Dear Friends,
After approval of the country`s government and members of the Assembly of Republic of Kosovo have voted in the first session three-draft laws on Ministry for
Kosovo Security Force and the Kosovo Security ( MKSF/KSF), after resume presented in the Assembly.
I hosted the Minister of Defense of Montenegro Mr. Predrag Boskovic during the month of October for an official visit. In the Pomozotin barrack, I paid a visit
and made an open discussion with non – majority KSF members in particular of the Serbian community, who serve in some of the Units of the Operational
Support Brigade. There are discussed issues concerning young people service in the KSF.
Also, I hosted at Ministry members of the Kosovo Assembly, members of the Parliamentary Commission on Internal Affairs, Security and Oversight of the KSF
headed by the Assembly member, Mr.Haxhi Shala with whom was discussed further proceeding of the Draft-Laws.
I have visited village Gjurgjevik i Madh, Klina Municipality where the KSF started realization of the humanitarian Project for extension and leveling of the road
Gjurgjevik i Madh-Dobërdol in a length of 4 kilometers. Whereas the COMKSF, LTG. Rrahman Rama attended annual meeting of Chief of Defense in frame of
Adriatic Charter A-5”, held in Budva, Montenegro as well met with Head of the NATO Military Committee , Air Chief Marshal Ser Stuart Peach.
Senator Joni Ernst in Washington D.C. hosted Commander of KSF, Rrahman Rama and Dep/Minister of the Kosovo Security Force, Mr.Burim Ramadani in
frame of information campaign that Ministry of KSF took during this month. Then, conducted meetings with Dep/Assistant of the U. S Defense Secretary Miss.
Laura Cooper. Also delegation of MKSF conducted meetings with the American Senate and State Department in Washington D.C. respectively were hosted by
the Senator Gary Peters, as well Dep/Assistant of the State Secretary , Mr. Mathew Palmer. In addition, in frame of this information campaign visit, MKSF
delegation conducted visits in Slovenia respectively at Ministry of Defense in Slovenia.
Furthermore, in MKSF, COMKSF, Rrahman Rama, hosted Chief of Defense of the Federal Republic of Germany, General Eberhard Zorn as well took part at
26th Conference of Chief of Defense in Wiesbaden of Germany.
In the Defense Academy of Republic of Macedonia have graduated one Officer as well started studies a new cadet of the KSF to this Academy for four years.
The Kosovo Security Force respectively the KSF selected team headed by Lt. Behar Fazliu, Officer at the Second Battalion of the Rapid Reaction Brigade won
bronze medal at the international race of patrolling in Wells. This race is tough and a strong competition where out of 137 teams 37 belong to international
military teams.
The KSF members wherever they are participating in the trainings and education abroad are marking excellent scores. Among of them is Captain, Naim Zyberaj,
Dep/Commander of the Military Police Force Company in the Kosovo Security Force who successfully completed 22 training-weeks “Course of Career Captain of
Military Police in Fort Leonard Wood, Missouri.
Capt. Naim Zyberaj, during 22 education -weeks in the Military Police in USA was honored with a price “Honored Student” for distinguished academic
performance whereas for excellent scores in physical test received price “Iron Man”.
A KSF Contingent dated 12 Sept up to 1 October 2018, attended field exercise “Saber Junction 2018” held in Hohenfels, Germany . The contingent is comprised of
10 members of the Force Police and 2 raters/ controllers.
The Kosovo Security Force attended Post Command Exercise (PCE) „SILVER SABRE 2018-2”, conducted at KFOR camp , Film City as well Land Force
Command (LFC) in Pristina, from 11-19 Oct 2018 (in a separated activities based on the operation concept),in order to make joint operation with local and
international security Institutions and authorities in Kosovo.
After a four-days training in the course “Tactical course of trauma and injuries” by Instructors of Defense Threat Reduction Agency (DTRA) of the United States
of America, today at the barrack of the KSF Land Force Command are certified 40 members, 20 KSF and 20 from the Kosovo Emergency Agency.
The Kosovo Security Force respectively Engineering Battalion as an executor of the Project in the terrain , in cooperation with KFOR and Vushtrria Municipality
are conducting humanitarian Project, Opening of atmospheric water canals” helping citizens of the village Maxhunaj,where by atmospheric falls times a village`s
neighborhood used to have a lot of problems with inundation.

