1. If the ceiling needs to be changed to replace light fixtures would it need to be the

same type?

Answer: The Authority would prefer to preserve the integrity of the ceiling over 10th

Street in order to minimize construction costs and disruption to traffic flowing underneath

it.

4. Does all of the lighting need to be the same color range?

Answer: The color range of the lighting should meet City of Pittsburgh and/or PennDOT

codes for safe roadway and tunnel lighting. Any variation in color or intensity should

follow the parameters set forth by these organizations. For non-roadway lighting that will

not impact public safety the color of the lighting should be consistent with surrounding

lighting or with the needs of the area. In the case of the programmable/customizable

lighting for the 10th

street sidewalks the ability to change color is requested.

5. Is the Oculus included in the RFP?

Answer: Although not originally in the RFP as part of the design it will be added as a

new line item for design services. The Oculus is not currently fully operational due to

burned out neon lighting and a design for LED lighting upgrades (or other low

maintenance high efficiency lighting) is requested. See attachments for update to the RFP

and a photo of the Oculus.

6. Can the new lighting be surfaced mounted if the lighting being replaced is recessed?

Answer: It would be preferable to maintain the recessed appearance and the Authority

would request that any surface mounted lighting designs be presented as an alternate to

maintaining the recessed lighting. The design should continue to meet City of Pittsburgh

and PennDOT guidelines as well as not interfering with the flow of vehicles through the

roadways.

7. Is the lighting outside of the DLCC garage vestibule included in RFP?

Answer: Although not originally in the RFP as part of the design it will be added as a

new line item for design services. See attachments for update to the RFP and a photo of

the garage vestibule.

8. Will the programmable lighting on the 10th

street sidewalk need to be tied into the

software package for the Water Feature? Are the light controls expandable?

Answer: The design process should look at the feasibility of tying the water feature

lighting and color programming in with the sidewalk lighting programming. This can be

evaluated from a variety of ways by the consultant with ease of use, feasibility, and

overall cost playing a factor in the final design. The lighting control expansion feasibility

would have to be determined by the consultant.

9. Will the designs require construction cost estimates to complete?

Answer: Yes, accurate estimates of cost should be part of the final design package as well

as return on investment (ROI) calculations.

10. Do the lighting sub-meters have to tie into existing Garage lighting energy use

tracking software or can the sub-meters operate on an independent program ?

Answer: No, they do not need to tie into the ACUITY lighting software currently in use

at the DLCC garage to monitor the lighting energy use of the garage lighting. If the

meters are compatible, the sub-metering should separately meter the 10th

Street Roadway,

10th

Street sidewalks, and Fort Duquesne Boulevard roadway and sidewalks for a

minimum of three (3) meters. The meters should be designed in such a way that they can

remotely communicate with a computer interface and do not require manual readings.

The software should be capable of tracking kwh usage and maintaining exportable

records.

11. Request to have lighting counts/types verified

Answer: As part of the design process the fixture counts and types should be verified by

the consultant.

12. What is the control system for the water feature LEDs?

Answer: At present, the David L. Lawrence Convention Center (DLCC) Water Feature

Lighting is functioning via the Pharos scheduling software, the 8-button station, and via

the Pharos web interface.

13. Is the elevator bank lighting to be on 24/7 or operate on occupancy sensors?

Answer: The elevator bank lighting should be timer and sensor compatible, if feasible,

with the ability to override controls.

14. Is the goal to use the existing stairway lighting sensors or replace with new

occupancy sensors?

Answer: This is wholly dependent on the opinion of the consultant and part of the design

process. The current occupancy sensors for the stairwell lighting are operational but it

cannot be guaranteed that they are compatible with any lighting upgrades.

15. Do the metal “shrouds” over the wall washers on the General Robinson Street side

of the garage require replacement in addition to the lighting that they are covering?

Answer: Part of the design should include a recommendation about whether or not the

metal shrouds necessitate replacement. Some rehabilitation of the shrouds may be

necessary to combat corrosion but the total replacement is not necessarily required.

