No. XXXVIII. An Act for applying certain Sums arising from the Revenue receivable in New South Wales to the Service thereof for the Year One thou- sand eight hundred and fifty-four and for further appropriating the said Revenue. [11th November, 1853.] W HEREAS by a certain Act of Parliament passed in the fifth and sixth year of the reign of Her present Majesty Queen Victoria intituled "An Act for the Government of New South Wales and Van Diemen's Land" it was among other things enacted that the Governor of the said Colony of New South Wales with the advice and consent of the Legislative Council should have authority to make laws for the peace welfare and good government of the said Colony and that with the deductions and subject to the provisions therein contained the whole of Her Majesty's Revenue within the said Colony arising from taxes duties rates and imposts levied on Her Majesty's subjects within the said Colony should be appropriated to the public service within the said Colony by Ordinances to be for that purpose enacted by the Governor with the advice and consent of the Legislative Council of the said Colony and in no other manner And whereas by a certain other Act of Parliament passed in the thirteenth and fourteenth year of the reign of Her said Majesty intituled " An Act for the better Government of Her Majesty's Australian Colonies" it was amongst other things enacted that after the establishment of the Colony of Victoria so much of the said first recited Act as made payable to Her Majesty Her Heirs and Successors out of the Revenue Fund of the said Colony of New South Wales the sums therein mentioned for defraying the expenses of the services and purposes named in the Schedules thereto annexed should be repealed and that in lieu thereof there should be payable to Her Majesty every year out of the Revenue Funds arising from taxes duties rates and imposts levied within the said Colony of New South Wales after the establishment of the Colony of Victoria as aforesaid the several sums mentioned in the Schedule (A) to the said second recited Act annexed And whereas the Colony of Victoria hath been established in manner provided by the said second recited Act Be it therefore enacted by His Excellency the Governor of New South Wales with the advice and consent of the Legislative Council thereof as follows :— 1. Out of the produce of the said taxes duties rates and imposts there shall and may be issued and applied any sum or sums of money not exceeding forty-four thousand one hundred and ninety-seven pounds five shillings and eleven-pence to defray the salaries allowances and contingencies of the Civil Establishments of the said Colony unpro- vided for by the second part of the Schedule to the said second recited Act of Parliament annexed marked A for the year one thousand eight hundred and fifty-four as hereinafter more particularly expressed that is to say any sum or sums of money not exceeding one thousand and twenty-four pounds six shillings and three-pence to defray the salaries allowances and contingencies of His Excellency the Governor General's Establishment and any sum or sums of money not exceeding five hundred pounds to defray the salary of the Government Resident at Moreton Bay and any sum or sums of money not exceeding five thousand

WH E R E A S by a certain Act of Parliament passed in the fifth and sixth year of the reign of Her present Majesty Queen Victoria

Out of the produce of the said taxes duties rates and imposts there shall and may be issued and applied any sum or sums of money not exceeding forty-four thousand one hundred and ninety-seven pounds five shillings and eleven-pence to defray the salaries allowances and contingencies of the Civil Establishments of the said Colony unpro­vided for by the second part of the Schedule to the said second recited Act of Parliament annexed marked A for the year one thousand eight hundred and fifty-four as hereinafter more particularly expressed that is to say any sum or sums of money not exceeding one thousand and twenty-four pounds six shillings and three-pence to defray the salaries allowances and contingencies of His Excellency the Governor General's Establishment and any sum or sums of money not exceeding five hundred pounds to defray the salary of the Government Resident at Moreton Bay and any sum or sums of money not exceeding five

