EMERGENCY MEDICAL PRACTITIONER

Salary Scale - £81,309 - £92,924 per annum (pro rata as appropriate)

NHS Forth Valley seeks to appoint to the above substantive post, full time or part time, based at Forth Valley Royal Hospital, Larbert.

The successful applicants will join a team of 12 Emergency Medicine Consultants, 3 Emergency Medicine Practitioners and 4 Specialty Doctors.

NHS Forth Valley is a single, integrated healthcare system comprising acute care facilities and community based services, which are delivered through Forth Valley Community Services Directorate.

NHS Forth Valley is the largest employer in the area, with approximately 8000 staff from a wide range of professional and support occupations. Currently, services are provided in one acute hospital, four community hospitals and fifty-six health centres. Acute Services are based in purpose built 860 bedded Forth Valley Royal Hospital, which opened in 2011 and provides inpatient and outpatient services for a population of approximately 310,000.

The Emergency Department is located in Forth Valley Royal Hospital in Larbert. The hospital’s emergency care complex also incorporates the admission ward (AAU) and clinical assessment unit (CAU) for GP referrals and these are located adjacent to the Emergency Department. Radiology is also adjacent and an integrated ITU, HDU and CCU area and the theatre complex are located on the first floor.

THE FORTH VALLEY AREA

The working environment is excellent, as is the quality of life that Forth Valley has to offer them and their families. The area has stunning scenery, such as the Trossachs and Loch Lomond. It is steeped in history with Callander House in Falkirk, Stirling Castle, Bannockburn and the Wallace Monument to name but a few of the sites in the area. It also has many cultural and leisure facilities such as the Falkirk Wheel (the largest canal barge wheel in the world), the MacRobert Arts Centre at Stirling and the National Sports Academy at Stirling University.

Forth Valley also lies equidistant between Scotland’s two largest cities; Edinburgh and Glasgow. With their respective airports, both are little over half an hour from most parts of Forth Valley, on the Falkirk, Larbert and Stirling area lines.

House hunters in the Forth Valley area are spoiled for choice. On offer are a large array of established and new properties in a variety of attractive settings.

Education in the area is first class, with excellent provision of pre-school, primary and secondary education. State schools in the area have strong reputations and there is also easy access to the area’s private schools in Bridge of Allan, Dollar and Crieff.

On the further education front, Stirling boasts an excellent University and access to the University cities of Glasgow and Edinburgh is easy. There are also further education Colleges in Falkirk, Stirling and Alloa.

FURTHER DEPARTMENTAL INFORMATION

Forth Valley Royal Hospital Emergency Department

Forth Valley has a varied urban and rural catchment area which stretches to Tyndrum to the North, Loch Lomond to the West and encompasses all of Clackmannanshire, Falkirk and Grangemouth, lying right in the centre/heart of Scotland.

The Emergency Department at FVRH is a major unit open 24 hours a day. There are laboratory services on site and 24 access to X-ray and CT scanning.

In the year to 1st April 2015, a total of 62,390 patients attended the Emergency Department and 14,759 attended the minor injuries unit located in Stirling Community Hospital.

Current Medical Staffing

12 Consultants are in post. There is a Consultant on call 24 hours per day, seven days per week.

3 Emergency Medicine Practitioners 4 Specialty Doctors A training grade rota comprising FY2 – ST6 provides cover to the department 24 hours

per day, seven days per week.

Equipment

The Forth Valley Royal Hospital and the Emergency Department opened in 2011 is well equipped with 4 adult and 2 paediatric resus bays, a 12 bedded trolleys area and 8 cubicles with additional triage and mental health assessment areas.

MAIN DUTIES AND RESPONSIBILITIES

The post is based within the Emergency Department of Forth Valley Royal Hospital.

Emergency Medical Practitioners will work with colleagues to provide patients with medical staff appropriately skilled to deal with the wide range of work encountered in the Emergency Department over the 24 hour period.

The successful applicants will be expected to undertake training, in particular to maintain, ALS, ATLS, APLS/EPLS (or equivalent) status and also accreditation and annual medical updates to ensure continued competence in the role.

The Emergency Medical Practitioner will work as part of a multi-disciplinary team of trained doctors, doctors in training, nurse practitioners and paramedical support, with immediate access to the full support of acute receiving teams in the event of medical or surgical emergencies.

When on duty, the Emergency Medical Practitioner will be involved in consultations with the full range of emergency unscheduled care. This will include self-referrals and those referred to Emergency Department by NHS 24.

Emergency Medical Practitioners are required to cover all aspects of the rota, including overnight work, daytime work and weekend work. Advance notification of rota commitments will be provided and all members of the team will rotate through each working pattern involved in the rota.

Teaching

Emergency Medicine is a fertile training ground for young doctors and in recognition of this opportunity, 4 Foundation House Officer 2 (FY2) trainees rotate through the unit every 4 months. These new appointments will contribute to the service model which ensures good patient care as the basis for delivering the competencies laid out in the FY2 curriculum.

The Emergency Medicine environment promotes team working, excellent communication, prioritisation and management of undifferentiated presentations. The appointee will be expected to contribute to shop-floor teaching and training of FY2 doctors, Specialist Trainees and Specialist Registrars on the Training Programme. The shop-floor teaching is complemented by formal training via case presentations, topic discussions and educational meetings, which are Consultant led. There is an active Emergency department simulation programme.

