If we can’t retain our current force, it’s hard to ask for more units, slots, schools, and full time authorizations. Our recruiters work tirelessly to fill our ranks and are currently projected to make their annual recruiting mission. However, RETENTION is another aspect of end strength that we need to get after. Simply put, we need to keep qualified, competent and fit people in our formations. We have invested countless tax dollars to train our Soldiers and it is imperative that we keep those trained Soldiers in the Guard for the long haul. It’s hard to believe it’s already June! June means the start of summer and for most units it is Annual Training time. For our Health Services Branch, this usually means an increase in Line of Duty (injury or illness while on duty) cases that are primarily from AT. There are two types of LODs: Formal or Informal. Most are informal and the difference is a Formal LOD is an injury or illness that incurred under doubtful circumstances. Some key notes for units is to remind Soldiers to immediately notify their Commander, 1SG or designated representative of an injury, illness or disease that occurred while on duty. Units must ensure all documentation is gathered immediately, especially if they are conducting training out of state. The DA 2173 and medical documents with diagnosis are the two that usually hold up the processing of the LOD. Finally, make sure LODs are completed in a timely manner: 60 days for an Informal and 180 days for a Formal LOD. Most of us don’t hesitate to take advantage of the discounts at places like Lowes, Disney World, or the occasional free meal on Veteran’s Day that our military service affords us; but how many of you are taking full advantage of the benefits you qualify for as a member of the National Guard. These range from training opportunities, bonuses, education benefits, medical, dental, life insurance programs, and retirement plans. Upon closer examination you will find that these programs rival the quality of those in the civilian market for full-time employment. There is a direct relationship between Soldiers that use these benefits and the Soldiers that reenlist. As personnelists we must be knowledgeable in all these areas and make sure this information is passed on to the Soldiers in our units. The more benefits they use the more likely they are to remain a member of the Kentucky National Guard. Regulations 1. UPDATED AR 600–8–19, ENLISTED PROMOTIONS AND REDUCTIONS. An updated AR 600-8-

19, dated 16 May 19 and effective 16 Jun 19, is posted on APD.

2. UPDATED NATIONAL GUARD REGULATION (NGR) 680-1, PERSONNEL ASSETS ATTENDANCE AND ACCOUNTING, 15 APR 19. From ARNG Army Personnel Division (ARNG-HRP): NGR 680-1 has been revised, and the new regulation is available for download from the National Guard Bureau Publications and Forms Library website [https://www.ngbpdc.ngb.army.mil/]. It updates guidance for revised training and retirement category (TRC) codes and non-prior-service drill performance limits; and it incorporates EBDL reporting guidance. • The next Awards Board will be 19 June 2019 (OPORD 19-01)

Common Mistakes:

• Awards should be submitted by noon the Friday before the awards board. Any award submitted after the deadline will be reviewed on the next board unless Chief of Staff approves.

• Please provide full addresses in blocks 1, 2, and 15. This is a new update, but

going forward awards will be sent back unless a full address are in these blocks.

PSB Updates:

Next PSNCO Teleconference: 26 JUN / 31 JUL / 28 AUG

What’s going on: Decentralized E4-E5 Boards: Decentralized boards will not utilize the SIBx Automated Boards System (ABS). With this change to the MOI, the centralized board appraisal results (NGB Form 4101-1-R-E) must be submitted to the G1 Boards share server on all Soldiers considered and evaluated by the board, signed by each board member.

Updates:

• Centralized E-6 to E-9 EPS board suspense dates:

o NLT 9 AUG MSC Validated PER submission. DA Form 4187 for MOS consideration in another MOS.

o NLT 30 AUG Soldier elections on the NGB 4100-1B-R-E; Commander recommendations; iPERMS documents uploaded; and a MSC representative will meet with G1 to verify the PER.

National topics: An updated version of AR 600-8-19 (Enlisted Promotions and Reductions), dated 16 May 2019 has been released. The updates incorporate guidance from PPOM 18-001.

After you've brainstormed and came up with a list of accomplishments to complete your NCOER, sort them into the categories required by the NCOER form: • Character • Intellect • Achieves • Leads • Presence • Intellect •Develops Don't be surprised if your list of accomplishments doesn't fit neatly into these categories. You'll probably have to reverse-engineer your bullets to fit them into these topics or look for more achievements that fit the required box. For example, if you're not a supervisor, you may not have any obvious feats of leadership. You'll have to think outside the box and find something that qualifies as a leadership bullet.