thousand seven hundred and thirty pounds nine shillings and two-pence to defray the salaries and contingencies of the Legislative Council Establishment and any sum or sums of money not exceeding thirteen thousand three hundred and seventy pounds sixteen shillings and three­pence to defray the salaries allowances and contingencies of the General Post Office Establishment and any sum or sums of money not exceed­ing one thousand two hundred pounds to defray the salaries and contingencies of the Postage Stamp Printing Office and any sum or sums of money not exceeding one thousand eight hundred and one pounds one shilling and three-pence to defray the salaries and contin­gencies of the Port Master's Establishment and any sum or sums of money not exceeding four hundred and eighty-one pounds to defray the salaries and contingencies of the Telegraph Stations and any sum or sums of money not exceeding five hundred and fifty-nine pounds to defray the salaries and contingencies of the Light-house Establish­ment at the South Head of Port Jackson and any sum or sums of money not exceeding five hundred and thirty-two pounds to defray the salaries and contingencies of the Floating Light Establishment in Port Jackson and any sum or sums of money not exceeding eighty-four pounds fifteen shillings to defray the salary and contingencies of the Establishment of the Pilot in charge of the Basin at Wollongong and any sum or sums of money not exceeding nine hundred and fifty-eight pounds to defray the salaries allowances and contingencies of the Establishment of the Harbour Master at Newcastle and any sum or sums of money not exceeding two thousand and sixty-one pounds to defray the salaries and contingencies of the Establishment of the Harbour Master at Moreton Bay and any sum or sums of money not exceeding four hundred and forty pounds to defray the salaries and contingencies of the Pilot Establishment at Clarence River and any sum or sums of money not exceeding six hundred and sixty pounds to defray the salaries allowances and contingencies of the Steam Navigation Board the Secretary thereof acting also as Secretary to the Pilot Board and any sum or sums of money not exceeding two thousand six hundred and ninety-six pounds fifteen shillings to defray the salaries allowances and contingencies of the Colonial Storekeeper's Establishment and any sum or sums of money not exceeding two thousand seven hundred and twenty-five pounds to defray the salaries allowances and contingencies of the Colonial Architect's Establishment and any sum or sums of money not exceeding one thousand five hundred and thirteen pounds fifteen shillings to defray the salaries allowances and contingencies of the Botanic Gardens Establishment and any sum or sums of money not exceeding six hundred and twenty-five pounds to defray the salaries allowances and contingencies of the Establishments for keeping in order the Outer and Inner Government Domains and Hyde Park Sydney and any sum or sums of money not exceeding seven thousand two hundred and nine pounds eight shillings to defray the salaries allowances and contingencies of the Govern­ment Printing Establishment.

2. Out of the produce of the said taxes duties rates and imposts there shall and may be issued and applied any sum or sums of money not exceeding two thousand one hundred and ninety-three pounds seventeen shillings and six-pence to defray the salaries and contingen­cies of Coroners and the salary of the Clerk to the Coroner at Sydney for the year one thousand eight hundred and fifty-four.

3. Out of the produce of the said taxes duties rates and imposts there shall and may be issued and applied any sum or sums of money not exceeding twenty-four thousand six hundred and seventy-one pounds to defray the salaries allowances and contingencies of the Educational Establishments of the said Colony for the year one thousand

eight hundred and fifty-four as hereinafter more particularly expressed that is to say any sum or sums of money not exceeding two thousand and seventy-one pounds to defray salaries and contingencies of the Protestant Orphan School Parramatta and any sum or sums of money not exceeding one thousand eight hundred and forty pounds to defray the salaries and contingencies of the Roman Catholic Orphan School Parramatta and any sum or sums of money not exceeding fourteen thousand seven hundred and eighty pounds in support of Denomina­tional Schools to be expended under the direction of the Board of Inspection being inclusive of an increase of seventy-five per centum on the salaries of the Teachers and of four hundred pounds to defray the expenses of the said Board and any sum or sums of money not exceeding ten thousand pounds in support of National Schools being five thousand pounds for such Schools within the Settled Districts two thousand pounds for such Schools beyond the Settled Districts and the further sum of three thousand pounds for the estab­lishment and support of other such Schools.

4. Out of the produce of the said taxes duties rates and imposts there shall and may be issued and applied any sum or sums of money not exceeding eight thousand three hundred and forty-one pounds seventeen shillings and six-pence to defray the salaries allowances and contingencies of the Medical Establishments of the said Colony for the year one thousand eight hundred and fifty-four as hereinafter more particularly expressed that is to say any sum or sums of money not exceeding six hundred and seventeen pounds to defray the salaries of the Health Officers' Establishments at Port Jackson Newcastle and Moreton Bay and the salary of the Clerk to the Medical Board Sydney and any sum or sums of money not exceeding one hundred pounds to defray the expense of maintaining the Vaccine Establishment in the City of Sydney and any sum or sums of money not exceeding fifty pounds to defray the salary of a Clerk to the Medical Adviser of the Government and any sum or sums of money not exceeding four thousand eight hundred and eighty-two pounds seven shillings and six-pence to defray the salaries allowances and contingencies of the Lunatic Asylum at Tarban Creek and any sum or sums of money not exceeding two thousand six hundred and ninety-two pounds ten shillings to defray the salaries and contingencies of the Lunatic Asylum at Parramatta.

