Last year, the amount required to fund theCity of Northlake Police pension Fundwas $889,921. The funding forecast

provided by the actuary sets this figure at$1,005,094 for 2014; an increase of $115,173.00.

We cannot keep adding these amounts to theCity’s real estate tax levy. Although the City’sportion of your tax bill is only 12% of the total,any increase still contributes to the total paid byproperty owners.

The City cannot reduce pension benefits as analternative, as these have been set by the StateLegislature over the years, and localmunicipalities have no control over the terms ofthe pension. The Legislature sets the pensionbenefits, leaving the issue of funding to localgovernments.

In addition to increased pension costs, the Cityis also facing increases for insurance coverage,partly due to the “Affordable Health Care Act,”utility bills, fuel costs, as well as trying tomaintain and improve our infrastructure andfacilities.

Funding Police Pension Just One of theChallenges fo City’s Finances

New revenue sources are few and far between.In October, the City Council took up the matterof video gaming, as the City would receive 5% ofthe revenue from this activity. It appears likelythat video gaming will be approved by the CityCouncil before the end of the year, with theprovision that all proceeds be paid to the policepension fund. Hopefully this will keep futureincreases in the City’s contribution to the fundfrom appearing on your tax bill.

Overall, the City’s financial picture is relativelysolid. However, we must take steps to make surethat going into the future, we maintain fiscalstability, and meet our obligations withoutplacing an undue burden on City taxpayers. Wewill continue to find ways to streamlineprocedures and practices while maintaining Cityservices as well as providing a solid base for thefuture.

Stryker Soccer WrapsUp Outdoor Season

Centerpoint Preserve was host to its first soccerleague in four years. In a joint venture betweenNorthlake and Stone Park, the sport of youth soccerwas a wonderful success. In November of 2012, fourrepresentatives from each town met and formed aformal not for profit organization to start summersoccer in Northlake. Although we had severalregistrations, the teams were not finalized until earlyMay. We learned that we had to wait until the localindoor soccer leagues were completed. Nevertheless,we had 62 teams with over 800 players competing in5 age groups: U6, U8, U10, U12 and U14. All thegames were held on Saturdays from 8:00 a.m. to 4:00p.m. We had no rain outs and the 3 weeks of playoffsended on September 14th. The first place teamsreceived a giant trophy (not as big as the Stanley Cup)and medals were awarded to both first and secondplace players. The Stryker Soccer Board memberswould like to thank Mayor Sherwin, MayorMazzulla, Dale Roberts (Northlake Public Works)and Bill Otte (Veterans Park District) for all their helpand cooperation. If you missed this past season, wewill be back next summer. So get off the front lawnand get into uniform and onto a Stryker Soccer team.

Trees for the 2014 spring planning season. areavailable. As a matter of fact, you can make arequest for a tree to be planted during any time in thenext five years. If you have room on your parkway toprovide a home for a tree, call Public Works at 708-562-0940 to pick from the list of trees for planting.

Remember, trees located on the parkway or in theCity’s right of way cannot be cut or trimmed withoutpermission from the City. The right of way isgenerally the area 20 feet from the back of the curb.If in doubt, or if a tree in this area needs attention,call Public Works at 708-562-0940.

Lt. Raymond McBride Honored forHis Service

An honorary chief helmet and plaque were presented to Lt. Raymond McBride for 50 extraordinaryyears with the Northlake Fire Protection District. Lt. McBride was a paid on-call firefighter beginning in1963. He went on tobecome a full timefirefighter in 1971,retiring in 1995.However, still keepingactive, he became apaid on call trainingofficer. Though nolonger active, he willstill participate in oncall training. Pictureswith Lt. McBride arehis granddaughter,daughter andNorthlake FireProtection Districtfirefighters.

The 411 on RecyclingThe new recycling carts delivered last year to

replace the smaller recycling bins have been asuccess. Many people have commented that thecommunity looks neater and cleaner.

To keep Northlake’s recycling program on asuccessful track, we are asking that you your part.Household waste should never be placed in therecycling carts. Doing so contaminates recyclablematerials and the recycling cart will not beemptied.

The system works best when everyone does itcorrectly. Here are a few reminders about therecycling program:

• Use only the recycling carts that have beenprovided. However, additional recyclables thatdo not fit in your cart can be collected inanother recycling bin or paper bag.

