Re: Ofsted Inspection – Urban Futures London Ltd. Steve Delaney Chief Executive
I am pleased to announce that Urban Futures has received a Grade 2 Good provider at our recent
Ofsted inspection between the 9th and 11th May 2017. This is an improvement on our inspection of
June 2015 and represents some considerable investment in time and effort by all our training staff
over the 2 year period between inspections. I would like to particularly thank Anita Garrard our
Head of Quality & Training who has led the team on the major improvements in our service, and all
the frontline staff who have contributed to the change management processes we have enacted.
This grading is evidence that we are heading in the right direction in respect of our Apprenticeship
and Traineeship provision and is a vindication of the service offers we provide particularly at
Stansted Airport. We will continue to focus on further improvements over the coming year as we
aim for a Grade 1 Outstanding. Huge thanks to all involved.

Please note the following requirements will mean additional information required by your
insurer. The Employers' Liability Tracing Office (ELTO). ELTO has replaced the previous voluntary
Employers' Liability Code of Practice (ELCOP) tracing service, which was in place since 1999 and
helped around 20,000 claimants trace the Employers' Liability (EL) insurer to pursue a claim.

Extra information we need. The government’s new Employer’s Liability Tracing Office (ELTO)
requires the insurer to collect information about any business insured for UK employer’s liability
insurance
Employers’ liability: You must provide us with the following information for each entity insured
under this section of the policy:
1. Employer name; and 2. Full address of employer including postcode; and 3. HMRC Employer
Reference Number (ERN).
If any insured entity does not have an ERN, you must provide us with one of the following reasons:
a. the entity has no employees; or
b. all staff employed earn below the current Pay As You Earn (PAYE) Threshold; or c. the entity is not
registered in England, Wales, Scotland or Northern Ireland.
You must inform us immediately of any changes to the above information. This information is
required by us to enable compliance with mandatory regulatory requirements for Employers’ liability
insurance

Your policy details will be added to the Employers Liability Database, managed by the Employers
Liability Tracing Office (ELTO). This data will be available for search by registered users as well as
individual claimants on a limited basis, who wish to verify the Employers' liability insurer of an
employer at a particular point in time. You can find out more: From your insurance adviser
(if you have one); or by contacting your insurer; or at www.elto.org.uk.
When implemented correctly, the security controls outlined should prevent 80% of cyber-attacks.
With the recent cyber-attack hitting the NHS, this topic is more prevalent than ever and one which
shouldn’t be ignored by either small or large organisations.
How is Cyber Essentials implemented? There are two different levels of badge that your company
can apply for:
Cyber Essentials: the standard Cyber Essentials certification is a self-assessment questionnaire and is
reviewed externally.
Cyber Essentials Plus: this includes all the assessment for the Cyber Essentials certification but
system tests are carried out by an external certifying body. Any organisation, no matter the size, can
download the Cyber Essentials documents and use them to put essential security controls in place
via the self-assessment.
Why do you need it? Having the Cyber Essentials badge not only protects your organisation against
80% of cyber-attacks, it demonstrates to your customers and supply chain that you have considered
security controls and are working in a safe and secure environment. It also means that you can bid
for important government contracts, as the Cyber Essentials certification is likely to become
mandatory.
Why is it important when bidding for public sector contracts?
From as early as 2014, the Government issued a mandate stating that all suppliers must comply with
the new Cyber Essentials controls if bidding for some government contracts; this was mainly seen in
contracts which involved handling sensitive information and technical services. The Ministry of
Defence implemented this from 2016 for all suppliers, but Cyber Essentials is now a lot more
common across the board for all contracts.

The creation of one of the largest colleges in the country in Nottingham has finally happened – 10
months after the merger was supposed to complete.
The legal coming together of New College Nottingham, rated ‘good’ by Ofsted in January, and
Central College Nottingham, which also recently received a grade two from the inspectorate, was
confirmed in a joint statement on June 8. The new body is called Nottingham College, and is set to

Key Stage 4 Alternative Provision

Doncaster Council (‘The Council’) invite detailed proposals under the Light touch Regime for a
individual Primary Provider to deliver or co-ordinate a bespoke education and training offer at Key
Stage 4 for at least 50 full-time equivalent placements in an appropriately resourced, high quality
education setting. Commissioning of Alternative Provision will ensure best quality and value for

The service aims to provide a tailored package of personalised learning and vocational training
opportunities based on individually assessed needs of young people aged 14 – 16+ who have social,
emotional and mental health needs which either significantly compromise their progress, and that of
their peers, or they are at risk of disengaging from learning in mainstream schools. There will be
some young people with mental health issues and some in need of Therapeutic input.
The service will support the aspiration of Doncaster schools and it’s Local Authority of 0 exclusions
and the optimisation of educational progression for all Doncaster pupils.

Quality Improvement Associate Coaches/Facilitators
Health Education England
Health Education England in the east of England has historically supported a cohort of Quality
Improvement Fellows each year to develop a baseline of quality improvement skills aligned to
recognised methodologies.
This programme has supported the Fellows to work on small, local projects, but does not necessarily
equip them for more strategic service improvement. Additionally, the future role of these individuals
in relation to quality improvement beyond the life of this programme is not known, nor the overall
benefits if learning to the wider NHS system.