Unit Vacancy Promotion (UVP) Timeline

What’s Going On:

• 24-36 month MILED waivers for 2LT-1LT and WO1-CW2 promotions are now approved/disapproved at TAG level (PPOM #19-017)

• FED REC Board is 18 June 19; packets are due NLT 7 June 19

Updates:

• SLB Scrub has been moved to 4 June 2019 for BDE AO’s or representative located in the G1 conference room.

• SRB has been moved to 13-15 August 2019 packets are due NLT 31 July 2019.

Issues:

• Please insure packets processed on the HUB are routed thru BDE level before routing to State.

The IPPS-A PMO conducted the KY D-120 IPPS-A Brief, Training overview brief and Enterprise Learning Management (ELM) training on 22 May and was a success. RCMS Update RCMS (DPRO, Record Brief, etc) is back online and NGB is currently in the process of loading all the data into the system. RCMS applications are expected to be fully functional no earlier than 31 May 2019.

DEERS COMMON ACCESS CARD CERTIFICATE REDUCTION AND REALIGNMENT PLAN (FOUO). From the FORSCOM G-1 HR Training and Assessment Branch: All Soldiers and Civilians (DOD, DA, Contractors) who possess a Common Access Card (CAC) issued prior to 24 February 2018 must activate the PIV-Auth Certificate via the Defense Manpower Data Center (DMDC) Self Service portal NLT 1 July 2019. Instructions to activate the PIV-Auth Certificate are provided at the following link. It takes less than seven minutes. Users with a CAC issued on or after 24 Feb 18 already have an activated PIV-Auth Certificate and no action is needed at this time. https://www.milsuite.mil/book/docs/DOC-598055

New Extension Guidelines DA Form 4836’s completed under Table 1 Rule F will now be processed by G1-SIB Branch. The unit will upload the DA Form 4836 in iPERMS, the BN/BDE S1 shop verifies the documents and as long as the Soldier qualifies for the extension under Rule F, batches will be sent to quality control to SIB Branch for processing using the comment “ATTN SIB Branch”. (See Desktop Reference SIB 24) DA Form 4836 corrections will continue to be completed on the DA Form 4187 but will no longer require a new DA Form 4836 to be created. (Updated Desktop Reference will be available soon.)

BAH/DA 5960 Guidance ALARACT 001/2018 states: “THE SOLDIER WILL CERTIFY THEIR BAH BY COMPLETING A DA FORM 5960. IT WILL BE SIGNED BY THE SOLDIER AND CERTIFIED BY THE COMPANY LEVEL COMMANDER. COMMANDERS MAY DELEGATE IN WRITING, THIS CERTIFICATION TO THE FIRST COMMISSIONED OFFICER IN THE SOLDIER’S CHAIN OF COMMAND.” Please make sure this is happening. If and when a pay audit questions one of your Soldiers records, they are going to also want to see the delegation in the iPERMS record for the first commissioned officer in the Soldier’s chain of command that signed it, if delegated. Read the ALARACT for more details on completing DA FORM 5960 correctly.

Education & Incentives

Now that GIMS has been restored Units need to get back in a routine of checking their bins and pushing contracts for payment. Also remember that the deny payment option is only a temporary option meant for a Commander to use short term while waiting for 2nd record APFT, HT/HT, or outcome of an investigation. Should a termination be desired please make contact with the Education NCOIC [email protected] for the proper process.

NGB has suspended the manual contract request for the time being as both the RMS and GIMS systems are functioning to allow units and Retention NCOs to extend Soldier within the systems.

Manual contracts have been loaded into GIMS, some still need NGB validation but most are ready for payment. Please make contact with the Education NCOIC [email protected] if you wish to check on a Soldier’s payment.

Soldiers who are just back from training may have their GI Bill applications denied erroneously by the VA. Contact SSG Boone, our State GI Bill Manager to fix [email protected].

Any members who are behind in GI Bill payments and experiencing severe financial hardship should contact their School, VA (1-888-442-4551), or State GI Bill Manager.

