A MESSAGE FROM YOUR CIVIC LEAGUE PRESIDENT:

Hello Cape Story Civic League Members and Residents!

We’ve seen a lot of changes within our Cape Story neighborhood recently. People who have been

here for years are leaving. Older family homes are being replaced and filled with younger couples ea-

ger to raise their kids in this unique and popular location! Many people seem to enjoy the various ac-

tivities offered by the Civic Association- Spring Fling, July 4th, the informal Halloween extravaganza,

the fund-raising annual Oyster Roast, and Cape Santa in the Park. Even the periodic area clean-ups

are popular! We’d love to do more, but we need your help. The Civic Association needs new volun-

teers to coordinate and/or work at these events.

The Civic League is only effective if we have willing participants and coordinators. If you enjoy the

sponsored events, please consider providing your time and talents to assist with or take over the re-

sponsibilities of some of these activities. If you have ideas for other community-oriented happenings,

please contact me or any of the current Civic Association officers.

As always, stay alert, drive cautiously, educate your kids, and help keep Cape Story a special area of

Virginia Beach!

Virginia Aquarium Has Visiting Mermaids!

For those with young children, or just those who just love mermaids: on April 2,

, the Virginia

Aquarium will have visiting mermaids on-site from 6 to 9 p.m. This includes a live mermaid swim-ming in the Red Sea Aquarium, a mermaid en-counter at the Ray Touch Pool, story-time with a mermaid at the Norfolk Canyon Aquarium, a mermaid puppet show, musical performances, and other activities. Shore Drive Median Improvements

By the time you read this, you’ve probably seen Landscape Services staff members working on the

median area of Shore Drive. There are definite plans for improvements heading into spring. The City has already graded the soil, removed dead/dying bushes, and added some lower-growing

plants at the endcaps. More decorative vegetation along the byway is planned when the weather coop-erates. Keep an eye out for the trucks and workers in the coming month. We’re looking forward to see-

ing the results this summer!

Intersection Reminder- Cape Story Streets

The CSBTS Civic League asks that we be aware of the

speed limit and street signs at our intersections. There

are STOP signs at the intersections along Poinciana to

prevent potential accidents/injuries associated with

the vehicles coming from or going to Shore Drive from

the main roads. This applies to those who ride the mini

-motorized bikes and/or those joy-riding on golf carts

through the area. If your kids are involved in these

activities, please make them aware of the responsibili-

ties that go along with it.

Another area everyone, especially visitors, should be

cognizant of is the very popular Cape Henry multi-use

Trail that cuts through the neighborhood. People on

the trail don’t always pay attention to the cross-way

rules here either. The area around the park between

Bayberry Street and Sandalwood Road is especially

busy, even in the cold winter months. Although it’s not

required for drivers, common sense says to please

SLOW DOWN when you’re passing through this section

by the path. Frequent near misses are occurring.

Short-Term Rentals in Virginia Beach-Discussion Topic at the CSBTS April 9 Civic League Meeting

Some of the area Civic Leagues have taken a stance on potential short-term rental regulations, and have contacted Cape Story by

the Sea for additional support. Before we do this, however, we want to know the thoughts of the civic league members and area residents.

For this reason, short-term rentals will be a key topic of discussion at the April 9 Civic League meeting.

The topic of regulating short-term rental housing within Sandbridge and the rest of the City has been a topic of discussion among

residents and city leaders the past few years. Recently, House Bill 824 (Virginia) was passed specific to Sandbridge, as follows:

"3. That any short-term rental located in the Sandbridge Special Service District in the City of Virginia Beach shall be a principal use subject

to the City's regulations applicable to short-term rentals. Whether a short-term rental located in any other area of the City of Virginia Beach

is a permitted use shall be determined by the provisions of the City's zoning ordinance."

During a March 13 workshop, City Council members discussed possible regulations for short term rentals; however, no consensus

was reached. Following the discussion, City Council unanimously agreed that more time was needed to properly address this issue. At the

March 20 City Council formal session, they agreed to defer the item for 60 days.

