COMMENTS/DISCUSSION
1. GYAC and Youth Leadership Program
At the commencement of 2016 a Youth Leadership Program was established by the Youth Development Officer (YDO). The Program was made available to all GYAC members and Youth Volunteers.
The Youth Leadership Program comprised a number of sessions including: a) Team building activities at Mega Adventure and leadership workshop at
West Beach Sports SAb) Goal setting with Nathan ‘Dubsy’ Wantc) KG ‘Passion and Purpose’ presentationd) Team building session at Latitude Adelaide and Gawler Connect Youth

The YDO has requested all GYAC members and Youth Volunteers complete the 2016 Youth Leadership Program Review survey available online at https://www.surveymonkey.com/r/53HF5LL. The survey has been designed to both review the 2016 program as well as gather ideas for 2017. Results of this survey will be presented to a future GYAC meeting for discussion.
2. The Bunyip Generation Now Column
The Generation Now articles are thought-provoking articles submitted monthly to The Bunyip by GYAC members.
Thank you to Daniel Niutta for his recent article published in December 2016. The article is attached to this report as (Attachment 1).
The writers for the articles up to June 2017 were nominated at the last GYAC meeting. 3. Gawler Connect
An update on the Gawler Connect Project will be provided by Council staff at the meeting.
4. Youth Portal
The Youth Portal (http://youth.gawler.sa.gov.au/) was developed with funding received from the Federal Government Digital Inclusion Project. It was designed by young people from GYAC, for young people within our local community. The purpose of the portal is provide up-to-date information around local:

5. Gawler Youth Sports Person Sponsorship Program
The Youth Sports Person Sponsorship Program has been an ongoing initiative of Council over several years. The Program recognises and encourages the achievements of young people aged 12 – 25 years in the community by providing sponsorship for State and/or National representation in sporting activities. Council has allocated $3,000 in the 2016/17 budget for this initiative.

The applicant fulfils all of the Eligibility Criteria and Guidelines for the program and as such is recommended to receive sponsorship. A summary of the application is included in this report at (Attachment 2).

6. Gawler Youth Artist Sponsorship Program
The purpose of the Youth Artist Sponsorship Program is to recognise and encourage the achievements of young people aged 12 – 25 years by providing sponsorship to develop their chosen art form. Council has allocated $5,000 in the 2016/17 budget for this initiative.

7. National Youth Week 2017
National Youth Week 2017 will be held between 31 March and 9 April. The theme is youTHRIVE – the importance of young South Australian’s physical, mental, emotional and social wellbeing.

Council has been successful in receiving a National Youth Week Grant from the Office for Youth for the amount of $3,730 to support delivery of an Open Mic Night and Stress Less Festival.
The supported application proposed that the Open Mic Night would signal the start of National Youth Week celebrations in Gawler. It would provide a stage and space for young writers, musicians, comedians and performers to show off their skills in a friendly, supportive and informal environment. The event will be held on Saturday 1 April 2017 at the Youth Shak, Gawler Sport and Community Centre.
The Stress Less Festival will aim to provide an environment where young people can take a break and destress. Proposed activities include a chill out hub with bean bags and sofas. It also has been suggested there be de-stress and stretch sessions (yoga), giant outdoor games, board games, photo booth, an outdoor cinema, free de-stress packs, information stalls and a bouncy castle. The event is scheduled to be held on Saturday 8 April 2017 at Pioneer Park (venue to be confirmed).
As discussed at the GYAC meeting held on 5 December 2016, an events crew of young people aged 15 – 25 years will be established to assist with the planning, promotion and delivery of these National Youth Week 2017 events. The main role of the crew will be to ensure that all events are relevant and accessible to young people in the Town of Gawler. GYAC members who are also Special Events Volunteers are encouraged to join.
8. Review of Youth Development Plan 2013 – 2018
In May 2016, the Gawler Youth Workers Network was successful in receiving a Youth Network Grant from the Office for Youth for the amount of $5,000 towards the cost of consulting and engaging with Gawler’s young people.
A number of activities are currently being planned including a Youth Summit for upper primary and secondary school students. The purpose of the Youth Summit will be to provide young people with an opportunity to discuss issues that are important to them, make connections with students from other schools and have a say in decisions that affect them. Students will also be asked to provide their ideas to assist in reviewing the Town of Gawler Youth Development Plan. A number of fun and interactive ‘pop-up’ consultation sessions will also be held prior to the Youth Network Grant end date of 6 June 2017.
9. Halogen Youth Leadership Event
On 21 March 2017 the Halogen Foundation is holding a Youth Leadership Event at the Adelaide Convention Centre. Formerly known as The National Youth Leaders Day – The IMAGINATION is a unique opportunity to expose secondary students to real-life stories of leaders from a variety of fields.
The Youth Development Officer has received confirmation from Halogen Australia that post-secondary school aged young people are welcome to attend the event. As part of Council’s Youth Development Program the Youth Development Officer suggests a representative(s) of the Gawler Youth Advisory Committee attends the event.

10. Gawler Urban Arts Program
Council provided a budget of $10,000 in 2016/17 to continue the Urban Arts Program. This has seen the delivery of the a mural on the lower level of the multi-level carpark completed by Scott Rathman and Trinity College students in November 2016. The YDO is currently planning a number of workshops with Adelaide street artists.