There are certified KSF members in three courses
Monday 01 Oct 2018. In Civil Protection Regiment in Pomozotin, held ceremony of nine KSF members certification in three courses. Six members from
RRB and three from ChNBP out of them two comes from Serbian community .They are certified in basic training for ChNBP. The members of this
course trained in two projects based on the plan in theoretical and practical aspect by stages developing issues such as: detection and the entire process of
decontamination, team working
at the scene place, taking
samples, stopping and catching
of flow together with radioactive
basic procedures etc.
In addition, eight KSF members
successfully completed advanced
course for urban search and
rescue and 15 KSF members
have completed survival into
watercourse.
At the end of ceremony from

Haziri, LTC.Bajram Bekteshi and
Instructors of Search and Rescue
training Center for all
participants awarded certificates.
It shall be mentioned that this
ceremony was more specific
because occurred in the occasion
of the two-year anniversary of
opening of the Search-Rescue
Training center.
General Hazrolli provided lecture at Senior Security course in Republic of
Albania
Monday 01 Oct 2018. Director of Directorate of Operations in Ministry for Kosovo Security Force (MKSF), Major General Gëzim
Hazrolli conducted a working visit in Armed Forces of Republic of Albania. Firstly, TRADOC Commander welcomed and congratulated for a visit G. Hazrolli
afterwards both
generals conducted a
meeting for up to date
cooperation and
deepening of it in the
future.

The lecture provided by General Hazrolli from the cadets of the High Security and Defense Course was followed with
special interest and was accompanied by many questions related to the development, security and future of the KSF.
KSF contingent successfully completed the field exercise "Saber Junction 2018" in Germany
Thursday, 04 Oct 2018. A KSF contingent dated 12 sept until 01 Oct 2018 attended field exercise “Saber Junction 2018” held
in Hohenfels, Germany. The contingent is comprised of 10 members of the Force Police and 2 raters/controllers.
The contingent of the KSF, composed of KSF Police was embedded to the 54th Army Battalion Company (54th BEB) at
Grafenuohr, at the planning stage and preparation for the development of the final operation, Fighting Force with Force while
the raters / controllers have continued training at the Academy for rater / Controller.
The contingent of the KSF along with other units have performed the following activities: building a collection point for war
detainees; their organization, operation, handling, convoys, checkpoints, providing physical security, security perimeter,
personnel control, and evacuating civilians from the battlefield.
Corporal Arian Ramadani, from team of rater/controller was awarded with an “ Achievement Certificate”, whereas corporal
Petrit Qollaku is honored with price “Hohenfels `s Hero”, for commitment , readiness, performance and distinguished skills
during field exercise.
The exercise was organized by 7th Training Command of Army , Multinational; Joint Center of Readiness in Hohenfels and
designed to make rating of readiness for the brigade 173 of Fighting Infantry (Airborne), while conducting land operation in a
combined environment as well promote interaction with 20 allies and partner countries.
Approximately 5,500 different members and units participated in this exercise. The contingent of the KSF was highly
assessed for having motive, discipline, and readiness shown throughout the time of the field exercise "Saber Junction 2018".

Fri, 05th Oct 2018. Commander of KSF, Lt. Gen. Rrahma Rama participated in the annual meeting of Chiefs of Defense in
the framework of the "Adriatic Charter A-5" held in Budva, Montenegro, from 3 to 5 October 2018.
LTG. Rrahman Rama in his addressing in frame of the conference, USA –Adriatic Charter A5”, informed his counterparts
linked to the KSF transition and enlargement of its competencies. General Rama with special emphasis spoke about the need
to extend cooperation at
regional level; in order to
increase interoperability,
trust, and exchange of
experience in the Security
and Defense sector.

Lieutenant General Rrahman Rama also held meetings with the Chiefs of Defense of Croatia, the Republic of Macedonia
and Montenegro, and agreed together to enhance bilateral co-operation in the exchange of experiences in the future.
Chairperson of NATO Military Committee, Air Chief Marshal Ser Stuart Peach hosted with a military ceremony in the KSF
Monday 08 Oct 2018. Chairman of NATO Military Committee, Air Chief Marshal Ser Stuart Peach accompanied by KFOR
Commander , Salvatore Cuoci and his accompanying team on 06 Oct 2018 visited Ministry for Kosovo Security Force hosted
by Commander of the KSF,LTG. Rrahman Rama who was accompanied by Land Force Commander BG. Enver Cikaqi, KSF
Attaché in Brussels Ahmet Ajeti and Col. Jeton Dreshaj.
Commander of the KSF , LTG. Rrahman Rama informed Chairman NATO Military Committee for the KSF developments;
current capabilities, personnel, professionalization, integration of non-majority , operations, trainings, participation in the
field exercise , close cooperation with KFOR as well challenges that are awaiting the KSF in further developments.
Whereas, Chairman of NATO Military Committee Air Chief Marshal congratulated the KSF General Rama and through him
the KSF for the good work done so far and achieved successes in many fields.
Chairman of Chairman of NATO Military Committee was received with a military ceremony with line up of the ceremonial
platoon and Musical |Band of the KSF.
The KSF delegation was hosted in Washington DC from Senator
Joni Ernst Thursday, 11 Oct 2018. Dep/Minister of Kosovo Security Force, Mr. Burim Ramadani and the KSF Commander , LTG.
Rrahman Rama during official visit in the United States of America were received by senator Joni Ernst in Washington D.C.