5. Out of the produce of the said taxes duties rates and imposts there shall and may be issued and applied any sum or sums of money not exceeding thirty-five thousand and sixty-nine pounds nine shillings and two-pence to defray the salaries and contingencies of the Gold Establishments of the said Colony for the year one thousand eight hundred and fifty-four as hereinafter more particularly expressed that is to say any sum or sums of money not exceeding eighteen thousand four hundred and sixty-eight pounds fifteen shillings to defray the salaries and contingencies of the Gold Establishments within the Settled Districts being fourteen thousand and seventy-eight pounds six shillings and three-pence for the Western and four thousand three hundred and ninety pounds eight shillings and nine-pence for the Southern Districts and any sum or sums of money not exceeding five thousand one hundred and forty-six pounds two shillings and six-pence to defray the salaries and contingencies of the Gold Establishments beyond the Settled Districts being one thousand and sixteen pounds two shillings and six-pence for salaries for the Liverpool Plains seven hundred and fifteen pounds for salaries for the Gwydir and seven hundred and fifteen pounds for salaries for the New England Districts and two thousand seven hundred pounds for contingencies for the said three Districts and any sum or sums of money not exceeding nine

thousand one hundred and twenty-nine pounds seventeen shillings and six-pence to defray the salaries and contingencies of the Gold Escort Establishment and any sum or sums of money not exceeding two thousand pounds to meet unforeseen expenses in cases of emer­gency in the Gold Fields and to be hereafter accounted for and any sum or sums of money not exceeding three hundred and twenty-four pounds fourteen shillings and two-pence to defray the salaries of the Gold Receiving Department.

6. Out of the produce of the said taxes duties rates and imposts there shall and may be issued and applied any sum or sums of money not exceeding seventeen thousand four hundred and thirty pounds eight shillings and five-pence to defray the salaries allowances and contingencies of the Military Establishment for the year one thousand eight hundred and fifty-four.

7. Out of the produce of the said taxes duties rates and imposts there shall and may be issued and applied any sum or sums of money not exceeding one hundred and eighteen thousand seven hundred and eighteen pounds seventeen shillings and eleven-pence to defray the salaries allowances and contingencies of the Police Establishments of the said Colony for the year one thousand eight hundred and fifty-four as hereinafter more particularly expressed that is to say any sum or sums of money not exceeding one thousand seven hundred and ninety-five pounds twelve shillings and six-pence to defray the salaries and contingencies of the Establishment of the Inspector General of Police and any sum or sums of money not exceeding twenty-seven thousand one hundred and thirty-five pounds twelve shillings and six­pence to defray the salaries allowances and contingencies of the Police Establishment for the City and District of Sydney being two thousand one hundred and sixty-eight pounds seven shillings and six-pence for the salaries of the Judicial Department of the Police of the City nine­teen thousand five hundred and forty-eight pounds twelve shillings and six-pence for the salaries allowances and contingencies of the Constabulary of the City two thousand eight hundred and eighty-one pounds seven shillings and six-pence for the salaries and contingencies of the Horse Patrol of the City and two thousand five hundred and thirty-seven pounds five shillings for the salaries and contingencies of the Constabulary of the District and any sum or sums of money not exceeding four thousand one hundred and seventy-eight pounds eighteen shillings and nine-pence to defray the salaries allowances and contingencies of the Water Police Establishment and any sum or sums of money not exceeding three thousand pounds to defray the salaries of Police Magistrates in Country Districts and any sum or sums of money not exceeding six thousand seven hundred pounds to defray the salaries of Clerks of Petty Sessions being three thousand nine hundred pounds for Clerks within and two thousand eight hundred pounds for Clerks beyond the Settled Districts and any sum or sums of money not exceeding seven thousand three hundred and fifty pounds to defray the salaries of Chief Constables being three thousand eight hundred and seventy-five pounds for Chief Constables within and three thousand four hundred and seventy-five pounds for Chief Constables beyond the Settled Districts and any sum or sums of money not exceeding three thousand five hundred and forty-five pounds one shilling and three-pence to defray the salaries of District Constables being three;thousand and sixty-six pounds for District Constables within and four huudred and seventy-nine pounds one shilling and three-pence for District Constables beyond the Settled Districts and any sum or sums of money not exceeding twenty-eight thousand five hundred and fifty-three pounds twelve shillings and eleven-pence to defray the salaries of Ordinary Constables being nineteen thousand six hundred and seventy-