State Surgeon and Health Services

The medical readiness of our Soldiers is critical to our success on the battlefield. Maintaining our Human Weapon Systems, similar to mission essential vehicles or equipment of the battlefield, will allow for predictability of personnel resources. Medically ready Soldiers are less likely to be missing from training while at home station and are less likely to be a preventable loss while deployed. Maintaining Soldier and unit medical readiness is the responsibility of every commander and leader in the Army. Medical readiness impacts unit readiness and deployability. The Army's deployable strength goal is 95 percent. To that end, the ARNG medical readiness goal is 90 percent Medical Readiness Classification (MRC) 1 and 2, MRC3 at less than 8 percent, and MRC 4 at less than 2 percent. Our MRC GO numbers are on an incline. We have increased 3% and are now close to the 90% MRC Goal sitting at 88.5% as of 30 May 2019. Continue to project MRC 4 Soldiers and schedule them for a PHA. The TMC (BNGC and WHFRTC) are both up and operational. Your case management team can assist scheduling PHAs or you can contact the Medical Detachment, 75th Troop Command (see instructions below). WHO: All KYNG Soldiers in a duty status with current or pending MRC4 status WHAT: Scheduling a PHA outside of IDT weekends WHEN: Tues-Thursday 0830- 1300 WHERE: BNGC Frankfort, KY TMC WFRTC Greenville, KY WHY: To improve MRC4 numbers HOW: Soldiers should go through their BDE Medical NCO/Case manager. Soldiers who reside within commuting distance of a Military Treatment Facility (MTF) may obtain any duty-related continued care or a PHA from the nearest MTF. Readiness Updates

New LOD Reg: The new AR 600-8-4 has been released. Please review for updated policy changes. They are currently working on updated NGB guidelines. There are many changes coming as soon as NGB puts out all their guidance we will clarify our new procedures as well. We have a high percentage of Formal LODs that Kentucky find ILD and NGB finds NILD. If that happens to one of your Soldiers, encourage and assist them to appeal the NGB determination. They can appeal to NGB then HRC then ABCMR. Feel free to contact HS if you need assistance.

New DA 7652: There is a new DA 7652 (DES Commander's Performance and Functional Statement). The April 2019 version of the DA 7652 (DES Commander's Performance and Functional Statement) has been published and is available on the ADP webpage. Cases already in progress may proceed with the 2017 version; however, any new or returned cases submitted to the MEBTO on (or after) 1 May will require the 2019 version.

Behavioral Health Program Spring is busy season all around the Guard and often when we see concerning or higher-risk behaviors increase as well. Unit leaders have been doing a fantastic job so far this season in referring Soldiers to get appropriate help when needed and providing potentially life-saving interventions! Thank you for what you're doing! If there's any imminent threat or danger for a Soldier, please remember to call 911 or the Veterans Crisis Line at 1-800-273-8255 (Press 1) for immediate support. For non-emergency requests, please contact your nearest behavioral health provider or our case manager, Ms. Phyllis Townsend, to schedule an appointment: 502-607-1282. *Note: Mr. Hunsaker has retired and is no longer available and Ms. Sears is away at military training until mid-June 2019.

RETENTION PROGRAM TIPS Unit Retention Programs are essential to sustaining long-term unit personnel strength and for a successful State Strength Maintenance Program. A few simple, but effective tips that are indicators of a healthy unit retention program:

1. Command Emphasis – Unit leadership prioritizes retention and focuses regular attention on the program; Publish unit retention goals; Monitor unit retention rate.

2. Sponsorship – Unit representatives meet Soldiers at RSP First Formation; Sponsors are assigned and contact Soldiers prior to IDT and remain engaged throughout the Soldier’s first-term of service; Squad Leaders take ownership.

3. Unit Retention NCO – Individual is appointed with additional duty orders and is trained (PEC or RRB); NCO is fully engaged and provides updates to CDR/1SG.

4. Counseling – Counseling is conducted from the Squad Leader up to the 1SG/

Commander; All leaders emphasize the Soldier is a valued member of the Team.

RETENTION EVENT SUPPORT KY-RRB will provide individually-tailored support to Brigade, Battalion and Company Retention Events (i.e. SRPs, AT, IDT, etc.). Units may request Retention Briefings, ETS Counseling, Retention Training and/or evaluation of unit Retention Programs.
