Understanding the Levy
• In April 2017 the way the Government funds apprenticeships in England is changing. The Apprenticeship Levy requires all employers operating in the UK, with a pay bill over £3 million each year, to make an investment in apprenticeships, and will be implemented on 6 April 2017.
• The Levy will be charged at a rate of 0.5% of the annual pay bill. Employers will have a Levy allowance of £15,000 per year to offset against the Levy paid. This means employers will only pay the Levy if their pay bill exceeds £3 million in a given year.
• Apprentices who start an apprenticeship programme before April 2017 will be funded for the full duration of the apprenticeship under the terms and conditions that were in place at the time the apprenticeship started.
Timeline for announcements:• The Government will announce by the end of June 2016 the policy/implementation plans to
allow ATA’s access to the DAS to manage administrative burden on behalf of Host Employers.
• A detailed set of funding rules will be published in draft format in October 2016 and be finalised in December 2016.