eight pounds one shilling and three-pence for Ordinary Constables within and eight thousand eight hundred and seventy-five pounds eleven shillings and eight-pence for Ordinary Constables beyond the Settled Districts and any sum or sums of money not exceeding twelve thousand six hundred and twenty-two pounds sixteen shillings and three-pence to defray allowances and contingencies of Police being nine hundred and seventy-eight pounds seventeen shillings and six­pence for allowances of Police within and six hundred and ninety-two pounds eighteen shillings and nine-pence for allowances of Police beyond the Settled Districts five thousand six hundred and ninety pounds for contingencies of Police within and five thousand and eleven pounds for contingencies of Police beyond the Settled Districts fifty pounds to meet Rewards for informations against offenders and two hundred pounds to meet contingencies and exigencies of the service and any sum or sums of money not exceeding ten thousand three hundred and fifty-seven pounds eleven shillings and three-pence to defray the salaries allowances and contingencies of the Horse Patrol in the Country Districts and any sum or sums of money not exceeding seven thousand nine hundred and seventy-nine pounds twelve shillings and six-pence to defray the salaries allowances and contingencies of the Native Police and any sum or sums of money not exceeding five thousand five hundred pounds to defray the contingencies of Police generally being three thousand five hundred pounds to meet claims for additional pay for length of service and good conduct according to the scale of increase recommended in the progress report of the Select Committee of the Legislative Council adopted by the said Council on the seventeenth day of September one thousand eight hundred and fifty-two and two thousand pounds to meet contingencies and unfore­seen expenses special allowances and emergencies of the service.

8. Out of the produce of the said taxes duties rates and imposts there shall and may be issued and applied any sum or sums of money not exceeding twenty thousand four hundred and five pounds sixteen shillings and three-pence to defray the salaries allowances and con­tingencies of the Gaol and Penal Establishments of the said Colony for the year one thousand eight hundred and fifty-four as hereinafter more particularly expressed that is to say any sum or sums of money not exceeding three thousand six hundred and seventy-seven pounds two shillings and six-pence to defray the salaries and contingencies of the Sydney Gaol Establishment and any sum or sums of money not exceeding one thousand eight hundred and fifteen pounds six shillings and three-pence to defray the salaries and contingencies of the Parramatta Gaol Establishment and any sum or sums of money not exceeding two thousand one hundred and sixty-six pounds two shillings and six-pence to defray the salaries and contingencies of the Bathurst Gaol Establishment and any sum or sums of money not exceeding one thousand four hundred and fifty-five pounds two shillings and six-pence to defray the salaries and contingencies of the Maitland Gaol Establishment and any sum or sums of money not exceeding one thousand and eighty-eight pounds sixteen shillings and three-pence to defray the salaries and contingencies of the Goulburn Gaol Establishment and any sum or sums of money not exceeding one thousand one hundred and forty-nine pounds eight shillings and nine-pence to defray the salaries and contingencies of the Brisbane Gaol Establishment and any sum or sums of money not exceeding six thousand five hundred and thirty pounds six shillings and three­pence to defray the salaries allowances and contingencies of the Penal Establishment at Cockatoo Island and any sum or sums of money not exceeding two thousand five hundred and twenty-three pounds eleven shillings and three-pence to defray the salaries allowances and con­tingencies of the Penal Establishment at Newcastle,

9. Out of the produce of the said taxes duties rates and imposts there shall and may be issued and applied any sum or sums of money not exceeding one hundred and fifty pounds to defray the salary of the Colonial Agent General for the year one thousand eight hundred and fifty-four.

10. Out of the product of the said taxes duties rates and imposts there shall and may be issued and applied any sum or sums of money not exceeding forty-eight thousand five hundred pounds to provide for the Temporary Increases to the Salaries of Public Officers Police and others for the year one thousand eight hundred and fifty-four accord­ing to the scale recommended by the Select Committee of the said Council on the twenty-eighth day of June one thousand eight hundred and fifty-three.