Middle grade staff for most major specialties; including paediatrics, medicine and anaesthetics are on call within the hospital and they and the duty consultants are available to assist in patient management within Emergency Department, when required.

Postgraduate and Developmental Facilities

There is a purpose-built Conference and Education Centre at Forth Valley Royal Hospital. It houses the Postgraduate Library and audio-visual facilities and offers opportunities for a wide range of development activities for all staff groups. This is a modern, high quality facility which is widely used by groups throughout the country.

A wide range of full-text and e-journals are freely available. Internet access is available in the centres, and also in the emergency department.

There are regular postgraduate meetings in both hospitals with telemedicine links to Glasgow and Edinburgh with their Royal Colleges, university medical schools and postgraduate facilities are within easy reach. Forth Valley Royal Hospital is the site of the Scottish Clinical Simulation centre; where courses relevant to the Emergency Department are available and with which the department has close links.

EMERGENCY MEDICAL PRACTITIONER RESPONSIBILITIES

As agreed with the General Manager and Associate Medical Director to provide with Consultant colleagues an area wide service with responsibility for the prevention, diagnosis and management of illness, and for the proper functioning of the service;

Out–of-hours responsibilities for Forth Valley Royal Hospital shared with other members of the team;

To provide cover for colleagues during annual and study leave or at such other times as agreed with the General Manager and Associate Medical Director;

To offer professional supervision, training and appraisal of junior medical, nursing and technical staff as appropriate to enhance role extension and job skills within the service in order to improve the service provided to patients;

To motivate staff within the service, through leading by example, and fostering good working relationships at all levels in line with the principles of the local Partnership Agreements;

To contribute to developments and initiatives within the organisation as appropriate and as requested;

To undertake teaching, accreditation and examination duties, and contribute to postgraduate and continuing medical education activity across the area service;

To agree and implement an annual medical audit and clinical governance programme with the Associate Medical Director in line with the Board’s Clinical Effectiveness Strategy;

To participate fully in appraisal and personal development planning activities;

To ensure the efficient and effective use of the organisation’s resources;

To work with colleagues to ensure the effective and efficient development and implementation of support systems.

The requirements of this post will change through time in line with clinical advances and developments in services provided by the NHS in Forth Valley.

CONTRACTUAL DETAILS

Contracted activities for this appointment will be defined and agreed with the post holder and the General Manager, Medical Directorate

The post holder will be professionally responsible to the Associate Medical Director and managerially responsible to the General Manager, Medical Directorate.

This post is available on a full-time basis and part time basis but the Board welcomes applications from individuals who are unable to undertake a full time commitment and who may wish to work on either a part-time or job share basis.

NHS Forth Valley will require each Emergency Medical Practitioner to agree with the General Manager and Associate Medical Director, a job plan of fixed and other commitments, which will be reviewed on an annual basis and revised as necessary to meet the requirements of the local and national service issues.

Emergency Medicine Practitioners will be required to participate in an annual appraisal.

The post holder will normally be expected to reside within 30 minutes travelling distance of Forth Valley Royal hospital. If NHS Forth Valley Health Board considers that the there is a requirement for the post holder to relocate his or her home in order to take up the responsibilities of the post, relocation expenses will be available in accordance with the Board’s Relocation Policy. Support to the level of 15% of starting salary up to a maximum of £10,000 may be available, subject to the provisions of the policy.

Formal appointment to this post will be conditional upon satisfactory completion of all pre-employment checks, including satisfactory medical screening.

NHS Forth Valley does not negotiate salary placements. On commencement of employment, salary will be determined in accordance with the terms and conditions of service.

This appointment will be superannuable under the NHS Superannuation Scheme, which is contracted out of the State Earnings Related Pension Scheme (SERPS). New employees will automatically be enrolled in the scheme unless they opt out. The employment is subject to three calendar months notice on either side.

Annual leave entitlement is six weeks per year (pro rata for part time post holders), with additional statutory holiday entitlement as agreed by the Local Negotiating Committee and published annually.

Part time Emergency Medical Practitioners are entitled to annual leave and public holidays on a pro-rata basis.

The salary scale for the post is currently £81,309 to £92,924 per annum (pro rata for part-time appointments).

Full time Emergency Practitioners will work 40 hours per week, with scope to work up to a maximum of 8 extra hours per week.

Part time Emergency Practitioners will agree their hours of work with the Service Manager, subject to a minimum working week of 8 hours.

The post-holder will hold full registration and a Licence to Practise with the General Medical Council. Also eligible for inclusion in the Primary Care performers list and Certificate of Completion of Training for General Practitioners.

This is a substantive appointment and is immediately available.

In accordance with advice contained in NHS Circular 32/1989 NHS Forth Valley will take direct financial responsibility for claims against hospital doctors arising from their negligence through acts and omissions of medical and dental staff employed by them. You are therefore not required to subscribe to a medical defence organisation. NHS Forth Valley’s indemnity will, however, cover only NHS Forth Valley duties. All medical and dental staff are advised to maintain their defence body membership in order to ensure they are covered for any work which does not fall within the scope of the indemnity scheme e.g. private work, ‘good Samaritan’ actions etc.