Meanwhile, KSF commander, Lieutenant General Rrahman Rama underlined KSF's readiness to contribute to the security of
the region and beyond.
"The KSF is ready to start the transition to a military mandate, based on the long-term plan that we have coordinated. The
KSF will continue to be professional, multi-ethnic, reliable, and ready," General Rama said.
Meanwhile, Senator Ernst expressed his willingness to continue and support Kosovo in building security and defense
capabilities.

MKSF General Secretary is attending ,,NATO Annual Conference’’
Thursday, 11 Oct 2018.General Secretary of MKSF for Kosovo Security Force (MKSF), Mr. Shkelzen Sylaj accompanied by Personal
Assistant by Mr. Florin Hoxha attended "NATO Annual Defense Conference for Building Integrity that is taking place in NATO Defense
College in Rome, Italy with NATO arrangement and support of CIDS (Norwegian Center for Building Integrity in the Sector of Defense)
from Norway.
The main speech during the proceedings of this conference
was held by the Secretary General of MKSF, Shkelzen Sylaj,
who notified the participants with the achievements of MKSF
in building the integrity. He also offered the professional
capacities of the Ministry of KSF in support of the states that
are in the process of drafting the integrity plan in their
institutions.
This conference is attended by experts from various member
countries of NATO's North Atlantic Alliance, as well as
representatives of institutions from aspiring states, including
countries from the region, such as Montenegro, Macedonia,
Bosnia and Herzegovina etc. .
NATO's Annual Defense Conference for Building Integrity
commenced yesterday on October 10 and will end its work on
October 11, 2018.
Working Group on Security Policy U.S – Kosovo met in Pentagon
Friday, 12th Oct 2018. MKSF/KSF delegation during official visit in United States of America conducted bilateral meetings concerning
promotion of relations Kosovo –USA in the field of security and defense.
Dep/Minister of the KSF , Burim Ramadani and Dep/Assistant of the U.S Secretary of Defense , Mrs. Laura Cooper have co-chaired
meeting of working group on Security Policy U. S –Kosovo held in Pentagon.
During the meeting of the joint group are discussed and decided on strategic orientation in the security and defense area in bilateral
relations between Kosovo-U.S. Also, there are discussed detailed issues on joint engagements in U.S support for future Ministry of

Defense with special mentioning for the KSF in the new mandate and its military and defense duties.
From the Kosovar side attended meeting COMKSF, LTG. Rrahman Rama, Ambassador, Vlora Çitaku and its professional delegation.
Both delegations presented their plans and objectives for joint work in the coming year as agreed on a range of support activities for the
KSF, membership in regional initiatives, and engagements in international missions.
At the meeting held in Washington was presented the way forward during the KSF transition after the adoption of laws in the Kosovo
Assembly.
Co-chairmen Ramadani and Cooper highly appreciated the preparations made by both delegations for bilateral co-operation and stressed
the deepening of the Kosovo-US security and defense partnership.
The MKSF delegation held meetings in the Senate and the State Department

In the two separate meetings, Mr.
Peters and Mr. Palmer stressed
the continued American support
for Kosovo, both by the Senate and the US Government.
The KSF team won the bronze medal in the patrol "Cambrian
Patrol" Tue, 16 Oct 2018. The Kosovo Security Force respectively the KSF selected team headed by Lt. Behar Fazliu, Officer in the
Second Battalion of Rapid Reaction Brigade managed to win bronze medal at the international race of patrolling in Wells.
This race was very tough and with a strong competition of 137 teams, among of them 37 of international military teams.
All participating teams in race started realization of training scenario dated 12 Oct coping with great difficulties of weather
caused by storm ,,Cullum’’ in the patrolling race.
In this race, the KSF team went through a sail challenge in length of 80 kilometers through a range of scenarios designed to
make testing of leading , work, team working and physical and mental fitness of the team.
Despite, Republic of Kosovo in the international patrolling race in United Kingdom took part team of the Armed Forces of
regional countries such as of Albania, Macedonia, and Bosnia and Herzegovina.
The exercise “Cambrian Patrol “is an annual event organized and managed by 160 Infantry Brigade from Wales with a
residence in Breçon.

General Secretary of MKSF, Shkelzen Sylaj hosted Ambassador of Italy, Piero Cristoforo Sardi
Tues, 16 Oct 2018 - General Secretary of Ministry for Kosovo Security Force , Mr.Shkelzen Sylaj hosted for a meeting Italy`s
Ambassador in Republic of Kosovo, Mr.Piero Cristoforo Sardi accompanied by Military Attaché of Italy in Macedonia, Col. Giuseppe
Montalt which covers Kosovo/KSF.
In a joint meeting, Secretary Sylaj and diplomat Sardi talked on bilateral cooperation between both Ministries and concrete steps to be
taken while execution of agreement signed off several months ago between Ministry for Kosovo Security Force and Ministry of Defense
of Italy. It is particularly mentioned bilateral annual plan raised form this cooperation agreement as well for many areas that Ministry of
Defense of Italy showed to
be ready in order to support
MKSF/KSF.