Cape Kids Youth Civic League

FREE LITTLE LIBRARY CONSTRUCTED AND READY

FOR PLACEMENT Cape Kids are looking for a home on the bayside to host our Free Little Library. Please contact our librarian Marlene Patterson or [email protected] if you are interested in having this piece of art and community resource in a small spot in your yard.

CBSTS NEIGHBORHOOD SCHOLARSHIP SPONSORED BY CAPE KIDS CIVIC LEAGUE

This scholarship has been funded through the generosity of Bill House and the Cape Story Paddleboard Race, as well as funds raised through movie night bake sales. Two scholarships will be awarded in the amount of $500.00 each.

REQUIREMENTS: Applicant must be a graduating senior or an undergraduate student who lives or has lived in Cape Story by the Sea for at least one calendar year. SCHEDULE: Applications are due May 1, 2018. Recipients will be announced in late May. Each scholarship check will be sent directly to the recipient. If interested in an appli-cation, contact [email protected].

Our next elections will be held April 28, 4pm in the park. Please go to the link in the QR code to fill out an application. As always, we are all about helping our neighborhood and friends, and about being leaders. Anyone in the neighborhood is welcome to join us. Cape Kids supports Cape Story by the Sea Civic League throughout the year, but we are proud to be an independent Youth Civic Group.

Keep in Tune with City Council! The City of Virginia Beach city council meets the first and third Tuesdays of each month, beginning at 6m in the City

Council Chamber at the Municipal Center (Building 1, 2nd

floor). Exceptions are July and December, when they meet

on the first and second Tuesdays of the month. These sessions are open to the public; agendas are available in ad-

vance, in the newspaper and on the City’s website: www.vbgov.com. If you are interested in the decisions that af-

fect our area and our city, feel free to attend! Current topics of note: short-term home rentals and home-sharing.

Shore Drive Community Coalition- Local Interests The Shore Drive Community Coalition (SDCC) is comprised of a group of representatives from civic leagues, condo-miniums, and community associations along Shore Drive in Virginia Beach. They focus on proposals, actions, events, and decisions that affect those of us living in Shore Drive corridor. Meetings are held on the last Monday of the month (except Holidays), starting at 7:30pm, in the Ocean Park Volun-teer Rescue Squad building. They discuss current events that directly affect our area, and we obtain updates from Todd (SDCC President) during our own CSBTS meetings every month. But all are welcome to attend the SDCC meetings directly- visit www.sdcc.info for more information.

Va Beach Police Operations Division Administrative Support

IF YOU live in the 2nd Police Precinct if you live in Cape Story by the Sea and

YOUR Police Captain is Mike Ronan:

The Citizens Advisory Committee (CAC) meets the Second Wednesday of the

month at 7 PM at the 2nd Precinct station. Citizens may attend and Empsy

Munden, 1st VP CSBTS, attends to represent Cape Story by the Sea (CSBTS).

Monthly reports are presented by Capt. Ronan and other City departments. Con-

cerns are presented and discussed. Officers are recognized for special services

(Officer of the Quarter, etc.)

Virginia Beach Police Department Explorers

There is volunteer organization for Virginia Beach youth: Volunteers must com-

plete a training program and are issued uniforms to be recognized as support staff

to the Police Department and police officers as appropriate. The Explorers are

represented at the CAC meeting and provide 2nd Precinct youth an opportunity to

“explore” if law enforcement is a possible career choice. CAPE STORY teens are

welcome to call the Community Engagement Unit for more information on the

Explorer Program—385-1330.

Ride alongs for citizens are available as well as an opportunity for CSBTS to sponsor

a Saturday Supper at the 2ndPrecinct for the officers on duty.

CELEBRATING CAPE STORY HISTORY

I think we can all agree that this was one rough winter. While we definitely had our share of

snow, this area has experienced times when even the bay and ocean have frozen for miles.

Three recorded times that this anomaly occurred were in 1857, 1918, and

1936 (see pictures). According to a Pilotonline story, in 1936, it was likely

that ice floated down from the upper Chesapeake Bay. These photos,