• All containers to be recycled should be rinsedand free of food, caps and lids

• Broken down cardboard boxes can be placednext to the cart

• DO NOT be use recycling carts for any othertype of refuse

Message from 77th District StateRepresentative Kathleen Willis

November is a month that sees many families beginning to prepare for the holidays. The leaveshave changed and the air has cooled and many of us are trying to get a head-start on our holidayshopping.

Yet we must remember that November is an important month for giving thanks. This month wecelebrate both Thanksgiving and Veterans’ Day. These two holidays are very important as theyremind us of all that we have and the sacrifices made by others to ensure we keep what we have.

Many of us know the story of the first Thanksgiving. We have images of Pilgrims and NativeAmericans gathering around a turkey in anticipation of a grand feast. However many may not knowthat Thanksgiving was not declared a national holiday until 1863. It was in the midst of the CivilWar that President Abraham Lincoln declared Thanksgiving a national holiday as he asked thatcitizens not only give thanks on this day, but also “care [for] all those who have become widows,orphans, mourners or sufferers in the lamentable civil strife in which we are unavoidably engaged.”

We see that Lincoln fully intended Thanksgiving to be not only a time of thanks, but also a time ofsupport for those who have sacrificed their lives or have been harshly impacted in the preservationand service to our country. It seems very fitting that both Thanksgiving and Veterans’ Day arecelebrated in November.

Therefore, I have started, in partnership with Cell Phones for Soldiers to collect 50,000 old andunused cell phones this year. Proceeds will be used to purchase calling cards for our service men andwomen so they can stay connected to home. There are 150,000 troops serving oversees. Help mework to make sure they stay connected to home this holiday season. Uses for MulchThere may be different types of mulch, but they all perform at least three

basic functions: they reduce soil water losses, suppress weeds and protectagainst temperature extremes. In several studies, soil moisture percentages inareas that received mulch were twice as high, the temperatures of the soilwere 8 to 13 degrees less and the amount of time required to remove weedswas reduced by two thirds.

It can be used as ground covering in a flower garden to prevent weeds. Itprotects the roots and bark of the trees when put around a tree base, and itcan also be decorative, cover areas that may not grow anything because ofshade.

City Bus Programto End –AlternativePrograms WillOffer BetterServices

As you may be aware, the City ofNorthlake has been operating a “Dial aRide” bus service for well over 20 years.While the program has been successful,ridership has been steadily declining over theyears. All City programs need to be evaluatedand adjusted on a regular basis and the City’sbus program is no exception. Since thevehicles have reached the end of their servicelife, it was a good opportunity to examinethis program.

The Pace Dial a Ride Program servingLeyden Township (the area of Northlakenorth of North Avenue) provides a largerservice area than the Northlake bus covered.Service is provided anywhere within LeydenTownship, as well as Harlem-Irving ShoppingCenter, Loyola Hospital, Hines Hospital, thedialysis center in Norridge and WestlakeHospital.

Proviso Township also offerstransportation to a larger area than did theNorthlake bus.

In addition to these services, LeydenTownship also offers a discounted taxiprogram for seniors and handicappedindividuals. We are working with LeydenTownship to make this program available toall of Northlake through anintergovernmental agreement.

In view of these alternative transportationprograms available to Northlake residents, itis financially prudent to use city resources inother areas rather than providing duplicateservices. The City bus program will end onDecember 31, 2013. The City will be savingthe cost of fuel, replacement vehicles and thesalary of the bus driver (who will betransferred to Public Works to fill a vacancy).This amounts to over $100,000 per year insavings.

In addition, the increased participationfrom Northlake residents will strengthen theother transportation programs as well.

Code 12-201(b) requires the use of headlights,not only from sunset to sunrise, but also anytime snow, rain, ice, for or other weatherconditions require the use of windshield wipers.Headlights must also be used any time a personor vehicle on the highway is not clearly visible ata distance of 1,000 feet.

Placing Trash at CurbResidents are reminded that trash may not be

placed on the parkway before 5 p.m. the eveningbefore the scheduled pick-up, which is Fridaymorning, unless there is a holiday during theweek, when pick up will be on Saturday.Containers must be removed from the parkwayby 5:00 p.m.