It is successfully completed joint exercise ’’ SILVER SABRE 2018-2”
after 40 hours
Tues 16th Oct 2018 – The Kosovo Security Force took part at Post Command Exercise (PCE) „SILVER SABRE 2018-2”,which was
conducted in the KFOR camp , Film City as well in the Land Force Command (LFC) in Pristina dated 11-19 Oct 2018 (separately
conducted activities based on operational concept ) in order to jointly operate with local and international security Institutions and
authorities present in Kosovo.
The exercise was attended by the Deputy Ministers Burim Ramadani and Agim Çeku and by the Commander of Land Forces General
Enver Cikaqi, Dep/Commander of Land Forces Command General Xhevahir Geci, Commander of the Rapid Reaction Brigade General
Fadil Hadërgjonaj, Commander of Operational Support Brigade Naim Haziri and Chief of Staff Command of Land Forces, Colonel Hasan
Hoxha.
The KSF since 2015, in order to fulfill its mission took part at FE, SILVER SABRE” twice in a year. It played a key role at a ll stages in
planning, preparation, execution, and assessment. In the first field exercise ,,SILVER SABRE” KSF mainly used to have an observer role
during the planning stage but role of its members and Units increased and took a key role specifically during the planning stage ,
preparation of the exercise as well during execution of mission and duties of Units in joint operations with local and international
partners.
Since 2015 until 2018, the KSF has participated in all phases of this exercise since planning; where it has appointed planning teams that
have actively participated in the initiating, key, and final conferences, afterwards, in all trade unions, workshops, seminars, and
coordination meetings within the planning and preparation of past exercises.
The exercise, SILVER SABRE 18-2” differently from the other field exercise is turned into Post Command Exercise (PCE), where are
engaged 22 Institutions and other various security agencies. Purpose of this exercise is constantly upgrading of cooperation and
coordination of activities with KFOR and with other security agencies in Republic of Kosovo into function of maintaining capabilities at
the best possible standard. This exercise aims inter-institutional coordination as well knowing of procedures of incident management at
the highest scale mainly situation management after declaration of the emergency caused by natural disasters.
The KSF role in PCE “SILVER SABRE 2018-2”is engagement of troops with aim assisting of central authorities in implementation of
National Response Plan through which will be determined the first responder, second and the third responders.
The MKSF/KSF during PCE,, SILVER SABRE–18-2” was engaged with 8 members at low control and high control in ,FILM CITY”,
also , with two liaison officers at Situation Center of National Security Council and the entire LFC staff.
At the end of this joint exercise, General Cikaqi thanked all participants of the exercise and all of them who gave positive assessment for
the KSF in particularly the KSF members who have an unusual contribution without stopping for 40 hours showing readiness and good
presentation in demonstration of capabilities in multiethnic environment.

The KSF started carrying out of the humanitarian project in village Gjurgjevik i
Madh of Klina
Tues, 16 Oct 2018. In village Gjurgjevik i Madh, Klina Municipality , The KSF started implementation of the humanitarian
Project for extension and leveling of the road Gjurgjevik i Madh-Dobërdol in length of 4 km. Attended Minister of KSF,
Rrustem Berisha, Minister of Infrastructure Pal Lekaj,Klina Municipality Mayor , Zenun Elezaj, BG. Naim Haziri, as well
other representatives of Klina Municipality and of the village Gjurgjevik.
The beginning of the realization of the humanitarian project was welcomed by the Minister of KSF Rrustem Berisha giving a
word, who among other things said: "We, as a Kosovo Security Force, every time are proving that we are in the service of all
citizens of Kosovo. The construction of this road today, which will facilitate the movement of residents of this area, in
cooperation with the Municipality of Klina and the Ministry of Infrastructure, is the best evidence showing we are in the
service of the citizens of Kosovo ", concluded the word Minister Berisha.
Whereas ,Minister of Infrastructure, Pal Lekaj, by thanking the KSF for realization of this important Project for residents of
this area said: „ Support of the KSF which very soon will be transferred into country`s Army is proving to be in service of
all citizens even for the other kind of needs despite provision of security in the Kosovo`s territory”.
Whereas , Klina Mayor, Zenun Elezaj thanked , Minister Berisha and Minister Lekaj for the consistent support given to the
Municipalities in the whole country and in this case of Klina Municipality.
At the end, Commander of Rapid Reaction Brigade, (OSB ) BG. Naim Haziri congratulated the KSF Engineering Battalion
members wishing them a good work in construction of this road.

