    EMPLOYMENT NOTICE NO. 02/2013 (Gr-D)

    Employment notice for filling up posts in Pay Band-1 of Rs. 5200 - 20200with Grade Pay Rs. 1800

    Closing date for submission of application 21.10.2013 (upto 17.30 hours)

    1.1Applications on plain paper, in the given format are invited from the citizens of India and fromsuch other persons declared eligible by Ministry of Home Affairs, Govt. of India for filling up of postsin Pay Band - 1 of Rs 5200 - 20200 with Grade Pay Rs 1800 in Northeast Frontier Railway.

    1.2 The applications in prescribed format may be sent by ordinary post to Chairman, RailwayRecruitment Cell, N.F Railway, Station Colony, Pan Bazar, Guwahati, Assam (PIN 781001) ordropped in t he Application Drop room at Railway Recruitment Cell, N.F Railway, Station Colony,Pan Bazar ,Guwahati, Assam up to 17.30 hrs of the closing date on all working days except Saturday,Sunday and Holidays.

    1.3 For candidates staying in the Andaman and Nicobar and Lakshadweep Islands closing date willbe 05.11.2013 up to 17.30 hrs.

    1.4 Applicat ions received after the closing date and time will not be entertained under anycircumstances.1.5 Physically handicapped persons and Ex-serviceman candidates should mention "PHYSICALLYHANDICAPPED CANDIDATE" and " EX-SERVICEMAN CANDIDATE'' at the top right of theenvelope.

    1.6 A candidate should submit only one application form.1.7 Date and time of examination will be fixed based on administrative feasibility. No request ofchange of time, date or centre of examination will be entertained.

    1.8 Candidate trying to use influence or unfair means would be disqualified.1.9 The Recruitment will be conducted by Railway Recruitment Cell, Northeast Frontier Railway(hereinafter referred to as RRC/NFR).

    1.10 Selected candidates are likely to be posted anywhere on NFR after successful completion oftraining wherever prescribed. They will be allotted categories as per administrative requirementand subject to their medical fitness.

    1.11 Candidate should send his/her application sufficiently in advance before the closing date to theRRC/NFR.RRC/NFR will not be responsible for any postal delay/wrong delivery what so ever, atany stage of the recruitment process.

    3. EDUCATIONAL QUALIFICATION: Minimum 10th class pass or ITI or equivalent. Academicqualification must be from recognized educational institution/Board, otherwise candidature will berejected even after appointment to Railway Service.4. AGE LIMIT INCLUDING RELAXATION PROVISION.4.1 The age limit will be 18 to 33 years and will be reckoned as on 01/01/2014.4.2 The upper age limit will be relaxed as under subject to the production of requisite certificates.

    4.3 No age relaxation is allowed to SC/ST/OBC candidates applying against unreserved posts.

    4.4 Proof of age- Matriculation/10th pass certificate issued by recognized Education Boards.

    5. EXAMINATION FEES

    5.1 The examination fee for UR and OBC candidates is Rs.100 (Rupees One hundred only).Candidates belonging to SC/ST, Physically Handicapped, women, minorities, ex- serviceman andeconomically backward classes are exempted from payment of examination fees.5.2 The examination fees shall be paid in the form of Indian Postal Orderfrom any Post officedrawn in favour ofFA&CAO, N.F. Railway and payable at GPO, Guwahati5.3 Applications received with cash/cheque /Central Recruitment Stamps and money orders will berejected and amount forfeited.5.4 Postal Orders issued before the date of issue of Employment Notice will not be accepted andsuch application form will be rejected and amount forfeited.5.5 The candidates are advised to write their names and addresses on the backside of the IPO andenclose it with the application form. The details of examination fee may be written in applicationform. Examination fee is not refundable in any circumstances.5.6 Minorities will mean Muslims, Christians, Sikhs, Buddhists and Zoroastrians (Parsis). For claiming

