TO THE REQUEST FOR QUALIFICATIONS FOR
TUCSON AIRPORT AUTHORITY PROJECT
10119108 ANG-ECF HANGAR IN KIND REPLACEMENT
AUGUST 10, 2020 The following Addendum dated August 10, 2020 shall be made a part of the Request for Qualifications (RFQ) dated July 24, 2020 for TAA Project 10119108 – ANG-ECF Hangar In Kind Replacement. GENERAL 1. The Pre-Submittal Conference Summary dated August 5, 2020 and associated sign-in sheets are attached to this Addendum No. 1.
RESPONSES TO QUESTIONS
Q. Would you consider removing the requirement for 12 point Times New Roman (Item 4, end of first paragraph), page 9,
and substituting a minimum font requirement of 10 with no font restrictions? 12 point fonts are extremely large and not
typically used in responses to RFQs in the AEC industry. Further, firms use specific fonts to customize their
presentations. I might suggest that you ask only that the fonts be minimum 10 point and readable.
A. No, we will not be changing the font requirement.
Q. Would you consider making the submittal electronic instead of paper given the COVID-19 pandemic? Most public agencies have converted to this method, either through email submission or a special submittal port created for this purpose. We are reluctant to have any of our employees hand-deliver our submission in person to your offices and do not anticipate the ability to complete it in time to use a logistics company such as USPS, UPS, or FedEx.
A. One (1) original and six (6) copies of the SOQ should be submitted to TAA and should be clearly labeled with the project title and the Respondent’s name and addressed to the attention of Ray Valdez. SOQs can be submitted in-person, via UPS or FedEx. TAA is also requesting that one pdf be submitted electronically to DropBox (https://www.dropbox.com/request/7yv5tfryJiGqCdm8jULe). Both the hard copies and the DropBox submittal must be received by 2:00 pm, Wednesday, August 26, 2020.

Q. Would you consider making the requested OSHA 300A forms and the Workers Compensation Experience Modifier Rate (EMR) forms not count towards the 20 page limit? You are requesting 5 years of OSHA 300As, which are minimum 1 page each, 3 pages each for the entire report.
A. The OSHA 300A forms and the Workers Compensation Experience Modifier Rate (EMR) forms are not counted towards the 20 page limit. Please attach them as an Exhibit / Appendix.
Q. You also request submitters to provide a proposed project schedule (Item A-2-e) and a discussion of major issues our team has identified on this project and how we intend to address those issues (Item D-2). The RFQ does not describe or list TAA’s desired schedule, start or preferred completion date, nor any issues that TAA anticipates on this project. Will these be discussed in the pre-submittal conference or otherwise provided to proposers to that we can answer these questions mindfully?
A. TAA plans to award the contract approximately November 1, 2020 and desires to have the project completed by November 1, 2021. With plans completed in approximately 1-2 months, please provide your proposed schedule. Also include major issues you identify on this project and how your firm would address those issues.
Q. Item E states that the submitter’s Quality Control Plan must be provided to TAA for approval and acceptance prior to beginning any work. There is no request here for a summary of that plan. Is that the intent of this section? As it is, it is a statement not a question or request. Please advise as to whether a response is required to Item E.
A. Submitters shall submit their recommended Quality Control Plan. This plan may be negotiated with the successful contractor.
Q. Item H is also a statement regarding not providing Cost or Price information. Can we assume there is no
response required for Item H?
A. There is no response required for Item H. Cost or Price information should not be submitted with the SOQ.

PRE-SUBMITTAL CONFERENCE SUMMARY Project No. /Name: 10119108 ANG-ECF Hangar in Kind Replacement Date: August 5, 2020 Time: 10:00 AM Location: Tucson Airport Authority (TAA) Administration via WebEx Funding: TAA Procurement Officer: Ray Valdez Project Director: David Moore SIGN IN AND INTRODUCTIONS 1. See attached Sign-in Sheet for attendees. 2. Ray Valdez welcomed all attendees and made brief introductions. He indicated that the minutes of the pre-submittal conference will be distributed to all meeting attendees and RFQ holders of record. Further addenda, if any, will be distributed to pre-submittal meeting attendees and firms on the RFQ Holders List. GENERAL INFORMATION
1. TAA intends to award this contract by November 1, 2020 and desires to complete project on/before November 1, 2021. 2. The estimated construction cost of the project is $8,000,000.00.
