Bike to Work Week, May 13-17, 2002 promises to be the largest BTW event ever since 1994 when the EBBC inaugurated the Oakland BTW Day and saw it blossom into a statewide event. We are proud to co-sponsor BTW Week this year. East Bay motorists will again be reminded to ride a bike with a banner over the Bay Bridge portal, plus we've added a billboard on I-680 at Pacheco Boulevard.

This year, our emphasis on Safe Routes to Transit gets added attention with energizer sta-tions aboard the Alameda-Oakland and Harbor Bay Ferries, plus new pit stops at East Bay Amtrak Capitol Train and BART stations (see list for details). Look for the banners and volun-teers to get a free canvas commuter bag filled with goodies on the morning of May 16.

East of the Hills will again feature very popular energizer stations at Whole Foods in Walnut Creek and on the Iron Horse Trail intersection with the CoCo Canal Trail. West of the Hills bicycle commuters should drop by Oakland City Hall, also adorned with a large banner, to join in the free pancake breakfast from 7-9am and the noon Pedal Pageant Fashion Show.

Most of you already use your bike on an every-day basis. For you, BTW Day is a reward for your conscientious commute choice. Others need the incentive of prizes and bike buddies to kick the addiction to motors and join a pedal

pool.

Either way, I want to urge everyone to register or pledge to ride during BTW Week. Only by registering are you eligible for prizes. We have strength in numbers — please register and be counted as a bicycle commuter!

CCC BIKE PLAN: The Contra Costa Transportation Authority is preparing the Contra Costa Countywide Bicycle and Pedestrian Plan. The Plan is intended to identify existing facilities and gaps, outline improvements, establish funding criteria for the improvements, and to provide guidelines for local jurisdictions to create more bicycle and pedestrian friendly environments. BERKELEY: City Council has approved a plan to create a bike/ped path between Strawberry Creek Park and Delaware Street along the abandoned Santa Fe ROW. To sat-isfy the concerns of neighbors, the resolution calls for the installation of a gate that would be locked at night.

BTS SURVEY: The Bureau of Transporta-tion Statistics has released the first results of the upgraded Omnibus Household Survey of travel habits, carried out in July 2001. The results show that one quarter of adults (49 million) in the United States rode a bicycle during July. Primary purposes were recre-ation (54%) and exercise (31%). Half the rid-ers reported that they rode mostly on paved roads. More than three-quarters of adults reported walking, running or jogging outside for 10 minutes or more. Exercise (58%) was the predominant reason for walking.

PCL: Due to the stunning passage of Propo-sition 42, the gasoline sales tax measure which received 69% of the vote in the recent primary election, the Planning and Conser-vation League has decided to proceed with our proposed transportation initiative for the November ballot.

The measure would dedicate 30% of the state share of the sales tax on motor vehicles to a variety of transportation purposes. You can learn more about the measure on our website at www.pcl.org under “transporta-tion”.

Be Careful or they Might Begin Conservation Efforts

One lesson from the 1973 oil embargo ap-pears clear — avoid conservation measures at all costs! A major consideration in the Saudi decision over whether to implement an oil embargo is the specter of US con-sumers taking conservation measures.

“The Saudis were so decimated by the em-bargo,” Rachel Bronson, a senior fellow at the Council on Foreign Relations in New York, told the Ron Scherer of the Christian Science Monitor (April 4, 2002). “They lost considerable market share and it caused the US to take conservation efforts. In fact to this day, they still feel the ef-forts.”

One such enduring conservation effort is the California Bicycle Transportation Act, adopted by the Legislature following the 1973 embargo. In every local bicycle plan the EBBC reviews and promotes, we con-tinue to build upon the original intentions

that the Legislature wrote in the preamble:

…to establish a bicycle transpor-tation system…designed and de-veloped to achieve the functional commuting needs of the employee, student, business person, and shopper as the foremost consider-ation in route selection, to have the physical safety of the bicyclist and bicyclist's property as a ma-jor planning component, and to have the capacity to accommo-date bicyclists of all ages and skills.

The case for conservation continues to grow. Scherer’s report in the Monitor notes that in the thirty years since the last embar-go, US dependence on foreign oil imports has increased from 36 to 56 percent of US oil consumption.

ASHBY INTERCHANGE TO FEATURE BIKE/PED CROSSINGA new design proposal would allow a much larger park (about 20 acres) at a reconstructed Ashby interchange. This is based on a new Caltrans drawing, Option D, presented to the Berkeley Transportation Commission on April 20, 2002.Caltrans is showing some willingness to consider open space as part of the redesign.My main change to their Option D is to relocate Frontage Road under their proposed elevated roundabout so as to free up the shoreline for park uses. This avoids putting Frontage Road traf-fic through the roundabout, which Caltrans had raised questions about.Again, this is a tremendous opportunity to create a large south-ern node of the East Shore State Park, which could accommo-date the Bay Trail, shoreline restoration, soccer fields, and other recreational facilities. I hope that every possible organiza-tion will formally ask Caltrans to study such an option in their EIR over the next year. In response to public interest they are apparently going to hold a Public Workshop on this project in June.-Stephen Wheeler

MINUTES of previous meeting were not avail-able due to newsletter having not been received by members.