NHS Shared Business Services is establishing a framework agreement for the provision of
Apprenticeship Training Services to Public Bodies who pay the Apprenticeship Levy. This is the
second opportunity for organisations to apply to join the framework. Apprenticeship Training
Services means the provision of Apprenticeship Frameworks and Apprenticeship Standards.

Provision of Safeguarding Training
City and County of Swansea
Safeguarding children and adults at risk of abuse or neglect is everyone’s responsibility. The Local
Authority has a lead role and statutory duty to make enquiries if it has reasonable cause to suspect
that an adult may be at risk of abuse or neglect. Under the Social Services and Wellbeing Act 2014,
and under the current Wales Interim Policy and Procedures for the Protection of Vulnerable Adults
from Abuse (2nd ed, 2013), there are expectations that staff working within partner agencies have
an ethical and professional duty of care to act if they witness abuse, receive information about
abuse, suspected abuse or concerns about the care or treatment of an adult at risk, or have concerns
or suspicions about possible abuse or inappropriate care.
In order to contribute towards achieving these aims, the Local Authority must ensure that a full and
robust programme of training relating to Safeguarding is available to its staff, and partners within
other statutory agencies, the independent and third sectors. As part of this full programme, a

BBC Children in Need Main Grant Programme (UK)
The next closing date for applications to the BBC Children in Need Main Grants programme is the 1st
September 2017.
Grants of over £10,000 per project are available to not for profit organisations and schools that work
with young people who are experiencing disadvantage through:

British Academy Launches Early Childhood Development Programme (UK)
The British Academy has launched a new, competitive research funding call, the Early Childhood
Development Programme, as part of the £1.5 billion Global Challenges Research Fund and in
partnership with the Department for International Development (DfID).
The purpose of this interdisciplinary research programme is to research the evidence that will inform
the policies and interventions that will transform the life chances and destinies of children in their
early years in lower- and middle-income countries. This Scheme will allow UK and overseas
researchers, working with their partners where relevant, to undertake projects to deliver research
excellence with development impact. The Early Childhood Development Programme is open to
researchers based at UK and overseas institutions. Projects must be up to 18 months in duration,
with a maximum value of £350,000.

Funding for Young People to Develop Social Enterprises (UK)
UnLtd, in partnership with Sports Relief and the Spirit of 2012, has announced that young people
who want to start, grow or build their social enterprise idea can apply for funding of up to
£15,000. Young people can apply for a Test it Award of up to £500 or a Build it Award of up to
£15,000.
Awards can be applied for by an individual or small group of up to four people aged 11-30. Test it
Awards provide young people with the chance to unlock their potential and make a positive
difference in the community. The Test it Awards are available to 200 young people to run their own

M&S Energy Community Energy Fund Opens for Applications (UK)
The M&S Energy Community Fund has announced that not-for-profit organisations can apply for
funding for renewable energy projects that can demonstrate they have the support of their local
community.
A total of £300,000 is available and the maximum available for each project is £12,500. Applicants

UK registered charities can now apply for funding of up to £35,000 from The Dulverton Trust.
The Trust prefers to support medium sized charities (with an income of £200,000 to £5million)

Young Europeans Award 2018 (UK)
Young Europeans Award is inviting all pupils interested in European issues to take part in a free to
enter competition to win a trip to Warsaw. The Young Europeans aims to encourage dialogue and
exchange between young people in the 'Weimar Triangle' countries - Germany, France and Poland.
For the 2017-18 round, the UK has been invited to take part as a guest country. Teams of young
people from UK schools are invited to enter the competition (with support from their school) in
groups of 6+ by sending in a collaborative creative project of their choice addressing the statement:
'To be or not to be...a European'. To take part, pupils must be aged under 21 and should enter in
teams of a minimum of 6-8 - two from the UK and at least two from France, Germany and Poland.
UK schools with an existing partner school in one of the countries involved are particularly
encouraged to take part in collaboration with new project partners in the remaining countries. To
find a school, class or group to partner with, teachers and pupils can use the online partner-finding

Apply for up to £500,000 for Heritage Projects that Deliver Social and Economic Benefits (Wales)
The Great Place Scheme, which is designed to pilot new approaches that enable cultural and
community groups to work together for the social and economic benefit of local communities has
opened for applications in Wales.
Heritage and cultural organisations in partnership with organisations in other sectors can apply for
grants of between £100,000 and £500,000 for activity to be delivered over a period of up to three
years. This might be:
Across more than one council area, or a single local authority area
A city or town and its hinterland
A grouping of rural towns / villages; etc.
Boundaries need not be contiguous or administrative. The Great Place Scheme will invest in between

Power to Change, which supports community businesses, has announced that its £10 million