3. The project will be funded by TAA funds. 4. The selected Respondent will provide pre-construction services, including constructability and phasing review; conceptual cost estimating services, scheduling, value engineering, and other preconstruction services, and (ii) potential construction services as the Construction Manager at Risk 5. TAA shall not be held responsible for any oral instructions. Any changes to this RFQ will be in the form of an addendum, which will be furnished to all registered RFQ holders and pre-submittal meeting attendees. 6. This RFQ does not obligate TAA to award the contract to any firm nor to pay any cost incurred in the proposal process or in the preparation of Statements of Qualifications (SOQs) submitted in response to this RFQ. Firms may be required to attend interviews in Tucson at a time and place to be announced. Expenses associated with such travel will be solely the responsibility of the firms. TAA reserves the right to reject any and all SOQs or to accept any firm which is deemed to be advantageous to the public and TAA. 7. The SOQ and other requested information must be completed, in its entirety, to the best of Respondent’s ability and the Respondent must represent and warrant that all information contained therein is true and correct to the best of Respondent’s knowledge.
8. No representative or agent of the Respondent may contact any member of the staff or Selection Committee, any member or director of TAA or any other agent or consultant of TAA, either directly or indirectly.

Questions related to the RFQ or SOQ process may be directed in writing to Ray Valdez by email at [email protected]. Any communication, or attempted communication, with any person other than Ray Valdez shall, in the sole discretion of TAA, be grounds for disqualification of the firm. 9. Until an award and execution of a contract by TAA, only the name of each Respondent on the short list may be made available to the public. All other information received by TAA in response to this RFQ or contained in the SOQs shall be confidential. The SOQs shall be open to public inspection after the contract is awarded and executed by TAA. To the extent the firm designates and TAA concurs, trade secrets and other proprietary data contained in the firm’s SOQ will be kept confidential. 10. Any questions that the Respondents may have about the RFQ or the project should be emailed to Ray Valdez by no later than 2:00 pm on Monday, August 17th. TAA will issue the minutes of the pre-submittal conference and written responses to any questions received to all RFQ holders by email and/or facsimile on or before Monday, August 10th. 11. DBE. It is the policy of TAA to ensure that Disadvantaged Business Enterprise firms (“DBEs”) have a fair and equal opportunity to participate in TAA's contracts. Specifically, it is the goal of TAA to ensure that, to the extent reasonably possible and consistent with other legal requirements that: (a) DBEs are not discriminated against in the award and administration of TAA's contracts; (b) a level playing field is created on which DBEs can compete fairly for TAA's contracts; and (c) any barriers to the participation of DBEs in TAA's contracts are removed. If a proposer or sub consultant of the proposer are certified as DBE, the work performed by both shall be counted towards meeting the aspirational goal. Any work performed by a non-DBE proposer or subconsultant shall not. TAA has set an aspirational 7% (7% of the dollar value of the contract) DBE participation goal for this contract. The firm must make a "good faith effort" to meet the stated aspirational participation goal. The firm should consult Appendix A of the DBE Regulations for guidance on what constitutes "good faith efforts.” As a matter of responsibility, firms must complete and submit the “Statement of Proposed DBE Utilization” in the form provided, with its submittal, including evidence of good faith effort related to TAA’s goal if the 7% aspirational goal is not met in part or in full. Firms and firms' subcontractor/subconsultant who are submitting as DBEs must be certified DBEs in Arizona in good standing prior to the date submittals are due. TAA recognizes current DBE certifications by the ADOT, City of Phoenix, and City of Tucson. For information regarding DBE firms recognized by TAA, or if you have any questions about TAA's DBE Program, please contact Veronica Ruiz-Ronquillo, TAA DBE Liaison Officer, at 520-573-8100. The successful proposer will be required to submit the following information: (1) the names and addresses of DBE firms that will participate in the contract; (2) a description of the work that each DBE firm will perform; (3) the percentage amount of participation of each DBE firm participating; (4) written documentation of the bidder/proposer’s commitment to use a DBE subcontractor whose participation it submits to meet the aspirational contract goal; and (5) if the proposer cannot meet the aspirational DBE