    waiver of examination fee, Minority candidates should furnish 'self declaration' in format at Annexure- VII. At the time of document verification, such candidates have to furnish 'minority communitydeclaration' affidavit on non-judicial stamp paper that he/she belongs to any of the above namedminority communities.5.7 Economically backward classes will mean the candidates whose family income is less than Rs50,000 per annum. The following authorities are authorized to issue certificates for the purpose ofidentifying economically backward classes: (i) District Magistrate or any other Revenue officer uptothe level of Tehsildar. (ii) Sitting Member of Parliament of Lok Sabha for persons of their ownconstituency. (iii) Sitting Member of Parliament of Rajya Sabha for persons of the district in whichthese MPs normally reside. (iv) BPL card or any other certificate issued by Central Governmentunder a recognized poverty alleviation programme or Izzat MST issued by Railways.5.8 The income certificate issued by the authorities mentioned at para 5.7 above would have to beon format at Annexure-VI. This would have to be issued on the letter head of the issuing authority.6. PHYSICALLY HANDICAPPED PERSONS (Persons with Disability)A. Definition of Physically Handicapped Persons for the purpose of this recruitment. (i) VisuallyHandicapped (VH) - a) a total absence of sight or b) visual acuity not exceeding 6/60 or 20/200(snellen) in the better eye with correcting lenses or c) limitation of field of vision subtending an angleof 20 degree or worse. Low vision - A person with impairment of the field of vision functioning evenafter treatment or standard refractive correction but who uses or is potentially capable of using visionfor the planning of execution of a task with assistive device. (ii) Hearing Handicapped (HH): Lossof 60 (sixty) decibels or more in the better ear in the conversational range of frequencies. (iii)Orthopaedically Handicapped (OH) - (a) Locomotor disability means disability of the bones,joints, muscles leading to substantial restriction of the movement of the limbs or any form of thecerebral palsy. (b) Cerebral palsy: A group of non-progressive conditions of a person characterizedby abnormal motor control posture resulting from brain insult or injuries occurring in the prenatal

    peri-natal or infant period of development.B.Degree of disability: Only such persons should be eligible for recruitment under vacancies reservedfor PH candidates who suffer from not less than 40% of relevant disability. If the disability is lessthan 40%, the candidate will not get any relaxation of PH quota and will be treated as normal candidatesprovided he/she fulfills all other conditions of this employment notice. Candidate should submitdisability certificate issued by the competent authority (i.e medical board duly constituted by CentralGovernment or a State Government. Format of the certificate is enclosed as Annexure-IV.C.The Physically Handicapped persons are eligible for appointment in the categories identified suitablefor them.

    4.2(vi) Ex-serviceman

    OBC upto 36 years, SC/ST upto 38 years.

    Relaxation of age will be to the extent of 5years or service rendered by them in suchorganizations, whichever is less.

    UR up to 35 years, OBC up to 38 years,SC/ST up to 40 years,

    UR up to 43 years, OBC up to 46 years,SC/ST Up to 48 years

    UR up to 38 years, OBC up to 41 years,SC/ST up to 43 years

    Maximum age should be as underUR-33 years +extent of military service +3years, OBC-36 years + extent of militaryservice + 3 years, SC/ST- 38 years +extentof military service + 3 years. Relaxation willbe admissible only if the military servicebefore discharge (in case of disability etc.)is not less than six months.

    D. SCRIBES - Visually impaired Candidates / those candidates whose writing speed is affected byCerebral Palsy can avail the assistance of a Scribe for writing answers on their behalf. For thispurpose they will have to suitably inform RRC/NFR in advance as per (c) below. In all such casesengagement ofScribes will be subject to the following conditions:

    a)The candidates will have to arrange their own Scribes at their own cost during the examination.Separate Admit Cards will be issued to the Scribes accompanying the VH candidates.

    b)The academic qualification of the SCRIBE should be one grade below the qualification prescribedfor the post for which recruitment is being made and he/she should not have secured more than 60%marks

    c)The candidates as well as the Scribe will have to give an undertaking (format at Annexure - V)confirming that the Scribe fulfills all the stipulated eligibility criteria for the Scribe. In case it transpireslater that he/she did not fulfill any of the laid down eligibility criteria or there has been suppression ofmaterial facts, the candidature of the applicant will stand cancelled irrespective of the result of theexamination. The VH candidate shall be responsible for any misconduct on the part of scribe broughtby him/her.

    d)Candidates availing the assistance of a Scribe shall be eligible for extra time of 20 minutes for

    every hour of examination.e)The scribe will read out the questions to the candidates and on the candidate stating clearly theanswer against each question, the scribe will write/indicate the same. An invigilator shall exclusivelybe posted with every VH candidate who has opted to avail the assistance of a scribe. The invigilatorshall sit alongside the scribe who will sit opposite the VH candidate so that conversation between thescribe and VH candidate could be overheard by the invigilator who shall ensure that only the answersspelt out by the candidate are written/indicated by the scribe on the answer sheet.