16. Does the Authority want new light fixtures in the Warhol image floor identification

boxes or a re-design of the existing system?

Answer: The design consultant should evaluate whether there is a more aesthetic, cost

effective, and tamper proof way to create a similar result using the same source imagery.

Non-Mandatory Pre-Proposal Meeting, August 14, 2017

MEETING MINUTES

1. An attendance sheet is attached. 2. Additional documentation attached: Updates to RFP Design Items can be seen in Attachment 1, and

photos of details viewed during the tour of the properties detailed in the RFP are included as attachments 2 and 3.

3. Simona Loberant, SEA Sustainability Coordinator provided a general overview of the proposed

project. The Authority is performing this work related to the DLCC roadway in keeping with the requirements of the City of Pittsburgh and PennDOT District 11. The Design must meet requirements set by the City of Pittsburgh and, when applicable, PennDOT for roadway and/or tunnel lighting guidelines. All work in the David L. Lawrence Convention Center will be coordinated through the building management company, SMG. Linda Mihalic, Director of Engineering is in attendance. Any work in the North Shore Garage will be coordinated through Alco Parking Corporation. Al Wyckoff is the General Manager at the North Shore Garage.

4. Points in the Request for Proposal were highlighted and a general overview of the project was

presented including, but not limited to:

- Proposers should submit any questions/concerns regarding the project to Simona Loberant [email protected] or by calling at 412-325-3009. - Proposers should identify any concerns with the contract with their submission. Please review the insurance section. - Authority’s MBE/WBE Participation goals are 25% minority business participation and 10% women’s business participation. MBE/WBE Participation and Workforce Diversity forms must be completed and submitted w/ the proposals as described in the RFP. Please contact Clarence Curry the SEA MBE/WBE senior diversity coordinator at (412)393-7102 or [email protected] with any questions or if you need assistance identifying potential MBE/WBE firms to be on your team. - A discussion of the four (4) distinct design sections and basic criteria of the final design were discussed. Discussion of the sub-metering requirements and that the Authority would like the roadway separately metered from building lighting. - The Authority will be requesting cost estimates (material and installation) and return on investment for the various fixtures selected. - The Authority does not want proprietary fixtures selected for public bidding purposes. - The Authority discussed the potential construction schedule and the consultants’ opinions regarding the overall length of the design process was discussed. The consultants suggested that the design process could take up to two (2) months once it is underway, with a one (1) month bidding period for construction/installation services. The lead time on specialty lighting was quoted as being

as long as eleven (11) weeks. The Authority would like to do the DLCC roadway work in December of this year if possible. The project could be phased.

5. A tour of the design area at the DLCC and additional discussion of questions was conducted.

Consultants viewed the 10th Street underpass and the Fort Duquesne BLVD area. 6. All questions must be received by August 17, 2017. Hard and electronic copies of the proposals are

due August 25, 2017 with interviews, if necessary, conducted the week of August 28th, 2017. The Authority would like to take a recommendation to the SEA Board meeting scheduled for September 14, 2017.

7. Questions asked during the meeting are answered in the beginning of this addendum. These meeting minutes have been prepared by the SEA and are the SEA’s interpretation of the discussions which took place. All participants are requested to review these minutes and advise of any corrections or additions required.

Attachment 1: Additional Design Sections Design Section 5: Include a proposal for design costs for the update of the “Oculus” feature over the water feature. The Oculus was originally designed to be lit by neon fixtures. The design would feature an upgrade to lower maintenance and longer lived LEDs with programmable features as deemed feasible by the consultant. Design Section 6: Include a proposal for design costs to replace and update lighting surround the entrance to the DLCC Garage Vestibule. The lighting is integrated into the wall and overhang panels surrounding the entrance. The design would feature an upgrade to LED lighting with programmable features as deemed feasible by the consultant. The design will also include any necessary repairs or replacement of the frosted panels surrounding the lighting.
