G. REGULAR AGENDA G.1. Presentation on the progress of the VSO Military Museum located at 100 Houston Street (VSO Military

Museum Director, Don Hayden).Needs identified by the organization include outdoor signage, indoor displays, memorabilia donations, volunteers to man the museum, advertising plan.

G.2. Presentation and possible action regarding a Buda Historic Preservation Commission communication initiative (JD Sanford, Vice-Chair, Buda Historic Preservation Commission & Richard Alexander, Member, Buda Historic Preservation Commission). Board member J. Landon is willing to help gather information for the landmark project.

G.3. Discussion and possible action regarding the findings of the Downtown Business Check-in. Discussion items from businesses include that they are feeling the effects of the natural lull that typically occurs in the first quarter, businesses are seeking consistent masking messaging for all businesses; there are also concerns from food trucks about the rising costs of inspections, rent and payroll. Businesses would also like consistent information about the latest grant opportunities.

G.4. W. Justice made a motion to approve a Downtown Improvement Grant on behalf of Main Street Pizzeria for COVID-19 Safety Improvements made to 214 N. Main Street for a maximum of $2,000; K. Ellis seconded; all approved; motion carried.

G.5. Item Tabled - Discussion and possible action regarding a Downtown Improvement Grant application from Zoi Market for new signage and paint improvements to facade at 218 N. Main Street. -

Discussion but no action to identify ways the Main Street Advisory Board and its programs can support downtown businesses as they respond to the Coronavirus Pandemic and Governor Greg Abbott's Executive Order No. GA-34.- Recommendation to see if comarketing grant covers domain renewals, website renewals and maintenance, ongoing costs, upgrades, and menus.- Remind businesses that they can use the downtown improvement grant to help replenish damage to landscape that insurance does not cover

G.4. J. Renfro made a motion to not expand the Main Street Program boundary as part of the Main Street Program Boundary Expansion Project but revisit the project idea on a yearly basis; J. Landon seconded; all approved.

G.5. Discussion but no action regarding improvement ideas to the gazebo located in Greenbelt Park in Historic Downtown Buda.

Short-term ideas include: replacing rotted wood, repaint structure, add pop of color; add shrubs and/or pollinator garden; see if it is qualified to receive a historical market

Long-term goals: expand the structure, add ADA ramps, create a bandstand, add seating, lower railings, less railingsor change railings to wrought iron; make it an octagon shape, change the roof to a metal one, add gutters for rain collection, open it up, add more lights (solar) but keep overall charm of structure.

Subject: Discussion and possible action regarding a Downtown Improvement Grantapplication for 300 N. Main St. to assist with damage received as a result ofWinter Storm Uri in the amount of $2,225.

1. Executive SummaryIn February 2021, Winter Storm Uri negatively impacted the former WD Carrington Drug StoreBuilding located at 300 N. Main St. The building had an exterior pipe burst, ice melted on the roofand caused a leak, and 80% the greenery and accent wall that serves as a focal point for outdoorceremonies and events at the venue suffered extreme damage. The applicant is seeking assistancewith repairs to the roof and replacement of greenery in the courtyard in the estimated amount of$2,225.

2. Background/HistoryThe Carrington has received a grant in the amount of $2,000 under the category of COVID-19 SafetyImprovements for their response to the Coronavirus Pandemic in August 2020 and a grant in theamount of $2,000 under the category of Courtyard/Approach Improvements to assist with theremoval and replacement of a tree in the courtyard in August 2019.

The Carrington was previously approved for a full façade grant to replace the roof and repair thefront façade in May 2018, however the work was not completed within 180 days of approval and thegrant expired. The estimated costs for these repairs were estimated at over $55,000.

3. Staff's review and analysisRoofs and foundations are critical to maintain for the longevity of historic buildings and should beconsidered high priority projects for downtown buildings. The applicant has received one grant inthe amount of $2,000 but has not reached the maximum and is therefore eligible to reapply.

Plumbing repairs are not eligible expenses under the grant guidelines and should not be consideredwith the grant application. The applicant is eligible to receive 50% of the remaining balance asrequested in the application of $2,225.

4. Financial ImpactCourtyard/Approach maximums are listed as $2,000 and roof repairs can be considered alone at themaximum of $6,500. Since the applicant has received a grant in the amount of $2,000 within the last

12 months, the total amount eligible for both projects would be $4,500. The applicant is requesting$2,225.

1. Executive SummaryIn February 2021, Winter Storm Uri caused damage to the landscape around the five buildings atBuda Mill and Grain Co. They had to replace a large agave and various native plants on the grounds.Owners of Buda Mill and Grain Co. are seeking assistance through the Downtown ImprovementGrant to replace the landscaping that was damaged.

2. Background/HistoryThe Buda Mill and Grain Co. development has not sought a grant through the DowntownImprovement Grant program, however, various businesses within the development have. Per grantguidelines, an applicant may apply for the program on a per building basis. The applicationreferences five buildings on the property. Collectively, three buildings on the property have receiveda total of $8,500 but none of the businesses have reached the maximum allowed per building. Thetotal cost for the project is $10,453.40. Courtyard/Approach Type Projects have a maximum of$2,000 max per building.

3. Staff's review and analysisThe work on this project has already begun out of necessity. Given the circumstances caused by anatural disaster, the board may consider the application as submitted.

4. Financial ImpactThe Downtown Improvement Grant has a balance of $7,900 that has not been allocated to otherprojects. The applicant is eligible to apply for the maximum of 50% per building for a total of$5,230.00.

1. Executive SummaryStaff will provide an update on the status of the AARP Community Challenge Grant application.

2. Background/HistoryThe AARP Community Challenge Grant opened to quick action projects that create a place for peopleof all ages in February 2021. The Main Street Advisory Board moved to place the transformation of100 Houston St. into a public place and in doing so, connect Railroad St. to Main Street and bringawareness to the contributions of the CenTex Alliance to the City of Buda. Project Buda-ful Gardenreceived a resolution from Buda City Council to move forward with the application and allow theCity Manager or his designee to receive the grant if awarded. The grant application deadline is April14, 2021.

Staff's review and analysisStaff has partnered with leaders of the CenTex Alliance to adjust the application and will focusprimarily on transforming the lot into green space, implementing a community garden, and theaddition of art into the project. The CenTex Alliance will be submitting applications to otherpotential donors to support other elements of the project, such as the installation of a mural, indoorrepairs to the building, and project enhancements.