Minister Berisha met the KSF members from the Serbian
community ranges Wednesday, 17th Oct 2018. Minister for Kosovo Security Force, Mr.Rrustem Berisha visited Civil Protection regiment of
the KSF in barrack,, Young Europeans’’ in Pomozotin where he was received by the CPR Commander , Col. Shaip Haziri
with collaborators.
Col. Haziri briefed to the Minister Berisha about the work and activities of Unit that commands, personnel status , relation
among themselves as well working conditions of the KSF members in Civil Protection Regiment and its specialized Units.
Subsequently, the Minister of KSF, accompanied by Colonel Haziri, and the Head of the Office for Communities in MKSF,
Mrs. Lejla Loci, held an open meeting with members of the KSF from the communities, especially with the Serb community
who serve in some of the Brigade Operational Support units.
On this occasion, Minister Berisha with members of KSF from the Serb community spoke about the importance of the
current developments in the KSF, the motivation and commitment of all members of the KSF regardless performance of their
duties. "The KSF has proved that it is a multiethnic institution and with its capacities is in the service of all citizens of the
Republic of Kosovo, regardless of their ethnicity, gender, religion and race," said Minister Berisha among other things.
The number of one of the KSF, Mr. Berisha congratulates members of the Serb community serving in the KSF, who despite
the various political pressures known to the international community are determined to serve in the KSF for the benefit of the
citizens living here.
Further, Minister Berisha expressed regret for some Serb community members who served in the KSF but who have been
demobilized. "I feel good that none of the members who applied for the demobilization had complaints regarding the
treatment, work or and interethnic relations in the KSF. In this respect, I enjoy the fact that every day there are requests from
the youth of this community to be recruited in the KSF ". Further, Minister Berisha guarantees them that KSF is an institution
of all who live in Kosovo .It is and will be a multiethnic institution and that the building and development of the Force
represented by all and serving for all citizens of the Republic of Kosovo depends on the engagement and work of everyone
within the institution.
Minister Berisha listened carefully to the discussions of members of the KSF from the Serb community on issues of life,
work, and service in the KSF, mainly travel, training, advancement, and other related issues related to daily work in the
institution.
It is worth mentioning that the entire debaters expressed their willingness to serve in the KSF and that they did not question
any
dilemma, except that together with the other members to develop and work for the benefit of the KSF as an institution that
serves to all citizens of the state of Kosovo.

Deputies of Republic of Kosovo Assembly voted in the first reading three Draft-Laws
on MKSF/KSF
Thur, 18 Oct 2018. Following the expose of the Minister for the Kosovo Security Force (MKSF) Rrustem Berisha, for three
draft laws for the Ministry of the Kosovo Security Force / Kosovo Security Force, the
Deputies of the Assembly of the Republic of Kosovo have voted in first reading: the Draft Law on the Ministry of Defense,

Assembly are given three-draft laws as follows:

DRAFT-LAW ON MINSITRY OF DEFENSE
Drafting and proceeding of the Draft-Law on Ministry of Defense made in frame of current constitutional norms in a way
that this draft-law stipulates reorganization and transition of Ministry for Kosovo Security Force into Ministry of Defense
within Government of Republic of Kosovo aiming to oversight and have civil democratic control over the Kosovo Security
Force.
This draft-law stipulates that Ministry of Defense to have its organizational structure that provided full functionality and
fulfill its responsibilities.
Ministry of Defense will make drafting and execution of general state defense policies at strategic level as well exercise its
functions and competencies in accordance with Constitution, with this law and legislation into effect. Ministry of Defense
will be comprised of civilian staff and military personnel of the KSF.In addition, this draft law defines in detail the
competences of the Ministry, the competences of the Minister of Defense, as well as the powers of the Secretary General. All
amendments stipulated by this law will be made in conformity with determined stages in the strategically review
recommendations of the security sector and broken down in the Transition Comprehensive Plan.

DRAFT-LAW ON THE KSF
I will present in front of You the Draft-Law on Kosovo Security Force
Drafting and proceeding of this draft –law is made within current constitutional norms referred to the KSF in a way that the
draft –law stipulates that Kosovo Security Force to be developed as Force with a new competencies, new organization and
function as mechanisms of security sector with a duty for protection of territorial integrity, citizens, property and interests of
Republic of Kosovo.
Specifically:
Draft –law on Kosovo security Force sets out competencies, organization and function of the Kosovo Security Force as a
multi-ethnic Force, professional, armed and authorized to serve into and out of the country in conformity with a given
constitutional and legal mandate in protection of territorial integrity, citizens, property and interests of Republic of Kosovo
and which is a subject to civil democratic control.
It is important to mention that: at the time of creation of favorable political -decision-making conditions, evolution and
transformation process of the KSF, I will be following procedures on respective constitutional amendments.

Draft law on the Service in KSF
I am presenting in front of you proposal of MKSF for Draft law on the service in the KSF.
This draft law, its drafting and proceeding is made in frame of current constitutional norms that referred to the KSF.
Draft law on the service in the KSF with its provisions regulates general conditional of service in the Kosovo Security Force,
as service built upon basis on the principle of legality, professionalism, command, discipline, respect, honor, information
retention, communication, non-discrimination and equal opportunities, political impartiality, transparency and accountability.