MEMBERSHIP Andrew Rudiak reported we have some 914 members, but only about half have paid their current dues.

OAKLAND GRAND PRIX RACES will be held on Bastille Day, Sunday, July 14, 2002, near Lake Merritt.

PHYSICS OF BICYCLING LECTURE will be held at 11 AM, Sat, April 20, in the building at 1 Le Conte St in Berkeley. Since this con-flicts with Earth Day Events, we will ask the professor to speak at one of our EBBC meet-ings if those who attend the lecture give us a favorable report.

OAKLAND YELLOW JACKETS “CALM” RIDE will begin at 8 AM on Sat, May 4, at Lake Merritt Fairyland.

BAY TRAIL IN ALAMEDA Bill Smith reported that there is a conflict in Alameda over a stretch of land on the shore where a military base formerly existed. The conflict is over using the shoreline for the Bay Trail or using it for a new prestigious golf course. We passed motion to go on record as favoring the Bay Trail, and asking the golfers to go inland a safe distance.

BAY AREA WATER TRANSIT AUTHOR-ITY (WTA) PRESENTATION Steve Castle-berry and Heidi Machen of the WTA told us the history of their newly created Authority which is in charge of ferry service in the SF Bay. Fer-ries accommodate bikes. Mr. Castleberry for-merly worked for the Alameda County Transportation Authority and was very helpful in getting 5% of the Measure B money set aside for bikes and peds. A motion was passed say-ing we encourage and support expanded ferry service that is friendly to the environment, to bikes, and to the Bay Trail.

EARTH DAY EVENTS were announced for Richmond April 20, Berkeley April 20, Oak-land April 17 & 20, EBMUD bldg Wed, April 24, and Bay Festival in Washington Park, Alameda, Sat, April 27.

MAP The good news is that Barclay Maps will

be able help us with our revised East-of-the-Hills bike map. A meeting was set for map workers for 9:30 AM, Sunday, May 26, at the HUB-CAT (which may have a new name) 1336 Channing Way in Berkeley. Volunteers include Robert Raburn, Dave Campbell (who will cook breakfast,) Michael Boyce, Craig Hagelin, and Yehuda Sherman.

LEGISLATION AB 2707 lost. It would have changed the CEQA rules so that putting bike lanes on streets would not have to go through the laborious process of environmental reports, which is what has stymied our efforts to put class II bike lanes on lower Telegraph Ave in Oakland. SB 1555, Senator Tom Torlaksen’s “Neighborhood Traffic Safety Act,” which will add $4 to each vehicle traffic violation, with the money to be spent on bike and ped facilities, is still alive in the Legislature.

ASHBY AVE & I-80 INTERCHANGE revi-sion is a CalTrans proposal that would result in another bike-ped bridge over I-80 and a Bay Trail connection, although its main purpose is to facilitate motor vehicles.

MAC ARTHUR BART station revision includes BART’s plans to build a tall auto park-ing structure to lure more drivers to use BART. We voted to oppose building parking structures, and also to ask BART to do something to help folks west of the station to gain access to the station. MLK Way is on the west side of the BART block, but it currently has no access to the BART station. We will send letters to BART and the City of Oakland to let them know our position on these matters.

30th ANNIVERSARY of the creation of EBBC will be celebrated with a party, on Fri-day, Sept 27, 2002.

REBAC is requesting MTC to fund a million dollar pilot “Safe Routes to Transit” program which would provide (1) access to transit sta-tions from all 4 quadrants, (2) safe bike park-ing, (3) all the features of the “Good Roads Bill.” Also asking for $300,000 to publish and distribute literature on safe cycling.

“BOOM” CARS are those annoying and often mind-rattling cars which have loud, low bass, thumping music. We were asked to take a posi-tion on asking the City of Berkeley to ban such disturbances of the peace as a violation of Penal

Code section 415 (2).

ANTIOCH Bruce “Ole” Ohlson reported on the large turnout of cyclists at a recent Antioch City Council meeting voicing our protest against the City Engineer’s plan to take away the large bike-able shoulder on a stretch of Lone Tree Way in order to add yet another lane for motor vehicle travel. Although we received a favorable response from the City Council, we will have to monitor this situation so that the City Engineer does not put forward his pro-posal in the future.

CCTA The Contra Costa Transportation Authority Bicycle Plan Oversight Committee, on which our EBBC representative is Michael Boyce, meets regularly. Contact Brad Beck of the CCTA at [email protected] for time and place of these meetings, which come under the Brown Act. Michael Boyce reported that the CCTA has some $2.18 million of STIP (State Transportation Improvement Program) money for bike and ped facilities.