11. Out of the produce of the said taxes duties rates and imposts there shall and may be issued and applied any sum or sums of money not exceeding seven hundred pounds to defray Pensions and Retired Allowances for the year one thousand eight hundred and fifty-four as hereinafter more particularly expressed that is to say any sum or sums of money not exceeding two hundred pounds as Pension to Lady Forbes widow of Sir Francis Forbes formerly Chief Justice and any sum or sums of money not exceeding two hundred pounds as Pension to Lady Dowling widow of Sir James Dowling late Chief Justice and any sum or sums of noney not exceeding one hundred pounds as Pension to Mrs. Anno Kinchela widow of the late Mr. Justice Kinchela and any sum or sums of money not exceeding one hundred pounds to Mrs. Flinders widow of the late Captain Flinders P .N . in addition to any Pension now received by her from the British Government and in case of her demise to the daughter of Captain Flinders and any sum or sums of money not exceeding one hundred pounds as an allowance to Mr. John Eyre retired Teacher of the Church of England School at Parramatta.

12. Out of the produce of the said taxes duties rates and imposts there shall and may be issued and applied any sum or sums of money not exceeding nine thousand six hundred and eighty-one pounds to defray Charitable Allowances for the year one thousand eight hundred and fifty-four as hereinafter more particularly expressed that is to say any sum or sums of money not exceeding one thousand four hundred pounds for the support of Free Paupers in Colonial Hospitals and any sum or sums of money not exceeding seven hundred pounds in aid of the Sydney Infirmary and Dispensary on condition of an equal amount being raised by private subscriptions and any sum or sums of money not exceeding three thousand nine hundred and eighty-one pounds in support of the Establishments of the Benevolent Society of Sydney on condition of one thousand pounds being raised by voluntary contributions and any sum or sums of money not exceeding one thousand five hundred pounds in aid of the Asylum for Destitute Children Sydney on condition of an equal amount being raised by private subscriptions and any sum or sums of money not exceeding one thousand six hundred pounds in aid of Hospitals at Parramatta Windsor Bathurst Newcastle Port Macquarie Goulburn Yass and Brisbane at two hundred pounds each on condition of sums to an equal amount being raised by private subscriptions and any sum or sums of money not exceeding three hundred pounds in aid of the Hospital at Maitland on the like condition and any sum or sums of money not exceeding one hundred pounds in aid of the Benevolent Society at Parramatta on the like condition and any sum or sums of money not exceeding one hundred pounds additional aid to the Public Hospital at Goulburn on condition of an equal amount being raised by private subscriptions.

Out of the produce of the said taxes duties rates and imposts there shall and may he issued and applied any sum or sums of money not exceeding' forty-one thousand four hundred and forty-eight pounds ten shillings to defray the expense of Public Works and Buildings of the said Colony for the year one thousand eight hundred and fifty-four as hereinafter more particularly expressed that is to say any sum or sums of money not exceeding nine thousand one hundred and eighty-six pounds ten shillings to defray the expense of Public Works—being six thousand pounds towards the construction of the Dry Dock at Cockatoo Island one thousand pounds to defray the expense of the employment of the Dredging Machine two hundred and fifty pounds for upholding and keeping in repair the Breakwater at Newcastle three hundred pounds for repairs to the Cook's River Dam thirty-six pounds ten shillings for attending to the Sluices of the said Dam the further sum of two hundred and fifty pounds for im­proving the Ballast Wharf at Newcastle two hundred and fifty pounds for completing the planting of the Sand Hills near Sydney one hundred pounds for constructing a Pier for Boats at Clarence River and one thousand pounds for improving the Jet ty at Cleveland in the Moreton Bay District and any sum or sums of money not exceeding eight thousand six hundred pounds to defray the expense of Public Buildings—-being the further sum of three thousand pounds towards constructing a Public Abattoir on Glebe Island the sum of two thousand pounds towards the erection of a new Colonial Store the further sum of three thousand pounds towards making alterations and affording increased accommodation at the Lunatic Asylum Tarban Creek and six hundred pounds for erecting Buildings for the Pilot and Crew at Clarence River and any sum or sums of money not exceeding three hundred and fifty pounds to defray the expense of School Buildings being two hundred and fifty pounds for erecting detached Hospital and Sheds at the Protestant Orphan School at Parramatta and the further sum of one hundred pounds for fencing the Building and the Land attached to the Roman Catholic Orphan School at Parramatta and any sum or sums of money not exceeding five hundred and seventy pounds to defray the expense of Buildings for the Gold Establishments being two hundred pounds for Quarters for the Assistant Commissioners at Liverpool Plains and Gwydir and one hundred pounds for Quarters for the Assistant Commis­sioner at New England two hundred pounds for Barracks and Watch-house New England and seventy pounds for enclosing a Paddock at Liverpool Plains and any sum or sums of money not exceeding nine hundred and seventy-nine pounds to defray the expense of Military Buildings—being six hundred and seventy-nine pounds for incidental repairs to Barracks fifty pounds for repairs to the Batteries at Dawes' Point Port Phillip Port Maequarie and Bradley's Head one hundred pounds for repairs to Military Buildings in the Country Districts and one hundred and fifty pounds for providing a large Clock for the Victoria Barracks and any sum or sums of money not exceeding three thousand four hundred pounds to defray the expense of Police Buildings in and near Sydney being the further sum of one thousand pounds towards the erection of a new Water Police Office in Sydney eight hundred pounds towards erecting a new Watch-house at Darling-hurst eight hundred pounds towards erecting a new Watch-house at the North Shore and eight hundred pounds towards erecting a new Watch-house at Newtown and any sum or sums of money not exceeding five thousand one hundred and five pounds to defray the expense of Police Buildings within the Settled Districts being four hundred pounds for the erection of a Watch-house at Morpeth two hundred pounds for enlarging the Watch-house at East Maitland four hundred and fifty