goal in part or in full, evidence of good faith effort undertaken by the proposer as described in Appendix A to 49 CFR Part 26. To count toward meeting a goal, each DBE firm must be certified in a NAICS code applicable to the kind of work the firm would perform on the contract. As a condition of the agreement between the parties, the firm awarded the contract will be required to report DBE participation efforts listing (1) all certified DBE subconsultants who will be working on the Project, including work performed by firm’s own forces if firm is a DBE and (2) the estimated amount of dollars that will be paid to any DBE subconsultant providing services. form to be provided by TAA. In addition, firm must provide written confirmation from each DBE of its participation in the firm’s work. Firm will be required to track all payments to DBEs working on the Project. At the completion of the Project, firm will be required to complete and submit a final certification of payments to DBE firms on a form to be provided by TAA. PROPOSAL REQUIREMENTS 1. Ray Valdez reminded the firms to carefully review the SOQ requirements described in Section IV on page 6. 2. Respondents should review the insurance requirements on page 5 of the RFQ to confirm that they can comply. 3. Respondents are to provide complete OSHA 300A Summary of Work Related Injuries and Illnesses along with your Workers Compensation Experience Modifier Rate. These documents will not be counted towards the 20 page limit. SOQs submitted without these required documents will not be considered. 4. Client references provided in the SOQs should not include TAA. 5. Failure on the part of a Respondent to provide any portion of the required documentation may be cause for rejection of the SOQ. In the event of any conflict between any of the SOQ documents, resolution thereof shall be at TAA's sole discretion. 6. SOQs are due on or before 2:00 pm local Tucson time on Wednesday, August 26, 2020 at TAA’s Administration Building, and must be time stamped by the receptionist to record TAA’s receipt of the SOQ. SOQs submitted after that time may not be accepted. 7. One (1) original and six (6) copies of the SOQ should be submitted to TAA and should be clearly labeled with the project title and the Respondent’s name and addressed to the attention of Ray Valdez. SOQs can be submitted in-person, via UPS or FedEx. TAA is also requesting that one pdf be submitted electronically to DropBox (https://www.dropbox.com/request/7yv5tfryJiGqCdm8jULe). Both the hard copies and the DropBox submittal must be received by 2:00 pm, Wednesday, August 26, 2020. 8. SOQs may be withdrawn either personally or by written request any time before the scheduled date and time of receipt. SELECTION PROCESS (insert method)
1. TAA is conducting a selection process in accordance with the requirements of Title 34 A.R.S. to select one firm to provide CMAR/construction services for the project listed in the RFQ. 2. SOQs from interested firms will be evaluated by an in-house Selection Committee, which will rank the SOQs based on qualifications only and select three to five Respondents to be short-listed. All Respondents will be notified as to which firms have been selected for the short-list. 3. The short-listed Respondents will be interviewed by the Selection Committee in person or via WebEx.

4. The Selection Committee will prepare a final ranking of the short-listed firms, which shall be submitted to the TAA Vice President of Planning & Engineering Department for final review and selection of the highest ranked Respondent. SCOPE OF WORK
1. Project Director provided a briefing of the project.
DISCUSSION:
The floor was opened to questions and answers and discussion followed. The following questions were presented: Q. When are you anticipating that construction will begin? A. Construction shall begin upon completion of the design. Q. Is wet fire sprinkler system water or foam? A. The fire sprinkler system shall be water. Q. Can the bridging documents be posted with the Addendum A. We are providing the attached bridging documents for informational purposes only. Specifics regarding the design will be a collaboration between the awarded firm and the design professional. Proposers should not be overly concerned about what is contained in the bridging documents and should provide TAA with their technical approach to a CMAR construction project Q. Is the existing Aero Hanger to be demolished and/or is the EDF currently built or will be built as part of this project? A. The existing Hanger demolition is not in the scope of this project. Q. B.2. Location of principal office - is this corporate, district or local permanent office we will use? A. Please include the principal office that will be responsible for this project. Q. Is the old hangar demolition part of this scope? A. No, the demolition of the existing hanger will not be part of this scope. Q. Does the $8M include preconstruction costs, or is that a separate budget?