Deputies of Assembly of Republic of Kosovo have approved in principle the three draft-laws: Draft-law on Ministry of
Defense, Draft-law on Kosovo Security Force, and Draft-law on service of the KSF.
A KSF Officer from community ranges graduated at Defense Academy in Skopje
Fri, 19 Oct 2018. At Defense Academy of Republic of Macedonia graduated an officer as well a new cadet started studies to this Academy for the next four years.

Republic of Kosovo in Skopje where two KSF members gave
oath for service in the Kosovo
Security Force alongside Officers, NCOs and the KSF
privates at our Units and
cantonment. Attended: a delegation from the

Operation and Training in MKSF accompanied by Col. Ilir
Shyti, Chief of Department of
Personnel , Land Force Command , Mrs. Lejla Ljoci,

MKSF and Major Vegim Kelani,
Commander of University Study Center in the KSF.
According to the bilateral
agreement between Ministry for Kosovo Security Force and Ministry of Defense of Macedonia cadets of the KSF from the communities ranges receive education at the Macedonian Defense Academy and follow the course for the integration of
officers into the KSF so that the academic and military knowledge will be unified and ready for service in the assigned task
from the commanding chain.
Minister of KSF hosted for a visit Minister of Defense of
Montenegro
Thurs, 23 Oct 2018. . Minister for Kosovo Security Force, Mr.Rrustem Berisha hosted for an official visit in the premises of MKSF, Minister of Defense of Montenegro, Mr. Predrag Boshkoviç.

Primarily, Minister Berisha and Minister Boshkoviç had a teta tete meeting to continue with a joint meeting of both
delegations. The KSF delegation comprised of Mr. Faruk Geci, Director of Policy and Plans in MKSF , Jashar Ramadani, Chief of Minister`s Cabinet , Major Hisen Berisha, Military Advisor to Minister , Mrs. Elena Çitaku,Political Advisor to
Minister. In the Montenegro side delegation were Ferhat Dinosha, Ivica Ivanoviç, and General Director of Defense Policies,
Bojana Martinovic, Chief of Cabinet of Minister Boshkoviç and Col. Zoran Boshkoviç, Minister Advisor on Military Affairs.
Minister Berisha after welcoming Minister Boshkoviç informed him with so far generic achievements of the KSF, professional upgrading and the KSF transition process.
Minister Berisha, also reaffirmed good relations with regional countries, good cooperation with NATO countries and those
which aspires to be a NATO membership. In this context, Minister Berisha asked from Minister Boshkoviç, support for membership to MKSF/KSF with a full rights membership in the Adriatic Charter A5.
Whereas, Minister Boshkoviç said that the Ministry of Defense of Montenegro is ready to enlarge and advance cooperation
with the Ministry for the Kosovo Security Force and the Kosovo Security Force. In the their media statements , Minister Berisha and Minister Boshkoviç, once again reaffirmed readiness for cooperation and
further support between both Ministries.
Minister Berisha expressed: “I have informed, Minister Boshkoviç on the KSF achievements, its progress and situation
created whilst the KSF transition process. The Montenegro was and will remain the strongest partner of Kosovo being sure that our way is ahead. Together with Minister Boshkoviç, we have discussed about Atlantic Pact where the organizer will be
Montenegro and we as Ministry will be a participant to this conference”.
Whereas , Minister of Defense, Predrag Boshkovic, in the Press Conference among others said: “Montenegro is a great supporter of Open Doors Policy, integration to NATO, supporting the others at the same time, we do accept and respect
different opinions that exists in region said at the end Minister Boshkovic.

The KSF Officer honored with two prizes in the U. S Military
School
Wesd 24 Oct 2018. KSF members, wherever they are participating in training and education abroad are marking
excellent results. One of them is Captain Naim Zyberaj, Dep/Commander of the Military Police Company in the
Kosovo Security Force, who has successfully completed the 22-week trainings, "A Career Course for Military
Police Officer at Fort Leonard Wood Military Police School. Among of them is Capt. Naim Zyberaj,
Dep/Commander of Military Police Coy in the Force of Kosovo Security who successfully completed 22 weeks –
training “Captain Career Course for Military Police in the Military Police school in Fort Leonard Wood, Missouri.
Captain Zyberaj during 22 weeks schooling in the Military School in the U. S honored with a prize “Honored
Student” for distinguished academic performance whereas for excellent results in the fitness test got prize “Iron
Man”.
The Career Captain Course includes the general preparation of Military Police officers, leadership, technical and
tactical combat skills, military ethics, four military competence powers to develop critical thinking in the military
decision-making process, leadership, work group etc.
The same schooling together with Capt. Zyberaj at “United States Army Military Police School”, successfully
completed two more KSF members.