COMMENTS/DISCUSSION
In June 2016 the Governance Team engaged Norman Waterhouse Lawyers to undertake an audit of Council’s governance functions. The Governance Audit reviewed Council’s practices as at July 2016.
Councils’ are not legislatively required to undertake an external governance audit. The audit was commissioned in the context of seeking continuous improvement in respect of the governance functions of Council.
During the Audit is was identified that the Terms of Reference for a number of Council’s committees could be refined. As a result of this particular recommendation, the Governance Team has re-written and streamlined the Terms of Reference for all Council committees and working groups.
The new Terms of Reference for the Gawler Youth Advisory Committee are attached to this report (Attachment 1). It is important to note that the Terms of Reference have been created from new templates that have been reviewed by Norman Waterhouse Lawyers for legislative compliance.

Review Date: 4 years (or within 12 months of a general election)
1. Background
1.1 Pursuant to Section 41 of the Local Government Act 1999 ("the Act") the Council establishes by resolution at its meeting of 24 November 2015 the Gawler Youth Advisory Committee ("the Committee").
1.2 Subject to clause 1.3, the Committee is established from 24 November 2015 and will continue in existence until the next general election of Council unless wound up by Council by resolution.
1.3 The Committee may be wound up at any time by the Council by resolution.
2. Function of the Gawler Youth Advisory Committee
2.1 The Committee is established to assist the Council in the performance of the following functions of the Council:
a. Provide a communication link between young people in the Gawler communityand Council
b. Promote a positive image of young people in the communityc. Ensure the Council Youth Plan remains relevant and implemented
2.2 The Committee is established to provide advice to the Council on the following:
a. Matters affecting youthb. Informing the Gawler community about issues facing young peoplec. Identifying funding opportunities and preparation of grant applications.d. Initiatives that raise the profile of young people and encourage the positive
development of youth
2.3 The Committee is established to perform or discharge delegated powers, functions or duties that are delegated to the Council from time to time.
3. Membership
3.1 A minimum of two (2) Council Members will be appointed by the Council byresolution as members of the Committee, for a period determined by Council.

3.2 A maximum of thirteen (13) independent members will be appointed by the Council by resolution as members of the Committee, for a term of two (2) years, commencing from the date the appointment is resolved by Council. Appointment of independent members will occur in December and June each year.
(a) The age range of members will be 15 to 25 years but under specialcircumstances, those aged 12 to 15 years will be considered to becomeCommittee members following recommendation by the Council officer
(b) Any applicant turning 25 in their first year of a term is precluded from applyingfor membership of the Committee.
3.3 Membership shall aim to include a broad range of young people of age, background skill and attributes to our community.
3.4 It is desirable that young people have the following attributes:
3.4.1 An interest in the work of the Committee, community action and group work.
3.4.2 Commitment to attend Committee meetings.
3.4.3 Knowledge of issues affecting young people.
3.4.4 Background of community involvement or a willingness to become involved.
3.4.5 Ability to act as a role model to young people in the community.
3.4.6 Links or a willingness to develop links to groups, clubs and agencies in the Gawler area.
3.4.7 Ability to work as a part of a team or a willingness to develop those skills.
3.5 All members of the Committee over the age of 18 must undergo a Police Clearance by SA Police
3.6 The Committee may, by resolution supported by a majority of all members of the Committee, make a recommendation to the Council to remove a member of the Committee from office where a member has failed (without the leave of the Council) to attend three consecutive meetings of the Committee. (Leave of the Committee could be obtained if the Council has delegated the power to grant leave to the Committee.)
3.7 All members of the Committee (including members who are not Council members) must comply with the gazetted Code of Conduct for Council Members, the general duties set out in Section 62 of the Act and Section 120 (the conflict of interest) provisions set out in Sections 73 – 75A of the Act as if the Committee were a Council and a Committee member were a Council member.

4 Chairperson and Deputy Chairperson
4.1 The Committee will appoint the Presiding Member (to be known as the Chairperson) of the Committee for the term of 12 months.
4.2 The Committee will appoint a Deputy Chairperson from its members at the first meeting of the Committee for the same term as the Chairperson.
4.3 If the Chairperson of the Committee is absent from a meeting then the Deputy Chairperson will preside at the meeting until the Chairperson is present. In the absence of the Chairperson and the Deputy Chairperson a member of the Committee chosen from those present will preside at the meeting until the Chairperson is present.
5 Meeting Details
5.1 The Committee will generally meet on a monthly basis or as otherwise determined by the Committee.
5.2 The Committee may meet in the Conference Room, or as otherwise agreed by a determined by the Committee.
5.3 All Committee meetings will be conducted in accordance with the Act, and relevant Regulations, Code of Practice for Committee Meeting Procedures and Code of Practice for Access to Council and Committee Meetings and Council Documents.
5.4 Part 3 of the Local Government (Procedures at Meetings) Regulations 2013 apply to meetings of the Committee.
6 Reporting Requirements
6.1 This Committee reports directly to and is accountable to Council.
6.2 The Minutes of the Committee shall be submitted to Council for decision.
6.3 The Committee will adopt a risk management focus in its considerations, decisions and recommendations to Council to enable Council to act as an informed and responsible decision maker representing the interests of the community.
6.4 The Committee must produce an Annual Review report for consideration by the Council by the end of each calendar year outlining wok of the Committee for the preceding 12 months.

Just letting you know that at the next GYAC meeting, I will be resigning due to work and uni commitments. I definitely want to stay on as a Youth Volunteer, and if things work out later on this year or in future years, I'll definitely join again if I can.