Out of the produce of the said taxes duties rates and imposts there shall and may he issued and applied any sum or sums of money not exceeding thirty-six thousand six hundred pounds for constructing upholding and repairing the Public Roads Streets and Bridges of the said Colony for the year one thousand eight hundred and fifty-four as hereinafter more particular expressed that is to say any sum or sums of money not exceeding two thousand five hundred pounds to defray the expense of constructing upholding and repairing the Public Poads Bridges and Perries on which Toils shall have been established and any sum or sums of money not exceeding twenty-one thousand pounds to defray the expense of repairing the Leading Thoroughfares of the Colony—being ten thousand two hundred and fifty pounds for the repair of the Main Leading Thoroughfares within the Settled Districts five thousand five hundred and fifty pounds for repair of the Leading Thoroughfares subordinate to the above within the Settled Districts and five thousand two hundred pounds for repair of the Leading Thoroughfares beyond the Settled Districts and any sum or sums of money not exceeding two thousand pounds to defray the expense of supervising repairs on the undermentioned Roads that is to say the Western Road from Parramatta to Bathurst the Southern Road from Salt Pan Creek to Goulburn the Northern Road from Morpeth to the Gap at Murrurundi and the Moreton Bay Road from Brisbane to the Gap leading to Drayton being an allowance inclusive of all travelling and incidental expenses of five hundred pounds each per annum to four Surveyors and any sum or sums of money not exceeding the further sum of six hundred pounds for the repair of the Botany and Mudbank Road and any sum or sums of money not exceeding the sum of five hundred pounds for the repair of the Lane Cove Road and any sum or sums of money not exceeding seven hundred pounds towards the construction of a Bridge over Beiubula Rivulet at Carcoar and any sum or sums of money not exceeding the further sum of two thousand pounds for constructing a Bridge over the Maequarie River at Bathurst and any sum or sums of money not exceeding the further sum of two thousand pounds for constructing a Bridge over the Yass River and any sum or sums of money not exceeding two thousand pounds for constructing a Bridge at Goulburn and any sum or sums of money not exceeding one thousand pounds for constructing a Bridge over Paddy's River and any sum or sums of money not exceeding one thousand pounds for constructing a Bridge at Bargo and any sum or sums of money not exceeding one thousand pounds for constructing a Bridge near the Menangle Ford and any sum or sums of money not exceeding three hundred pounds for lighting the Govermcnt Lamps in the Streets of Sydney.