    f) The scribe will not make any gesture, sound or any other forms of communication designed toindicate to the candidate the correctness or otherwise of an answer being recorded by him. Any suchattempt would entail disqualification of candidate and stringent action will be taken against both thecandidate and the scribe.

    g)Conversation between the candidate and the scribe should not disturb in any way the peace in theexamination hall or the other candidates seated in the examination hall/room.

    h)The VH candidates will be allowed to use TAILOR FRAME AND BRAIL SLATE WITH PAPER forsolving arithmetic problems and they will have to bring their own TAILOR FRAME AND BRAIL SLATEWITH PAPER in the examination hall. Partially blind candidates who are able to read normal questionpaper set for all the candidates and to write/indicate the answer with the help of Magnifying Glassmay be allowed to use Magnifying Glass in the examination hall but they shall not be allowed the helpof a scribe. Such candidates may bring their own Magnifying Glass in the examination hall. However,they shall not be provided with the question paper meant for VH candidates who require the assistanceof a scribe.

    Note :All the one eyed candidates and VH candidates whose visual degree of disability is less than40% shall not be considered as Visually Handicapped persons and the provision for engaging Scribeshall not be applicable to them.

    7. EX-SERVICEMEN CANDIDATES

    7.1 This employment notice contains vacancies reserved for Ex-servicemen irrespective of theircommunity.

    7.2 'Ex-serviceman' means a person, who has served in any rank (whether as a combatant or as anon-combatant) in the regular Army, Navy or Air Force of the Indian Union but does not include aperson who has served in the Defence Security Corps, the General Reserve Engineering Force, theLok Sahayak Sena and the Para-military Forces; and

    (i) who has retired from service after earning his/her pension; or(ii) who has been released fromsuch service on medical grounds attributable to military service or circumstances beyond his controland awarded medical and other disability pension; or(iii) who has been released, otherwise than onhis own request, from such service as a result of reduction in establishment; or (iv) who has beenreleased from such service after completing the specific period of engagement otherwise than at hisown request or by way of dismissal or discharge on account of misconduct or inefficiency and hasbeen given a gratuity; and includes personnel of the Territorial Army of the following categories,namely: - (a) Pension holders for continuous embodied service; (b) Persons with disability attributableto military service; and (c) Gallantry award winners.

    7.3 Ex-serviceman are required to clearly indicate all required particulars including community in theapplication form. However, regardless of community, ex-serviceman will be considered only againstthe ex-servicemen quota, if available.

    7.4 Ex-servicemen candidates who have already secured employment under the Ex. Servicemenquota in Central Govt. in Gr-D will be only given age relaxation but will not be considered under ex.Servicemen quota.

    8. HOW TO APPLY

    8.1 Candidates should carefully read the instructions in this Employment Notice for filling upApplication Form given at Annexure-I. Application having any change in the format will be rejected.

    8.2Applications should be made on a good quality white paper of A4 size (210mm*297mm) usingONE SIDE only.

    8.3 Use only Black Pen/ Black Ball Point Pen for filling up the application form.

    8.4 The application should be written in either English or Hindi and not in any other language. Theapplication has to be duly dated and signed by the candidate. Application filled in any language otherthan English / Hindi and by any person other t han the applicant will be rejected summarily even if, itis detected at a subsequent stage of the recruitment.

    8.5 Candidates should mention "Applications for Gr. D posts, Northeast Frontier Railway" on thetop of the envelope containing the application. Each cover should contain one application only. Incase more than one application is sent in one cover or other way, all such applications will be rejected.

    8.6 The candidate should send application duly filled with required documents by ordinary post so asto each RRC/NFR office within the closing date positively. Applications received after due date, forany reason what so ever will not be considered.

    8.7 Candidates who have been debarred from appearing in any of RRB/RRC exams need not applyunless their debarment period expires by the closing date.