Innovate UK, the UK's innovation agency has announced the launch of the Energy Catalyst
competition.
This competition is co-funded by the Department for International Development, the Department
for Business, Energy & Industrial Strategy and the Engineering and Physical Sciences Research
Council and will invest up to £13 million in innovation projects that address the global need for
clean, affordable and secure energy. The competition aims to help UK businesses to grasp the
opportunities on offer through meeting the challenges facing the energy sector and is open to any
UK organisation. Universities and small and medium-sized enterprises (SMEs) are also encouraged to

Grants to Enhance the Teaching of Mathematics (UK)
The London Mathematical Society has announced that Mathematics Teachers in the UK can apply
for grants of up to £400 to attend specific one or two day conferences/events organised by
professional mathematical organisations.
The aim of the grant is to facilitate mathematical professional development to allow teachers in UK
schools/educational institutions to develop their subject knowledge. The grant can contribute to the
costs of registration for the course and a proportion of the travel and subsistence expenses of
attendees. Any application for a grant under this scheme must be made by a teacher of mathematics
or ITE provider based in the UK. The grants are open to teachers of mathematics from primary
school to A-Level or equivalent (inclusive of STEP/AEA).

The Partnership Visit Fund supports new or on-going partnerships between UK and German schools

Organisations working within the UK who want to help transform financial systems into ‘engines for
social benefit' can apply for up to £200,000 for work lasting up to five years. These can be in the
form of grants, loans, part loans or underwriting to cover capital or revenue funding, core costs or

Funding to Support Disadvantaged Young People (UK)
The Weavers' Company, a textile-related, charitable and sociable organisation, has announced that
the next closing date for its grants programme is the 31st July 2017.
The Fund also aims to help young people (aged 15 - 30) at risk of criminal involvement to stay out of
trouble and assist in the rehabilitation of offenders, particularly young offenders both in prison and
after release. Grants are usually no more than £15,000 per annum, and to make sure grants of this
size have an impact, the Weaver's Company will not fund large organisations. Grants are normally
awarded to registered charities or organisations in the process of applying for registration. To be
eligible for funding, local organisations such as those working in a village, estate or small town
should normally have an income of less than £100,000. Those working across the UK should normally
have an income of not more than £250,000. Grants are usually given for one year.

Music Grants for Older People (England & Wales)
The registered charity, Concertina which makes grants of up to £250 to charitable bodies which
provide musical entertainment and related activities for the elderly has announced that the next
deadline for applications is the 31st October 2017.
The charity is particular keen to support smaller organisations which might otherwise find it difficult
to gain funding. Concertina has made grants to a wide range of charitable organisations nationwide
in England and Wales. These include funds to many care homes for the elderly to provide musical
entertainment for their residents.
Some of the charities that have received grants from Concertina include:
The Theatre Chipping Norton to fund high calibre music recitals in six Care Homes in the area.
The Golden Oldies in Bath who received funding for the provision of leaders for singing sessions for
the elderly throughout the area, culminating in a concert bringing together all the groups in one
celebratory concert annually. The pilot project which Concertina helped to fund has now grown and
there are "Golden Oldies" in many more areas of England.

The next application deadline for funding from the Suez Communities Trust (formerly the Sita Trust)
is the 24th July 2017. The Suez Communities Trust provides funds to not-for-profit organisations to

for a Reinvigorating Social Work Training service.
For the provision of Specialist Training to support the Reinvigorating Social Work (RSW) Programme,
which is a programme of learning, development and support aimed at empowering social workers.
It promotes practice based on building relationships and improving outcomes for children and

Based on our successful pilot work our RSW learning and development approach to social worker
and managers includes providing specialist training (delivered through external suppliers), agreeing
specific “homework” tasks
and individual learning development plans arising out of specialist training, practising skills through

learning groups to share learning, reflect on progress and identify areas for further practice
development (including the use of circle time) and Learning Logs and Portfolios of evidence to
complete the learning and development cycle.
Currently we are recruiting to our RSW social work team who will work directly with cohorts of social
workers going through the programme providing additional capacity and offering coaching support
and our work with our partners will include joint training on relationship and restorative practice
through delivery of practice deployment days to build trusting relationships, early help, outcome
focussed ways of working and management of risk.

Development approach to explore how social workers become more accountable with our partners
to contribute to better outcomes across whole communities. This will include joint working with 7
Family Partnership Zones, Dorset’s new Corporate Plan (2017-18) and supporting Outcomes
Framework which has 4 outcomes for local citizens (Safe, Healthy, Independent and Prosperous)
There will be a clear expectation that Providers will include content relating to the RSW operating
model that defines what “good” outcome focussed practice looks like and the innovation we are
testing as part of the DfE funded project. The RSW support team will work closely with the supplier
to ensure we have a “golden thread” that runs throughout the whole learning and development
programme.
The Provider shall deliver one or two lots: Lot 1 – Relationship based practice and Lot 2 – Restorative
practice.
There would be an expectation that the successful suppliers would be willing to coproduce the final
delivery programme with members of the RSW support team. This might involve taking part in
teleconferences and meetings during the period of the RSW programme.
The contract would be due to commence from 1st August 2017 and will run for a period of 24
months until 31st July 2019.
The Contract Value is approximately £42,000 per annum and Total Contract Value equating to
£84,000.
