Overview e proposed North Bakken Expansion Project involves approximately 60 miles of new 20-inch diameter natural gas pipeline that will connect WBI Energy’s Tioga Compressor Station near Tioga, North Dakota, with Northern Border Pipeline Company’s mainline at a new interconnection point south of Watford City, North Dakota. WBI Energy also will construct a new compressor station, the Elkhorn Compressor Station, near the new interconnection point. e project also includes constructing approximately 20 miles of new 12-inch diameter natural gas pipeline between the company’s Tioga Compressor Station and an existing receipt station, adding compression horsepower at the Tioga Compressor Station and installing associated pipeline and measurement facilities. e cost of the North Bakken Expansion Project is estimated to be approximately $220 million, based on the current design. e proposed North Bakken Expansion Project is expected to provide at least an additional 200 million cubic feet per day of natural gas takeaway capacity for the Bakken, which will help reduce natural gas flaring in the area. Route Selection A preliminary route for the new pipeline has been selected and survey work began in early in 2019. Upon receipt of regulatory approval, construction on the project is expected to begin in early 2021, with a proposed in-service date of November 2021. WBI Energy considers safety, landowner input, the environment, land- use compatibility, constructability and cultural resources when determining a proposed pipeline route. As the project proceeds through the regulatory process, the company will seek input from landowners and other stakeholders to determine the final pipeline route. e project crosses portions of Burke, McKenzie, northwestern Mountrail and southeastern Williams counties. Public Input WBI Energy is committed to providing landowners, communities and other stakeholders with opportunities to both learn about the proposed project and provide input about issues, expectations and concerns. As part of this commitment, the company will distribute project information, put information on its website, conduct meetings and host open houses for the public. During the regulatory process, similar opportunities will be provided by the Federal Energy Regulatory Commission as it gathers input as part of its process. Safety and Environment Safety is the top priority for WBI Energy. Once constructed, the new pipeline will be inspected, tested and monitored to ensure its integrity and to meet or exceed all federal standards. e company has a long history and deep experience with designing, constructing and operating safe and reliable pipeline systems. Facilities operated by WBI Energy are under the control of the company’s Gas Control Center in Bismarck, North Dakota. e center is responsible for monitoring flow and operating conditions on the entire pipeline system and is staffed 24 hours a day every day. Environmental protection also is an integral part of the company’s operational philosophy. WBI Energy is committed to protecting the environment during all project phases and will work to minimize negative impacts to the environment and to adjacent communities. Reclamation of the pipeline right-of-way to the condition of the land prior to the project is a priority for WBI Energy. Regulatory e North Bakken Expansion Project will be regulated by the FERC under Section 7(c) of the federal Natural Gas Act. WBI Energy plans to submit an application to FERC requesting a Certificate of Public Convenience and Necessity and is using FERC’s pre-filing review process for this project. e purpose of the pre-filing process is to encourage early involvement of interested stakeholders, facilitate interagency cooperation, and identify and resolve issues before the application is filed with FERC.
