In April 2007 the Planning Commission reviewed the draft CSP and recommended that Council establish a Subcommittee to review the draft CSP. In May 2007, the City Council created the Cardiff-by-the-Sea Specific Plan Review Committee (CSPARC) to review and recommend changes to the 1st draft of the CSP.  After a nine month review period, the CSPARC completed their review in March 2008. Staff presented the 2nd draft of the Cardiff Specific Plan to the Planning Commission on July 31, 2008 and to the City Council on September 17, 2008. Since that time, staff has conducted a public open house, completed the environmental review, and the final Draft of the CSP. The Planning Commission held a public hearing on February 18, 2010 and made a recommendation to approve the CSP with modifications suggested by the Commission. Upon City Council approval, application will be made with the California Coastal Commission for certification of the CSP.  The Specific Plan will become effective following Coastal Commission certification. ENVIRONMENTAL STATUS: Pursuant to Section 15164 of the State CEQA Guidelines, a final Negative Declaration has been prepared for the proposed Cardiff-by-the-Sea Specific Plan. The extended 30-day public review and comment period occurred from January 8, 2010 to February 8, 2010.

This project constitutes an amendment to the General Plan and Local Coastal Program (LCP).  If the City approves the amendment, the proposed LCP amendment must be submitted to the California Coastal Commission for review and adoption.  The LCP amendment will not become effective until after adoption by the California Coastal Commission.  Prior to any final action being taken by the City Council on the LCP amendment request, a Notice of Availability opened a six-week public review period which began on January 21, 2010 and ended on March 4, 2010.

Draft Analysis of Impediments to Fair Housing Choice

The draft FY2010-2015 Analysis of Impediments to Fair Housing Choice (AI) is available for a 30-day public review and comment period from April 9 through May 10, 2010. The draft AI was prepared as a regional analysis with all San Diego county jurisdictions participating. The AI will be for a five-year period from July 1, 2010 through June 30, 2015.

The AI presents a demographic profile of San Diego county, assesses the extent of housing needs among specific income groups, and evaluates the availability of a range of housing choices for residents. The AI also analyzes the conditions in the private market and public sector that may limit the range of housing choices or impede a person’s access to housing. While the AI accesses the nature and extent of housing discrimination, the focus is on identifying impediments that prevent equal housing access and developing solutions to mitigate or remove such impediments.

The draft FY2010-15 AI is available for review at the City’s Planning and Building Department located at City Hall during regular business hours and on the City’s website at www.CityofEncinitas.org.