INVALID APPLICATION: The applications having any of the following deficiencies, discrepanciesor irregularities will be summarily rejected:(i) Applications not submitted in prescribed format of RRC/NFR.(ii) Incomplete or illegible applications or applications with over-writing, cutting or erasing marks(iii) Unsigned or undated application/applications without clear and un-smudged thumb impressionsand/or without personal marks of identification.(iv) Without recent colour photograph or affixing Xerox copy of photograph.(v) Application signed in block capital letters.(vi) Without Postal orders of requisite value and validity.(vii) Applications not filled in English or Hindi.(viii) Applications without column 17 or declaration written in CAPITAL letters.(ix) Without proper and valid certificates in support of Community, proof of age, educationalqualification, physical disability, Ex-serviceman.(x) Under aged/Over aged candidates.(xi) Not having the requisite Educational Qualification at the time of submitting application.(xii) Applications received after 17.30 hrs on closing date by any means/modes.(xiii) More than one application in one name or sent in one envelop.(xiv) Any other deemed irregularity.11. RECRUITMENT PROCEDURE: The selection procedure will consist of written examinations.Written examinations will be held on common dates for all the railways. On the basis of marksobtained in the written exams, candidates will be shortlisted for Physical Efficiency Test (PET).Candidates will be further shortlisted in order of merit and called for verification of original certificatesand identity. After the verification of all relevant originals of passed candidates, the candidates shallbe subjected to Medical Examination.11.1 Written examination: (i) The question paper for the written examination shall be based onclass 10th standard consisting of 100 multiple choice (four) objective type questions aimed to assessthe General Knowledge/Awareness, Mathematics, General Science, Reasoning, etc. (ii) The durationof the written examination shall be 90 (ninety) minutes. (iii) The question paper shall be printed inHindi and English and also in regional languages. (iv) Negative Marking - There will be negativemarking for wrong answers. One third marks shall be deducted for each wrong answer, i.e. one mark

    shall be deducted for every 3 wrong answers.11.2 Physical Efficiency Test (PET) for all categories. : Passing the PET is mandatory and the samewill be qualifying in nature. The c andidates should be able to perform the following physical test;

    11.3 NOTE:(i) Candidates shortlisted in the written test shall be required to appear in Physical Efficiency Test(PET). A separate advice indicating date, time and venue will be sent to them.(ii) Persons with disabilities (PH candidates) are exempted from PET.(iii) Document Verifications & medical examination: Candidates to a limited extent, in order ofmerit, out of those who obtained the prescribed minimum pass marks in the written test and qualifiedin the PET will be called for verification of original documents and identity and medical examinationof relevant standard.(iv) There will be no interview.(v) Railway Administration will not be liable/responsible for any loss/injury/damage, whether direct orconsequential, suffered/incurred by any candidate during the selection, including PET. Candidatesare advised in their own interest, therefore to ensure that they are physically and otherwise fit toundertake the selection and observe due care to avoid injury/loss/damage to either themselves orothers during the process of selection.(vi) The venue of PET/written examination once decided by Railway administration shall be final, norequest for change for whatever ground shall be entertained.(vii) For PET, candidates may be required to stay one or two days more than the appointed day attheir own cost. They have to make their own arrangements for lodging/boarding.(viii) Maintaining discipline by the candidates at the venue of PET is must. Any act of indiscipline willdebar the candidate from consideration. The decision on this of t he committee at t he venue will befinal and binding.12. Medical examination: Clearing the medical examination is mandatory. Only those who havecleared the medical examination successfully will be included in the final merit list to the extent ofvacancies available.13.     selection or(vii) Using unfair means during the examination or possessing, carrying or using mobile phone,calculator or any other such instruments or(viii) Writing irrelevant matter including obscene language or pornographic matter in the script(s) or(ix) Committing mischief in any other manner in the examination hall or(x) Harassing or doing bodily harm to the staff employed by RRC/NFR for the conduct of the test;may in addition to action under relevant provisions of the Rules/Law render himself liable to criminalprosecution and further(a) be disqualified by the RRC/NFR from selection for which he is a candidateor(b) be debarred, either permanently or for a period decided by the RRC/NFR from any examinationor selection conducted by any of the RRC/ RRB or(c) be taken up for disciplinary actions underappropriate rules, if he is already in service .15. Examination centre will be decided by the RRC/NFR and indicated in call letter issued to candidatefor appearing in written examination.16. All male candidates are liable for Active Territorial Army Service in Railway Unit or such otherUnits as may be laid down in this behalf from time to time.17. Selected candidates may be required to undergo training wherever necessary with stipend forspecific period and to deposit the security amount and execute an indemnity bond or agreement18. The candidates shall be considered in due course for promotion to higher grades according torules/orders in force from time to time.19. Posting of the selected candidates may be m ade as per requirement of the Indian Railways at theappropriate time.