A. The estimate of $8M does include the pre-construction costs. Q. B.2. % staff local - is local AZ, County or Tucson? A. Firms (including staff) do not need to be located within a certain geographical area; DBE Certification pertains to a firm being certified in the State of Arizona as a DBE certified firm. Q. What is the expectation for filling out the DBE form at this time? Since the subs need to be procured under ARS statute and subs selected as a team (while meeting the DBE goal) it would be unproductive to fallout the DBE utilization form at this time. We can commit to a good faith effort to meet the goal. A. The DBE forms should be completed and submitted for anticipated pre-construction costs only. The construction DBE form shall be completed at a later date. Q. Is the wet pipe system a High Expansion foam system? A. It is a wet pipe system only, not a high expansion foam system. Q. Please clarify the Statement "Contract maximum total of five (5) years depending upon funding availability and program needs." Will this be phased or extend for that long of a period of time? A. TAA intends to begin construction as soon as possible after the design is completed, based on funding. The contract can extend up to five (5) years if funding is not readily available. Q. Do WBE's count toward DBE goal? A. No, sole WBE firms (not DBE firms) will not count towards the goal. Q. Item E states that the submitter’s Quality Control Plan must be provided to TAA for approval and acceptance prior to beginning any work. There is no request here for a summary of that plan. Is that the intent of this section? A. Submitters shall submit their recommended Quality Control Plan. This plan may be negotiated with the successful contractor. Q. Is there any aircraft parking apron associated with this project? A. Yes, there is an aircraft parking apron in front of the hangar area.

Correct, contractors shall not submit price or cost information with their submittal. Q. Will you be answering questions that had been sent in via e-mail before today’s call? A. GENERAL NOTES
1 THE FOLLOWING GENERAL NOTES APPLY TO THE ENTIRE SET OF DRAWINGS AND ARE NOTSPECIFIC TO ANY ONE DISCIPLINE.
2 IT IS THE CONTRACTORS RESPONSIBILITY TO REVIEW AND COORDINATE THE WORK OFALL SUB-CONTRACTORS, TRADES AND SUPPLIERS WITH REQUIREMENTS OF THECONTRACT BEFORE COMMENCING CONSTRUCTION, AND ASSURE THAT ALL PARTIES AREAWARE OF ALL REQUIREMENTS, REGARDLESS OF WHERE THE REQUIREMENTS OCCUR INTHE CONTRACT DOCUMENTS, WHICH MIGHT AFFECT THE WORK OF THAT PARTY.
3 THE WORK DESCRIBED BY THE DRAWINGS OF ANY ONE DISCIPLINE MAY BE AFFECTED BYTHE WORK DESCRIBED ON DRAWINGS OF ANOTHER DISCIPLINE AND MAY REQUIRE CROSSREFERENCE. PARTIAL SETS OF DRAWINGS ARE INCOMPLETE AND SHOULD NOT BEDISTRIBUTED OR UTILIZED BY THE CONTRACTOR.
4 THE DRAWINGS AND SPECIFICATIONS ESTABLISH MINIMUM REQUIREMENTS FOR THEDESIGN AND CONSTRUCTION OF THE PROJECT.
5 ARCHITECT IS NOT RESPONSIBLE FOR ACCURACY OF EXISTING CONDITIONS SHOWN INTHESE DOCUMENTS. GC SHALL CONTACT ARCHITECT IMMEDIATELY IF ANYDISCREPANCIES OCCUR IN THE FIELD.
