By Jay adams CEG CORRESPONDENT In a sepia-toned, grainy silent movie, five-year-old Eileen Dondero (later Foley), a pixie with scissors, cuts the ceremonially wide ribbon and two stately gov- ernors — Fred H. Brown of New Hampshire and Percival P. Baxter of Maine — shake hands on the brand- new bridge that spanned the Piscataqua River to connect their two states. That historic August 1923 day on the new World War Memorial Bridge remained with the young girl who later served as Mayor of Portsmouth, N.H. for eight terms. Precious to Eileen Foley, the bridge was just as spe- cial to the residents of her town on the south side and the res- idents of Kittery, Maine, up river, 1,000 ft. of steel away. Fast forward nine decades. From that day until July 27, 2011, people could walk or bike or drive from state to state across Route 1, carried over the Piscataqua. Then, owing to the toll taken by 88 years in a marine environment, Maine and New Hampshire Department of Transportation officials shut the bridge to vehicles. On January 9, 2012, the bridge was permanently shut down so it could be demolished and replaced by a new bridge. A month later, the bridge’s center lift span, consisting of some 2 million pounds of well-worn steel, was removed from its supports and lowered onto a barge to be taken away to a Boston-area scrap yard. For several years, locals had argued vehemently to have the bridge repaired, not replaced. They wanted the original span to remain, improved. But with escalating maintenance costs reaching the million-dollar mark annually, officials, commuters, pedestrians and bicyclists from both states of the river agreed that a new Memorial Bridge was needed. By summer 2013 they will have one. Challenges Overcome Enter Archer Western Contractors of Canton, Mass., and welcome to the Memorial Bridge Project, a $90 million enterprise on the fast track to completion. Formidable economic, calendar and environmental chal- lenges have been overcome. First, Archer Western had to win a competitive bid process, which they did in part by sub- mitting a proposal to do the work months ahead of what would be considered the usual schedule for a project of this magnitude. Then, add working over a river with one of the biggest tide sets in North America, in a very crowded and historic setting with two million pounds of steel and concrete to remove. “The biggest challenge has been the foundation construc- tion, the piers,” said Senior Project Manager Steve DelGrosso. “The river here is pretty tough to work on. The strong current and the tides are very difficult to deal with. CONCORD, N.H. (AP) New Hampshire ends nearly sixdecades of providing school construction aid to all comerswith a new law that uses a ranking system to determinewhich projects get funding. The law wipes out a practice in place since 1955 that set

no limits on who could get aid and replaces it with one

where schools compete for limited aid dollars. The state iscapping aid at $50 million annually, but only $6.2 million ofthat is available for new projects the first year. The rest is ear-marked to pay off the state’s roughly $540 million share of360 existing projects. The rankings for the projects will be made by a six-mem-

ber committee; then the state Board of Education mustapprove them.

role of president and CEO of theAssociated Builders and Contractorsof Maine. Perkins has been with ABC

Maine for more than six years. Sherecently held the post of vice presi-dent of member services. Sheassumed her new role on Aug. 1.She said it had been “a dream” ofhers. Perkins replaces James Cote, who

becomes the association’s directorof government affairs and public

policy. Perkins previously worked for

contractor H.E. Sargent in Old Town. Associated Builders and

Intricate River Float-Outs Performedto Remove Three Old Bridge SpansIllinois. DelGrosso said thebridge’s steel weighed more than2,000 tons (1,814 t).In June, the demolition of the

approach structure in Kittery,Maine, had been completed. Waterlevels on that side of the river werenot high enough at low tide toallow access by barge, so the com-pany built a temporary trestle inorder to build a new Kitteryapproach structure.Old, rare sepia-toned films

All of the foundations will becompleted in September, according toDelGrosso. Installations of the drilledshaft foundations, which will supportthe new Scott Avenue approach on thePortsmouth side, also were completedin July.From this writing through autumn,

passersby will see only four stubs of theold piers above the waterline. Newcranes have been erected on the Kitteryside to support construction and liftingof steel and other material there. Utilityrelocation work to facilitate new con-struction continues on both sides of thebridge, according to Archer Western.

An Amazing ‘Float’Archer Western conducted the chal-

lenging river “float-outs” to remove theexisting steel superstructure downriverearlier this year. They floated threespans (sections) of the old bridge overto the side of the river, starting with thelift span on Feb. 8. This critical centralportion of the bridge is lifted to allowtaller marine traffic (up to heights of150 feet above mean high water) topass underneath it.“It was a challenge,” said

DelGrosso. “At low tide, we positioneda barge under each 300 feet long span.The barge was outfitted with steel tow-ers to receive the span. As the tide cameup, we lifted the bridge spans off theirbearings. Following removal of the liftspan, the 450-ton counterweights weredismantled and removed from eachtower, which then allowed for the dem-olition of the steel towers. Theapproach spans were removed in a sim-ilar way during February and March.”

