Helibase Development Project
A Draft Decision Notice and Finding of No Significant Impact (DN/FONSI) has
been prepared and is available upon request for the Helibase Development Project
at the Houston/Rolla/Cedar Creek Ranger District Office, 108 S. Sam Houston Blvd.,
Houston, Missouri 65483, or on the Mark Twain National Forest website: https://
www.fs.usda.gov/goto/mtnf/projects. Scroll down to the Helibase Development
project.
Additional information regarding this project or to receive a printed copy of the
Draft Decision Notice or the Helibase Development Environmental Assessment,
can be obtained a number of ways from Mark Hamel, Integrated Resource Analyst,

Responsible Official, Kimberly Bittle, District Ranger, has identified Alternative 2 as
the Preferred Alternative for this project. The Houston/Rolla/Cedar Creek Ranger
District’s primary objective of the Helibase Development Project is to provide
aviation support to hazardous fuels projects and the ability to assist firefighters in
wildfire suppression actions on National Forest System lands in southern Missouri.
The Helibase is the location from which incident helicopter support missions are
flown, and where the helicopters assigned to that base are parked, serviced, and
refueled. This Helibase would be used to house and support two types of helicopters.
A Type 2 (10 person crew) and a Type 3 (5 person crew) helicopter. These helicopters
are used not only in the suppression of wildland fires on National Forest System
lands in Missouri but elsewhere throughout the country.
The Mark Twain National Forest Helibase Development Project is situated
solely on National Forest System lands on the Houston/Rolla/Cedar Creek Ranger
District approximately 12 miles south of Rolla on the west side of Highway 63 in
Phelps County, Missouri. The project boundary including the proposed Helibase
site consists of 140 acres, of which approximately 15 acres are proposed for use for
buildings, infrastructure, and helipads. The legal description is Township 35N, Range
8W, Sections 5 and 6 as well as Township 36N, Range 8W Section 32, Fifth Principle
Meridian.
This project is subject to a pre-decisional objection process, pursuant to 36 CFR part
218, subparts A and B. The regulations are available at: https://www.federalregister.
gov/articles/2013/03/27/2013-06857/project-level-predecisional-administrative-
review-process.
Objections will only be accepted from individuals or entities who previously
submitted timely and specific written comments, as defined by 36 CFR 218.2, about
this proposed project during any designated opportunity for public comment
in accordance with 36 CFR 218.5(a). Issues raised in objections must be based on
previously submitted timely, specific written comments regarding the proposed
project unless based on new information arising after designated comment
opportunities.
Objections for this project, including any attachments or supporting documentation,
will be accepted for 45 days beginning on the first day after the date of publication
of the legal notice in the paper of record (Houston, Missouri’s Houston Herald). The
date of publication of the legal notice is the only means of calculating the length
of the objection period. Those wishing to object should not rely upon dates or
timeframe information provided by any other source. If the objection period ends
on a Saturday, Sunday or Federal holiday, objections will be accepted until the end of
the next Federal working day.

Pursuant to 36 CFR 218.8 (d), the objection must include a description of those aspects
of the proposed project addressed by the objection, including specific issues related
to the proposed project; if applicable, how the objector believes the environmental
analysis or draft decision specifically violates law, regulation or policy; suggested
remedies that would resolve the objection; supporting reasons for the reviewing
officer to consider; and a statement that demonstrates the connection between prior
specific written comments on the particular proposed project or activity and the
content of the objection, unless the objection concerns an issue that arose after the
designated opportunities for comment.
In addition, an objection must include the following:
1) Objector’s name address and telephone number (if available);
2) Signature or other verification of authorship of the individual, entity,
or lead objector;
3) Name of the project;
4) Name and title of the Responsible Official;
5) Name of the National Forest and,
6) Name of the Ranger District where the project will be implemented.
Furthermore, incorporation of documents by reference is not allowed, except for
the following: all or any part of a Federal law or regulation; Forest Service directives
and land management plans, documents referenced by the Forest Service in the
proposed project EA, comments previously provided to the Forest Service by the
objector during public involvement opportunities for the proposed project where
written comments were requested by the Responsible Official (36 CFR 218.8 (b)). All
other supporting documents must be provided with the objection. 12/1t

Houston Mayor Don Tottingham on
Monday asked the city council to develop
a strategic plan to better the community
that would encompass several years.
Tottingham said he was encouraging the
council, himself and city administrator to
engage in developing a vision that would
focus on improvements for Houston.
“I think we need to look at the future
on what we want to plan for Houston,”
Tottingham said. He noted other efforts
had resulted in new streets and improve-
ments. At the same time, he said, the city
needs to look at it reserves and determine
what it can afford to do to make the com-
munity better.
As part of the discussion, Tottingham
asked that a former long-time city coun-
cilman, Don Romines, give a historical
perspective on the city’s finances and the
main funding mechanisms that contrib-
ute the lion’s share of revenue for opera-
tion of city government. The city’s enter-
prise funds — electric, water and sewer
— generate the most revenue, followed by
sales tax revenue for general purposes,
streets, sidewalks and utility work, along
with property taxes. Romines walked the
council through various sales taxes that
were used to pay everything from debt at
a new wastewater sewer plant to a new
fire truck. With the exception of one time,
Houston citizens have never turned down
a sales tax for projects to better the com-
munity, he said.
Romines made some suggestions, but
noted it was the council’s job on how mon-
ey should be spent:
nWatch reserves closely. The city has
about $4.8 million. The city’s auditor says
about 50 percent of the annual budget
should be stashed away. The annual fi-
nancial document ranges from $7 to $10
million, depending how many projects are
underway.
nBe transparent with the voters on fi-
nances.
nClosely watch budget reports to see
how revenues and expenditures are trend-
ing.
nDon’t carry an extreme amount of
money in the day-to-day checkbook. An
auditor recommended the equivalent of
three months of expenditures. The sur-
plus could be invested.
nGet creative with its financial plan-
ning: Once the city borrowed money from
the electrical fund at a much cheaper rate
than it could have with a traditional lend-
er to pay for a fire truck. A sales tax, ap-
proved by voters, paid back the principal.
The effort saved taxpayers money.
nDevelop a one-, three-, five- and 10-year
plan to plot the community’s needs.