6 THE CONTRACTOR SHALL IDENTIFY AND NOTIFY IN WRITING TO THE ARCHITECTCONFLICTS BETWEEN THE WORK OF DIFFERENT PARTIES, AND DISCREPANCIES BETWEENTHE DOCUMENTS AND THE ACTUAL CONDITIONS AT THE EARLIEST POSSIBLE DATE SO ASTO ALLOW REASONABLE AND ADEQUATE TIME FOR THE CONFLICT TO BE RESOLVEDWITHOUT DELAYING THE WORK. ALL DEVIATIONS FROM THAT WHICH IS REQUIRED BY THECONTRACT DOCUMENTS MUST BE APPROVED IN ADVANCE BY THE ARCHITECT ANDOWNER PRIOR TO PROCEEDING.
7 THE GENERAL NOTES, SYMBOLS AND DEFINITIONS APPLICABLE TO EACH DISCIPLINE CANBE FOUND AT THE FRONT OF EACH DISCIPLINE’S SET OF DRAWINGS AND IS LISTED ASPART OF THE OVERALL PROJECT INDEX OF DRAWINGS.
8 BASIC FIRE PROTECTION AND EXITING CONCEPTS ARE ILLUSTRATED BY THE LIFE SAFETYAND CODE PLANS ON THE ‘G’ SERIES SHEETS. THE CONTRACTOR SHALL BE FAMILIAR WITHREQUIREMENTS AND CONSTRUCTION SHALL BE IN COMPLIANCE WITH REFERENCED FIRERATED ASSEMBLY TESTS AND STANDARDS.
9 THE ARCHITECTURAL DRAWINGS ESTABLISH, COORDINATE, AS WELL AS TAKEPRECEDENCE FOR THE FINISHED APPEARANCE AND EXACT LOCATION OF ALL EXPOSEDELEMENTS OF THE WORK OF ALL TRADES, INCLUDING THAT WORK WHICH IS ILLUSTRATEDPRIMARILY ON DRAWINGS OF OTHER DISCIPLINES.
10 THE DRAWINGS MAY MAKE REFERENCE TO AND/OR ILLUSTRATE ITEMS WHICH ARE NOTPART OF THE WORK OF THE CONTRACT. THESE ‘NOT IN CONTRACT’ ITEMS AS INDICATEDARE REFERENCED AND/OR ILLUSTRATED FOR THE CONTRACTORS REFERENCE,INFORMATION AND COORDINATION ONLY.
11 THE CONTRACTOR IS RESPONSIBLE TO COMPLY WITH ALL APPLICABLE LAWS, CODES,REGULATIONS AND ORDINANCES OF THE PLACE (CITY, COUNTY,DISTRICT, AND STATE)WHERE THE PROJECT IS LOCATED.
12 THE CONTRACTOR SHALL OBTAIN ALL REQUIRED PERMITS AND SIMILAR RELEASESREQUIRED FOR THE CONSTRUCTION AND OCCUPANCY OF THE PROJECT. THECONTRACTOR SHALL FURNISH COPIES OF ALL SUCH ITEMS TO THE OWNER ANDARCHITECT WITHIN 10 DAYS OF RECEIPT OF SUCH ITEMS. IF PERMITS ARE ISSUEDSUBJECT TO CERTAIN CONDITIONS OR REVISIONS TO THE WORK OR IF PERMITS AREDELAYED FOR ANY REASON, THE CONTRACTOR SHALL IMMEDIATELY NOTIFY THE OWNERAND ARCHITECT.
13 THE CONTRACTOR SHALL COORDINATE AND OBTAIN ALL REQUIRED INSPECTIONS OFWORK, INCLUDING THAT PERFORMED BY OWNER. CONTRACTOR SHALL REGULARLYUPDATE OWNER AND ARCHITECT REGARDING THE STATUS OF INSPECTIONS.
14 THE CONTRACTOR SHALL TAKE PRECAUTIONS TO MAINTAIN AND PROTECT NEW WORK ASWELL AS EXISTING SYSTEMS AND ELEMENTS WHICH ARE TO REMAIN. ANY DAMAGE TOSUCH SYSTEMS AND ELEMENTS SHALL BE IMMEDIATELY REPAIRED IN A MANNERACCEPTABLE TO THE ARCHITECT. IF SATISFACTORY REPAIRS CANNOT BE MADE, THECONTRACTOR SHALL REPLACE SYSTEMS AND ELEMENTS WITH NEW PRODUCTSACCEPTABLE TO THE ARCHITECT. ALL REPAIRS AND REPLACEMENT COSTS SHALL BE THEFINANCIAL RESPONSIBILITY OF THE CONTRACTOR.
