Chesterfield Village homeowners enjoy living in one of the most unique, and best, neighbor- hoods in the Springfield area. Protecting the integrity and quality of the neighborhood is a responsibility your HOA board members take seriously. With this in mind, the board recently announced a new strategy for homeowner dues that will strengthen the HOA’s ability to meet its commitment to current and future residents of our great community. Why the New Dues Strategy? While your homeowners association is a non-profit entity, the rules of business still apply: the HOA must be able to collect adequate money from residents in the form of dues to cover all costs and provide a sufficient reserve for large ex- penses and unforeseen circumstances that happen from time to time in maintaining and improving a quality neighbor- hood. With dues remaining status quo for many years, the funds have not kept pace with the increase in vendor rates and the increased cost to maintain aging facilities. Due to increased costs every year, there is not much money, if any, left over at the end of the fiscal year to put into reserves. A reserve fund can be used to cover the cost of major projects. Your board believes it’s in the best interest of all residents that dues keep up with the needs of the neighborhood to ensure continued maintenance and improvements while avoiding future large special assessments. A Consistent Dues Strategy To bring greater long-term financial stability to HOA financ- es, the board is implementing a new dues strategy. Dues will increase 5% in 2014 (this is reflected in your current state- ment). The board has also discussed a 5% increase in 2015. The board will evaluate its dues strategy annually with homeowner input at the October Member’s Meeting when a detailed financial report and proposed budget is provided. How Dues Benefit You  As noted above, the HOA is a non-profit entity. Board mem- bers receive no compensation of any kind for their volunteer service and we do not use a property management compa- ny; 100 percent of homeowner dues go toward maintaining and improving our great neighborhood.  Watch Training 

Please plan to attend one neighborhood

watch training so that CV can qualify forthe new neighborhood watch program.Training dates are posted on the Spring-field Police Department’s website(www.springfieldmo.gov/spd). Residentscan sign up online, or can call417.874.2113 to register. Training is lim-ited to 40 participants. Turn in completedtraining certificates to Edd Liniger. Weonly need to train 11 more householdsto qualify!!! 

Sidewalk RepairResidents haveexpressed con-cern about thetar and asphaltpatches the Cityof Springfield puton ChesterfieldVillage sidewalks

and Streets. Theboard has beenin touch with aCity contact re-garding the issue. 

Claudia with Springfield's Public Infor-mation Office has informed an inquiringboard member that the tar and asphaltpatching is a "temporary" fix until the Citycan get a contractor out for permanentrepair. Some residents report, however,that they have seen these "temporary"patches on their sidewalks and streets foa year. There is a concern among resi-dents and the board that this "temporary"fix will become permanent. 

If you would to let the city know your con-cerns regarding the unsightly sidewalkand street "repairs" in Chesterfield Vil-lage, and ask that the permanent repairsbe done forthwith, Claudia with Spring-field Public Information can be reached a864-1010 or 864-1012.

Company for weekly trash pick-up. If you

are new to the neighborhood, call Allied

Waste at (417) 865-1717 and tell them

you are a CV resident. 

Trash pickup is every Monday. Recycling

is every other Monday. Residents can call

to request a free large bin for recycling.

Proposed Changes to City Bus Route At the annual meeting in October, CVHOA resident Steve Webb presented a petition to have the City ofSpringfield change its bus route so that the public transportation busses do not travel through our neigh-borhood. The proposed route change will pick up passengers at Kansas Expressway and Scenic and theroute will go around the neighborhood. The primary concern is for the safety of residents who walkacross Chesterfield Boulevard. Please sign the petition if you support the changes..  The petition willthen be taken to a public hearing where the route changes will be presented to the general public andthe transit board.