General Enver Cikaqi lectured in Senior Defense and Security
Course in Tiranë
Thur, 25 Oct 2018. Commander of Land Force Command (LFC) of the Kosovo Security Force (KSF) BG. Enver
Cikaqi held a lecture to Officers who are attending Senior Defense and Security Course in Training and Doctrine
Command of the Armed Forces of Republic of Albania in Tirana.
General Enver Cikaqi in front of officers of this course lectured on topic: „Institutional cooperation in security”
including the regional cooperation in the field of security, the objectives of the KSF and its cooperation with
collaborates, bilateral cooperation etc.
Lecture given by General Cikaq was followed with interest not only by the local participants, but also by those
countries of the region and beyond, such as from the participants from Macedonia, Albania, Montenegro, England,
Italy and Germany. Participants posed a series of questions, mainly related to the development of the KSF, its
challenges and its future.
In the premises of the Ministry of Defense, Commander of the Doctrine and Training of the Armed Forces of the
Republic of Albania, BG. Bajram Begaj, also hosted Commander of Land Force Command where they have a talk
about the current cooperation of the KSF with the AFRA and deepening cooperation between the two forces in the
future.
General Enver Cikaqi also met with KSF officers who attend the Senior Security Course in Tirana, congratulating
them on the engagement and success shown during this course.

Director of KSF Policies and Plans is attending Adriatic Charter A5 conference in
Montenegro
Friday, October 26, 2018. In Podgorica, under the leadership of Montenegro is taking place the meeting of the Directors of Adriatic Charter A5. All the directors of the regional states of the Defense Ministries, including representatives from the
United States of America, are participating in this meeting, while the Ministry for the Kosovo Security Force (MKSF) is
attending. Faruk Geci, Director of Policy and Plane. The main topics discussed during
the conference are: The Future of
the Adriatic Charter-A5, the steps
forward as well as the contribution of the Adriatic
Charter A5 to regional and global
security. It is worth mentioning that this
meeting is supported by Kosovo's
membership in the Adriatic
Charter A5 as well as the gradual transition of the KSF into a new
mission.
The FKS delegation was hosted for an official meeting at Ministry
of Defense of Slovenia
A delegation of the Ministry for the Kosovo Security Force and
the Kosovo Security Force,
composed of Deputy Minister, Burim Ramadani, KSF commander Lieutenant General Rrahman Rama and military advisor
to Commander Colonel Jeton Dreshaj, stayed for an official visit to Slovenia in the Campaign for Transition Information of the KSF.
The KSF delegation was hosted for an official meeting in Ministry of Defense of Slovenia A delegation of Ministry for Kosovo Security Force comprised of Dep/Minister, Mr. Burim Ramadani, COMKSF, and LTG. Rrahman
Rama and Military advisor, Col.Jeton Dreshaj stayed for an official visit in Slovenia concerning transition information campaign on the
KSF.In his first visit, the KSF delegation was hosted by Ales Mismas,Director of Policy in Ministry of Defense of Slovenia.
During the meeting, Dep/Minister Ramadani and General Rama informed Director of Policy, Mr. Ales Mismas for the overall
achievements of the KSF and in particular with the
KSF transition process. Concerning this, Mr.
Ramadani said, “Transition of the KSF will contribute
to regional security, making Kosovo security provider
and not just its consumers. Transition of the KSF is a
legitimate, gradual, transparent, and sustainable
process ". Moreover, Mr. Ales Mismas after thanking the KSF
delegation for the visit, said: "The joint Kosovo-
Slovenia engagement in the field of security and
defense, Kosovo's accession to the Adriatic Charter
A5, and the path to Kosovo's NATO membership are a
matter in which Slovenia supports Kosovo.
During the joint meeting, among other things, they
talked about the good bilateral relations between the
two states and the two ministries, underlining the
deepening and enlargement of cooperation in all areas
of overall interest for both countries and two
ministries.

There are certified 40 KSF members and of Emergency Management
Agency
Fri, 26th Oct 2018. After completion of four-days training course “Tactical Care of Traumas or Injured People” from
Instructor of Defense Threat Reduction Agency (DTRA) , United States of America, today , at barrack of Land Force
Command of the KSF are certified 40 participants , 20 KSF and 20 from Emergency Management Agency of Kosovo. The Kosovo Security Force has received direct medical training at various levels from US instructors over the last few years.
Training "Tactical Care of Trauma or Injured People” implemented in the framework of continuous cooperation with the
American Embassy in Kosovo, in two areas; in the theoretical and practical part of the field, through the improvisation of various emergency cases.
Ceremony attended: Land Force Commander, BG. Enver Cikaqi, Operational Support Brigade Commander, BG. Naim
Haziri, and Instructor from Defense Threat Reduction Agency, Major Kalun Schmidt, Director of Medicine Affairs Department in MKSF, Col. Xhevdet Tahiraj as well other Officers and NCOs.
The Land Force Commander, General, Enver Cikaqi in this event said: “ I thank the DTRA team for their engagement
without saving time and effort for training of our members and other security agencies in Kosovo. Thus, in my name and on
behalf of the Kosovo Security Force, I express gratitude to our American friends for their continued readiness to help the KSF. All objectives of this course clearly indicate how important this training was to us ".
In addition, General Cikaqi addressed to the members of the KSF and the Agency for Emergency Management with the
following words: "We are very pleased with your motivation during this course, where you are equipped with knowledge about first aid and procedures on providing it in different situations, so I congratulate you for the successful completion of
this training. At the same time, I thank the Defense Threat Reduction Agency instructors for the good work they have done
during this training".
Meanwhile, Major Kalun Schmidt from DTRA highly appreciated the readiness, willingness, commitment, and dedication of members of the KSF and Kosovo Emergency Agency during the training. He cited “Your motivation to learn new skills show
your commitment for assuming the new responsibilities. During this training, everything went well, so I just have to thank
you. You are trained as our soldiers are trained entering in the battlefield. I believe this training will help you in everyday life as well". This kind of training will be going into more deeply in the future.
Based on the assessment of the instructors, soldier Ukshin Hajdari, announced to be the most distinguished student of this
course awarded with a medal. Meanwhile, General Enver Cikaqi in a sign of respect has awarded gratitude to the American instructors.

