Staying overnight between two days of meetings with North Wales Police, myself and two other members of staff went out for an evening meal with two members of staff from Niche (who were also attending some of the meetings in North Wales and staying at the same hotel). We were also joined by a colleague from North Wales Police.At the end of the meal as we were calling for the bill to settle between us, Niche informed us that they had already paid it.Niche are clearly a supplier to SWP but are not currently involved in any tender or procurement process (our current contract having over nine years yet to run) and it is in SWP's interest to maintain a good working relationship with colleagues from Niche and North Wales Police.I believe this hospitality fits with the Gift mnemonic as it was not expected, was made with no expectations on any of the staff from either Force and furthered the interests of SWP.

Accepted Approved It would seem that the circumstances of this hospitality were difficult to foresee and resolve after the payment had been made. Whilst I do not consider that the acceptance of the hospitality fits with the policy, I am mindful that the staff members would have been entitled to claim expenses for an evening meal from S.W.P, and as such have had no additional personal gain. In conclusion it would now seem disproportionate to make repayment, however staff will need to be vigilant to this occurring on future occasions. It would seem that the valuable learning for all from this experience is that in these circumstances it may be necessary to politely set early “ground-rules” with the respective business representative.

I recently attended a social media workshop in Cardiff with a Senior SWP Marketing Officer. The event was hosted by Meltwater Buzz, a social media monitoring company. South Wales Police currently use a system by this company to monitor our own social media activity. The event was focused on improving digital strategy and ROI on Facebook, and featured guest speakers from other agencies. The attendees were communications professionals from local agencies from both the public and private sector. At the workshop, there was a buffet. As we left, one of the organisers offered us a complementary bottle of white wine each. These were declined.

Over the 24th and 25th July I have been invited to attend the National Police Chief Information Officers Council and IT Directors Forum. The group effectively fills the national" gap left following the demise of the NPIA; currently the group is organised by staff from West Midlands Police. The meeting will be widely attended by a large number of IT leaders from across the Police Service. The meeting is to be hosted by BT in their London premises and there is no attendance charge for attending. The key goals of the forum are to share best practice and to receive updates (and so influence) national programmes such as the replacement for Airwaves

The Public Sector Network and review work being done in other Forces on mobility and other technology projects. The programme commences during the afternoon of the 24th and continues into the evening when dinner will be provided. The cost of dinner will be met by BT as part of the offer to host the event. BT are of course a supplier to SWP (as they are to all UK police Forces to the tune nationally of some £75M) however BT are simply acting as hosts for this event are not targeting/inviting specific individuals; the BT element re presentations would be a minor part of the proceedings. On the basis that the hospitality provided cannot influence any contract. To decline the dinner would also involve missing aspects of the meetings and I am only a single delegate amongst a number of colleagues from other Forces I have so far accepted the invitation to attend.

While Speaking With Local Organisations About Developing A Cycle Patrol Scheme In The Pontypridd Area, Capita Symonds Offered A Donation Of A Mountain Bike For Conversion Into A Police Patrol Bike. Capita Symonds Are Involved In The Regeneration Of The Town Centre In Pontypridd And Have Worked Alongside Costains And SWP On Previous Community Projects. The Bike Was Financed From A Capita Symonds Fund For Local Community Enhancement Projects. The Cycle Has Been Delivered To SWP. However It Is Unsuitable For Conversion Into A Police Patrol Bike And So I Request Permission To Accept The Bike So That It Can Be Donated To A Local Disability Sport Wales Cycle Scheme For Their Use. This Scheme Receives Donated Bikes And Converts Them For Use By Disabled Children S That They Can Participate In Cycle Rides On The Taff Trail. I Have Suggested This To Capita Symonds And They Have Agreed Pending Authorisation From PSD.

I have been sent six roses from Boom Pictures, a company who I worked with recently to produce children's programme 'Arwyr 999', a show about the JSIU. The filming was Approved by the DCC and Mr Madge on the basis that the programme showcases the force as a bilingual organisation. This gift was completely unexpected and would cause offence to return. Acceptance of the gift does not prejudice any future filming. The final decision for participating in filming does not rest with me.

£100 - expenses I was shortlisted for the Welsh Learner of the Year for the whole of Wales. A Welsh language TV programme called Hwb along with representatives from the Welsh National Eisteddfod organised the event. an interview was arranged in Denbigh and the Maes eisteddfod order to build up the background pictures of myself and also for the audience to meet and greet with the finalists and discus my experiences around learning and teaching Welsh The monies I received were to cover petrol expenses to travel to these locations as I utilised my own vehicle. I had to travel to Denbigh in North Wales in order to take part in the National Eisteddfod where the winner of Welsh Learner of the Year was announced and I received £100.

. On 23/9/14 Eastern BCU hosted visiting police officers from around the world on the College of Policing International Leadership Course arranged under Mr Milton's portfolio. One of the presentations delivered concerned the policing of major events and the visit coincided with Cardiff City's League Cup fixture against Bournemouth. The guests toured the stadium, met police officers working the event and club staff, and viewed the command room during the event. The club offered the opportunity for guests to stay and watch the match. Refreshments were not included and guests paid full price for these. Donor; Vale of Glamorgan Councillor Robert Curtis. Circumstances, Officer was a speaker in the Council Chambers Barry as part of a Wildlife Crime seminar and the publication of the Vale of Glamorgan Animal Welfare Charter. The officer then engaged in Question and Answer sessions with the delegates in attendance. Councillor Curtis then publically presented the three Speakers (RSPCA, Trading standards) with the book which was endorsed with the Councillors thanks on the inside cover. Officer felt obliged to accept, for to not do so would have embarrassed the Councillor, and possibly affect future working relationships as the officer works closely with Local Authority Trading standards and Licensing. £50:00 Christmas Tree (Pine) Three crosses Swansea Gower. They come to Afan Argoed country park every year to sell Christmas trees. This was a genuine offer as myself and PCSO patrol regularly every year at the location to deter thefts. I withdrew money from the cashpoint at Cymmer for the sum of £60:00 with the intention of buying a tree and a stand and bucket. When I picked the tree of my choice, they employee said that he'll do me a deal and only charge me for the stand and bucket which was £16:00. I offered full payment, however, he advised that he would only charge for the stand due to the previous work we have done at the location in the past. This does not affect my role or impartiality. I also would have returned off duty as they are a good company to buy from.

Fund raising for this charity has been undertaken by the local neighbourhood policing team in Llanishen for the past 2 years raising several thousand pounds. Officer is a Wildlife Crime lead for Wales and over the passed two years has had expert assistance from the Owl sanctuary, Ebbw Vale relating to Birds of Prey a National Wildlife Crime Priority. The sanctuary has supported officers’ police investigations and prosecutions. On Wednesday the 2nd September 2015 Officer was asked to attend Owl Sanctuary, believing there was an issue over seized birds subject of an impending trial currently held at the location. Officer attended in the company of a Natural Resources Wales Enforcement officer. There in public view, 10 volunteers presented officer with hand carved walking stick made by themselves from local willow tree for the officers Conservation and enforcement work. Officer felt unable to refuse such gift made by the volunteers, as to do so would disappoint and embarrass volunteers, and potentially affect ongoing working relationship.
