A. State Championships – “Shall the NYSPHSAA consider approval of Sections Intent to

participate in the 2016-17 NYSPHSAA State Championships.”

B. Soccer – “Shall the NYSPHSAA consider approval of the following Single soccer

official rule: ‘It is permissible to conduct a soccer game with a single official,

provided both teams agree to a single referee before the game begins’.”

C. Uniforms – “Shall the NYSPHSAA consider approval of a waiver for JV/Freshmen

soccer teams not to comply with the NFHS “all white” soccer uniform rule for the

A. Sportsmanship – The Section XI Sportsmanship Committee met on Thursday,

February 25, 2016, at 10:00 am, in the Section XI Office. In attendance: Chair:

J. Thode; Conference I: C. Kasman, J. Wright; Conference II: J. Sparacio;

Conference III: A. Agnesini, M. Passamonte; Conference IV: D. Hickey, D. Phillips.

The Committee recommends approval of the following:

1. Sportsmanship Workshop – “Shall Section XI conduct a “Sportsmanship

Workshop in the Fall of 2016.”

For Information Only:

1. The Committee discussed the possibility of seeking approval of a Section XI

Sportsmanship Philosophy Statement as follows:

“Section XI of the New York State Public High School Athletic Association is

committed to promoting positive experiences and quality sportsmanship

during all contests. The Educational Framework for Athletics guides us as we

identify the components of a quality sportsmanship program through the 4

C’s:

1) Competency

2) Citizenship

3) Character

4) Civility

These guidelines are intended to provide student-athletes, school

administrators, officials, parents and spectators with an expectation of

appropriate behavior during any and all Section XI events.”

2. There was a review of the Sport Standard Manual as it relates to Sportsmanship.

3. An update on the Sportsmanship Awards Program was provided.

4. Sportsmanship-related messages to be placed on the Section XI website were

discussed.

B. Policy – The Policy Committee met on Wednesday, February 24, 2016, at

9 am, at the Section XI office. In attendance: Chair D. Ferry; Conference I:

chairman.’

‘Bus Transportation (For Team Sports) – Limitations on transportation for

team sports are: baseball, field hockey, lacrosse, soccer, and softball = 23

maximum. Cheerleading: Large squad = 36 maximum; small squad =

20 maximum.’

1. Overtime Policy – A discussion took place regarding the possible elimination of

the overtime policy in modified sports.

2. Boys’ and Girls’ Soccer – A discussion took place regarding the possibility of

revising the policy for Modified Girls’ and Boys’ soccer to read, ‘Schools

requesting two equal teams in the sports of modified girls’ and boys’ soccer shall

be required to have those teams divided evenly be athletic ability’.”

D. Tournament - The Tournament Committee met on Tuesday, February 23, 2016, at

1. Varsity Girls’ Gymnastics – “Shall the following changes be made to the Girls’

Gymnastics policy:

Home teams will be allowed two (2) exhibitions per event.

Only the vaulting table will be used (for Team Championship)

Warm-up compete format will be used (for Team Championship)

Only the vaulting table will be used (for Individual Championship)

Withdraw From Championship Competition Scratch Procedure – Any

scratch received in writing by the gymnastics chairman prior to the

competition will be accepted and the next gymnast(s) qualified will

compete. Once the gymnast has been scratched, she may NOT re-

enter the competition in any event(s). (Rev 1/12/10) (For Individual

Championship)

2. Cheerleading – “Shall approval be considered to increase the state qualifiers to

10% of each division with a maximum of 2 in any division.”

3. Boys’ and Girls’ Tennis – “Shall approval be considered to increase individual

Section XI Policy

If one team drops in a division after June 1st, it will be a forfeit.

If two teams drop in any division prior to August 1st, a new schedule will be

developed.

Varsity, JV and JV9 football starting date for the 2016-17 fall season as per Section XI policy

will be Monday, August 15, 2016. First contest for Division II (Division with odd number of

teams): Fri/Sat, September 2 and 3, 2016. First contest for Divisions I, III and IV:

Fri/Sat, September 10 and 11, 2016.

8 power-ranked games will be scheduled which will determine the final standings.

A 9th football game will be scheduled as follows:

~ Section XI tournament qualifying round (not a playoff round) at

higher seed: 1 vs. 8; 2 vs. 7; 3 vs. 6; 4 vs. 5

~ Winning team will qualify for the tournament semi-final. Teams will

be seeded for the semi-final based on the regular season results.

~ No admission will be charged.

~ Schools are responsible for their own costs.

~ Night games are permitted.