15. Out of the produce of the said taxes duties rates and imposts there shall and may be issued and applied any sum or sums of money not exceeding twenty-four thousand two hundred pounds to defray the charge for the Conveyance of Mails of the said Colony for the year one thousand eight hundred and fifty-four as hereinafter more particularly expressed that is to say any sum or sums of money not exceeding sixteen thousand pounds for the said service within the Settled Districts and any sum or sums of money not exceeding seven thousand pounds for the said service beyond the Settled Districts and any sum or sums of money not exceeding seven hundred pounds for Coast Mails and any sum or sums of money not exceeding five hundred pounds for Gratuities to Masters of Vessels for Ship Letters.

16. Out of the produce of the said taxes duties rates and imposts there shall and may be issued and applied any sum or sums of money not exceeding five thousand two hundred pounds in aid of Public Institutions of the said Colony for the year one thousand eight

17. Out of the produce of the said taxes duties rates and imposts there shall and may he issued and applied any sum or sums of money not exceeding twenty-five thousand four hundred and thirty-seven pounds ten shillings to defray the expense of Stores for the several Public Establishments and Services of the said Colony for the year one thousand eight hundred and fifty-four.

18. Out of the produce of the said taxes duties rates and imposts there shall and may be issued and applied any sum or sums of money not exceeding ten thousand nine hundred and sixty pounds to defray the charge of Miscellaneous Services of the said Colony for the year one thousand eight hundred and fifty-four as hereinafter more particularly expressed that is to say any sum or sums of money not exceeding one thousand pounds for Postage of the Colonial Public Departments chargeable on the General Revenue and any sum or sums of money not exceeding two hundred pounds for Military and Naval Postage and any sum or sums of money not exceeding one hundred and fifty pounds for Newspapers for Record and for the Secretary of State and any sum or sums of money not exceeding thirty pounds for preparing an Index to the New South Wales Government Gazette and any sum or sums of money not exceeding fifty pounds for Public General Acts Parliamentary Papers Annual Army Lists and Royal Calendar payable by the Colonial Agent General and any sum or sums of money not exceeding nine hundred pounds for preparing the Electoral Lists in the Sydney and Country Districts and any sum or sums of money not exceeding one hundred and thirty pounds for the compilation of the Meteorological Tables and allowance for House-rent to the Keeper at South Head and any sum or sums of money not exceeding one hundred pounds for erection of Pounds and allowances to Poundkcepers within and beyond the Settled Districts and any sum or sums of money not exceeding seventy pounds for binding and lettering the General Revenue Accounts and any sum or sums of money not exceeding two hundred pounds for Rent of Office occupied by the Principal Superintendent of Convicts and any sum or sums of money not exceeding thirty pounds for provisions to be left at Booby Island for the relief of shipwrecked persons and any sum or sums of money not exceeding one hundred pounds to provide a Queen's Plate to be run for at Homebush or such other Racecourse in the County of Cumberland and under such rules and regulations as the Australian Jockey Club with the sanction of His Excellency the Governor General shall appoint and any sum or sums of money not exceeding six thousand pounds to be paid to the first Steam Company which shall establish a Monthly Line of Steamers between Sydney and Great Britain by which the course of Post shall be brought between London and Sydney under one hundred and twenty days and any sum or sums of money not exceeding two thousand pounds to meet unforeseen expenses in cases of emergency to be hereafter accounted for.

19. Out of the produce of the said taxes duties rates and imposts there shall and may be issued and applied any sum or sums of money not exceeding eighty-two thousand five hundred and three pounds eleven shillings and five-pence for defraying the Supplementary charge on the Colonial Treasury of the said Colony for the year one thousand eight hundred and fifty-three as hereinafter more particularly expressed that is to say any sum or sums of money not exceeding one hundred and eighty-five pounds to defray the Supplementary charge of the

The Treasurer of the said Colony shall issue and pay the said several sums to such persons for the purposes hereinbefore men­tioned upon such days and in such proportions as the Governor for the time being by any warrant or order in writing to be signed by him shall from time to time order and direct and the payments so to bo made shall be charged upon and payable out of the Revenues of the said Colony.

21. The said Treasurer shall in his Accounts from time to time be allowed credit for any sum or sums of money paid by him in pur­suance of such warrant or order in writing as aforesaid and the receipt or receipts of the respective persons to whom the same shall be so paid shall be a full and valid discharge to the said Treasurer in passing his said Accounts for any such sum or sums as shall be therein mentioned and he shall and do receive credit for the same accordingly.