The KSF commander hosted for a visit Chief of Defense of Germany
Commander of the Kosovo Security Force, Lieutenant General Rrahman Rama, hosted in the Ministry premises, with
military ceremony the Chief of Defense of the Federal Republic of Germany, General Eberhard Zorn.
Generals Rama and Zorn along with their delegations conducted a joint meeting where discussed on excellent relations between Germany and Kosovo respectively, Ministry of KSF and the KSF with Ministry of Defense and Armed Forces of
Germany.
The KSF Commander thanked the Chief of Defense of Germany for the contribution of Germany within KFOR, as a NATO member state, saying that the Ministry for KSF and the KSF, within the framework of bilateral cooperation agreement, have
very good relations with the Ministry of Defense and the Armed Forces of Germany. General Rama added that this relation
would continue in the future. General Rama further informed his German counterpart, General Zorn, on existing capacities, activities for the benefit of
citizens, community integration, development plans and with particular emphasis on the ongoing KSF transition process and
the transparency of this process. He expressed commitment that Kosovo is aiming to build a new mission and force, which
will be flexible, multi-ethnic, and useful for security in the country and beyond. This will be made in transparent way with local, international, and strategic allies, including the German Federal Republic as a partner.
The number one of KSF, General Rama further said that "we are determined to implement the plan on the transition of the
Force and continue to work closely with the local and international factor in order that as a country be prepared to give our contribution for peace not only in the country, but also in the region and wider. "
On his part, the Defense Minister of the Federal Republic of Germany underlined that "The Ministry of Defense and the
Armed Forces of Germany are determined that the bilateral cooperation with Kosovo, respectively with MKSF and KSF will
be continued and intensified in the future ".

Parliamentary Commission for Internal Affairs, Security, and Oversight of the KSF
conducted meetings with leaders in Ministry of KSF
Tues, 30 Oct 2018. Minister of Ministry for Kosovo Security Force, Mr. Rrustem Berisha and Commander of KSF, LTG.
Rrahman Rama hosted in Ministry members of Kosovo`s Assembly, members of Parliamentary Commission for Internal Affairs, Security and Oversight of the KSF (CPIAMKSF) headed by Assembly`s member, Mr. Haxhi Shala, Commission`s
President.
In a joint meeting of members of Assembly of PCIAMKSF and heads of Ministry and the KSF attended Director and Dep/Director of NATO for MKSF and the KSF (NALT).
Firstly, Minister Berisha has thanked all members of assembly regardless political parties differences for supporting and
voting casted in Parliament in the first reading of draft –law package for the KSF and Ministry of Defense. A briefing made provided detailed presentations on concrete topics. It is said to make essential changes and presentations of
stages of development and upgrading of the KSF capabilities with a new mandate.
The Assembly members made various questions and interests in which the Minister, KSF Commander, and field specialists
gave their explanations. The MPs expressed their gratitude for the possibility that the various points of the draft laws will discussed in detail.

The KSF continues the humanitarian project in Maxhunaj/Vushtrri village
Wednesday, 31 October 2018. The Kosovo Security Force, namely the Battalion of engineering as field project executor, in
cooperation with KFOR and the municipality of Vushtrri is implementing the humanitarian project "Opening of the
Atmospheric Water ditches" to help citizens of the village of Maxhunaj, where, at times of atmospheric rainfall, a village neighborhood had major problems with floods.
KFOR has carried out the work inside the barracks, and now works are being done by members of the KSF in cooperation
with the Municipality of Vushtrri, at the opening of two ditches of length 1500 m, depth and width with dimensions one
meter, ditches which will eliminate the possibility of further flooding, endangering children and residents of the village.
Major Fadil Vojvoda, Head of the Department of Civic-Military Cooperation in the Land Forces Command, and the official
of the Municipality of Vushtrri, Nexhat Merovci paid a visit where they expressed his satisfaction with the work and assistance that members of KSF are giving to the population of Vushtrri Municipality, namely Maxhunaj village.
