" are correct (and not backdated). 5. Orders effective date will match the "promotion effective date" and "grade entry date." This will send out a transaction to DFAS for their pay date. 6. Soldiers who are flagged will reflect "No" under the Eligible column and a "Flag exists on Record" under the comments column. As a result, they will automatically become "promotion non-select" until the flag has been removed in IPPS-A.

IPPS-A is now live and we are working diligently to process actions. All actions are still uploaded on the SIBX Hub and in iPERMS.

DA Boards - Officer My Board Files are now open for the following boards: LTC CH, COL CH, COL APL, please ensure Officers are verifying documents in their My Board File.

National topics:

The scrolling process has been revamped for unit vacancy promotions. Scrolls, P19-19,

P23-19, S06-19, S07-19, U18-19, and U19-19, are at SEC DEF awaiting signature.

Education & Incentives

KHEAA has implemented their new pay program for State TA. The School

Payments have been started and are 90% complete with the remaining

schools needing to validate their rosters. If you have any questions please

contact with the Education NCOIC [email protected].

We currently have over 250 State TA application from October that require unit

validation. Please Validate or if the Soldier is not in good standing make sure

to counsel the Soldier and mark “reject” to complete the process. Please

contact with the Education NCOIC [email protected] if you have

any questions.

Soldiers who have received a denial letter from the VA and should be receiving

benefits can contact SSG Boone to correct their eligibility rating code with the

VA. This will correct the code and send the Soldier an acceptance letter.

Should a Soldier forget to file they can file for back pay at the rate for that

period, for any assistance Contact SSG Boone, our State GI Bill Manager to fix

[email protected].

Soldiers with 3 years of service can extend at any time for a period to equal 6

year contract to get a $350 a month kicker. This is also available to ROTC

cadets drawing MGIB. If you have any questions please contact our State GI

Bill Manager to fix [email protected].

Education & Incentives will be working with units, BN, and BDEs to attend their

SRP events in order to assist their Soldier’s with Incentives and School needs.

Office of the State Surgeon

The next 4 months is PHA season in KY! Make sure you are getting all of IPR’s scheduled and

Soldiers prepared for the events. Ensure your Soldiers complete their online portion. Below are

dates and locations of mass events. Soldiers that miss their unit PHA can be scheduled with

other mass events but coordination should be made before event. Weekly PHA’s are conducted

at BNGC on Tuesday, Thursday and Fridays.

01-06 November at WHFRTC

06-08 December at BNGC

10-12 January at WHFRTC

21-23 February at WHFRTC

Influenza

Flu Season is among us. Influenza (flu) is a contagious disease that can be serious. Every year, millions of people get sick, hundreds of thousands are hospitalized, and thousands to tens of thousands of people die from flu. The Army Force Health protection requires every Soldier to include members of RSP are also vaccinated. We do not have delivery date of our influenza vaccinations but expect to see something come out soon in the FRAGO. Most of the time flu activity begins around December and can last through May. CDC urges you to take the following actions to protect yourself and others from the flu.

Get yourself and your family vaccinated!

A yearly flu vaccine is the first and most important step in protecting against flu viruses. Protect Yourself. Protect Your Family. Get Vaccinated.

Stop the spread

Take every day preventative actions to help stop the spread of flu viruses! Avoid close contact with sick people, avoid touching your eyes, nose, and mouth, cover your coughs and sneezes, wash your hands often (with soap and water).

68W Sustainment

The 68W module is not talking to NREMT as of now NGB is aware and are working to fix the issue. We will inform everyone as soon as it is back up. Those who are able, can then go in and hit the button to recertify. Full-Time National Guard Duty- Operational Support (FTNGDOS) Opportunities KY-RRB will be fielding (2) two Enlisted Strength Manager (ESMs) AGR Positions with duty location at HQs in Frankfort. Both positions will post week of 5 NOV 2019. Job Title. Commander Enlisted Strength Manager, B CO and A CO. Grade of O2-O3, and O-2-O4, with 6 yrs AFS. Previous company command experience preferred. The Commander Enlisted Strength Manager is a Recruiting and Retention Battalion (RRB) field position. CDR ESMs are responsible for the Eastern region of the State and command and control one company of the RRB. Each company is made up of Recruiting and Retention Detachments (RRD), with corresponding Recruit Sustainment Programs (RSP). The chief duty of the ESM is to command the assigned company and accomplish the strength maintenance mission for the assigned region by meeting accessions and retention goals and through the training pipeline success (TPS) of the respective RSP. 1.