The Coast Guard agreed to shutdown navigational waterwaysleading to the secured area foronly 72 hours to complete the del-icate operation. The navigationchannel was opened to marinetraffic four hours early.“There were many engineers

videotaping the float-out and thelifting of the spans off the barge,”said DelGrosso. “If you Google it,you can see the whole operationon video.” Structal Steel is the structural

steel fabricator.Archer Western is part of the

Walsh Group, whose NewEngland office is based in Canton,Mass. The Walsh Group, headquar-tered in Chicago, has divisions acrossthe nation and has built many suchbridges across the continent. “The company has an extensive

amount of experience building bridges.We have worked on many movablebridge jobs, including bascule bridgesand vertical-lift bridges,” saidDelGrosso.

Study and HistoryAccording to its history online, and

an executive study, the Memorial andSarah Mildred Long Bridges providetwo of the three crossings over thePiscataqua River between Portsmouthand Kittery. The effective operation ofthe two bridges, both eligible for listingon the National Register of HistoricPlaces, provided a transportation sys-tem that affects trade and commerce,tourism, community life and the

New Bridge on Schedule forSummer 2013 Opening Planhistoric and aesthetic character of bothtowns.Both bridges are owned and maintained

by a 50-50 joint responsibility agreementbetween Maine and New Hampshire DOTs.The bridges have been determined to bestructurally deficient by both states, and theircontinued operation requires increasingmaintenance costs of more than $1 millionper year for each bridge. Through long study,it was determined that, without improve-ments, the Memorial Bridge would likely beclosed within one to three years.Similarly, without improvements, the

Sarah Mildred Long Bridge will likely needto close within seven to 10 years. This time-frame necessitated immediate action by bothMaine and New Hampshire DOTs.In 2008, the two states went out to bid for

a major rehabilitation of the MemorialBridge. The final bid costs for this workwere 30 percent higher than anticipated. As aresult, knowing that the Sarah Mildred LongBridge also would soon need major rehabil-itation, the two states joined in December2008 to conduct a bi-state planning study toconduct detailed bridge inspections andassess transportation needs for the regionthrough 2035.The study arrived at a plan to achieve

goals that included, among others:• Improve local and regional economic

growth and stability, tourism and recreation-al opportunities• Maintain or improve access to

Portsmouth and Kittery downtowns andPortsmouth Naval Shipyard• Improve local connections to regional

transportation, like the PortsmouthInternational Airport at Pease.• Minimize long-term costs for transporta-

tion• Improve bicycle and pedestrian access

across the Piscataqua River• Reduce operational and maintenance

costs that sit currently at about $1.1 millionper year per bridge• Conserve history and the aesthetic set-

ting and environmental quality of thePiscataqua.

10 Years of PlanningAccording to Robert Landry of NHDOT,

the old bridge had just two lanes of traffic,accommodating about 11,000 vehicles andperhaps more than 1,000 bikes and pedestri-ans crossing daily. NHDOT had to put a 22-mile detour in place while this work wasbeing completed.Landry said the new Memorial Bridge has

been widened by two feet at each shoulder.The four towering supports for the bridgehave been strengthened, he added. Each con-

crete pier shaft is approximately 80 ft. (24 m)high.The overall master plan was visualized

nearly 10 years ago, Landry added. Designstarted back in 2003, Request for Proposalwas issued in June 2011 and constructionbegan on Dec. 16, 2011.“Through the RFP process, we had letters

of interest from six teams and it was nar-rowed to four,” said Landry. “ArcherWestern’s timeframe is ahead of our estimateand the project is on budget.”Landry said that permitting the project

under a “compressed time frame, securingTIGER II grant funds and coordinating withMaineDOT, as well as high public involve-ment and interest, “have been the most chal-lenging aspects of the massive bridgereplacement.”He is proud of the accomplishments.“People will see wider sidewalks and

bump-outs as requested by the community,and a metalized bridge for better protectionin this salt environment,” said Landry. Withso many officials involved regionally,Landry wanted to make a special citation forthe “effort by HDR Engineering in helpingus through the procurement method ofdesign-build in an extremely fast timeframe.”Archer Western was just as effusive in its

praise of local state agencies. “The NHDOT has been great, led by

Commissioner Chris Clement” saidDelGrosso. “Bob Landry has also been fan-tastic; Keith Cota has been a huge help, aswell as District Construction Manager NickiHunter. The Construction Administrator,Denis Switzer, leads a great team in thefield.”Currently, there are crews working on-site

six days a week, according to DelGrosso.“The work force will increase dramaticallyonce the structural steel arrives. In the fall,we will be working multiple shifts,” he said.A year away from scheduled completion

(Summer 2013), the Senior Project Managerfor Archer Western is proud that the $90 mil-lion project is on time and on budget, aremarkable feat, given the accelerated designand construction schedule.“It will be open to traffic in summer 2013.

To demolish the old structure, design andbuild a vertical lift bridge in 18 months is anextremely difficult task,” said DelGrosso.“That was one of the big things that madeour proposal stand out to NHDOT.”For more information, go to
