Law Updates:
Tribunal must record a specific finding on alleged violation of
principle of natural justice: Madras High Court.
Department restrained from taking recourse to Rule 5A for
accessing registered premises under Service Tax Rules.
Where no expenditure had been incurred by assessee for purpose of
earning dividend income from mutual funds, question of
disallowance under section 14A did not arise: Tribunal Bangalore.
Leasehold rights on land do not fall in category of intangible asset
as defined under section 32(1)(ii), hence do not qualify for
allowance of depreciation: Tribunal Bangalore.
In view of specific language of section 43B, amount of customs and
excise duty on value of closing stock should be allowed as
deduction in assessment year relating to previous year in which it
was actually paid even though assessment of closing stock of that
year would be in subsequent assessment year.

Joe Blackman CEO of Collection 26 “We spend a lot of time thinking about the journey for guests. The best parties are ones where you have a really coherent theme. We’re looking at what they do, what they hear, what they smell, what they feel and think, minute by minute.” Joe Blackman is a serial entrepreneur and CEO of Collection 26, a celebrity event planning and Design Company. He sits as a Magistrate in Westminster Magistrates Court. Blackman previously sat in Cardiff Magistrates Court. He organises events for high-profile clients such as the Abu Dhabi royal family, 50 Cent and The Killers. Blackman is loath to spend money where it could be saved. That’s probably because he comes from a background without a lot of money and he doesn’t like to see it go out the door. Compared to a lot of businesses, he is very tight with his finances and thinks that’s why he is successful.
Education and recognition
Blackman has a Master's degree in Business Administration and is qualified in health and safety management
by NEBOSH. He lectures part-time for an BA(Hons) Events Management degree course at the Cardiff
Metropolitan University and has previous lectured at Liverpool Institute of Performing Arts on the Theatre and
Performance Technology BA course.
In 2010 Blackman was honoured as an IoD (Institute of Directors) Young Director of the Year at a ceremony at
the Lancaster London hotel.
Magistrate Service
Blackman became a magistrate, or Justice of the Peace, in Cardiff, Wales in 2008. At the age of 23, he was the
youngest magistrate on the Cardiff bench, and one of the youngest in the UK.
As of 2009 Blackman sits as a justice in Westminster Magistrates Court in Central London. Blackman applied
to be a magistrate after talking to a friend who already served on the bench.
Event Planning
Blackman began planning events when he was 13 years old, helping out on events at a local community centre
before starting his first business while in university studying a BA degree in Stage Management at the Royal
Welsh College of Music and Drama in 2003 and 2004. He began planning events on a freelance basis during
this time. At the age of 20, he travelled to Qatar to help organise the 15th Asian Games for the International
Olympics Committee.
In 2005, Blackman founded Collection 26, an event-planning company. He was 20 years old. Venture Wales, a
business-support project of the Welsh government, supported Blackman's efforts with business advice.
Blackman's plans parties and weddings for royalty, celebrities, and corporate customers. Following successful
events in Abu Dhabi, he expanded Collection 26 to service customers in the Middle East in 2010. Blackman has
carved out a lucrative niche catering for the social lives of high net worth individuals. Past projects include
footballer Theo Walcott’s wedding, singer Alexandra Burke’s birthday party and one for a member of the Abu
Dhabi royal family
Collection 26 has organised Africa Oye, the UK's largest African festival, every year since 2006. Collection 26
has offices in Cardiff and London.