15 THE CONTRACTOR SHALL COORDINATE ALL WORK WITH APPLICABLE UTILITY PROVIDERS.
16 THE CONTRACTOR SHALL COORDINATE ALL MECHANICAL CHASE SIZES WITH MECHANICALSUB-CONTRACTOR AND NOTIFY ARCHITECT WITH DISCREPANCIES IN THE FIELD.
17 THE DRAWINGS SHALL NOT BE REPRODUCED FOR SUBMITTALS. DRAWINGS OR PORTIONSTHEREOF USED FOR SUBMITTALS WILL BE REJECTED AND RETURNED TO THECONTRACTOR WITHOUT THE APPROVAL OF THE ARCHITECT.
18 THE CONTRACTOR SHALL PROVIDE AND COORDINATE ALL BLOCK-OUTS, SLEEVES,INSERTS, BOLTS, PLATES, ETC. FOR ALL TRADES PRIOR TO PLACING CONCRETE ORMASONRY.
19 THE CONTRACTOR SHALL BE SOLELY RESPONSIBLE FOR MEANS, METHODS ANDSEQUENCES OF CONSTRUCTION.
20 THE CONTRACTOR SHALL PROMPTLY REMOVE AND PROPERLY DISPOSE OF ALLCONSTRUCTION AND DEMOLITION DEBRIS. THE CONTRACTOR SHALL OBTAIN APPROVALOF OWNER FOR DETAILS RELATED TO ALL SITE ACCESS AND REMOVAL PLANS.
21 THE CONTRACTOR SHALL BECOME FAMILIAR WITH AND COMPLY WITH OWNER’SPROCEDURES FOR MAINTAINING A SECURE SITE AND BUILDING.
22 EACH INSTALLER SHALL EXAMINE THE SUBSTRATE CONDITION AND/OR SITE CONDITIONSWHICH AFFECT THE QUALITY OF EACH PRODUCT TO BE INSTALLED. IF ANY CONDITIONSEXIST WHICH WILL HAVE A DETRIMENTAL EFFECT ON THE QUALITY OF THE INSTALLATION,THE INSTALLER SHALL IMMEDIATELY ADVISE THE CONTRACTOR. INSTALLATION SHALL NOTPROCEED UNTIL THE UNSATISFACTORY CONDITIONS ARE CORRECTED. INSTALLATION OFPRODUCTS SHALL SIGNIFY ACCEPTANCE BY THE INSTALLER OF THE SUBSTRATECONDITIONS.
23 THE CONTRACTOR SHALL MAINTAIN A CURRENT/UPDATED RECORD SET OF DRAWINGS ONSITE AT ALL TIMES.
24 FOR THE PURPOSE OF PRICING/ESTIMATES, WHEN THERE IS A CONFLICT/DISCREPANCY INTHE DRAWINGS AND/OR SPECIFICATIONS, THE CONTRACTOR SHALL PRICE THE HIGHERCOST ITEM.
25 CONTRACTOR AND SUBCONTRACTOR SHALL NOT SCALE CONSTRUCTION DOCUMENTS.
26 ALL FINISH MATERIALS SHALL CONFORM TO I.B.C. FOR FLAME SPREAD AND SMOKEDEVELOPMENT, REFER TO SPECIFIC MATERIAL SPECIFICATION SECTION FOR ADDITIONALREQUIREMENTS.
27 THE CONTRACTOR SHALL COORDINATE INFORMATION THAT IS PART OF ONE OR MORESEPARATE BID PACKAGES WITH ADDITIONAL INFORMATION ISSUED IN THE BID PACKAGE.THE MULTIPLE BID PACKAGES SHALL CONSTITUTE A COMPLETE PROJECT.
28 THE CONTRACTOR SHALL COORDINATE ALL LOCATIONS AND SIZES OF HOUSEKEEPINGPADS WITH MECHANICAL AND ELECTRICAL SUB-CONTRACTORS.
